two years after President Bola Ahmed Tinubu suspended former Minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu, over a controversial \u20a6585.19 million payment, one critical question remains unanswered:\u00a0<strong>What became of the investigation?<\/strong><\/p>\n<p style=\"text-align: justify;\">The question has assumed renewed significance following Edu\u2019s return to the political frontline as Director of Women Mobilisation of the All Progressives Congress (APC) Presidential Campaign Council for President Tinubu\u2019s 2027 re-election bid.<\/p>\n<p style=\"text-align: justify;\">On September 7, 2026, Edu was in Offa, Kwara State, where she mobilised women in support of Tinubu\u2019s re-election campaign, signalling her return to active political engagement after more than two years in the shadow of the controversy that abruptly ended her tenure as minister.<\/p>\n<p style=\"text-align: justify;\">But while Edu is once again campaigning for the President, there has been no equally prominent public announcement clearing her of the allegations that led to her suspension in January 2024.<\/p>\n<p style=\"text-align: justify;\">There has also been no clear public explanation on whether the investigation remains ongoing, what its findings were, or whether anyone was prosecuted over the wider allegations surrounding the ministry and its social investment programmes.<\/p>\n<p style=\"text-align: justify;\">The apparent lack of closure has now attracted renewed concern from civil society organisations, particularly as Edu assumes a prominent role in the campaign of the same administration that ordered the investigation.<\/p>\n<p style=\"text-align: justify;\">Against this backdrop,\u00a0<em>Pointblanknews.com<\/em>\u00a0spoke with civil society and public affairs figures to gauge their assessment of Edu\u2019s political comeback and the unresolved questions surrounding the investigation.<\/p>\n<h2 style=\"text-align: justify;\">\u2018Nigerians deserve to know the outcome\u2019<\/h2>\n<p style=\"text-align: justify;\">The Civil Society Legislative Advocacy Centre (CISLAC), through its Executive Director and Transparency International Nigeria representative, Auwal Musa Rafsanjani, said Nigerians deserved clarity on the status of the investigation.<\/p>\n<p style=\"text-align: justify;\">In an exclusive interview with\u00a0<em>Pointblanknews.com<\/em>, Rafsanjani said the government should make it clear whether Edu had been cleared, whether the investigation remained active or whether evidence of wrongdoing had been established.<\/p>\n<p style=\"text-align: justify;\">\u201cWhile Dr. Edu remains entitled to the presumption of innocence,\u201d Rafsanjani said, her return to a prominent political role without an official conclusion to the investigation could create the perception that political loyalty can override accountability.<\/p>\n<p style=\"text-align: justify;\">CISLAC consequently called on the Economic and Financial Crimes Commission (EFCC) and the Presidency to clarify the status and outcome of the investigation.<\/p>\n<p style=\"text-align: justify;\">For Dr. Joe Odumakin, a public affairs analyst, the silence surrounding the matter also raises questions about the government\u2019s commitment to its anti-corruption campaign, particularly when politically exposed persons are involved.<\/p>\n<p style=\"text-align: justify;\">\u201cThe silence says a lot about the government\u2019s body language on anti-corruption, especially when it involves persons in the political party,\u201d Odumakin said.<\/p>\n<p style=\"text-align: justify;\">She argued that there was a perception that politically exposed persons associated with the ruling party were often treated differently by anti-corruption agencies.<\/p>\n<p style=\"text-align: justify;\">\u201cA close observer of the government\u2019s activity and body language will realise that corruption-enmeshed politically exposed persons are usually offered a slap on the wrist for as long as they are members of the ruling political party,\u201d she said.<\/p>\n<p style=\"text-align: justify;\">Odumakin added that the argument that an allegation does not amount to guilt had increasingly become part of the political narrative surrounding such cases.<\/p>\n<h2 style=\"text-align: justify;\">Where it all started<\/h2>\n<p style=\"text-align: justify;\">The controversy erupted in January 2024 after a memo dated December 20, 2023, bearing Edu\u2019s signature, surfaced.<\/p>\n<p style=\"text-align: justify;\">The memo instructed the Accountant-General of the Federation, Oluwatoyin Madein, to transfer \u20a6585,189,500 to the account of Oniyelu Bridget Mojisola, described by the ministry as a project accountant involved in the Grants for Vulnerable Groups programme.<\/p>\n<p style=\"text-align: justify;\">The money was reportedly intended for vulnerable people in Akwa Ibom, Cross River, Lagos and Ogun states.<\/p>\n<p style=\"text-align: justify;\">The controversy was not simply about the size of the payment. It centred on the instruction to transfer public funds into a private bank account.<\/p>\n<p style=\"text-align: justify;\">Madein subsequently stated that her office did not make the payment and explained that government funds were not supposed to be transferred in bulk into an individual\u2019s account in the name of a project accountant.<\/p>\n<p style=\"text-align: justify;\">Edu denied any wrongdoing.