Speaker of the House of Representatives Rep. Yakubu Dogara, has disclosed
\nthat the House will commence debate on the 8th Assembly Legislative Agenda
\nnext week.<\/p>\n
A statement issued by his spokesman Hassan Turaki, on Thursday said the
\nSpeaker made this known when he received the draft 8th Assembly
\nLegislative Agenda from the Committee of Members and experts he
\ncommissioned few days ago.<\/p>\n
\u201cAs early as next week we will debate the legislative agenda and adopt the
\nfinal version,\u201d he said.<\/p>\n
Dogara informed the panel that the 8th House under his leadership \u201cwill do
\neverything possible to implement the legislative agenda even if it means
\nsetting up a substantive committee. This will define the character of the
\n8th Assembly.\u201d<\/p>\n
The Speaker also lamented a situation whereby revenue generating agencies
\nof the Federal government hide under laws establishing them to withhold
\nmonies they generate.<\/p>\n
He said even though some laws have allowed the Ministries, Department and
\nAgencies (MDAs) to retain certain percentage of the revenue they generate,
\nthere is the need to review those laws in order to plug the leakages
\nbecause most of them do under declare their earnings.<\/p>\n
Dogara further advocated for prudent management of the nation\u2019s foreign
\nreserve in such a manner that interest accrued are declared by the foreign
\nfund managers which may be running into hundreds of millions of dollars.<\/p>\n
Another key area that came up for discussion\u00a0 was the issue of donor
\nfunding with some committee members disclosing that between 10 to 17
\npercent of some ministries\u2019 budgets are funded through foreign aids.<\/p>\n
Some members of the committee also lamented that in most cases, the funds
\nare neither reflected in the annual Appropriation Bill, nor are they
\ndeclared by the affected ministries and departments.<\/p>\n
The draft legislative agenda is proposing for the introduction of
\nsectorial debate, the conduct of legislative needs assessment of the House
\nof Representatives by experts and restructuring of the House standing
\ncommittees among others.<\/p>\n
Dogara had on Tuesday inaugurated the 22-man committee under the
\nchairmanship of C. J. Osman with Hon. C.I.D Maduabum, Aisha Dukku,
\nAbdulsamad Dasuki, Shehu Garba Sarkin Noma, Zakari Mohammed, O.K. Chinda,
\nToby Okechukwu, Princess Adedoyin, Ahmed Yerima and Ibrahim Baba as
\nmembers.<\/p>\n
Others include Hon Adeyinka Ajayi, Ahman Pategi, Adetunji Ajabge, Clement
\nNwankwo, