{"id":38352,"date":"2015-05-05T17:25:03","date_gmt":"2015-05-05T16:25:03","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=38352"},"modified":"2015-05-05T17:25:03","modified_gmt":"2015-05-05T16:25:03","slug":"how-dr-mrs-ngozi-olejeme-transforms-a-moribund-fund-into-a-world-class-institution","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/news\/how-dr-mrs-ngozi-olejeme-transforms-a-moribund-fund-into-a-world-class-institution\/","title":{"rendered":"How Dr Mrs Ngozi Olejeme Transforms a Moribund Fund into A world Class Institution\u00a0"},"content":{"rendered":"<div id=\"yui_3_16_0_1_1430842711148_2408\" class=\"base-card-body\" style=\"color: #000000;\">\n<div id=\"yui_3_16_0_1_1430842711148_1838\" class=\"msg-body inner  undoreset\" tabindex=\"0\">\n<div id=\"yui_3_16_0_1_1430842711148_2407\" class=\"email-wrapped\">\n<div id=\"yiv1488994040\">\n<div id=\"yui_3_16_0_1_1430842711148_2406\">\n<div id=\"yiv1488994040_originalContent\">\n<div id=\"yui_3_16_0_1_1430842711148_2409\">\n<p id=\"yui_3_16_0_1_1430842711148_2414\" class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span id=\"yui_3_16_0_1_1430842711148_2413\">The\u00a0<\/span><span class=\"yiv1488994040s5\">N<\/span><span class=\"yiv1488994040s5\">igeria Social Insurance Trust Fund (NSITF) was\u00a0<\/span><span class=\"yiv1488994040s5\">established by Act<\/span><span id=\"yui_3_16_0_1_1430842711148_2412\" class=\"yiv1488994040s5\">\u00a0No. 73 of 1993 to replace the defunct National Provident Fund\u00a0<\/span><span id=\"yui_3_16_0_1_1430842711148_2410\" class=\"yiv1488994040s5\">with the mandate to provide<\/span><span class=\"yiv1488994040s5\">\u00a0<\/span><span class=\"yiv1488994040s5\">a\u00a0<\/span><span class=\"yiv1488994040s7\">Social Insurance<\/span><span class=\"yiv1488994040s7\">Scheme<\/span><span class=\"yiv1488994040s5\">\u00a0for employees in the Organized Private Sector, prior to the enactment of the Pension Reform Act 2004<\/span><span class=\"yiv1488994040s5\">.<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">NSITF as an organization has undergone series of transformation necessitated by the dynamism of time and the growing aspirations of the Nigerian work force as well as the pressure on the Federal Government to meet up with the challenges and expectations of Nigeria\u2019s vast labour industry and global best practice in the provision of a modern social security scheme.\u00a0<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\">\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">In June 2004, the Pension Reform Act was enacted. It resulted in the transfer of the pension aspect of the Social Insurance Scheme it was running to a Pension Administrator\u00a0<\/span><span class=\"yiv1488994040s5\">&#8211; \u00a0and<\/span><span class=\"yiv1488994040s5\">\u00a0the enactment of a b<\/span><span class=\"yiv1488994040s5\">y Law\u00a0<\/span><span class=\"yiv1488994040s5\">that set<\/span><span class=\"yiv1488994040s5\">\u00a0up Tru<\/span><span class=\"yiv1488994040s5\">stfund Pensions Plc \u00a0 &#8211;\u00a0<\/span><span class=\"yiv1488994040s5\">a\u00a0<\/span><span class=\"yiv1488994040s5\">new\u00a0<\/span><span class=\"yiv1488994040s5\">Pension Fund Administrator\u00a0<\/span><span class=\"yiv1488994040s5\">(<\/span><span class=\"yiv1488994040s5\">\u00a0PFA)<\/span><span class=\"yiv1488994040s5\">\u00a0\u2013 \u00a0to which NSITF transferred over N54 billion of its assets.\u00a0<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">However, the lifeline for NSITF\u2019s continued existence and operation as a social insurance advocate\u00a0<\/span><span class=\"yiv1488994040s5\">and \u00a0provider<\/span><span class=\"yiv1488994040s5\">\u00a0of employee compensation benefit \u00a0 found its relevance and power \u00a0from\u00a0<\/span><span class=\"yiv1488994040s9\">Section 71(2) of the Pension Reform Act 2004<\/span><span class=\"yiv1488994040s5\">.