{"id":130374,"date":"2026-11-01T13:04:12","date_gmt":"2026-11-01T12:04:12","guid":{"rendered":"https:\/\/pointblanknews.com\/pbn\/?p=130374"},"modified":"2026-11-01T13:04:12","modified_gmt":"2026-11-01T12:04:12","slug":"huriwa-questions-n2-7trn-pipeline-surveillance-claim-demands-contract-disclosure","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/news\/huriwa-questions-n2-7trn-pipeline-surveillance-claim-demands-contract-disclosure\/","title":{"rendered":"HURIWA Questions N2.7trn Pipeline Surveillance Claim, Demands Contract Disclosure"},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>By Lizzy Chirkpi<\/strong><\/p>\n<p style=\"text-align: justify;\">The Human Rights Writers Association of Nigeria (HURIWA) has demanded full disclosure of Federal Government spending on pipeline surveillance contracts, questioning an allegation that some contractors receive N2.7 trillion annually and whether such expenditure was approved by the National Assembly.<\/p>\n<p style=\"text-align: justify;\">The association also raised concerns over possible political considerations in the award of the contracts, demanding clarification on whether beneficiaries are expected to provide financial or logistical support to the All Progressives Congress (APC) ahead of the 2027 general elections.<\/p>\n<p style=\"text-align: justify;\">HURIWA&#8217;s demand follows a viral video in which a former Niger Delta militant leader, Asari Dokubo, alleged that the Olu of Warri, Ogiame Atuwatse III, and businessman Osahon Okunbo receive N2.7 trillion annually from the Federal Government for pipeline surveillance.<\/p>\n<p style=\"text-align: justify;\">Dokubo made the allegation while defending Government Ekpemupolo, popularly known as Tompolo, whose pipeline surveillance contract has come under public scrutiny.<\/p>\n<p style=\"text-align: justify;\">In a statement issued on Sunday and signed by its National Coordinator, Comrade Emmanuel Nnadozie Onwubiko, HURIWA said the N2.7 trillion claim required independent verification.<\/p>\n<p style=\"text-align: justify;\">The association noted that previous reports had put Tompolo&#8217;s annual pipeline surveillance contract at approximately N48 billion, describing the alleged N2.7 trillion payment as substantially higher.<\/p>\n<p style=\"text-align: justify;\">It cautioned Nigerians against accepting either figure without examining official contracts, payment records and other relevant government documents.<\/p>\n<p style=\"text-align: justify;\">\u201cNigerians deserve to know how much each contractor receives, what duties the contracts cover and what criteria the government uses to select beneficiaries,\u201d HURIWA said.<\/p>\n<p style=\"text-align: justify;\">The association also questioned whether political considerations influenced the allocation of pipeline surveillance contracts, particularly amid concerns that some beneficiaries might be providing financial or logistical support for political activities.<\/p>\n<p style=\"text-align: justify;\">It asked whether government contracts were being awarded on the understanding that beneficiaries would provide cash, vehicles or other forms of campaign support.<\/p>\n<p style=\"text-align: justify;\">HURIWA warned that \u201cpublic contracts must not become instruments of political patronage or channels for diverting public resources to partisan activities.\u201d<\/p>\n<p style=\"text-align: justify;\">The association noted that the Olu of Warri&#8217;s palace had reportedly dismissed Dokubo&#8217;s allegation and challenged him to provide evidence. It also said Pipeline Infrastructure Nigeria Limited had reportedly petitioned the Department of State Services (DSS) over what it described as false and inflammatory claims.<\/p>\n<p style=\"text-align: justify;\">According to HURIWA, the conflicting positions underscore the need for the Federal Government and relevant agencies to publish authoritative records and establish the facts.<\/p>\n<p style=\"text-align: justify;\">It, however, cautioned against allowing the controversy to degenerate into ethnic rivalry or personal disputes among Niger Delta stakeholders, insisting that attention should remain focused on government expenditure, contract awards and accountability in the management of Nigeria&#8217;s oil resources.<\/p>\n<p style=\"text-align: justify;\">While acknowledging the importance of pipeline surveillance in protecting critical oil infrastructure, preventing crude oil theft and safeguarding national revenue, HURIWA maintained that the significance of the assignment did not place its funding and implementation beyond public scrutiny.<\/p>\n<p style=\"text-align: justify;\">\u201cThe importance of the assignment does not exempt its funding and implementation from public scrutiny,\u201d the statement stressed.<\/p>\n<p style=\"text-align: justify;\">The association called on the Federal Government, the Nigerian National Petroleum Company Limited (NNPC Ltd.) and other relevant agencies to disclose the names of pipeline surveillance contractors, contract values, duration, scope of responsibilities and performance standards.<\/p>\n<p style=\"text-align: justify;\">It also demanded clarification on whether the National Assembly appropriated the funds, the procurement procedures followed in awarding the contracts, and how payments are monitored and contractors&#8217; performance evaluated.<\/p>\n<p style=\"text-align: justify;\">HURIWA further urged the government to clarify whether any pipeline surveillance contractor had a formal or informal obligation to provide money, vehicles or other logistical support to political parties or campaign organisations.<\/p>\n<p style=\"text-align: justify;\">The association said transparent disclosure would enable Nigerians to distinguish documented government expenditure from unsubstantiated allegations and determine whether the country was getting value for money.<\/p>\n<p style=\"text-align: justify;\">It urged the Federal Government and NNPC Ltd. to provide clear answers, insisting that \u201caccountability, transparency and responsible management of public funds remain non-negotiable.\u201d<\/p>\n<!-- AddThis Advanced Settings generic via filter on the_content --><!-- AddThis Share Buttons generic via filter on the_content --><!-- AddThis Related Posts generic via filter on the_content -->","protected":false},"excerpt":{"rendered":"<p>By Lizzy Chirkpi The Human Rights Writers Association of Nigeria (HURIWA) has demanded full disclosure of Federal Government spending on pipeline surveillance contracts, questioning an allegation that some contractors receive&hellip;<!-- AddThis Advanced Settings generic via filter on wp_trim_excerpt --><!-- AddThis Share Buttons generic via filter on wp_trim_excerpt --><!-- AddThis Related Posts generic via filter on wp_trim_excerpt --><\/p>\n","protected":false},"author":1,"featured_media":70921,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_lmt_disableupdate":"","_lmt_disable":"","footnotes":""},"categories":[5],"tags":[],"class_list":["post-130374","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v28.8 -
