{"id":128787,"date":"2026-08-04T22:19:43","date_gmt":"2026-08-04T21:19:43","guid":{"rendered":"https:\/\/pointblanknews.com\/pbn\/?p=128787"},"modified":"2026-08-04T22:19:43","modified_gmt":"2026-08-04T21:19:43","slug":"i-lost-n400m-to-alleged-fake-fg-agency-businessman-tells-reps","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/news\/i-lost-n400m-to-alleged-fake-fg-agency-businessman-tells-reps\/","title":{"rendered":"\u2018I Lost N400m to Alleged Fake FG Agency,\u2019 Businessman Tells Reps"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>By Tracy Moses<\/strong><\/p>\n<p style=\"text-align: justify;\">The Managing Director of Divine Dopacy Nigeria Limited, Mr. Gbenga Collins, on Tuesday told the House of Representatives that he lost N400 million after allegedly being lured into financing a phantom Federal Government contract by officials of the Presidential Foreign Investment Promotion Council (PFIPC), a body now under investigation over allegations of impersonation, forgery and financial impropriety.<\/p>\n<p style=\"text-align: justify;\">His testimony prompted the House Ad-hoc Committee investigating the alleged establishment and operations of the PFIPC to summon the Corps Marshal of the Federal Road Safety Corps (FRSC) to explain how vehicles allegedly linked to the purported agency obtained official Federal Government registration number plates.<\/p>\n<p style=\"text-align: justify;\">Appearing before the committee, chaired by Hon. Yusuf Gagdi, Collins recounted how he first met the alleged Director-General of the council, Prince Adeniyi Adeyemi, during a programme in Ogbomoso, Oyo State, in December 2024 before being invited to Abuja a few weeks later to discuss what was presented as a business opportunity.<\/p>\n<p style=\"text-align: justify;\">According to Collins, his first visit to Abuja convinced him that Adeyemi was a genuine government official. He said he was picked up from the airport in a vehicle bearing an official Federal Government registration number and driven to an office within the Federal Secretariat, where security personnel and several prominent visitors were present.<\/p>\n<blockquote><p>\u201cWhen I arrived at the airport, he sent an official car to come and pick me from the airport to his office at the Federal Secretariat, Abuja.<\/p><\/blockquote>\n<blockquote><p>\u201cWhen I got to his office, I met him there. He is a well-known man in Ogbomoso. I met a lot of people, very big dignitaries in his office, and I met a group of security officers guarding the office.<\/p><\/blockquote>\n<blockquote><p>\u201cI saw police officers with him. That was my first time of coming to Abuja because I\u2019m not familiar with Abuja very well. He sent his official car to pick me from the airport. It had a Federal Government registration number attached to the Lexus SUV,\u201d he said.<\/p><\/blockquote>\n<p style=\"text-align: justify;\">Collins told lawmakers that Adeyemi introduced himself as the Director-General of both the Presidential Economic Advisory Council (PEAC) and the Presidential Foreign Investment Promotion Council before offering his company a contract to renovate and furnish what he claimed was the official residence allocated to him by the Federal Government.<\/p>\n<p style=\"text-align: justify;\">He said Adeyemi personally took him to inspect the property the following day, accompanied by security personnel and members of his entourage.<\/p>\n<blockquote><p>\u201cHe told me that he wanted to do refurbishment and renovation of the official house assigned to him as the DG of that agency and asked whether I would be able to handle the contract.<\/p><\/blockquote>\n<blockquote><p>\u201cHe took me to the house to show me the property because I slept in Abuja. We went there the following day with his staff. We went with more than four, five or six vehicles with security. They opened the house and took us round, showing me what they wanted to do,\u201d he said.<\/p><\/blockquote>\n<p style=\"text-align: justify;\">According to Collins, subsequent meetings culminated in the presentation of what appeared to be official contract documents, including a contract award letter, a scope of work and an agreement executed with his company.<\/p>\n<p style=\"text-align: justify;\">He said Adeyemi subsequently demanded N400 million as proof of his company&#8217;s financial capacity and to facilitate mobilisation for the project.<\/p>\n<blockquote><p>\u201cHe gave me the contract award letter, the scope of work and the agreement with my company to execute the refurbishment project.<\/p><\/blockquote>\n<blockquote><p>\u201cI had to pay N400 million for the facilitation of that project to show my strength that I would be able to handle the project. At the same time, he said it would fast-track the mobilisation for the contract.\u201d<\/p><\/blockquote>\n<p style=\"text-align: justify;\">Collins said he raised the money from business associates who trusted his judgment because he believed he was dealing with a legitimate Federal Government agency.