{"id":23344,"date":"2014-02-25T09:22:16","date_gmt":"2014-02-25T08:22:16","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=23344"},"modified":"2014-02-25T09:22:16","modified_gmt":"2014-02-25T08:22:16","slug":"the-many-failures-of-governor-aregbesola","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/articles-opinions\/the-many-failures-of-governor-aregbesola\/","title":{"rendered":"The Many Failures of Governor Aregbesola"},"content":{"rendered":"<p><em><strong>\u00a0By Edward Igbayilola and Taofik Alabi<\/strong><\/em><\/p>\n<p>Osun state wore a different look and was full of celebration when the<br \/>\nCourt of Appeal sitting in Ibadan ousted Prince Olagunsoye<br \/>\nOyinlola-led Peoples Democratic Party (PDP) government and pronounced<br \/>\nMr. Rauf Aregbesola of Action Congress of Nigeria (ACN) as the<br \/>\n&#8220;authentic winner&#8221; of 2007 governorship election in the state on<br \/>\nFriday, November 26, 2010.<\/p>\n<p>Immediately the court decided the fate that day, what the people of<br \/>\nthe state witnessed was a celebration of no comparison and as the<br \/>\nsupporters of Aregbesola jubilated round the state. Indeed, the<br \/>\noccasion was also used to molest and attack some PDP members perceived<br \/>\nto have worked against the then members of Action Congress of Nigeria.<\/p>\n<p>But no one could talk and correct the illicit activities that lasted<br \/>\nfor almost six months because nearly all Osun people wanted a change<br \/>\nof government as at that time, and they also believed that with<br \/>\nAregbesola, the messiah has finally come and that they will witness &#8216;a<br \/>\nnew era&#8217; in the state. However, the journey of four years is about to<br \/>\nreach its destination by 2014 but unfortunately, to the disappointment<br \/>\nof most of his supporters, all the promises during Aregbesola&#8217;s<br \/>\nelectioneering campaign and during his swearing-in ceremony on<br \/>\nSaturday, November 27, 2010 have not been fulfilled few months to the<br \/>\nexpiration of\u00a0\u00a0his tenure.<\/p>\n<p>West Mail looks into how Aregbesola had performed in the last three<\/p>\n<p>years as his regime celebrated 3rd-year anniversary in Office on<br \/>\nTuesday, November 26, 2013.<\/p>\n<p>TRANSPORT SECTOR<br \/>\nIn the past three years in Osun state, Transport Sector has received<br \/>\nthe largest appropriation in budget, but the people of the state are<br \/>\nstill grappling with the existence of huge indebtedness and many<br \/>\nabandoned, cancelled, uncompleted and in most instances, snail speed<br \/>\nprojects execution by the administration of Mr. Rauf Aregbesola.<br \/>\nShortly after coming on board, the stadia projects, initiated by PDP<br \/>\ngovernment in six different towns spread across the major zones in the<br \/>\nstate, were cancelled but the one in Osogbo and Ilesa were not<br \/>\nstopped.<\/p>\n<p>While construction work on the stadia in Ife, Ikirun, Ede and Iwo was<br \/>\nstopped because Mr. Aregbesola stated stadia were not needed, at least<br \/>\nfor now, the one in Ilesa was not outrightly cancelled, but it was<br \/>\nobserved during the last visit of West Mail to the site of the stadium<br \/>\nproject that no serious work was done there in the last two years..<\/p>\n<p>Till date, only Osogbo City Stadium is receiving attention of<br \/>\ngovernment. Although, the contractor handling the project was supposed<br \/>\nto have delivered it by March 2011 being part of terms agreed with the<br \/>\nstate government, but the contractor, Techno Katagun failed to meet up<br \/>\nwith the deadline because the administration of Mr. Aregbesola, at a<br \/>\npoint stopped release of funds for the project and when it eventually<br \/>\nresumed funding it, funds were being released in piecemeal leading to<br \/>\nslow pace of work.<\/p>\n<p>Besides, it was observed that Aregbesola&#8217;s government completely<br \/>\nchanged the original FIFA standard design of Osogbo stadium and with<br \/>\nwhat was on ground, it can only be qualified as a mere playing field.<\/p>\n<p>Careful examination of projects executed by State Ministry of Works<br \/>\nwhich is being manned for the State Governor by an indigene of Iwo,<br \/>\nEngr. Oladepo Amuda, revealed that there is no projects currently<br \/>\nbeing executed that is not tied to one loan or the other.