Except otherwise decided, henceforth, judicial officers convicted of
\ncorruption or perversion of justice will be liable to 50 years in prison
\nand loss of all official entitlement including gratuity and pensions
\nwithout an option of fine.<\/p>\n

The National Conference sitting in Abuja said on Thursday that the
\ndecision was based on the examples of some Asian countries where the
\nenactment of such laws helped to restore sanity, reduce corruption, abuse
\nof office, instill due process and the rule of law.<\/p>\n
<\/p>\n
Still on corruption, Conference resolved that legislation be enacted by
\nthe Federal Government that would stipulate life imprisonment for anyone
\nfound guilty of stealing pension and any public fund.<\/p>\n
<\/p>\n
These resolutions followed thorough consideration of the Report of the
\nCommittee on Civil Society, Labour, Youth and Sports headed by Mrs. Bola
\nOgunrinade and Comrade Issa Aremu as deputy chairman.<\/p>\n
<\/p>\n
Conference equally resolved that a law be enacted by the Federal
\nGovernment to provide for life imprisonment with hard labour for any
\nperson convicted of rape; while other laws should be enacted to
\ncriminalise the use of children for child labour and for alms.<\/p>\n
<\/p>\n
It was also resolved that henceforth, any group of workers that remain on
\nstrike for more than four weeks shall not be entitled to and not be paid
\nsalary for the period and any other time after the four weeks.<\/p>\n
<\/p>\n
To revive the education sector, Conference proposed 26% allocation for
\neducation in annual law at the federal, state and local government levels.<\/p>\n
<\/p>\n
It is believed that with such increased allocation, the ailing educational
\nsystem would be revived and sustained.<\/p>\n
<\/p>\n
Conference also agreed that government provides an intervention fund as a
\nmatter of priority to revitalize abandoned skill acquisition and
\nvocational training centres throughout the country.<\/p>\n
<\/p>\n
To boost employment in the country, delegates resolved that athe National
\nDirectorate for Employment (NDE), the Small and Medium Enterprises
\nDevelopment Agency of Nigeria (SMEDAN), the Community Services Women, and
\nYouth Employment Project (CSWYE) and Graduates Internship Scheme be merged
\ninto a single national job creation agency.<\/p>\n

Conference in taking the decision, said this would lead to a coordinated
\njob creation approach.<\/p>\n
<\/p>\n
Conference observed the growing incidence of casualization in the economy
\nthat is driven in part by employers\u2019 penchant to cut cost and enhance
\nprofitability.<\/p>\n
<\/p>\n
It said currently, most employers of labour do not respect the legal
\nprovision that after six months of work, the casual workers must be
\npermanently employed.<\/p>\n
<\/p>\n
To circumvent this law, such employers resort to terminating the
\nappointment of employees after a couple of months and then quickly
\nre-engaging them on a fresh contract.<\/p>\n
<\/p>\n
It was therefore resolved that all multinational companies and government
\nagencies that have employed casual workers for more then six months should
\nbe mandated to take immediate steps to convert them to permanent workers.<\/p>\n
<\/p>\n
On the National Youth Service Corps, Conference said it should be split
\ninto three phases for it to be repositioned for relevant youth
\nempowerment.<\/p>\n
<\/p>\n
It said the first phase will be a one month orientation; followed by six
\nmonths of primary assignment, integration and industrial exposure; and
\nlastly, five months of vocational and entrepreneurial skill acquisition.<\/p>\n
