These are not the best of times for former Kaduna State Governor, Mallam Nasir El-Rufai as the State House of Assembly has began preliminary steps to investigate the financial conduct of his stewardship.<\/p>\n
This followed the constitution of an ad-hoc committee to investigate loans, financial transactions, contractual liabilities and other related matters of Kaduna State Government from May 29, 2019 to May 29, 2023.<\/p>\n
REQUEST FOR THE SUBMISSION OF MEMORANDUM (\u039c\u0395\u039c\u039f) & DOCUMENTS<\/p>\n
In a memo tagged LEG\/S.382\/Vol.II\/615 dated April\u00a0 22, 2024 and signed by the Clerk to the Legislature, Sekinatu Hassan Idris and addressed to the Commissioner for Finance, in accordance with Order XVI Rule 9 of the Standing Orders and Rules of the Kaduna State House of Assembly, 2019 and Section 103, 128 & 129 of the Constitution of the Federal Republic of Nigeria 1999 (as amended), the Assembly asked for relevant documents to assist the committee to conduct its assignment.<\/p>\n
\u201cI am directed to request you to forward to the Ad-hoc Committee Memorandum to be accompanied with the underlisted documents and all other documents you consider relevant to the assignment of the Committee:<\/p>\n
\u201cTotal loans from May, 2015 to May, 2023 with the approvals of the Kaduna State House of Assembly, the accounts into which the loans were lodged and withdrawn as recorded by Project Finance Managemet Unit (PFMU) & Debt Management Office (DMO).<\/p>\n
\u201cRelevant State Executive Council Minutes of meetings, Council’s Extracts and Resolutions with regards to the loans.<\/p>\n
\u201cPayments and Outstanding Liabilities to Contractors from May, 2015- May, 2023.<\/p>\n
\u201cReports of Salaries paid to Staff from 2016 – 2022.<\/p>\n
\u201cDloyd Reports on Quadis from 2015 to 2023.<\/p>\n
\u201cTerms, Purpose and Conditions on those loans and appropriation items related to the loans.\u201d<\/p>\n
Also demanded are \u201cAll Records of payments made to all Contractors engaged by the State Government and relevant documents from May, 2015 to May, 2023 including Bank Statements, modalities for payments of contracts.<\/p>\n
\u201cDocuments of all payments made to the contractors.<\/p>\n
\u201cSales of Government Houses\/Properties and Accounts the proceeds were lodged and how the money was expended.\u201d<\/p>\n
The Assembly added that \u201cThirty (30) copies of the memo\/documents should reach the office of the Clerk to the Legislature on or before Thursday, 25th April, 2024 by 10:00 AM.\u201d<\/p>\n