<\/p>\n<p>Osogbo\/Ila Odo Kwara Boundary has been the flagship project of this<br \/>\nadministration. The governor inaugurated the project over a year ago<br \/>\nshortly after waking up from the slumber that lasted almost a year.<br \/>\nThe project been executed by an unknown company, later found to have<br \/>\nfolded up, SAMMYA construction is being executed at a cut throat<br \/>\namount of N17.8 billion. Despite sticking to the initial design of<br \/>\nroad done by a PDP government with its cost fixed for about N8<br \/>\nbillion, Aregbesola not only changed the contractor, but also raised<br \/>\nthe cost to over N17 billion.<br \/>\nThe project which is segmented into three parts, over one year since<br \/>\nwork commenced on the road, the first segment&#8211;Osogbo Old Garage to<br \/>\nDagbolu&#8211; is yet to be completed and the chances of the contractor<br \/>\ncompleting the project in two years as contained in the contract<br \/>\npapers is clearly unrealistic.<br \/>\nAnother bizarre thing about the project is the mode of financing it.<br \/>\nBank of Infrastructure was said to be the fund arranger, while the<br \/>\ncontractor, SAMMYA, as the world is made to believe, entered into<br \/>\ncontractor-financing terms with state government. If BoI being headed<br \/>\nan indigene of Ijagbo, same town with Alhaja Serifat Aregbesola, Osun<br \/>\nstate first lady is the fund arranger for the project, why entering<br \/>\ninto contractor-financing model of funding Osogbo\/Kwara boundary road<br \/>\nproject with SAMMYA again?<\/p>\n<p>Apart from this contradiction, the terms of repayment of the loan<br \/>\nindicates that the state government will only start paying back funds<br \/>\nexpended on the project after its completion and handover.<br \/>\nAccording to the Special Adviser to the Governor on Works and<br \/>\nTransport, Amuda, the road will be completed by October next year,<br \/>\nmeaning that repayment of N17.8 billion loan used to finance the road<br \/>\nwill only commence after then. Before October next year, governorship<br \/>\nelection must have been held and should Aregbesola fail to make it for<br \/>\nanother term, that means the loan will be paid by a new<br \/>\nadministration.<\/p>\n<p>Similar to this is over-hyped Oba Adesoji Aderemi Ring Road that<br \/>\ncommences at Ofatedo junction and terminates at Stadium Area in<br \/>\nOsogbo. The project cost close to N20 billion and the contractor,<\/p>\n<p>Slava Yediteppe is solely responsible for the cost of construction and<\/p>\n<p>government will only repay the contract sum at later date.<br \/>\nSince the project commenced, several buildings said to have been<br \/>\nlocated on the new road or close to it have been demolished. Schools,<br \/>\nboth public and private, hospitals etc are also affected in the<br \/>\nexercise.<\/p>\n<p>As at the time of filling this report, clearing on the proposed road<br \/>\nis still on-going but number of workers working on the road has<br \/>\ncontinued to decline, the development attributed to lack of fund.<br \/>\nAlso, many of the house owners that lost properties to the road have<br \/>\nnot been compensated with the government hiding behind incomplete<br \/>\npapers by them. Those that have received compensation were paid<br \/>\npeanuts.<\/p>\n<p>A key project of APC government in Osun state that has further<br \/>\nenmeshed the three-year old administration of Rauf Aregbesola in bad<br \/>\nwater is its Urban Renewal project through which several public and<br \/>\nprivate buildings have been pulled down.<\/p>\n<p>Not minding the huge public outcry that greeted the exercise being<br \/>\nconducted by Ministries of Works and Lands, the State Government had<\/p>\n<p>turned blind eye and continued with the demolition exercise.<br \/>\nAlready, all banks in Olorunda Local Government area have been<br \/>\ndemolished and several shops, especially in Oke-fia and MDS were<br \/>\ndemolished.<\/p>\n<p>Speaking on the reason why government embarked on the demolition<br \/>\nexercise, the State Commissioner for Information and Strategy, Sunday<br \/>\nAkere on the State owned radio and television stations had said the<br \/>\ngovernment wanted to use the space created to construct walk-ways and<br \/>\nto plant flowers to beautify the town.