{"id":31483,"date":"2014-09-24T17:12:55","date_gmt":"2014-09-24T16:12:55","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=31483"},"modified":"2014-09-24T17:12:55","modified_gmt":"2014-09-24T16:12:55","slug":"house-passes-bill-setting-financial-intel-agency","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/news\/house-passes-bill-setting-financial-intel-agency\/","title":{"rendered":"House Passes Bill Setting Up Financial Intel Agency"},"content":{"rendered":"<p><span style=\"color: #000000;\">The Nigerian House of Representatives has passed the Nigerian Financial<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Intelligence Center Bill.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">The bill which was earlier passed by the Senate seeks to establish the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Nigerian Financial Intelligence Center to perform the traditional function<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">of collecting, analyzing and disseminating financial intelligence to law<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">enforcement agencies and other authorized entities.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">It is designed to provide a sustainable and credible legal framework for<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">the Financial Intelligence Center-FIC, Nigeria. As is the accepted<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">practice in other jurisdictions, the Bill seeks to provide the FIC with<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">operational independence and autonomy, and greater ability to provide<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">financial intelligence to all relevant competent authorities in order to<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">strengthen anti-money laundering and combating the financing of terrorism<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">(AML\/CFT) measures.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">The NFIC Bill was a subject of controversy following what pundits describe<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">as \u201cseveral misconceptions caused by distortion of facts by those opposed<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">to its passage.\u201d<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">It would be recalled that the third reading and passage of the Bill<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">suffered setback following a strong opposition from a group in the lower<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Chamber, who earlier claimed not to have received copies of the report of<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">the House Committee on Drugs, Narcotics and Financial crimes.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Reacting to the passage of the bill, the Chairman, House of<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Representatives Committee on Drugs, Narcotics and Financial Crimes, Hon.<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Jagaba Adams Jagaba described it as another show of the commitment of the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">present House leadership in the war against money laundering, terrorism<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">and corruption in Nigeria.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Jagaba commended his colleagues for their support, even as he spoke of the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">need for credible and competent persons to be appointed to head the<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Center.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Adding his voice, Executive Director, Media Initiative against Injustice,<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Violence and Corruption-MIIVOC, Walter Duru commended the lawmakers for<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">the passage, even as he challenged them on other related anti-corruption<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">bills.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">He described the proposed Nigeria Financial Intelligence Center as central<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">to the success of the war against money laundering and terrorist financing<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">in Nigeria.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">Duru, a Communication and Civil Society expert reiterated the commitment<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">of the Initiative to sustaining the war against corruption in Nigeria,<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">describing it as the country\u2019s greatest problem.<\/span><br style=\"color: #000000;\" \/><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">\u201cMIIVOC shall never relent in this struggle. Corruption is Nigeria\u2019s<\/span><br style=\"color: #000000;\" \/><span style=\"color: #000000;\">greatest and most formidable problem.
