Mrs. Okonjo-Iweala II"},"content":{"rendered":"<p><strong><em>\u00a0By: Sonala Olumhese<\/em><\/strong><\/p>\n<p>I thank you for acknowledging my article published last week.\u00a0 I trouble<br \/>\nyou with this follow-up only because of the dangerous debris left behind<br \/>\nby your Special Adviser, Mr. Paul Nwabiukwu.<br \/>\nFirst, on the \u201cAbacha loot\u201d recovery, let it be clear that my advocacy<br \/>\nconcerning Nigeria\u2019s \u201crecovered\u201d funds is neither new, nor limited to your<br \/>\nstory.<br \/>\nIn \u201cWhatever Happened to the Abacha Loot?\u201d (June 22, 2008), I wrote, \u201cThe<br \/>\nnational interest would be well served by a transparent picture of what<br \/>\nhas actually happened\u2026The indications are that some of the funds recovered<br \/>\nfrom the man and his family may have been re-stolen, or misused.\u201d<br \/>\nIn terms of numbers, my case is that Nigeria seems to have recovered<br \/>\nbetween $2 and $3b from Abacha.\u00a0 You say $500 million.<br \/>\nI know that the realistic number is mine because that is what the Economic<br \/>\nand Financial Crimes Commission (EFCC), under Mr. Nuhu Ribadu, reported in<br \/>\n2006.<br \/>\nIn a statement in London in November of that year, Mr. Ribadu stated that<br \/>\n\u201cAbacha \u201ctook over $6 billion from Nigeria,\u201d and that $2 billion had been<br \/>\nrecovered during his term of office.\u00a0 He repeated that figure that same<br \/>\nmonth during the 12th International Anti-Corruption Conference in<br \/>\nGuatemala.\u00a0 In Dakar at the 2nd Annual High Level Dialogue on Governance<br \/>\nand Democracy in Africa, just three months ago, Mr. Ribadu repeated the<br \/>\nclaim that Nigeria recovered $2 billion.\u00a0 Nobody has ever challenged him.<br \/>\nIt is also significant, Madam, that one year before Ribadu went on record<br \/>\nabout the $2 billion recovery for the first time, you said the same thing.<br \/>\nThe event was a press conference in September 2005 in Switzerland.\u00a0 Up<br \/>\ntill that point, Nigeria had recovered \u201cabout $2 billion total of assets,\u201d<br \/>\nyou said.<br \/>\nNonetheless, the $2 billion recovered in the Abacha hunt that was referred<br \/>\nto by Mr. Ribadu and your good self in 2005 and 2006 is without prejudice<br \/>\nto the $700 million that former Finance Minister Michael Ani said in<br \/>\nNovember 1998 had been recovered from Abacha.\u00a0 Ani described $1.3bn in<br \/>\nillegal withdrawals discovered to have been made by Ismaila Gwarzo, the<br \/>\nNational Security Adviser for Abacha.<br \/>\nTo Gwarzo belongs one of the sadder chapters of the loot recovery story.<br \/>\nAt the end of 1998, Abdussalam Abubakar said the government had recovered<br \/>\n$1 billion from the Abacha family and another $250 million from Gwarzo.<br \/>\nWhen Obasanjo became president, at least $500 million more was recovered<br \/>\nfrom Gwarzo in 2000.<br \/>\nThe foregoing might explain why you said in a speech after you left the<br \/>\nObasanjo government, \u201cGeneral Abacha looted about $3-$5 billion from the<br \/>\nNigerian treasury in truckloads of cash in foreign currencies, in<br \/>\ntraveler\u2019s checks and other means.\u201d<br \/>\nMy point is: much more than $500 million was recovered from Abacha, some<br \/>\nof them before, and some of them in-between your tenures as Minister of<br \/>\nFinance.<br \/>\nPerhaps you refer only to $500m because the specific subject of your<br \/>\nSeptember 2005 Switzerland press conference was $458 million, which you<br \/>\nsaid Nigeria had recovered.<br \/>\nThat $500m is supported somewhat by an account of the United Nations<br \/>\nOffice on Drugs and Crime, and the World Bank, which said at the launch of<br \/>\nthe Stolen Asset Recovery in September 2007 that Nigeria had recovered a<br \/>\ntotal of $505.5 million from the Swiss government.\u00a0 On that occasion, at<br \/>\nwhich you were present, it was also stated that up to $800m had been<br \/>\nrecovered from Abacha domestically.<br \/>\nBefore all that, in November 2003, you personally announced that Nigeria<br \/>\nhad recovered $149 million from the Island of Jersey.\u00a0 In case you may<br \/>\nhave forgotten, you clarified that the $149 million was not part of a $618<br \/>\nmillion trip you had just made to Switzerland at that time.<br \/>\nNonetheless, in December 2006, La Declaration de Berne, a Swiss<br \/>\nhumanitarian body, alleged that Switzerland had repatriated $700 million<br \/>\nto Nigeria, but alleged irregularities in Nigeria\u2019s use of the money,<br \/>\nclaiming $200 million was unaccounted for.<br \/>\nThat $700m figure seems to be in harmony with the statement made by Dr.<br \/>\nHans-Rudolf Hodel, the Swiss Ambassador to Nigeria at a press conference<br \/>\nthree months ago, during which he gave that figure as what his country<br \/>\nreturned to Nigeria.<br \/>\nSimilarly, on 10 March 2008, the EFCC and the Independent Corrupt<br \/>\nPractices and Other Related Offences Commission (ICPC) announced at a<br \/>\njoint press conference they had recovered \u201cover N600 billion\u201d in five<br \/>\nyears.<br \/>\nThat sum seems somewhat conservative, but a lot more than $500 million of<br \/>\nit came from Abacha.