National Publicity Secretary of the Peoples Democratic Party (PDP), Olisa<\/span>
Metuh, announced on Sunday plans by the Party to immediately undertake a<\/span>
nationwide tour to enable a team from the Publicity Directorate of the<\/span>
Party visit all projects executed by the Governments of the Party at the<\/span>
Federal, State and Local levels since 1999.<\/span>
He rationalized the tour at a press conference in Abuja during which he<\/span>
harped on the imperativeness of adequately publicizing to the entire world<\/span>
key achievements that the PDP Government has recorded in its 15 years of<\/span>
being in the saddled.\u00a0 Since the ultimate objective of the tour is to<\/span>
showcase the achievements of the PDP Government, the enterprise should be<\/span>
seen as a welcome development by party members who are concerned about the<\/span>
under-reporting of the Party, its Government and achievements.<\/span>
Against the backdrop of the popular axiom that \u201cif one does not blow ones<\/span>
trumpet, nobody will do it for one,\u201d the PDP Publicity Directorate Tour,<\/span>
which has already begun, as of the time of penning this article, should<\/span>
have taken place long before now.\u00a0 But like it is said, \u201cit is better late<\/span>
than never.\u201d<\/span>
For those who may not quite understand the shape of the tour and how it is<\/span>
different from the Good Governance Tour embarked upon by a team led by the<\/span>
Minister of Information, Labaran Maku, in earlier part of this<\/span>
administration, the PDP Publicist said: \u201cWhile the Good Governance Tour<\/span>
focused on the projects executed by the Federal Government under the<\/span>
current dispensation, the PDP Publicity Tour focuses on all projects<\/span>
executed by PDP elected or appointed officials at the federal, state,<\/span>
local government and ward levels since 1999.\u201d<\/span>
This, no doubt, is an ambitious enterprise.\u00a0 It is a huge task in which<\/span>
the Publicity Directorate Tour Team must invest quality time and sharp<\/span>
focus.\u00a0 It must muster the capacity to articulate, in lucid language and<\/span>
strategies through the various media, what the concrete achievements are,<\/span>
what the development situation is in the different sectors and States and<\/span>
what the situation was before the PDP Government stepped in the saddle.<\/span>
The ability of the Team to paint a composite representation of the<\/span>
governance and development narratives across the state as well as situate<\/span>
the role and\/or involvement of the PDP Government in the bigger<\/span>
development and transformation picture will define the success and\/or<\/span>
otherwise of the Tour and\/or the assessments derivable from it.<\/span>
As the nation approaches another general election in 2015, the recurring<\/span>
question has always been: what has the PDP Government achieved?\u00a0 Some even<\/span>
introduce an element of mischief into it, aimed at eroding the political<\/span>
footing of the PDP, by asking what the Party has done since 1999 to<\/span>
deserve being in power beyond May 29, 2015.<\/span>
They seem to give the impression that, beyond Metuh\u2019s celebratory<\/span>
declaration that the PDP has, for 15 years, continued to be the custodian<\/span>
of the sacred mandate freely given by Nigerians, there are no ample<\/span>
democracy dividends to match the number of years and the huge amount of<\/span>
money that had been spent, through budgetary allocations, for capital<\/span>
development.<\/span>
But Metuh, at the press conference, dismissed their claims, describing<\/span>
them as flawed.\u00a0 He said that in 15 years, the PDP Government has<\/span>
\u201cstrictly and vigorous applied itself to delivering on the mandate of not<\/span>
only establishing a free and democratic society in which the powers and<\/span>
actions of government are lawful; but also creating a dynamic economy<\/span>
where the welfare and prosperity of the people are guaranteed through<\/span>
sound policies and rapid infrastructure development in all the sectors of<\/span>
the economy.\u201d<\/span>
He said the opposition parties had always played politics with the<\/span>
