{"id":128507,"date":"2026-07-20T16:11:45","date_gmt":"2026-07-20T15:11:45","guid":{"rendered":"https:\/\/pointblanknews.com\/pbn\/?p=128507"},"modified":"2026-07-20T16:11:45","modified_gmt":"2026-07-20T15:11:45","slug":"rigorous-monitoring-oversight-key-to-effective-judicial-funding-administration-cjn","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/news\/rigorous-monitoring-oversight-key-to-effective-judicial-funding-administration-cjn\/","title":{"rendered":"Rigorous Monitoring, Oversight Key to Effective Judicial Funding Administration \u2014 CJN"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>By John Azu<\/strong><\/p>\n<p style=\"text-align: justify;\">The Chief Justice of Nigeria (CJN), Justice Kudirat Kekere-Ekun, has stressed the need for rigorous monitoring and oversight in the management of judicial finances, saying prudent administration of available resources is critical to strengthening the nation&#8217;s justice system.<\/p>\n<p style=\"text-align: justify;\">She said the judiciary must establish strong internal structures and mechanisms, managed by competent professionals, to ensure the effective and transparent utilization of its financial and material resources.<\/p>\n<p style=\"text-align: justify;\">Justice Kekere-Ekun made the remarks on Monday in Abuja while declaring open a three-day National Workshop on the Management of Judicial Financial Resources, organised by the National Judicial Institute (NJI) for directors of finance, deputy directors, chief accountants, auditors and other personnel responsible for managing judicial finances.<\/p>\n<p style=\"text-align: justify;\">Addressing participants, the CJN underscored the importance of continuous professional development for officers entrusted with financial management within the judiciary.<\/p>\n<blockquote><p>&#8220;This underscores the vital importance of capacity building programmes like this one, which are designed to enrich your knowledge, enhance your competence, and refine your managerial skills,&#8221; the CJN said.<\/p><\/blockquote>\n<p style=\"text-align: justify;\">She observed that although the financial condition of judicial officers has improved in recent times, the same progress has not been fully reflected in the operational capacity of the courts.<\/p>\n<blockquote><p>&#8220;Regarding the financial state of the judiciary, the facts are clear and the reality is evident. Recently, we have witnessed reasonable improvements, primarily in the fiscal condition of judicial officers. Nonetheless, this has not automatically translated into monumental changes for the Courts themselves.&#8221;<\/p><\/blockquote>\n<p style=\"text-align: justify;\">According to the CJN, many state judiciaries continue to struggle with inadequate funding, budget deficits and declining allocations, challenges that have negatively affected court infrastructure, daily operations and access to justice.<\/p>\n<p style=\"text-align: justify;\">However, she maintained that the workshop was not intended to focus on the sufficiency of funding but rather on the effective management of available resources.<\/p>\n<blockquote><p>&#8220;Yet, the core objective of this engagement is not to debate the adequacy of the resources at our disposal. In any sector or institution, whether available funding is meagre or abundant, what truly makes the difference is how those assets are administered,&#8221; she said.<\/p><\/blockquote>\n<p style=\"text-align: justify;\">Justice Kekere-Ekun also called for greater adoption of technology to improve efficiency across the judiciary, noting that several countries in the Global South have successfully modernised their justice systems despite operating under severe financial constraints.<\/p>\n<p style=\"text-align: justify;\">She cited innovations such as electronic filing, digital case registries and automated case management systems as practical solutions that have significantly reduced case backlogs and administrative bottlenecks without requiring substantial financial investments.<\/p>\n<p style=\"text-align: justify;\">The CJN said such reforms should be driven from the apex court to provide a model for lower courts to emulate.<\/p>\n<p style=\"text-align: justify;\">She noted that the Supreme Court had already commenced the implementation of the Nigerian Case Management System (NCMS) alongside the Supreme Court Practice Directions 2026, which require the electronic filing of court processes and records.<\/p>\n<p style=\"text-align: justify;\">In his welcome address, the Administrator of the National Judicial Institute, Justice Babatunde Adejumo, emphasised that effective judicial administration depends not only on sound adjudication but also on robust institutional support systems.<\/p>\n<blockquote><p>&#8220;Behind every successful judicial institution lies a framework of prudent budgeting, transparent accounting, responsible procurement, efficient resource allocation, and effective financial oversight,&#8221; he said.<\/p><\/blockquote>\n<p style=\"text-align: justify;\">Adejumo said the workshop was designed to equip judicial finance officers with the knowledge and skills required to strengthen financial management practices across the courts.<\/p>\n<blockquote><p>&#8220;It is therefore my distinct pleasure to welcome officers entrusted with the financial administration and resource management of our courts to this pivotal engagement.<\/p><\/blockquote>\n<blockquote><p>&#8220;Consequently, this Workshop has been carefully designed to strengthen institutional capacity by examining contemporary issues in judicial financial management.