<\/p>\n<p style=\"text-align: justify;\">At the height of the controversy, she insisted that the transaction followed due process and declared: \u201cIntegrity and accountability are our watch word!\u201d<\/p>\n<p style=\"text-align: justify;\">She also described the allegations as an attempt to tarnish her image. Her explanation, however, failed to halt the growing controversy.<\/p>\n<p style=\"text-align: justify;\">On January 8, 2024, Tinubu suspended Edu with immediate effect and directed EFCC Chairman, Ola Olukoyede, to conduct a \u201cthorough investigation into all aspects of the financial transactions\u201d involving the Humanitarian Affairs Ministry and agencies under it.<\/p>\n<p style=\"text-align: justify;\">Edu was directed to hand over to the Permanent Secretary and cooperate fully with investigators.<\/p>\n<p style=\"text-align: justify;\">The EFCC subsequently questioned her over the \u20a6585 million controversy.<\/p>\n<p style=\"text-align: justify;\">At the time, the Presidency was emphatic that nobody would be protected.<\/p>\n<p style=\"text-align: justify;\">The then presidential spokesman, Ajuri Ngelale, declared that the Tinubu administration had \u201cno sacred cows\u201d and would spare nobody found culpable in the investigation.<\/p>\n<p style=\"text-align: justify;\">Tinubu also vowed that anyone found to have breached government financial regulations would be decisively punished.<\/p>\n<p style=\"text-align: justify;\">Those pronouncements created an expectation that the investigation would eventually produce a definitive public outcome.<\/p>\n<p style=\"text-align: justify;\">More than two years later, however, that conclusion remains difficult for the public to identify.<\/p>\n<h2 style=\"text-align: justify;\">From one payment to a wider probe<\/h2>\n<p style=\"text-align: justify;\">The \u20a6585 million controversy soon became part of a much broader investigation into the Humanitarian Affairs Ministry and its social investment programmes.<\/p>\n<p style=\"text-align: justify;\">Edu was not the only senior official caught in the storm.<\/p>\n<p style=\"text-align: justify;\">Her predecessor, Sadiya Umar Farouq, was already under EFCC investigation over alleged financial irregularities during her tenure as minister.<\/p>\n<p style=\"text-align: justify;\">Then came Halima Shehu, the National Coordinator and later National Chief Executive Officer of the National Social Investment Programme Agency (NSIPA), who was suspended in January 2024 amid allegations of financial impropriety.<\/p>\n<p style=\"text-align: justify;\">There was also Oniyelu Bridget, the official whose private account was named in the controversial \u20a6585 million payment instruction.<\/p>\n<p style=\"text-align: justify;\">As the investigation expanded, allegations surrounding the ministry went far beyond the original transaction involving Edu.<\/p>\n<p style=\"text-align: justify;\">In April 2024, the EFCC said it had recovered \u20a632.7 billion and $445,000 as part of its investigation into the Humanitarian Affairs Ministry.<\/p>\n<p style=\"text-align: justify;\">The commission also said its investigation had uncovered alleged fraudulent dealings involving COVID-19 intervention funds, World Bank loans and recovered Abacha funds.<\/p>\n<p style=\"text-align: justify;\">Reports at the time also put the alleged fraud under investigation at about \u20a644 billion.<\/p>\n<p style=\"text-align: justify;\">In the same period, the EFCC said nobody had been cleared in the Humanitarian Affairs Ministry investigation.<\/p>\n<p style=\"text-align: justify;\">That declaration made the eventual outcome even more significant.<\/p>\n<p style=\"text-align: justify;\">If nobody had been cleared at that stage, what became of the investigation afterwards?<\/p>\n<h2 style=\"text-align: justify;\">Committees, panels and unanswered questions<\/h2>\n<p style=\"text-align: justify;\">As the controversy deepened, the Federal Government established panels to examine the administration and financial architecture of the social investment programmes.<\/p>\n<p style=\"text-align: justify;\">Tinubu constituted a Presidential Panel on the Social Investment Programmes, headed by the then Coordinating Minister of the Economy and Minister of Finance, Wale Edun.<\/p>\n<p style=\"text-align: justify;\">The panel was tasked with conducting a comprehensive diagnostic of the financial architecture and framework of the social investment programmes and recommending reforms to address institutional weaknesses.<\/p>\n<p style=\"text-align: justify;\">It subsequently recommended changes to the administration of the programmes, including removing them from the direct control of the Humanitarian Affairs Ministry and establishing a new oversight structure.<\/p>\n<p style=\"text-align: justify;\">A separate six-member presidential panel was also constituted to audit the financial dealings of the suspended social investment schemes, with Edun as chairman.<\/p>\n<p style=\"text-align: justify;\">There was, therefore, no shortage of committees, probes and official pronouncements.<\/p>\n<p style=\"text-align: justify;\">The bigger question is what became of their findings, particularly those relating to individual accountability.<\/p>\n<p style=\"text-align: justify;\">More specifically, what was the final outcome of the investigation involving Edu?