<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\">\n<p id=\"yui_3_16_0_1_1430842711148_2425\" class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span id=\"yui_3_16_0_1_1430842711148_2424\"><span id=\"yui_3_16_0_1_1430842711148_2423\" class=\"yiv1488994040s5\">Under the new legal regime, NSITF had five years (from 2004 to 2009) to complete the transfer of pension assets and liability to the pension administrator\u00a0<\/span><span class=\"yiv1488994040s5\">and \u00a0the<\/span><span id=\"yui_3_16_0_1_1430842711148_2426\" class=\"yiv1488994040s5\">\u00a0Fund experienced administrative upheavals \u00a0in the years that immediately followed due to the absence of right leadership to engineer the process of the social insurance advocacy services and\u00a0<\/span><span class=\"yiv1488994040s5\">the right approach to galvanize and readapt the employee compensation bill to fruition and final take off. \u00a0Then came the messiah in the person of Dr Mrs Ngozi Olejeme.<\/span><\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">Institutional re-adaptation of NSITF further exposed the weakness of its management as the administrative process of the Fund was marred with incompetence arising from lack of purpose, creativity, low motivation, frustration and disenchantment amongst the left-over Staff \u2013 these problems were prominent on the Funds inability and unconcerned efforts to drive the employee compensation process that was before the National Assembly. The unsettled nature of the Fund at that time made it very obvious that it was in dire need of, not only direction\u00a0<\/span><span class=\"yiv1488994040s5\">but<\/span><span class=\"yiv1488994040s5\">\u00a0a dynamic and witty leadership to help refocus its strength and harness its potentials and opportunities to actualize its goals and objectives.<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\">\n<p id=\"yui_3_16_0_1_1430842711148_2429\" class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span id=\"yui_3_16_0_1_1430842711148_2428\"><span id=\"yui_3_16_0_1_1430842711148_2427\" class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">June\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">200<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">9<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">marked a turning point<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0in the history of\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">the\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">Nigeria Social Insurance Trust Fund when\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">Dr.<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0(Mrs) Ngozi<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0O<\/span><span id=\"yui_3_16_0_1_1430842711148_2430\" class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">lejeme was\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">appointed<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0Chairman of the Board of\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">the Fund, closely followed by<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0Alhaji\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">Umar\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">Munir<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">Abubakar<\/span><span id=\"yui_3_16_0_1_1430842711148_2431\" class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u2019s appointment as<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0the<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0Managing Director\/<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">CE\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">by<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0the<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0then<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0President<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0and<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0Commander In Chief of the Armed For<\/span><span id=\"yui_3_16_0_1_1430842711148_2432\" class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">ces, Late Umaru Musa Yar\u2019Adua<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">.