{"id":30742,"date":"2014-08-31T04:04:10","date_gmt":"2014-08-31T03:04:10","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=30742"},"modified":"2014-08-31T04:13:48","modified_gmt":"2014-08-31T03:13:48","slug":"boko-haram-funded-cbn-top-official","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/exclusive\/boko-haram-funded-cbn-top-official\/","title":{"rendered":"CBN Funds Boko Haram, Australian Hostage Negotiator Alleges"},"content":{"rendered":"<p><span style=\"color: #000000;\">A large chunk of the finances of Boko Haram may be passing through the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Central Bank of Nigeria (CBN), an Australian with close links to the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">militant group has told TheCable.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Dr Stephen Davis, who was in Nigeria for four months trying to negotiate<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">with Boko Haram to release the kidnapped Chibok schoolgirls, said Boko<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Haram commanders told him a senior CBN official, who cannot be named by<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">TheCable for legal reasons, was fully involved in the funding of the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">insurgency.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Davis, who spoke with TheCable on phone from Australia in his first<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">interview with a Nigerian journalist, said Western countries could not<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">trace the majority of the source of funding to Boko Haram because \u201cit is<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">done through a legal channel, through the gatekeeper, the CBN, and that<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">makes it very easy to cover up\u201d.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">He said Boko Haram commanders told him a senior CBN official, who<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">currently works in the bank\u2019s currency operations division, was the one<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">handling the transactions.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">\u201cOne of the biggest of suppliers of arms and military uniforms to the JAS<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">(Jama\u2019atu Ahlis Sunna Lidda\u2019awati wal-Jihad, better known as Boko Haram)<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">currently lives in Cairo, Egypt. He is the recipient of money sent by<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">political sponsors from Nigeria. The funds go through the CBN\u2019s financial<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">system and appear to be a legal transaction.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">\u201cMeanwhile, the CBN official who handles the funding is an uncle to three<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">of those arrested in connection with the Nyanya bombings. The three boys<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">lived with him. They were arrested by the SSS (Department of State<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Security) after the bombings but they do not seem to have been<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">interrogated about their uncle in CBN. Or if they have given up<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">information about their uncle then the SSS has not moved against him.\u201d<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">\u201cAlso, a senior official of CBN, who recently left the bank, was very<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">close to Sodiq Aminu Ogwuche, the mastermind of the Nyanya bombings who<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">also schooled in Sudan. Boko haram commanders said Ogwuche\u2019s wife used to<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">visit this top official in his office at the headquarters of the bank in<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Abuja before the Nyanya bombings. They were very close,\u201d Davis said.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">The former Canon Emeritus at Coventry Cathedral, UK, said he decided to<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">come out to speak now because the Nigerian authorities were not acting<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">fast and he was heart-broken by the evils being done to the kidnapped<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Chibok girls and the many other girls and boys being kidnapped.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">\u201cI have three daughters. I just cannot stand the thought of what those<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">girls are passing through. I have spoken to an escapee who described how<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">she was being raped for 40 days by militants. I can\u2019t stand it. It is<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">heart-breaking. Nigerian authorities must act decisively now,\u201d he said,<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">revealing that he spent \u201cdays and weeks\u201d with commanders of Boko Haram in<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">the north-east during his time in Nigeria.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Davis, 63, holds a PhD in political geography from the University of<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Melbourne, Australia. Below are excerpts from the exclusive interview with<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">TheCable.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Below are excerpts from the exclusive interview with TheCable.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">TheCable: Can you share with us your experience with Boko Haram leaders?<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Davis: Let me take you back a bit. I specialise in negotiation. It may<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">interest you to know that I have been involved in peace negotiations in<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Nigeria since 2004 when President Olusegun Obasanjo invited me to<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">intervene in the Niger Delta crisis. With a local Nigerian colleague, I<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">spoke with Asari Dokubo and took him to Obasanjo at the Presidential Villa<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">in Abuja. Because Asari is a Muslim, the Muslim boys in the north heard<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">about me and warmed up to me. I did a report in 2005 on the threat of<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">extremism among young northern Muslims. Obasanjo\u2019s security chiefs<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">dismissed the report with a wave of the hand. They said no such thing<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">existed. In 2007, President Umaru Musa Yar\u2019Adua, who desired to end the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">militancy in the Niger Delta, invited me and made me presidential