<\/p>\n<p>It should be noted that many towns in the state have been penciled<br \/>\ndown for the Urban Renewal programme of Aregbesola&#8217;s administration<br \/>\nbut the wanton destruction of properties all in the name of efforts to<br \/>\nbeautify the state is making inhabitants of Ede, Ikirun, Ilesa and Ile<br \/>\nIfe to be resisting the plan to commence the programme in their towns.<\/p>\n<p>The demolition which has been on since last year, had be concluded few<br \/>\nmonths ago, but work is yet to commence on the space created after the<br \/>\nremoval structures.<\/p>\n<p>Osogbo, Ilesa and Ife township roads project is another controversial<br \/>\nproject being done by the Ministry of Works. Though Aregbesola openly<br \/>\nadmitted that he met a design done by a PDP government upon assumption<br \/>\nof office, but a lot of funds were again appropriated for the purpose<br \/>\nof designing road networks for the state capital and the town as<br \/>\nlisted as part of the project.<\/p>\n<p>The project, the cost of which is put at close to N1 billion was again<br \/>\nexecuted with a loan. As synonymous with the present administration,<br \/>\nfinancial details of the project are confusing to say the least,<br \/>\nbecause State government had said it was obtaining a loan in<br \/>\ncollaboration with the 30 Local Government areas and Modakeke Area<br \/>\nCouncil to fund road projects in towns across the State.<br \/>\nHowever, checks by West Mail, revealed while roads chosen for<br \/>\nrehabilitation in Osogbo township have been completed, work has not<br \/>\ncommence on roads in most towns across the state.<\/p>\n<p>This is also the case with township roads in Ife and Ilesa, Ile-Ife,<br \/>\nthe town clearly regarded as stronghold of opposition Peoples<br \/>\nDemocratic Party by Aregbesola had least number of roads rehabilitated<br \/>\namong the towns selected for the project, which has provoked questions<br \/>\nabout the rationale for the distribution of the roads rehabilitated<br \/>\nthrough the project.<\/p>\n<p>Apart from the road projects, the State Ministry of Works which has<br \/>\nthe governor as its Commissioner was also involved in the construction<br \/>\nof markets. At present, three markets are under construction but none<br \/>\nof the three is been constructed with the money accrued to state from<br \/>\nthe Federation Account.<\/p>\n<p>The location of Ayegbaju International Market used to be there<\/p>\n<p>headquarters of Osogbo Local Government. An indigene of the town,<\/p>\n<p>who is the state PDP chairman, Alhaji Ganiyu Olaoluwa in a chat with<\/p>\n<p>journalists in his office recently said: &#8220;where Aregbesola is building<\/p>\n<p>Ayegbaju Market belongs to Osogbo town and upon the creation of the<br \/>\nstate when there were no offices for the Military Administrator and<br \/>\nhis team, Osogbo Local Government moved out of the place for the<br \/>\nMILAD.<\/p>\n<p>&#8220;But to our surprise, Aregbesola just gave the land to one of those<br \/>\nfronting for him as Osun government&#8217;s contribution towards the<br \/>\nbuilding of the market&#8221;.<\/p>\n<p>This is just one out several criticisms the project has received. Some<br \/>\nof the posers people have also raised concerning market include: What<br \/>\nis the relationship between the State Government and its officials and<br \/>\nthe contractor handling the project? Why is government opting for<br \/>\npublic-partnership for the project? What is the antecedent of the<br \/>\ncontractor? Why sitting a market close to a main highway in the state<br \/>\ncapital? Why are the prices of these shops not within the reach of<br \/>\nmany people in the state, whose business premises have been demolished<br \/>\nby government? In the midst of these controversies, West Mail<br \/>\nauthoritatively learnt that the contractor, who was touted by<br \/>\nAregbesola as having the financial capabilities to construct the<br \/>\nmarket, has been spending proceeds from the yet-to-be completed shops<br \/>\npaid by people whose shops the state government had demolished across<br \/>\nOsogbo for the project. Aregbesola&#8217;s administration has also come<br \/>\nunder heavy criticism for jettisoning the Free Trade Zone project initiated by previous PDP<br \/>\nadministration and embarking on construction of Dagbolu Market, which<br \/>\nexperts have opined should have been sited inside the Free Trade Zone<br \/>\npremises located in Abeere.