<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">Dr. Olejeme\u2019s\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">appointment was<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">overwhelmingly welcomed by all stakeholders and publics of the labour industry in Nigeria<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">\u00a0as her ability to deliver on the NSITF\u2019s mandate was not in doubt<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">.\u00a0<\/span>\u00a0<\/span><\/p>\n<p id=\"yui_3_16_0_1_1430842711148_2434\" class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span id=\"yui_3_16_0_1_1430842711148_2433\" class=\"yiv1488994040s5\">On assumption of office as Chairman of the Board of NSITF, Dr. (Mrs) Olejeme understood the task ahead and the need to re-connect and strengthen the working relationship between the Board and Management in order to harmoniously prepare the ground-work for the implementation of the transformation master plan for the Fund \u2013 the first being to ensure the passage of the Employee Compensation Bill into Law.\u00a0<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\">\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">In order to successfully drive the transformation process of the Federal Government through the Fund, the Board and the Management team led by the Chairman undertook a critical assessment of the level of infrastructural development and expansion the Fund needed, reviewed all processes of service delivery and capacity building in line with the mandate and vision of the Fund.\u00a0<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">As a trained technocrat and accomplished politician, Dr. Ngozi Olejeme understood that to be able to impact great change and transform NSITF into a virile modern public service institution, a formidable management team was needed, and Alhaji Umar Munir Abubakar earned that trust that bridged the gap. \u00a0Being a seasoned and astute administrator richly endowed with creative managerial skills, she found a partner in service to Nigeria in Umar Munir<\/span><span class=\"yiv1488994040s5\">\u00a0<\/span><span class=\"yiv1488994040s5\">Abubakar.<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\">\n<p id=\"yui_3_16_0_1_1430842711148_2437\" class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span id=\"yui_3_16_0_1_1430842711148_2436\"><span class=\"yiv1488994040s5\">The all inclusive leadership approach of the Chairman has strengthened the management and administrative operations and capacity of the Fund and cemented its relationship internally and externally with the Board, Management, Staff of the Fund, as well as stakeholders such as<\/span><span class=\"yiv1488994040s9\">the Nigeria Employers Consultative Association (NECA), the National Labour Advisory Council<\/span><span class=\"yiv1488994040s9\">\u00a0\u2013consisting of\u00a0<\/span><span id=\"yui_3_16_0_1_1430842711148_2435\" class=\"yiv1488994040s9\">the Nigeria Labour Congress and the Trade Union Congress of Nigeria and the National Economic Council<\/span><span class=\"yiv1488994040s9\">.<\/span><span class=\"yiv1488994040s5\">\u00a0\u00a0<\/span><\/span><\/p>\n<p id=\"yui_3_16_0_1_1430842711148_2438\" class=\"yiv1488994040s4\" style=\"text-align: justify;\">\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\">\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">The harmonious relationship and understanding between the Fund and Stakeholders helped increase public and private sector support for its bid to become an Employee Compensation service provider, as well as a key player in the socio-economic affairs of the country and as an ace in the labour industry. The strategic approach towards the implementation of the transformation roadmap of the Board of the Fund was no doubt, a game-changer.