{"id":123232,"date":"2025-10-23T18:54:08","date_gmt":"2025-10-23T17:54:08","guid":{"rendered":"https:\/\/pointblanknews.com\/pbn\/?p=123232"},"modified":"2025-10-23T18:54:08","modified_gmt":"2025-10-23T17:54:08","slug":"probe-alleged-n2-1bn-fraud-at-benue-subeb-group-charges-efcc-icpc","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/news\/probe-alleged-n2-1bn-fraud-at-benue-subeb-group-charges-efcc-icpc\/","title":{"rendered":"Probe Alleged N2.1bn Fraud at Benue SUBEB, Group charges EFCC, ICPC"},"content":{"rendered":"<div style=\"text-align: justify;\">By Tracy Moses<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">A civil society organisation, Good Governance Initiative (GGI), has called on Nigeria\u2019s anti-corruption agencies to probe the financial activities of state basic education boards, with particular focus on the Benue State Universal Basic Education Board (SUBEB), over alleged diversion and misappropriation of public funds meant for basic education.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">In a statement released on Thursday in Abuja, GGI President, Terngu Tor, urged the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) to take decisive steps to ensure transparency and accountability in the management of education resources nationwide.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">Tor accused Benue SUBEB of entrenched financial irregularities and administrative inefficiency, despite what he described as \u201crecord-high budgetary allocations since 2023.\u201d<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\u201cWhen this government assumed office, there was hope that SUBEB would be repositioned to deliver on its mandate,\u201d he said. \u201cSadly, two years down the line, that optimism has been replaced by frustration following revelations of missing funds, payroll controversies, and open confrontation with the State Assembly.\u201d<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">He referred to a December 2024 report of a Benue State House of Assembly ad-hoc committee, which reportedly indicted the board for failing to account for \u20a62.1 billion released between December 2023 and June 2024. The committee, according to him, directed the SUBEB Chairperson, Dr. Grace Adagba, to refund the money and step aside pending investigation \u2014 directives she allegedly flouted.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\u201cDr. Adagba\u2019s continuous defiance of legislative summons and refund orders demonstrates a blatant disregard for due process and accountability,\u201d Tor stated. \u201cThis development calls into question the sincerity of the administration\u2019s anti-corruption stance.\u201d<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">He added that the situation worsened after the Assembly asked Governor Hyacinth Alia to suspend the SUBEB boss over alleged insubordination and financial impropriety, a move that further exposed deep-seated divisions within the board and aggravated the state\u2019s education crisis.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">GGI also drew attention to the board\u2019s January 2024 introduction of an automated payroll system purportedly aimed at eliminating ghost workers. The group, however, claimed that the system was riddled with inconsistencies.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\u201cBehind what was advertised as reform lies a troubling truth,\u201d Tor said. \u201cThe same issues of ghost workers and unauthorized deductions persisted. What was branded as innovation became a smokescreen for deeper corruption.\u201d<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">By mid-2025, some board members allegedly accused Dr. Adagba of running the agency in isolation and unilaterally approving contracts and policies.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\u201cThe board is now effectively a one-woman show,\u201d an internal source was quoted as saying. \u201cContract awards happen without consultation, and anyone seeking accountability is labelled an enemy.\u201d<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">GGI further alleged that this breakdown in governance has encouraged contract inflation, duplicate payments, and selective patronage of contractors aligned with insiders, all at the expense of school infrastructure and teacher welfare.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\u201cWhile billions disappear on paper, public schools across Benue\u2019s 23 local government areas remain in ruins, with leaking roofs, broken desks, inadequate learning materials, and unpaid or untrained teachers,\u201d Tor lamented.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">The group therefore demanded the immediate release of the audit report that prompted the \u20a62.1 billion refund order, alongside details of the payroll automation process, including the number of ghost workers identified and funds recovered.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">As of press time, the Benue State Government had not made any official comment on whether the missing funds were recovered or whether disciplinary measures had been taken.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">GGI maintained that the unfolding scandal points to a larger systemic failure in Nigeria\u2019s basic education sector, driven by political interference, weak institutional oversight, and opaque procurement practices.<\/div>\n<div style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\u201cUnless urgent reforms are undertaken,\u201d the statement concluded, \u201cSUBEB will continue to serve as a cash cow for a privileged few, while the state\u2019s schools deteriorate and the future of its children is stolen.\u201d<\/div>\n<!-- AddThis Advanced Settings generic via filter on the_content --><!-- AddThis Share Buttons generic via filter on the_content --><!-- AddThis Related Posts generic via filter on the_content -->","protected":false},"excerpt":{"rendered":"<p>By Tracy Moses A civil society organisation, Good Governance Initiative (GGI), has called on Nigeria\u2019s anti-corruption agencies to probe the financial activities of state basic education boards, with particular focus&hellip;<!-- AddThis Advanced Settings generic via filter on wp_trim_excerpt --><!-- AddThis Share Buttons generic via filter on wp_trim_excerpt --><!-- AddThis Related Posts generic via filter on wp_trim_excerpt --><\/p>\n","protected":false},"author":1,"featured_media":123233,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_lmt_disableupdate":"","_lmt_disable":"","footnotes":""},"categories":[5],"tags":[],"class_list":["post-123232","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.8 -