envoy. I<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">toured all the northern states. I went to the country\u2019s borders. I came<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">back with a report that there were some budding sects in the north. The<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">national security adviser (NSA) at the time, Gen. Sarki Mukhtar, dismissed<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">the report. He said they didn\u2019t exist. A succession of NSAs dismissed all<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">these reports and allowed the groups to flourish. By the time President<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Goodluck Jonathan came to power in 2011, these groups had spread all over<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">the north. They had cells and commanders in 16 out of the 19 northern<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">states. President Jonathan called me and sought my opinion on the best way<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">to tackle the militancy and bring it to an end. I knew many of the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">leaders. I spoke with them. They trusted me. They initially wanted to kill<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">me. They thought I was an American but I told them I was not. They also<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">thought I was British but I said I was not. I told them I was an<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Australian. They relaxed. I don\u2019t know why but they became more<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">accommodating. They became friendly and, gradually, we built the trust.<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">They started feeling free with me. I don\u2019t call them Boko Haram. I call<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">them JAS. People call them Boko Haram. They don\u2019t call themselves Boko<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Haram.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">TheCable: What deal were you seeking under Jonathan\u2019s mandate?<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Davis: The president wanted peace. He asked me to discuss with them so<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">that we could arrive at the terms of peace. They came up with some terms<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">that were acceptable and others that were not acceptable. TheCable: What<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">were those terms? Davis: They wanted training for the widows of their<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">deceased fighters. They asked the government to give these women cottage<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">training. They, ironically, wanted education for the children of their<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">deceased members. That is why I don\u2019t call them Boko Haram (\u201cWestern<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">education is a taboo\u201d). They asked that the children be sent to school.<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">They also wanted the government to rebuild villages that were destroyed by<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">the security agencies. They asked for amnesty as well.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">TheCable: What terms were unacceptable?<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Davis: The president said he would not grant amnesty in the sense that<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">they meant it. He said those who surrendered their arms would not be<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">prosecuted, but those who continued to commit more crimes would face the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">law and would be charged with treason. They also wanted women and children<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">who were being held in custody to be released. Their leaders that I spoke<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">with were ready to accept the conditions. But the NSA then, Gen. Owoye<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Azazi, went vehemently against it. He said there should be no negotiation<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">with terrorists. He completely turned the military against the peace deal<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">I was working on, even though we were very close to bringing an end to the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">insurgency the same way we did it in the Niger Delta. The military then<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">refused to back the deal. They succeeded in convincing the president not<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">to accept it. I could understand where they were coming from: the security<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">budget was like $6 billion and any peace deal would seriously reduce their<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">budget.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">TheCable: How did you become involved in the negotiation for the release<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">of the Chibok schoolgirls?<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Davis: Because I had built trust among the militants, I made calls to them<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">when I heard about the abductions. They confirmed to me that the girls<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">were with them. I came to Nigeria in late April (the girls were abducted<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">on April 14). I told the president I would try to intervene and help get<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">the girls out. He said he would give me the needed support if I wanted.<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">However, what I discovered was that thrice we tried to get the girls<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">released, and thrice my efforts were sabotaged. That was when I now<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">realised that some politicians were also involved in the insurgency. There<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">were the remnants of those involved in the former peace deal as well as a<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">political arm and what I call the ritual arm which specialises in<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">butchering human beings. While I was making efforts to get the girls<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">released, the political backers of the group threatened that if I got 30<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">or 40 girls out, the militants would kidnap another 60 to replace them. I<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">became very frustrated. They threatened that any commander of the group<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">who agreed to participate in any dialogue would be slaughtered by other<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">commanders. The political sponsors are very powerful because they supply<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">the finances and the arms. Until they are cut off from the group, those<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">girls will not be released. We are talking about 200 Chibok schoolgirls,<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">but there are over 300 other girls that have been kidnapped. There are<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">many young men that they also kidnapped and turned them against their<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">families. They asked them to go and slaughter their family members and<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">they are doing it. Nobody is talking about those ones. They are the new<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">child soldiers.