DELTA State Governor, Dr Emmanuel Uduaghan has presented a N391.51 (three
\nhundred and ninety one billion, five hundred and ten million naira) budget
\nproposal for the 2014 fiscal year to the state Legislature with an
\nassurance that his administration will finish strong.<\/p>\n
Tagged, budget of \u201cConsolidation, Sustainable Economic Growth And
\nDevelopment,\u201d Governor Uduaghan disclosed that the amount \u201ccomprises
\nN159.78 billion (one hundred and fifty nine billion, seven hundred and
\neighty million naira) or 48.8 per cent for recurrent expenditure and
\nN231.72 billion (two hundred and thirty one billion, seven hundred and
\ntwenty million naira) or 59.1 per cent for capital expenditures.\u201d<\/p>\n
The Governor who was accompanied by his Deputy, Prof. Amos Utuama (SAN),
\nthe chairman of the People\u2019s Democratic Party (PDP) in the state, Chief
\nPeter Nwaoboshi and top government functionaries to the House of Assembly
\ncomplex for the budget presentation stated that the budget was designed to
\nsustain the drive towards the Delta State beyond oil initiatives.<\/p>\n
According to him, \u201cthe main focus of year 2014 budget is to sustain the
\ndrive towards Delta State beyond oil initiative; we have in this respect
\nput together a budget and business plan with the objectives and priorities
\nwe set out in the three point agenda.\u201d<\/p>\n
\u201cEmphasis in 2014 shall be on the completion of ongoing key projects given
\nthe size of carryover projects,\u201d the Governor said, adding, \u201cthis is a
\nresult oriented strategy, wherein an allocation to budget heads are tied
\nto performing projects and programmes that can sustain development.\u201d<\/p>\n
It is worthy to note that a budget of N472.006 billion (four hundred and
\nseventy two billion, six million naira) with a recurrent expenditure of
\nN156.403 billion (one hundred and fifty six billion, four hundred and
\nthree million naira) and a capital budget of N315.602 billion (three
\nhundred and fifteen billion, six hundred and two million naira) was
\napproved for the 2013 fiscal year.<\/p>\n
\u201cI want to restate our very strong desire to finish strong and with 2014
\nbeing the last full year of this administration in office, Deltans are
\ndesirous that the promises and hopes we have raised should be kept,\u201d the
\nGovernor said, reiterating, \u201cwe are determined that it should be so.\u201d<\/p>\n
He added, \u201cI believe we will finish strong because we have to a large
\nextent restored public confidence in government, we have created credible
\ninstitutions of governance, we have enacted friendly and conducive
\nenvironment for anyone to fulfil their God given potentials, this has
\ngiven our people hope of bright and happy future.\u201d<\/p>\n
The Governor assured Deltans that his administration will act competently
\nand ensure that public finances are managed in the best possible way,
\nnoting, \u201cour people expect at all times good judgement and discretion from
\nthe government it elected and none of us can rest or sleep peacefully
\nuntil economic uncertainty, unemployment and poverty are tackled.\u201d<\/p>\n
\u201cThe new vision today is \u2018Delta Beyond Oil\u2019 and this is gradually sinking
\ninto the hearts and minds of all Nigerians, the song now is \u2018Nigeria
\nBeyond Oil\u2019 and we should be proud that Delta State set the pace for this
\nnation to look beyond oil,\u201d the Governor said.<\/p>\n
The Speaker of the Delta State House of Assembly, Rt. Hon. Victor Ochei
\nthanked Governor Uduaghan for the timely presentation of the budget and
\nassured that the Legislature would give deserved attention to the budget
