The Human Rights Writers Association of Nigeria (HURIWA<\/span>) has petitioned the Inspector-General of Police over alleged professional misconduct by CSP Omar John Sini, Head of Investigation, Special Prosecution Team of the Inter-Agency Task Force on Petroleum Products Theft, demanding an independent investigation into the interception of vessel MT. THOR and the arrest of four maintenance workers.<\/p>\n

The association also raised concerns over the alleged prolonged detention of the workers, disregard for police directives and reported moves to auction or dispose of the vessel despite pending court proceedings.<\/p>\n

In a statement signed by its National Coordinator, Comrade Emmanuel Nnadozie Onwubiko, on Monday, HURIWA<\/span> said its intervention followed a formal petition dated October 26, submitted to the IGP by lawyers P. O. Onucheyo and S. D. Omede on behalf of MT. THOR.<\/p>\n

The petition concerns the circumstances surrounding the interception of the vessel at Koko, Warri, Delta State, on December 15, 2025.<\/p>\n

According to HURIWA<\/span>, the lawyers alleged that MT. THOR was being towed under Marine Police escort to a safe location at the Marine Police Jetty in Warri when CSP Sini and officers attached to the Special Prosecution Team allegedly intervened and caused its interception.<\/p>\n

The lawyers maintained that the vessel was then in the custody of the Admiralty Marshal of the Federal High Court, Warri Judicial Division, and was being moved to prevent possible damage.<\/p>\n

HURIWA<\/span> said the circumstances surrounding the operation required clarification from the police hierarchy, particularly regarding the intelligence that informed the intervention, the evidence relied upon and the status of the vessel’s judicial custody.<\/p>\n

\u201cThe Inspector-General should establish the intelligence available to the officers, the specific criminal evidence relied upon to justify the intervention, the status of the vessel’s judicial custody and whether applicable court orders or judicial authorisation were required and obtained,\u201d the association stated.<\/p>\n

The group, however, acknowledged that judicial custody does not automatically preclude lawful criminal investigations, insisting that the legality of the specific operation must be established.<\/p>\n

The four workers arrested following the interception were identified as Ebor Eric Kessiena, John Atawo Lawrence, Godwin Okpaje and Mukaila Sarumi.<\/p>\n

They were reportedly charged with offences relating to alleged illegal dealings in petroleum products and crude oil theft.<\/p>\n

Their lawyers, however, maintained that the men were engaged to pump accumulated water from the vessel’s engine room to prevent flooding or sinking, disputing allegations linking them to petroleum theft.<\/p>\n

The petition also questioned an analysis reportedly attributed to CSP Sini and dated December 12, 2025, three days before the interception and subsequent arrests.<\/p>\n

Describing the chronology as questionable, the lawyers urged the IGP to investigate the circumstances surrounding the analysis, the evidence upon which it was based and whether it was used to justify arrests before the relevant facts had been established.<\/p>\n

HURIWA<\/span> called for forensic and documentary scrutiny of the report, stressing that investigative findings must be supported by credible evidence.<\/p>\n

\u201cInvestigative findings must be supported by credible evidence, and any material capable of supporting the defence of an accused person must receive proper consideration in accordance with the law,\u201d it said.<\/p>\n

The association also expressed concern over allegations that the four workers spent more than six months at the Okere Correctional Centre in Warri, Delta State, in connection with the case.<\/p>\n

It urged the police authorities to verify their arrest, arraignment, remand, bail and release records to determine whether their detention complied with the law.<\/p>\n

\u201cProlonged detention without adequate legal justification raises fundamental questions about personal liberty, due process and the protection of human rights,\u201d HURIWA<\/span> said.<\/p>\n

Another issue raised in the petition was the alleged failure of CSP Sini to comply with correspondence from the Force Intelligence Department (FID), requesting the transfer or coordination of the investigation involving MT. THOR.<\/p>\n

HURIWA<\/span> urged the IGP to obtain the original correspondence and establish whether it constituted a binding directive and whether the officer disregarded any lawful instruction from superior police authorities.<\/p>\n

The association further expressed concern over allegations that moves were being made to auction, sell or otherwise dispose of MT. THOR while litigation involving the vessel remained pending.<\/p>\n

It specifically referenced Suit No. FHC\/W\/CS\/65\/2024, between EBENCO GLOBAL LINK LTD. and MT. THOR and others, urging the police to establish whether any valuation, auction instruction, advertisement or proposed sale had been initiated.<\/p>\n

The petition also alleged that associates of CSP Sini might benefit from the proposed disposal, although the lawyers acknowledged that the claim had not been established as fact.<\/p>\n

HURIWA<\/span> consequently demanded that the vessel be preserved in accordance with applicable court orders.<\/p>\n

It warned that \u201cany substantiated attempt to use police authority to influence the outcome of a commercial dispute or facilitate an unauthorised transfer of disputed property would raise serious accountability concerns.\u201d<\/p>\n

The group also called for verification of disciplinary queries reportedly issued to CSP Sini, his current deployment and reporting line, as well as allegations that he invoked an association with the Office of the National Security Adviser in a manner suggesting exemption from ordinary police supervision.<\/p>\n

HURIWA<\/span> clarified that the petition did not allege that the Office of the National Security Adviser authorised or condoned any wrongdoing.<\/p>\n

It also asked the IGP to verify a reported Federal High Court order issued in Port Harcourt by Justice Daylop Pam, directing the arrest and production of CSP Sini over alleged violations of the fundamental rights of the four vessel personnel.<\/p>\n

Among its demands, HURIWA<\/span> called for the constitution of an independent investigative panel, a review of the arrests and prosecution of the four workers, examination of the disputed analysis and verification of the FID correspondence.<\/p>\n

It further recommended that CSP Sini be temporarily removed from involvement in the MT. THOR matter pending the outcome of an impartial investigation.<\/p>\n

The association urged the police chief to investigate any proposed auction or disposal of the vessel, establish whether court orders had been complied with and refer any substantiated misconduct to the appropriate disciplinary or prosecuting authorities.<\/p>\n

Reiterating that its intervention was not intended to prejudge the police officer, HURIWA<\/span> said the allegations deserved urgent attention in the interest of justice and public confidence in law enforcement.<\/p>\n

\u201cHURIWA<\/span> is not asking the Inspector-General to prejudge CSP Sini or any other officer. It is asking the police leadership to establish the facts, determine whether the relevant laws and directives were followed and ensure that any wrongdoing proved by the evidence attracts appropriate consequences,\u201d the statement added.<\/p>\n

The association maintained that the fight against petroleum theft must not come at the expense of due process, judicial authority and the fundamental rights of individuals.<\/p>\n

It urged the IGP to acknowledge the petition, conduct an evidence-based investigation and communicate its outcome to the petitioners, subject to applicable legal and confidentiality requirements.<\/p>\n","protected":false},"excerpt":{"rendered":"
