President Goodluck Jonathan has formally launched a national electronic<\/span>
identity card, which all Nigerians will have to have by 2019 if they want<\/span>
to vote.<\/span>

He received the first biometric card, which can also be used to make<\/span>
electronic payments.<\/span>

MasterCard is providing the prepaid payment element and it hopes millions<\/span>
of Nigerians without bank accounts will now gain access to financial<\/span>
services.<\/span>

An attempt to introduce national ID cards in Nigeria 10 years ago failed.<\/span>

Analysts blame corruption for its failure, and say the same problems may<\/span>
stymie the new e-ID scheme.<\/span>

\u201cThe card is not only a means of certifying your identity, but also a<\/span>
personal database repository and payment card, all in your pocket,\u201d<\/span>
President Jonathan said at the launch in the capital, Abuja.<\/span>

\u201cI have taken keen interest in this project, primarily because of the<\/span>
pervasive impact it can have on every facet of the socio-economic fabric<\/span>
of our dear nation,\u201d he said.<\/span>

According to Nigeria\u2019s central bank, about 30 per cent of the country\u2019s<\/span>
167 million inhabitants have access to bank accounts, Bloomberg news<\/span>
agency reports.<\/span>

MasterCard said combining an identity card with a payment card for those<\/span>
aged 16 and over was a significant move.<\/span>

\u201cIt breaks down one of the most significant barriers to financial<\/span>
inclusion \u2013 proof of identity,\u201d MasterCard\u2019s Daniel Monehin said in a<\/span>
statement.<\/span>

The new cards show a person\u2019s photograph, name, age and unique ID number \u2013<\/span>
and 10 fingerprints and an iris are scanned during enrolment.<\/span>

These details are intended to ensure that there are no duplicates on the<\/span>
system.<\/span>

During the pilot phase, which began registering names last October, 13<\/span>
million MasterCard-branded ID cards will be issued.<\/span>

There are enrolment centres in all 36 states and there is no fee to get<\/span>
the card, though people will be charged in the event that it needs to be<\/span>
replaced.<\/span>

The Nigerian Identity Management Commission, which is behind the rollout,<\/span>
is trying to integrate several government databases including those for<\/span>
driving licences, voter registration, health insurance, taxes and<\/span>