<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">The achievements of the NSITF team have greatly impacted on the overall transformation mechanism of the Federal government of Nigeria through NSITF \u00a0\u2013 by way of\u00a0<\/span><span class=\"yiv1488994040s5\">employment \u00a0generation<\/span><span class=\"yiv1488994040s5\">, infrastructural development and expansion, \u00a0training and capacity building, ICT , employee compensation enforcement and compliance , \u00a0research, corporate brand visibility, \u00a0Public Relations and media, wealth creation, prudence and accountability.<\/span><\/p>\n<p class=\"yiv1488994040s12\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">Under the present Board and Management, The Nigeria Social Insurance Trust Fund championed the process that repealed the obsolete<\/span><span class=\"yiv1488994040s5\">\u00a0Workmen\u2019s Compensation Act of 19<\/span><span class=\"yiv1488994040s5\">42 and its replacement with the Employee<\/span><span class=\"yiv1488994040s5\">\u00a0Compensation\u00a0<\/span><span class=\"yiv1488994040s5\">Act of 2010 and the operation to offer a wide range of services began on the 1<\/span><span class=\"yiv1488994040s11\">st<\/span><span class=\"yiv1488994040s5\">\u00a0of July 2010.<\/span><\/p>\n<p class=\"yiv1488994040s12\" style=\"text-align: justify;\">\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">With the backing of the Federal Government, NSITF<\/span><span class=\"yiv1488994040s5\">\u00a0initiated the process that led to the inauguration of a National Working Committee on Soc<\/span><span class=\"yiv1488994040s5\">ial Security Policy for Nigeria &#8211; h<\/span><span class=\"yiv1488994040s5\">eaded by\u00a0<\/span><span class=\"yiv1488994040s5\">elder statesman, former Head of State, His Excellency Dr. Yakubu Gowon \u2013 GCFR. \u00a0M<\/span><span class=\"yiv1488994040s5\">embership of the Committee was drawn from\u00a0<\/span><span class=\"yiv1488994040s5\">all spectrum<\/span><span class=\"yiv1488994040s5\">\u00a0of\u00a0<\/span><span class=\"yiv1488994040s5\">the\u00a0<\/span><span class=\"yiv1488994040s5\">Niger<\/span><span class=\"yiv1488994040s5\">ian society including Labour, Employers,\u00a0<\/span><span class=\"yiv1488994040s5\">Civil Society Organizations, pr<\/span><span class=\"yiv1488994040s5\">ofessionals and the three tiers\u00a0<\/span><span class=\"yiv1488994040s5\">of government<\/span><span class=\"yiv1488994040s5\">, with key\u00a0<\/span><span class=\"yiv1488994040s5\">officials from\u00a0<\/span><span class=\"yiv1488994040s5\">the\u00a0<\/span><span class=\"yiv1488994040s5\">Presidency,<\/span><span class=\"yiv1488994040s5\">\u00a0as well as<\/span><span class=\"yiv1488994040s5\">\u00a0<\/span><span class=\"yiv1488994040s5\">the\u00a0<\/span><span class=\"yiv1488994040s5\">National Planning Commission,<\/span><span class=\"yiv1488994040s5\">\u00a0National Pension Commission,\u00a0<\/span><span class=\"yiv1488994040s5\">Nigeria Govern<\/span><span class=\"yiv1488994040s5\">ors\u2019 Forum and<\/span><span class=\"yiv1488994040s5\">\u00a0A<\/span><span class=\"yiv1488994040s5\">ssociation of\u00a0<\/span><span class=\"yiv1488994040s5\">L<\/span><span class=\"yiv1488994040s5\">ocal Governments of\u00a0<\/span><span class=\"yiv1488994040s5\">N<\/span><span class=\"yiv1488994040s5\">igeria<\/span><span class=\"yiv1488994040s5\">. The Committee\u00a0<\/span><span class=\"yiv1488994040s5\">has since\u00a0<\/span><span class=\"yiv1488994040s5\">submitted its Report to the Federal Government for consideration<\/span><span class=\"yiv1488994040s5\">\u00a0and gover<\/span><span class=\"yiv1488994040s5\">nment\u2019s Whi<\/span><span class=\"yiv1488994040s5\">te Paper on the Report is\u00a0<\/span><span class=\"yiv1488994040s5\">being awaited.