performance of the ruling PDP.\u00a0 Read him: \u201cHowever, while millions of<\/span>
Nigerians continue to enjoy the evident benefits of having the PDP in<\/span>
power, and demonstrating their satisfaction through their votes in<\/span>
successive elections, the opposition has mounted a negative campaign,<\/span>
asking what the PDP has done in the last 15 years.\u201d<\/span>
The PDP Publicity Directorate Tour, according to Metuh, is a unique way of<\/span>
responding to the shenanigans of the opposition parties.\u00a0 According to<\/span>
him, \u201cIn the next couple of months, the Publicity Directorate will embark<\/span>
on a comprehensive nationwide PDP Performance Tour to visit and publicize<\/span>
all projects executed by all PDP elected and appointed officials at the<\/span>
federal, state and local government levels in all sectors of the economy<\/span>
since 1999, including constituency projects and interventions using<\/span>
special bodies such as NDDC, PTDF, SURE-P, etc.\u201d<\/span>
The rationale for this expansive scope of focus seems unassailable within<\/span>
the context of this claim: \u201cindeed, there is no state, local government or<\/span>
ward in Nigeria that has not been positively affected by projects executed<\/span>
by PDP governments at federal, state and local government levels.\u00a0 Such<\/span>
projects abound in non-PDP states and many Nigerians erroneously give<\/span>
credit to the opposition, which they eagerly accept.\u201d<\/span>
It will certainly excite members of the PDP who have been worried about<\/span>
the negative profiling of their Party by the opposition over the years to<\/span>
know what the PDP Publicity Directorate Tour Team intends to \u201crecover\u201d the<\/span>
projects executed by the PDP Government and return the credit to the<\/span>
Party.\u00a0 Interestingly, attention is being paid to such states as Edo,<\/span>
Rivers, Nasarawa, Kano, Kwara and Sokoto, among others, where opposition<\/span>
parties controlling the mechanics of government are now laying claims to<\/span>
the projects executed by PDP Government.<\/span>
The Tour Team will stretch itself to the limits by also keeping a tab on<\/span>
constituency projects by federal and state lawmakers, which were mobilized<\/span>
by the PDP-led Federal Government.\u00a0 Overall, the tour is expected to<\/span>
entail a comprehensive sector-by-sector appraisal of the performance of<\/span>
the PDP Government in all the nooks and crannies of Nigeria and the<\/span>
successes recorded in transforming the lives of citizens in the last 15<\/span>
years of democracy.<\/span>
Perhaps, what will be missing during the period of the tour are the<\/span>
brickbats that have for a long time characterized relationship between the<\/span>
PDP and the opposition.\u00a0 The PDP Publicity Directorate, as understood,<\/span>
would no longer focus on replying to the opposition diatribes and,<\/span>
perhaps, propaganda.\u00a0 How then does the PDP intend to rebut possible<\/span>
falsehood against it by the opposition?\u00a0 \u201cOur answer to such is that we<\/span>
meet at the polls,\u201d Metuh said.\u00a0 Well, it is difficult to place a bet on<\/span>
Metuh\u2019s words as far responding to the opposition is concerned.\u00a0 What is<\/span>
likely to happen is that he may find it necessarily at some point to put<\/span>
the lie to the opposition\u2019s claims.<\/span>
Indeed, Nigerians, especially the opposition elements, are keeping their<\/span>
fingers crossed as the PDP Tour Team embarks on the enterprise to, in<\/span>
Metuh\u2019s words, \u201ccatalogue our collective successes under the PDP-led<\/span>
administration.\u201d<\/span>
As the PDP Tour Team begins to celebrate the key achievements of the PDP<\/span>
Government nationwide, in spite of very serious security challenges facing<\/span>
the Jonathan administration, especially the insurgency in the north, a<\/span>
veritable platform to sell (not necessarily to campaign for 2015 election)<\/span>
the ruling Party on the basis of its achievements in the last 15 years<\/span>
would have been created.\u00a0 How does this enterprise serve the electoral<\/span>
interest of the ruling Party as against the opposition parties\u2019 interest?\u00a0<\/span>
Only time will tell.<\/span>
