{"id":104581,"date":"2023-05-01T18:27:50","date_gmt":"2023-05-01T17:27:50","guid":{"rendered":"https:\/\/pointblanknews.com\/pbn\/?p=104581"},"modified":"2023-05-01T18:27:50","modified_gmt":"2023-05-01T17:27:50","slug":"alleged-salary-padding-civil-servants-in-mdas-suspended","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/news\/alleged-salary-padding-civil-servants-in-mdas-suspended\/","title":{"rendered":"Alleged salary padding: Civil servants in MDAs suspended"},"content":{"rendered":"<div id=\"m#msg-f:1764712365069049440\" class=\"mail-message expanded\">\n<div class=\"mail-message-header spacer\" style=\"text-align: justify;\">Some civil servants across several Ministries, Departments and Agencies (MDAs) have been suspended for alleged salary \u201cpadding\u201d.<\/div>\n<div class=\"mail-message-content collapsible zoom-normal mail-show-images \" style=\"text-align: justify;\">\n<div class=\"clear\">\n<div dir=\"auto\">\n<div dir=\"auto\">Some of those suspended are from the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), Office of the Accountant General of the Federation (OAGF) and an undisclosed institute.<\/div>\n<div dir=\"auto\"><\/div>\n<div dir=\"auto\">Pointblanknews.com gathered\u00a0 that some civil servants connived with some officials in the OAGF to pad their salaries by manipulating the Integrated Personnel and Payroll Information System (IPPIS).<\/p>\n<p>In one instance, an Assistant Director involved with the IPPIS unit of the RMAFC is under probe over salary padding.<\/p>\n<p>The Assistant Director (AD), an IPPIS desk officer in charge of staff\u2019 salary, was alleged to have connived with some staff of the OAGF to pad the salaries of unspecified number of lower level staff.<\/p>\n<p>A source familiar with the incident informed: \u201cThe AD in connivance with some staff are neck deep in the salary padding racket. The alarm blew up recently when a level 7 officer whose salary should be in the\u00a0 range of N60,000 was paid over N400,000,\u00a0 salary package of Director.<\/p>\n<p>\u201cWhat happened was, another colleague on same salary scale saw the pay slip of a female colleague with a\u00a0 net pay of over N400,000. Surprised, he tried to get details of the excess payment but was rebuffed.<\/p>\n<p>\u201cFollowing the cold attitude from his colleague, the aggrieved staff raised the alarm and a committee was set up to investigate the matter\u201d.<\/p>\n<p>The salary padding racket The Nation learnt has been on for a while among a small clique of civil servants in different MDAs with the IPPIS office in the OAGF as the epicentre.<\/p>\n<p>Reacting to the development, the OAGF in a statement, said it is \u201cin receipt of enquiries over alleged \u201csalary padding\u201d on the Integrated Personnel and Payroll Information System (IPPIS) involving some unspecified Ministries, Departments and Agencies (MDA).\u201d<\/p>\n<p>The OAGF noted \u201cthere is no evidence of \u201csalary padding\u201d before the OAGF at this time; however, the office is aware of reported breach of the IPPIS third party payment protocol at an Institute outside Abuja\u201d.<\/p>\n<p>It added: \u201cThe incident has since been reported to, and is being investigated by relevant anti-corruption, security and regulatory agencies.<\/p>\n<p>\u201cIn the meantime, a staff suspected to be connected with the breach has been suspended to allow for thorough investigation.<\/p>\n<p>\u201cAll necessary steps are being taken to strengthen the controls around the IPPIS payment platform and an independent forensic audit of the entire payroll system is underway to ascertain if the reported breach is isolated or widespread\u201d.<\/p>\n<p>Chairman of the Revenue Mobilization Allocation and Fiscal Commission (RMAFC) Mohammed Bello Shehu, confirmed to The Nation the commission has identified some culprits and placed them on suspension pending the investigation of the incidence.<\/p>\n<p>He said some staff of the Commission were found to have manipulated the IPPIS system to pad their salaries above what they were supposed to earn.<\/p>\n<p>Shehu said: \u201cIf the indicted officials are found culpable of the salary padding allegations, they will be handed over to the appropriate authorities for prosecution\u201d.<\/p><\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"mail-message-footer spacer collapsible\" style=\"text-align: justify;\"><\/div>\n<\/div>\n<!-- AddThis Advanced Settings generic via filter on the_content --><!-- AddThis Share Buttons generic via filter on the_content --><!-- AddThis Related Posts generic via filter on the_content -->","protected":false},"excerpt":{"rendered":"<p>Some civil servants across several Ministries, Departments and Agencies (MDAs) have been suspended for alleged salary \u201cpadding\u201d.