<\/span><\/p>\n<p class=\"yiv1488994040s12\" style=\"text-align: justify;\">\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">Employment:<\/span><\/p>\n<p id=\"yui_3_16_0_1_1430842711148_2441\" class=\"yiv1488994040s13\" style=\"text-align: justify;\"><span id=\"yui_3_16_0_1_1430842711148_2440\"><span class=\"yiv1488994040s5\">Due to the drastic reduction in the activities of NSITF as a result of the Pension Reform Act 2004 that mandated the Fund to\u00a0<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">only<\/span><span id=\"yui_3_16_0_1_1430842711148_2439\" class=\"yiv1488994040s5\">\u00a0provide Social Security and stop pension administration which it was running prior to the Act, it could not afford to retain its workforce and that led to mass retrenchment in 2006. The passage of the ECA into law in 2010, therefore, required the employment of a new team of junior, senior, and management cadre of staff to drive the Employee Compensation Scheme \u2013ECS. The NSITF staff strength of 94 in 2009 is now over 4000 as at June 2014. The Fund\u2019s Employees\u2019 Compensation Scheme created a huge employment opportunity for the labour market. Over 3, 814 graduates of diverse academic discipline\/background across Nigeria were directly employed. This unequivocally contributed immensely to the transformation agenda of the President Goodluck Ebele Jonathan Administration in the areas of poverty alleviation, employment generation and wealth creation.<\/span><\/span><\/p>\n<p class=\"yiv1488994040s13\" style=\"text-align: justify;\"><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">Infrastructure Development<\/span><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">:<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">To ensure the operations of the Fund penetrate the nooks and crannies of Nigeria, the Fund saw the dire need to make its presence felt nationwide. To this end,\u00a0<\/span><span class=\"yiv1488994040s5\">NSITF<\/span><span class=\"yiv1488994040s5\">\u00a0currently<\/span><span class=\"yiv1488994040s5\">\u00a0<\/span><span class=\"yiv1488994040s5\">has offices\u00a0<\/span><span class=\"yiv1488994040s5\">in 36 States<\/span><span class=\"yiv1488994040s5\">\u00a0of the Federation and the FCT &#8211;\u00a0<\/span><span class=\"yiv1488994040s5\">with 49 Branches and 11 Regional Offices.<\/span><span class=\"yiv1488994040s5\">\u00a0These offices include 19 new modern structures with ultra-modern facilities and work equipment. The implementation of the NSITF transformation roadmap in the area of infrastructural development is unmatched in the entire history of the Fund.<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\">\n<p class=\"yiv1488994040s13\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">The Fund also began an extensive transformation o<\/span><span class=\"yiv1488994040s5\">f the entire operational system\u00a0<\/span><span class=\"yiv1488994040s5\">to<\/span><span class=\"yiv1488994040s14\" style=\"font-weight: bold;\">\u00a0<\/span><span class=\"yiv1488994040s5\">ensure the Confidential<\/span><span class=\"yiv1488994040s5\">ity, Integrity and Availability (<\/span><span class=\"yiv1488994040s5\">CIA<\/span><span class=\"yiv1488994040s5\">) of all<\/span><span class=\"yiv1488994040s5\">\u00a0records of the NSITF as it drives the E<\/span><span class=\"yiv1488994040s5\">mployees\u2019\u00a0<\/span><span class=\"yiv1488994040s5\">C<\/span><span class=\"yiv1488994040s5\">ompensation\u00a0<\/span><span class=\"yiv1488994040s5\">S<\/span><span class=\"yiv1488994040s5\">cheme. This is visible in the massive computerization of all\u00a0<\/span><span class=\"yiv1488994040s5\">business processes of the organization<\/span><span class=\"yiv1488994040s5\">. T<\/span><span class=\"yiv1488994040s5\">he Fund is currently making excellent progress in its\u00a0<\/span><span class=\"yiv1488994040s14\" style=\"font-weight: bold;\">Oracle Social Services Deployment (OSSD)<\/span><span class=\"yiv1488994040s5\">. The OSSD is an\u00a0<\/span><span class=\"yiv1488994040s5\">International standard Social Services System tha<\/span><span class=\"yiv1488994040s5\">t automates Policies, Customer Relationship M<\/span><span class=\"yiv1488994040s5\">anagement, and Financial, Accounting, Investment and Treasury services<\/span><span class=\"yiv1488994040s5\">,<\/span><span class=\"yiv1488994040s5\">\u00a0and also provides dashboards and reports<\/span><span class=\"yiv1488994040s5\">\u00a0to ensure that the entire process of the\u00a0<\/span><span class=\"yiv1488994040s5\">S<\/span><span class=\"yiv1488994040s5\">cheme<\/span><span class=\"yiv1488994040s5\">\u00a0is information\u00a0<\/span><span class=\"yiv1488994040s5\">technology\u00a0<\/span><span class=\"yiv1488994040s5\">driven<\/span><span class=\"yiv1488994040s5\">.