\u00a0 Here are a few thoughts:<br \/>\n\u2022 In May 2000, Luxembourg confirmed it had found and frozen $630 million<br \/>\nin eight bank accounts in a private bank, in the names of the Abachas,<br \/>\nawaiting Nigeria\u2019s claim.<br \/>\n\u2022 In August 2000, Nigeria asked Liechtenstein to help recover 100m British<br \/>\npounds.<br \/>\n\u2022 In October 2001, a British High Court asked the government ahead to help<br \/>\nNigeria trace over $1bn in Abacha loot.<br \/>\n\u2022 In May 2002, President Obasanjo struck a deal with Abachas under which<br \/>\nthe government was to recover about $1.2 billion.<br \/>\n\u2022 In February 2010, the British Government announced in Abuja it would<br \/>\nrepatriate 43 million pounds recovered from the offshore accounts of<br \/>\nvarious Nigerian officials.<br \/>\nSome of these happened when you were not in the government, I know, but we<br \/>\nare not talking about your personal life.\u00a0 The point is that as a people<br \/>\nthat we cannot move forward unless there is true and full transparency.<br \/>\nWhere is all the money?<br \/>\nYour over-reaching spokesman illustrates my point.\u00a0 \u201cOn the NNPC oil<br \/>\naccounts issue\u2026Dr Okonjo-Iweala has called for an independent forensic<br \/>\naudit to establish the facts of any unaccounted for money and ensure that<br \/>\nevery Naira that is owed the treasury is returned to the Federation<br \/>\nAccount\u2026the fundamental problem of determining the facts as a basis for<br \/>\naction must still be tackled. Is there room for more action on corruption?<br \/>\nOf course the answer can only be yes. But action is needed to achieve<br \/>\nchange. Talk is cheap, action is crucial.\u201d<br \/>\nExactly, Madame Minister, let us have a forensic independent audit.\u00a0 But<br \/>\nmay I propose three productive caveats to your government?\u00a0 The audit must<br \/>\nbe international; cover the NNPC and the recovered funds; and date from<br \/>\n1999.\u00a0 This is the only scenario that can guarantee that the full story<br \/>\nwill be told.<br \/>\nLet me illustrate the depth of our depravity with a graphic example made<br \/>\nby Ribadu in 2009 to the US House of Representatives Committee on<br \/>\nFinancial Services.\u00a0 \u201cMr. D.S.P. Alamieyeseigha, governor of oil rich<br \/>\nBayelsa State. He had four properties in London valued at about \u00a310<br \/>\nmillion, plus another property in Cape Town valued at $1.2 million. \u00a31<br \/>\nmillion cash was found in his bedroom at his apartment in London. \u00a32<br \/>\nmillion was restrained at the Royal Bank of Scotland in London and over<br \/>\n$240 million in Nigeria. This is in addition to bank accounts traced to<br \/>\nCyprus, Denmark, USA and the Bahamas.\u201d<br \/>\nThis is the kleptocracy in which Nigerian leaders have stolen over $380bn<br \/>\nsince independence, as the same Ribadu told the BBC in 2006.\u00a0 Yet, that<br \/>\nAlamieyeseigha, like others, has been pardoned by your government.\u00a0 This<br \/>\nis why we will never get real answers by putting your \u201cindependent\u201d audit<br \/>\nin the hands of a pre-programmed Abuja panel.<br \/>\nFinally, you bristle at my reference to the issue of the recurrent budget.<br \/>\nYou say I have no moral authority to comment on the matter.<br \/>\nSo let us talk about moral authority.<br \/>\nFollowing your negotiations of Nigeria\u2019s foreign with the Paris Club in<br \/>\n2006, Audu Ogbeh, a former Peoples Democratic Party (PDP) chairman,<br \/>\npublicly said that one \u201ctop member\u201d of your government had walked away<br \/>\nwith a personal fee of N60 billion.\u00a0 I had expected that President<br \/>\nObasanjo or you would be outraged, and challenge the allegation, but<br \/>\nnobody ever has.\u00a0 I would have defended my father\u2019s name.<br \/>\nI repeat my support of your campaign finance proposal, in principle.\u00a0 But<br \/>\na cafeteria approach to reform never works, and it is bound to be eaten<br \/>\nalive in the all-purpose impunity and kleptocracy that currently<br \/>\nmasquerades as governance.\u00a0 The answer is banging on the front door.<br \/>\n\u2022\u00a0<a id=\"yui_3_13_0_ym1_1_1393837410151_3281\" href=\"mailto:sonala.olumhense@gmail.com\">sonala.olumhense@gmail.com<\/a><br \/>\n\u2022 Twitter: @SonalaOlumhense<\/p>\n<!-- AddThis Advanced Settings generic via filter on the_content --><!-- AddThis Share Buttons generic via filter on the_content --><!-- AddThis Related Posts generic via filter on the_content -->","protected":false},"excerpt":{"rendered":"<p>\u00a0By: Sonala Olumhese I thank you for acknowledging my article published last week.\u00a0 I trouble you with this follow-up only because of the dangerous debris left behind by your Special&hellip;<!-- AddThis Advanced Settings generic via filter on wp_trim_excerpt --><!-- AddThis Share Buttons generic via filter on wp_trim_excerpt --><!-- AddThis Related Posts generic via filter on wp_trim_excerpt --><\/p>\n","protected":false},"author":1,"featured_media":21151,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_lmt_disableupdate":"","_lmt_disable":"","footnotes":""},"categories":[7],"tags":[],"class_list":["post-23692","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-articles-opinions"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.8 -