<\/p>\n<p style=\"text-align: justify;\">According to him, the N400 million was paid in five instalments between May and July 2025 into accounts belonging to World Entrepreneurs Limited and Sunshine Confectionery and Catering Services.<\/p>\n<p style=\"text-align: justify;\">Despite completing the payments, he said the promised mobilisation never materialised.<\/p>\n<blockquote><p>\u201cWhen I finished the payment, he said they were going to do the mobilisation by August.<\/p><\/blockquote>\n<blockquote><p>\u201cI continued calling him. He kept managing me, telling me they were handling security issues and that they would pay in November.\u201d<\/p><\/blockquote>\n<p style=\"text-align: justify;\">Collins said it was only after consulting a lawyer in Abuja that he realised he had allegedly fallen victim to fraud.<\/p>\n<blockquote><p>\u201cMy lawyer was the first person who told me that I had been scammed,\u201d he told lawmakers.<\/p><\/blockquote>\n<p style=\"text-align: justify;\">He disclosed that his lawyer petitioned the Economic and Financial Crimes Commission (EFCC) in November 2025, after which the anti-graft agency commenced investigations.<\/p>\n<p style=\"text-align: justify;\">According to him, investigators later informed him that Adeyemi repeatedly failed to honour invitations extended by the commission.<\/p>\n<blockquote><p>\u201cSince then, the EFCC has been trying to invite him. I think he has been sending his lawyer. According to the Investigating Police Officer handling the case, his lawyer kept saying he would appear.<\/p><\/blockquote>\n<blockquote><p>\u201cSince then, I have not heard anything further, but they are on top of the matter. The EFCC will be in the best position to handle the rest.\u201d<\/p><\/blockquote>\n<p style=\"text-align: justify;\">An emotional Collins appealed to lawmakers to intervene, saying the incident had left him financially devastated and forced him to dispose of personal assets.<\/p>\n<blockquote><p>\u201cI just want to beg the Chairman and the honourable members to help me talk to all the agencies involved because I have been frustrated.<\/p><\/blockquote>\n<blockquote><p>\u201cEspecially by those people who gave me the money. I have started selling my property. My business is not going well again.\u201d<\/p><\/blockquote>\n<p style=\"text-align: justify;\">Questioned by members of the committee on whether the N400 million constituted a bribe paid to secure the contract, Collins rejected the suggestion, insisting that he believed it was a legitimate requirement for contract facilitation and mobilisation.<\/p>\n<p style=\"text-align: justify;\">He, however, admitted that he did not follow the statutory public procurement process before accepting the purported contract.<\/p>\n<p style=\"text-align: justify;\">Following his testimony, lawmakers expressed concern that vehicles allegedly used by the purported agency bore official Federal Government registration number plates, describing the development as a serious institutional breach if established.<\/p>\n<p style=\"text-align: justify;\">The committee consequently summoned the FRSC Corps Marshal to appear before it on Thursday to explain the procedure for issuing official government number plates and clarify how vehicles allegedly linked to the purported council obtained the registrations.<\/p>\n<p style=\"text-align: justify;\">Responding to questions over Adeyemi&#8217;s absence from the hearing, Committee Chairman, Hon. Yusuf Gagdi, said the alleged PFIPC Director-General could not appear because he remains in police custody pursuant to a subsisting court order.<\/p>\n<blockquote><p>\u201cFor the benefit of the general public, we are not refusing to invite Prince Adeniyi here. We have pronounced him to appear here and police have responded that he is in their custody based on the court order,\u201d Gagdi said.<\/p><\/blockquote>\n<p style=\"text-align: justify;\">He stressed that the National Assembly would not undermine ongoing investigations or violate the constitutional principle of separation of powers.<\/p>\n<blockquote><p>\u201cWe do not have the power as the National Assembly to vacate an existing court order and say that somebody who is in the custody of the Nigerian Police should leave the police to appear before the National Assembly,\u201d he said.<\/p><\/blockquote>\n<p style=\"text-align: justify;\">Gagdi disclosed that members of the committee would instead meet Adeyemi at an undisclosed date and location, in the presence of his lawyers and the police, to obtain clarifications without compromising investigations by the EFCC, the Independent Corrupt Practices and Other Related Offences Commission (ICPC) or pending court proceedings.<\/p>\n<blockquote><p>\u201cWhether he appears before this committee or this committee appears before him, the most important thing is to have an interaction with him to get some things clarified. And we are going to do just that,\u201d he said.<\/p><\/blockquote>\n<p style=\"text-align: justify;\">The committee adjourned its hearing until Thursday when the FRSC Corps Marshal is expected to appear.