<\/span><\/p>\n<p class=\"yiv1488994040s13\" style=\"text-align: justify;\">\n<p class=\"yiv1488994040s13\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">The Fund has completed the installation of a<\/span><span class=\"yiv1488994040s5\">\u00a0rugged and reliable structured cabling to enable Local Area<\/span><span class=\"yiv1488994040s5\">\u00a0Network (LAN) and direct fibre\u00a0<\/span><span class=\"yiv1488994040s5\">optics connect<\/span><span class=\"yiv1488994040s5\">ivity at the Head Office and all<\/span><span class=\"yiv1488994040s5\">Regional offices \u2013<\/span><span class=\"yiv1488994040s5\">\u00a0t<\/span><span class=\"yiv1488994040s5\">his is with a view to creating a Wide Area network (WAN) across the Fund\u2019s offices<\/span><span class=\"yiv1488994040s5\">\u00a0nationwide<\/span><span class=\"yiv1488994040s5\">.<\/span><span class=\"yiv1488994040s5\">\u00a0It has also completed the installation<\/span><span class=\"yiv1488994040s5\">\u00a0of Industrial, High capacity Uninterrupted Power supply (UPS)<\/span><span class=\"yiv1488994040s5\">,<\/span><span class=\"yiv1488994040s5\">\u00a0as first level<\/span><span class=\"yiv1488994040s5\">,<\/span><span class=\"yiv1488994040s5\">\u00a0and then Invert<\/span><span class=\"yiv1488994040s5\">ers, as second level,<\/span><span class=\"yiv1488994040s5\">\u00a0reliable power supply to all ICT infrastructure\u00a0<\/span><span class=\"yiv1488994040s5\">within all offices of the Funds.\u00a0<\/span><span class=\"yiv1488994040s5\">This\u00a0<\/span><span class=\"yiv1488994040s5\">is to ensure that the ICT services are running 24 hours a day and\u00a0<\/span><span class=\"yiv1488994040s5\">7\u00a0<\/span><span class=\"yiv1488994040s5\">days a week\u00a0<\/span><span class=\"yiv1488994040s5\">with or without power from the Public Power provider.<\/span><\/p>\n<p class=\"yiv1488994040s13\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">The management of NSITF has also completed the p<\/span><span class=\"yiv1488994040s5\">rovision of high-end, durable, reliable ICT work tools to staff and offices of the Fund nationwide. Capacity building is the lifeline of the Fund and this means growth, excellence, dynamism and sustainability redefine the<\/span><span class=\"yiv1488994040s5\">\u00a0future<\/span><span class=\"yiv1488994040s5\">. In a bid to encourage result-oriented efficiency at all levels, NSITF has intermittently embarked on a large-scale training of its Staff across all cadre.<\/span><span class=\"yiv1488994040s5\">\u00a0<\/span><span class=\"yiv1488994040s5\">Over 3,800 staff\u00a0<\/span><span class=\"yiv1488994040s5\">have<\/span><span class=\"yiv1488994040s5\">\u00a0attended different knowledge impacting professional trainings and skills acquisition courses within Nigeria on job specification. \u00a0The remaining 200 staff\u00a0<\/span><span class=\"yiv1488994040s5\">have<\/span><span class=\"yiv1488994040s5\">\u00a0already been scheduled for training. \u00a0Capacity building in NSITF is a continuous process that is mandatory.\u00a0<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\">\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s14\" style=\"font-weight: bold;\">Claims and Compensation<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">The NSITF ECS\u00a0<\/span><span class=\"yiv1488994040s5\">Claims and Compensation Manual<\/span><span class=\"yiv1488994040s5\">s<\/span><span class=\"yiv1488994040s5\">\u00a0<\/span><span class=\"yiv1488994040s5\">are already being<\/span><span class=\"yiv1488994040s5\">\u00a0use<\/span><span class=\"yiv1488994040s5\">d and the t<\/span><span class=\"yiv1488994040s5\">urn &#8211; around time for Claims processing<\/span><span class=\"yiv1488994040s5\">\u00a0has been reduced from 1 (one) month to 2 (two) weeks and the sum of 315 Million Naira has been paid to 1, 393 claimants from August 2011 to July 2011.