<\/p>\n<p style=\"text-align: justify;\">These questions have assumed greater relevance because the political circumstances have now changed.<\/p>\n<h2 style=\"text-align: justify;\">\u2018The government should expedite action\u2019<\/h2>\n<p style=\"text-align: justify;\">Prof. Major Adeyi of the Department of Political Science, University of Jos, said the government should expedite action and provide Nigerians with a clear account of the outcome of the investigation.<\/p>\n<p style=\"text-align: justify;\">\u201cSilence on Betta Edu deserves a response from the government in a normal practice. However, the graveyard silence on allegations of corruption and abuse of office is a trademark of the political class,\u201d Adeyi said.<\/p>\n<p style=\"text-align: justify;\">He argued that many politically exposed persons were subjected to investigations, but only a few eventually faced the full weight of the anti-corruption process.<\/p>\n<p style=\"text-align: justify;\">Adeyi also suggested that the attention surrounding Edu\u2019s case could partly be linked to her relatively limited political experience and societal expectations surrounding women in public office.<\/p>\n<p style=\"text-align: justify;\">However, he said the nature of the allegations made the case particularly serious because the ministry was responsible for addressing the needs of vulnerable Nigerians, including victims of disasters and banditry.<\/p>\n<p style=\"text-align: justify;\">\u201cIf she is liable for those allegations, that is very inhuman and a sharp contradiction of the goal of her then ministry,\u201d he said.<\/p>\n<p style=\"text-align: justify;\">According to him, allowing allegations of corruption against public officials to disappear without a clear conclusion had become an unfortunate feature of Nigeria\u2019s political system and should prompt greater citizen vigilance.<\/p>\n<h2 style=\"text-align: justify;\">No legal barrier, but a moral question<\/h2>\n<p style=\"text-align: justify;\">Adeyi also addressed whether the APC was justified in giving Edu a prominent role in its presidential campaign structure despite the unresolved allegations.<\/p>\n<p style=\"text-align: justify;\">He said there was no legal impediment to her participation in political activities as long as she had not been convicted or otherwise legally barred.<\/p>\n<p style=\"text-align: justify;\">\u201cOn her admission into the campaign team and participating in electioneering activities, there are no legal obstacles, but a serious moral yoke,\u201d he said.<\/p>\n<p style=\"text-align: justify;\">\u201cYou don\u2019t need a certificate of good conduct to be eligible for campaign, and those seeking for votes don\u2019t discriminate on the votes. Their interest is in high votes, either legitimately or by fraud.<\/p>\n<p style=\"text-align: justify;\">\u201cThe politicians and the parties are more interested in those that will give them votes, not the morally clean.\u201d<\/p>\n<p style=\"text-align: justify;\">Adeyi suggested that Edu\u2019s political comeback could also be a product of strong political backing.<\/p>\n<p style=\"text-align: justify;\">\u201cOn a final note, she must have godfathers or mothers in Israel, who will want her to bounce back into political relevance,\u201d he said.<\/p>\n<h2 style=\"text-align: justify;\">From suspension to political comeback<\/h2>\n<p style=\"text-align: justify;\">Edu\u2019s return to political prominence has fundamentally changed the context of the controversy.<\/p>\n<p style=\"text-align: justify;\">In September 2026, she was once again playing an active role in the political campaign of the same President who ordered the investigation that followed her suspension.<\/p>\n<p style=\"text-align: justify;\">But the central issue raised by civil society is not whether Edu should be presumed guilty.<\/p>\n<p style=\"text-align: justify;\">She is entitled to the presumption of innocence unless and until a competent court determines otherwise.<\/p>\n<p style=\"text-align: justify;\">The question is whether an investigation publicly announced by the Presidency, assigned to a major anti-corruption agency and linked to billions of naira in alleged financial irregularities ever reached a definitive conclusion.<\/p>\n<p style=\"text-align: justify;\">If it did, why has that conclusion not been clearly communicated to the public?<\/p>\n<p style=\"text-align: justify;\">The Tinubu administration came into office promising to fight corruption and repeatedly insisted that there would be no sacred cows.<\/p>\n<p style=\"text-align: justify;\">During the investigation, passports belonging to Edu and Farouq were seized. The EFCC subsequently announced billions of naira in recoveries connected to its wider investigation.<\/p>\n<p style=\"text-align: justify;\">Yet public attention to the individual cases gradually faded.<\/p>\n<p style=\"text-align: justify;\">For Rafsanjani, that is precisely where the accountability process must not end.<\/p>\n<p style=\"text-align: justify;\">He argued that anti-corruption efforts should not stop at suspensions, media announcements and investigations that eventually disappear from public view.<\/p>\n<p style=\"text-align: justify;\">\u201cIf Dr. Edu was cleared, Nigerians should be formally informed,\u201d he said. \u201cIf evidence of wrongdoing was established, appropriate legal action should follow.
