{"id":102193,"date":"2022-12-29T19:03:44","date_gmt":"2022-12-29T18:03:44","guid":{"rendered":"https:\/\/pointblanknews.com\/pbn\/?p=102193"},"modified":"2022-12-29T19:04:09","modified_gmt":"2022-12-29T18:04:09","slug":"reps-tackle-asuu-president-over-deception-allegation-against-gbajabiamila","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/exclusive\/reps-tackle-asuu-president-over-deception-allegation-against-gbajabiamila\/","title":{"rendered":"Reps Tackle ASUU President Over Deception Allegation Against Gbajabiamila"},"content":{"rendered":"<div dir=\"auto\">\n<p>Some members of the House of Representatives on Wednesday tackled the President of the Academic Staff Union of Universities (ASUU), Prof Emmanuel Osodeke, over his allegation that the Speaker of the House, Femi Gbajabiamila, used deception to convince the union to call off its strike action.<\/p>\n<p>Pointblanknews.com reports that the ASUU president had in an interview with a national daily on Tuesday accused Gbajabiamila of deception by asking the union to call off its eight-month-old strike in October with a written promise that the government would without delay, offset in full, the arrears of salaries owed members.<\/p>\n<p>But reacting to the allegation in a statement in Abuja, the spokesman of the House of Representatives, Benjamin Okezie Kalu noted that at no point did the Speaker of the House of Representatives commit to\u00a0offset the arrears of salaries owed to\u00a0union members\u00a0for the time they were on strike.<\/p>\n<p>He said the House of Representatives helped resolve the strike by making commitments to improve the welfare package\u00a0of university lecturers\u00a0and\u00a0revitalisation funds to improve\u00a0the\u00a0infrastructure and operations of federal universities.<\/p>\n<p>The statement read, \u201cThese commitments are reflected in the 2023 Appropriation Bill, which includes\u00a0one hundred and seventy billion naira (N170,000,000,000.00) to provide a level of increment in the welfare package of university lecturers\u00a0and\u00a0an additional three hundred billion naira (N300,000,000,000.00) in revitalisation funds.<\/p>\n<\/div>\n<div dir=\"auto\">\u201cFurthermore, the House of Representatives continues to work with stakeholders;\u00a0the Accountant General of the Federation (AGF)\u00a0and\u00a0the Academic Staff Union of Universities (ASUU) to facilitate the adoption of elements of the University Transparency and Accountability Solution (UTAS) into the Integrated Payroll and Personnel Information System (IPPIS). This effort is being supervised by the Chairman of the House Committee on Tertiary Education, Rep. Aminu Suleiman.\u201dThe House said that Prof\u00a0Osodeke\u00a0must know\u00a0that \u201cthe Federal Government of Nigeria is under no obligation to pay university lecturers\u2019 salaries for the duration they were on strike.<\/p>\n<p>\u201cThis is a settled matter in law.\u00a0 See S. 43(1)(a)\u00a0Trade Disputes Act, Cap T8, Laws of the Federation of Nigeria (LFN). The Executive decision not to pay salaries to lecturers for the time spent on strike is warranted by the government\u2019s legitimate interest in preventing moral hazard and discouraging disruptive industrial actions.<\/p>\n<p>\u201cNonetheless, the Speaker\u00a0has made interventions for an exemption in this regard, and Professor Osodeke is well aware of this. The public interest in ensuring a well-functioning tertiary education sector is a matter of paramount concern for all who understand the transformational role of education in any society.<\/p>\n<p>\u201cFor this reason, the 9th\u00a0House of Representatives has been consistent in our efforts to explore avenues for reform and improvement to the framework of public education in the country from basic education through tertiary.<\/p>\n<p>\u201cOur objectives in this regard will not be achieved when stakeholders choose to ignore substantive issues and the consideration of bold ideas in favour of cheap blackmail and immoral propaganda\u201d, the statement said.<\/p>\n<p>The House blamed the prolonged industrial action in the tertiary education on alleged brinkmanship and a bad-faith approach to negotiations by the ASUU president.<\/p>\n<p>\u201cProfessor Osodeke\u2019s\u00a0bad-faith approach\u00a0to negotiations and his affinity for\u00a0political brinkmanship\u00a0are\u00a0significant\u00a0<wbr \/>reasons the universities were on strike for\u00a0so long.<\/p>\n<p>\u201cHis ongoing interventions continue to threaten the progress\u00a0being made to\u00a0preclude the possibility of further disruptions to the academic calendar of the universities.<\/p>\n<p>\u201cTherefore, I call on him, in his capacity as\u00a0President of the Academic Staff Union of Universities (ASUU),\u00a0to desist from making\u00a0further\u00a0misleading statements against the House of Representatives and the Speaker, Rep.