<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s8\" style=\"font-weight: bold; font-style: italic;\">One or two accounts from beneficiaries of the scheme\u00a0<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s14\" style=\"font-weight: bold;\">Occupational Safety and Health (OSH)<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">With the support and assistance of the Dr. Goodluck Ebele Jonathan Administration, NSITF has\u00a0<\/span><span class=\"yiv1488994040s5\">successfully launched a project campaign\u00a0<\/span><span class=\"yiv1488994040s5\">termed \u201cNSITF-NECA W<\/span><span class=\"yiv1488994040s5\">orkplace Intervention Project\u201d as part of its commitment to safety and health at workplaces. The aim is to carry out\u00a0<\/span><span class=\"yiv1488994040s5\">Occupational Safety and Health (OSH) audit of employers<\/span><span class=\"yiv1488994040s5\">\u00a0intermittently. Donation<\/span><span class=\"yiv1488994040s5\">s of Ambulances\u00a0<\/span><span class=\"yiv1488994040s5\">and safety equipment have been made to<\/span><span class=\"yiv1488994040s5\">\u00a0Employers that excel<\/span><span class=\"yiv1488994040s5\">led<\/span><span class=\"yiv1488994040s5\">\u00a0in keeping OSH standards. Employers who do not measure up to the required OSH standards, but\u00a0<\/span><span class=\"yiv1488994040s5\">are\u00a0<\/span><span class=\"yiv1488994040s5\">adjudged as having no means of providing the necessary equipment are also assis<\/span><span class=\"yiv1488994040s5\">ted with some safety equipment\/<\/span><span class=\"yiv1488994040s5\">gadgets.<\/span><span class=\"yiv1488994040s5\">\u00a0This is a continuous exercise.<\/span><span class=\"yiv1488994040s5\">\u00a0\u00a0<\/span><\/p>\n<p class=\"yiv1488994040s16\" style=\"text-align: justify;\">\n<p id=\"yui_3_16_0_1_1430842711148_2444\" class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span id=\"yui_3_16_0_1_1430842711148_2443\"><span id=\"yui_3_16_0_1_1430842711148_2442\" class=\"yiv1488994040s5\">One area the Fund has<\/span><span class=\"yiv1488994040s5\">\u00a0exceedingly excelled is\u00a0<\/span><span class=\"yiv1488994040s5\">increasing its visibility through a high-level aggressive\u00a0<\/span><span class=\"yiv1488994040s5\">integrated communication spectrum<\/span><span class=\"yiv1488994040s5\">;<\/span><span class=\"yiv1488994040s5\">\u00a0TV, Radio, Print Media, Internet, Branding, PR, Marketing<\/span><span class=\"yiv1488994040s5\">,<\/span><span class=\"yiv1488994040s5\">\u00a0and scheme campaign materials such as<\/span><span class=\"yiv1488994040s14\" style=\"font-weight: bold;\">\u00a0<\/span><span id=\"yui_3_16_0_1_1430842711148_2445\" class=\"yiv1488994040s5\">Flyers, Pamphlets, Leaflets and booklet<\/span><span class=\"yiv1488994040s5\">s have been produced and deployed nationwide<\/span><span class=\"yiv1488994040s5\">\u00a0<\/span><span class=\"yiv1488994040s5\">to promote the ESC and project the corporate image of the Fund.<\/span><\/span><\/p>\n<p class=\"yiv1488994040s16\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">The\u00a0<\/span><span class=\"yiv1488994040s5\">Board and Management of the\u00a0<\/span><span class=\"yiv1488994040s5\">Fund<\/span><span class=\"yiv1488994040s5\">\u00a0have<\/span><span class=\"yiv1488994040s5\">\u00a0embarked on series of a<\/span><span class=\"yiv1488994040s5\">wareness campaigns<\/span><span class=\"yiv1488994040s5\">\u00a0\u2013 intensifying sensitization\/enlightenment programmes to project the ECS<\/span><span class=\"yiv1488994040s5\">\u00a0at all levels. S<\/span><span class=\"yiv1488994040s5\">ince the\u00a0<\/span><span