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">TheCable: How can we get these girls released?<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Davis: The first thing is to stop the bagman who supplies weapons and<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">military uniforms. We know his name, location and associates. If the man<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">is stopped, the slaughterers, the ritual arm of the group, would be<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">demobilised. The girls can be released afterwards. This man controls these<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">ritualists. TheCable: Was there really any deal to release the girls?<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Davis: Yes, there was. Some commanders of the group told me that they<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">would first release 100 of the girls and that would be the first step<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">towards dialogue. They needed a guarantee from President Jonathan that<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">they would not be arrested or prosecuted if they showed up for dialogue.<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">They agreed with me that if they did that and no one was arrested, then<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">they would return to the camps to release the rest of the girls.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">TheCable: In all your discussions, did they name their sponsors?<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Davis: They named the man who lives in Cairo. He is of the Kanuri tribe.<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">He passes arms, ammunition and uniforms to them. The CBN official who<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">handles the funding (name withheld by TheCable for legal reasons) is an<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">uncle to three of those arrested in connection with the Nyanya bombings.<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">The three boys lived with him. They were arrested by the SSS (Department<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">of State Security) after the bombings but they are yet to be interrogated<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">about their uncle. The official still works with the CBN. He is still<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">there. He works in currency operations. He knows how to handle the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">transaction in a way that it can never be traced. Western countries are<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">frustrated that they cannot trace the funding. How can they when it is<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">passed on legally, through the gatekeeper, through the CBN? Also, a senior<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">official of CBN, who recently left the bank, was very close to Sodiq Aminu<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Ogwuche, the mastermind of the Nyanya bombings who also schooled in Sudan.<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Ogwuche\u2019s wife used to visit this official in his office at the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">headquarters in Abuja before the bombings. They were very close. Don\u2019t<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">forget that the CBN official who handles the transactions also used to<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">report to his superior, the official who recently left the bank. Also,<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">there is a politician who was supplying operational vehicles for the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">suicide bombers. He gave them Hilux vans. He is a prominent politician. If<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">the president goes after these guys, they will say it is political. That<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">is part of the problem. Everybody will say the president is going after<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">his political opponents, especially as there is a general election next<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">year. The militants also named the former governor of Borno State, Ali<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Modu Sheriff. In 2003 and 2007, Sheriff was very close to them. He used<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">them for his elections. They worked for him. However, in 2007, the leader<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">of the group, Muhammed Yusuf, collected money from Sheriff in return for<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">support. Yusuf\u2019s mentor, Ja\u2019afar Mahmud Adam, exposed and criticised him<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">for collecting money from Sheriff, and Yusuf ordered his killing in April<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">2007. But eventually, Yusuf and Sheriff fell out. However, it is<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">acknowledged that Sheriff was and is a major financier of the group. He<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">pays for young men to go for lesser hajj. From there they are recruited<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">into the group. They interact freely with the Al-Shabbab militants from<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Somalia. They are trained by Al-Shabbab. Some of them go to Mali for<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">training. These guys are in touch with the ISIS (the Islamic State of Iraq<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">and the Levant, which now simply calls itself Islamic State and controls<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">parts of Iraq). They are deadly. They share the same philosophy. The<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">militant commanders I spoke with also named a former army chief as one of<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">their sponsors. You have senior military officers who are benefiting from<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">the insurgency because of the security budget. It pays them to keep the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">insurgency going so that they can continue to make money.
