The National Drug Law Enforcement Agency (NDLEA) and the Australian Federal Police (AFP) have signed a Memorandum of Understanding (MoU) to strengthen intelligence sharing and coordinate operations against transnational drug trafficking networks operating along the Nigeria-Australia route.

The agreement, signed on Monday, November 2, 2026, at the NDLEA national headquarters in Abuja, is designed to formalise existing cooperation between the two agencies and enhance their capacity to identify and dismantle international drug cartels.

Speaking at the ceremony, NDLEA Chairman and Chief Executive Officer, Brig. Gen. Mohamed Buba Marwa (retd.), described the agreement as a declaration of war against transnational drug trafficking organisations.

He expressed confidence that the partnership would make the Nigeria-Australia drug route increasingly hostile and unprofitable for traffickers.

According to him, “This MoU being signed today will lead to major joint seizures, arrests of high-value targets, and successful controlled deliveries.

“Now, this MoU is renewable and is a declaration of war against transnational drug cartels that think they can hide between continents. With the AFP’s global reach and NDLEA’s operational doggedness, I am confident that we will make the Australia-Nigeria drug route extremely hostile and unprofitable for traffickers.”

Marwa said the agreement would focus on four key areas: intelligence and information exchange, joint and coordinated operations, capacity building and professional development, and controlled delivery of illicit drugs to facilitate the identification and arrest of members of trafficking networks.

He noted that drug trafficking had become increasingly sophisticated and transnational, with Nigerian organised crime groups allegedly maintaining links with networks operating along the Australia-Pacific route, particularly those involved in methamphetamine and cocaine trafficking.

“Nigeria is being exploited as a transit and sourcing hub, but no single country can fight this alone,” he said.

The NDLEA chairman also highlighted recent operations by the agency, including the seizure of 184.5 kilogrammes of cocaine allegedly destined for export and the dismantling of four methamphetamine laboratories in recent months. Some of the laboratories, he said, allegedly had Mexican nationals involved in their operations.

He disclosed that one of the laboratories yielded seizures valued at more than $360m.

Marwa further cited the dismantling of a Switzerland-based drug cartel allegedly operated by a Nigerian, Simon Amadi, following more than a year of joint investigations involving the United States Drug Enforcement Administration and police authorities in France, Greece and Switzerland.

In her remarks, the head of the Australian Federal Police delegation, Ms Sandra Booth, described the partnership as essential to tackling the growing international drug trade.

Booth commended the NDLEA for adopting a comprehensive approach to drug control that encompasses prevention, enforcement and international cooperation.

She said organised criminal groups were increasingly using proceeds from drug trafficking to finance other serious crimes, including violent attacks and gang-related activities.

According to her, the networks were also exploiting young and vulnerable people by recruiting them to deliver and transport illicit drugs.

“Whilst Nigeria is a transit country, we are a destination country. And unfortunately for us, people will pay a lot of money for the commodity,” she said.

Booth said Australia was keen to work closely with Nigeria to prevent illicit drugs from entering its territory and protect young people and vulnerable communities from the consequences of drug trafficking.

She described the partnership between the two agencies as a force multiplier in the fight against organised crime.

“It is so absolutely necessary that we work together as a team, that we are forceful, that we are committed, that we show integrity, and we hunt as a pack,” she said.

“I am very proud that we can now be part of your pack.”

The ceremony was attended by the Australian High Commissioner to Nigeria, Ms Leilani Bin-Juda; Deputy High Commissioner, Timothy Milikan; and other members of the AFP delegation, including Andrea Humphrys and Susan Gray.

Senior NDLEA officials, including the Director of External Relations, Kenechi Nnoruka, were also present.

The agreement is expected to strengthen cross-border investigations, improve intelligence-led operations and enhance the capacity of both countries to identify, disrupt and prosecute international drug trafficking networks.