class=\"yiv1488994040s5\">inception of the Scheme in 2011, NSITF has undertaken<\/span><span class=\"yiv1488994040s5\">\u00a0various\u00a0<\/span><span class=\"yiv1488994040s5\">sensitization programmes involving<\/span><span class=\"yiv1488994040s5\">\u00a0<\/span><span class=\"yiv1488994040s5\">stakeholders like the\u00a0<\/span><span class=\"yiv1488994040s5\">Nigeria Employers\u2019\u00a0<\/span><span class=\"yiv1488994040s5\">Consultative Association (NECA) and<\/span><span class=\"yiv1488994040s5\">Manufacturers Association of Nigeria (M.A.N.) in the six<\/span><span class=\"yiv1488994040s5\">\u00a0Geo-Political Zones of Nigeria.<\/span><span class=\"yiv1488994040s5\">Similar interactive fora have been held with members of the Nigeria Labour Congress (NLC) in the six geo-political zones as well.\u00a0<\/span><span class=\"yiv1488994040s5\">NSITF has also interacted with\u00a0<\/span><span class=\"yiv1488994040s5\">sectoral T<\/span><span class=\"yiv1488994040s5\">rade Unions and employers for on-point<\/span><span class=\"yiv1488994040s5\">\u00a0se<\/span><span class=\"yiv1488994040s5\">nsitization sessions. C<\/span><span class=\"yiv1488994040s5\">omprehensive<\/span><span class=\"yiv1488994040s5\">\u00a0jingles and commercials &#8211;\u00a0<\/span><span class=\"yiv1488994040s5\">in English<\/span><span class=\"yiv1488994040s5\">,<\/span><span class=\"yiv1488994040s5\">\u00a0\u201cpidgin\u201d and local languages<\/span><span class=\"yiv1488994040s5\">\u00a0have been developed and run on different media stations to educate the public on the ECS<\/span><span class=\"yiv1488994040s5\">. The interactive enlightenment programmes with stakeholders in the private sector, which started in 2011<\/span><span class=\"yiv1488994040s5\">, are<\/span><span class=\"yiv1488994040s5\">\u00a0currently being expanded to include stakeholders from the public sector \u2013 States and Local Governments,\u00a0<\/span><span class=\"yiv1488994040s5\">alongside<\/span><span class=\"yiv1488994040s5\">\u00a0their employees. Also, ECS Bill Boards have been commissioned for erection<\/span><span class=\"yiv1488994040s5\">\u00a0in strategic locations nationwide<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">The Board and the Management of the Fund has successfully transformed NSITF through the establishment of infrastructure and implementation of a 21<\/span><span class=\"yiv1488994040s11\">st<\/span><span class=\"yiv1488994040s5\">\u00a0century sustainable development action plan for the Employees Compensation Scheme and a comprehensive groundwork for Social Security Services. \u00a0It is true that the accomplishment of the transformation of NSITF in the past 4 years has made up for and surpassed the pain, despair, anticipation and disenchantment that cloaked the Fund from 2004 to 2009.<\/span><\/p>\n<p class=\"yiv1488994040s12\" style=\"text-align: justify;\">\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">The transformation agenda of the President Goodluck Ebele Jonathan Government in ensuring that public institutions reflect a growth pattern that impacts positively on the country and the lives of the citizenry is reflective on the essence and day to day operations of NSITF. This is in consonance with the commitment of national development.<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">\u00a0As the Fund keeps growing from strength to strength every year, it is important to note that the kind of effort that can accomplish such grand success can only be possible through purposeful leadership, prudence and accountability. To a large extent, the NSITF success story expresses the magnitude of the intellectual capacity, efforts and strength of the Board and Management team of the Fund. \u00a0<\/span><\/p>\n<p class=\"yiv1488994040s4\" style=\"text-align: justify;\"><span class=\"yiv1488994040s5\">The transformation roadmap of NSITF, which is inclusive of the strategic adaptability and capacity building of the Fund from top to bottom, is in full gear nationwide.
