The Council for the Regulation of Engineering in Nigeria (COREN) has approved a new regulatory framework aimed at strengthening engineering standards, compliance and enforcement in a bid to curb recurring building collapses and other engineering failures across the country.<\/p>\n

The council said the measures would strengthen its regulatory interventions in response to recurring engineering failures and building collapses, while improving public safety in the built environment.<\/p>\n

The decisions were reached at COREN\u2019s 190th Ordinary Council Meeting held recently at its headquarters in Abuja, where the regulator considered issues relating to engineering registration and licensing, regulation and enforcement, engineering education, digital compliance, skills development and public awareness.<\/p>\n

According to a statement issued on Thursday and signed by COREN Registrar\/Chief Executive Officer, Prof. Okorie Uche, the council approved a comprehensive regulatory strategy comprising a nationwide public awareness campaign, an integrated digital compliance and verification platform, and mandatory COREN compliance for engineering procurement and approval processes.<\/p>\n

The council also approved measures to strengthen Engineering Compliance Inspectorate Units, improve collaboration with relevant government agencies, enforce annual practising licence requirements and establish a National Engineering Practice Database.<\/p>\n

COREN said the measures were necessary because of repeated engineering failures, particularly building collapses, which have continued to claim lives and destroy property in different parts of Nigeria.<\/p>\n

As part of efforts to strengthen enforcement, the council approved a structured competency development programme for Engineering Regulation Inspection Officers to improve their capacity to detect, investigate and respond to engineering violations.<\/p>\n

The latest intervention comes amid continuing concerns over the frequency of building collapses across the country.<\/p>\n

COREN reported in 2024 that at least 22 building collapses occurred between January and July that year, resulting in 33 deaths. The incidents involved residential, commercial, religious and institutional structures, with experts repeatedly identifying poor regulatory compliance, substandard materials, inadequate supervision and the involvement of unqualified practitioners among the factors contributing to building failures.<\/p>\n

The Standards Organisation of Nigeria has also linked building collapses to the use of substandard construction materials and poor structural designs, while experts have continued to call for stricter enforcement of building regulations and standards to tackle quackery and poor construction practices.<\/p>\n

Despite interventions by regulatory authorities and professional bodies, building collapses have remained a recurring problem.<\/p>\n

COREN has over the years participated in investigations into collapsed structures and introduced measures aimed at strengthening professional practice and identifying the causes of engineering failures.<\/p>\n

Following the 2021 Ikoyi building collapse in Lagos, for instance, an investigative panel submitted its report to COREN in 2022.<\/p>\n

In 2026, the council further intensified its response through initiatives focused on engineering failure investigations and enforcement.<\/p>\n

In June, COREN launched a training programme on the forensic investigation of engineering failures, saying the initiative was designed to address concerns over structural failures, building collapses and other engineering-related incidents, while developing experts capable of determining the root causes of such failures.<\/p>\n

The council also launched a task force in June to tackle quackery and recurring building collapses, reaffirming its commitment to engineering regulation, professionalism and public safety.<\/p>\n

The latest framework represents a shift towards greater emphasis on prevention, compliance monitoring and enforcement rather than relying primarily on investigations after engineering failures have occurred.<\/p>\n

Under the new measures, COREN will conduct a nationwide compliance audit of Ministries, Departments and Agencies (MDAs) to determine whether they are implementing the approved enhanced entry-point policy for engineers in the public service.<\/p>\n

The council said it would also renew its engagement with the Office of the Head of the Civil Service of the Federation on the matter.<\/p>\n

Beyond construction-site enforcement, the council approved measures designed to strengthen the engineering profession from training and registration through to professional practice.<\/p>\n

At the July meeting, COREN approved the registration of 2,001 engineering practitioners, comprising 1,410 engineers, 227 engineering technologists, 15 engineering technicians, 334 engineering craftsmen and 15 expatriate practitioners.<\/p>\n

It also approved the registration of 33 engineering firms.<\/p>\n

The council approved the automation of registration processes for engineering artisans and skills-training centres on its portal, alongside measures to strengthen the recognition and regulation of engineering craftsmen.<\/p>\n

It further directed collaboration with the National Board for Technical Education (NBTE) to develop National Occupational Standards for technical occupations, including bicycle mechanics, GSM phone repairs, satellite installation, tractor operation and maintenance, motor body building and transmission repairs.<\/p>\n

COREN also approved the National Engineering Admission Quota and Carrying Capacity Enforcement Framework for universities, saying the measure would promote quality assurance in engineering education.<\/p>\n

The council revised the Terms of Reference for its Codes and Standards Committee to strengthen the development, review, promotion and monitoring of engineering codes and standards.<\/p>\n

It also approved the adoption of the Engineering Sliding Scale of Fees in Nigeria (ESSOFIN) and plans to hold regional stakeholder engagement workshops before the end of 2026.<\/p>\n

According to COREN, the workshops will provide an opportunity for stakeholders to discuss the initiative, build consensus and promote nationwide ownership.<\/p>\n

The council said the latest measures formed part of its statutory responsibility to protect the public and improve the quality of engineering practice in Nigeria.<\/p>\n