<\/p>\n<p>Commenting on the desirability or otherwise of a regional market in<br \/>\nthe state, an economist, Kayode Olanrewaju said &#8220;far beyond<\/p>\n<p>establishing markets, consideration should have been more on the<br \/>\nexisting ones that can be upgraded. &#8220;If those ones already in<br \/>\nexistence cannot be improved upon, then the ones to be established<br \/>\nnewly can make use of facilities in the existing markets to limit the<br \/>\ncost of building new ones.<\/p>\n<p>&#8220;Since Aregbesola did not believe in the idea of Free Trade Zone, what<br \/>\nhe should have done was to look into the existing facilities available<br \/>\nat the site of the project and incorporate them into his own regional<br \/>\nmarket. That would have minimized the cost.<\/p>\n<p>&#8220;I was a part of the team that visited the Free Trade zone from<br \/>\nGovernor&#8217;s Forum secretariat under the Peer Review exercise in year<br \/>\n2010 and I know that there are some facilities on ground there. I have<br \/>\nalso visited Dagbolu Market. From what I observed, the two projects<br \/>\nhave similarities and I am of the opinion that instead of starting all<br \/>\nover a new market, that Free Trade zone can be converted.<\/p>\n<p>&#8220;Osun does not belong to the league of highest earners from the<br \/>\nFederation Account and the economy is salary-based. The government<br \/>\nought to be prudent and not just playing to the gallery by embarking<br \/>\non unnecessary project and by so doing accumulate debt for the state&#8221;.<\/p>\n<p>There is also Aje Market, which the government is building in<br \/>\nconjunction with Oodua Investment in the Trade Fair complex along Iwo<br \/>\nroad, Osogbo.<\/p>\n<p>Like every other projects of this administration, this market is being<br \/>\nbuilt through funds that are arranged by a private investor while<br \/>\nterms of the arrangement of how the investor intend to recoup its<br \/>\ninvestment is still shrouded in mystery.<\/p>\n<p>The O&#8217; School projects, the programme designed to blight tremendous<br \/>\nachievements of PDP administration is another controversial project<br \/>\nthat has received more knocks than praise from all quarters.<br \/>\nDespite the fact that Osun state is believed to have had best set of<br \/>\nstructures in its public schools before the advent of Aregbesola&#8217;s<br \/>\nadministration, the Osun APC government that has often, though<br \/>\ndeceitfully pride itself as prudent, with a fury of a scorned<br \/>\nhousewife, pulled down many of these buildings.<\/p>\n<p>Mr. Aregbesola, to get fund to replace those buildings demolished,<br \/>\nhaving exhausted all avenues to raise money through conventional<br \/>\nmeans, against wise counsel, had to run to issuing houses to raise<br \/>\nIslamic Bond.<\/p>\n<p>A sum of N11.4 billion raised through controversial Islamic Sukuk, the<br \/>\ngovernment said will be spent on the needless O&#8217; School projects,<br \/>\nbeing supervised by Ministry of Work. O&#8217; School programme is headed by<br \/>\na chieftain of APC, Alhaji Lai Oyeduntan and beside being regarded as<br \/>\na project that is not needed at the moment because buildings in public<br \/>\nschools across the state are still very strong, opinion leaders in the<br \/>\nstate have also heavily descended on the state government for using<br \/>\nthe commonwealth of Osun people to enrich his party people, who shared<br \/>\nmaterials savaged from the demolished structures and got contracts<br \/>\nthrough the programme.<\/p>\n<p>Osogbo\/Gbongan road, one of the projects being handled by Ministry of<br \/>\nWorks has been more of a decoy than a serious project.<br \/>\nThis is because since work started on the road close to five months<br \/>\nago, the contractor has not shown much seriousness in handling the<br \/>\nproject.
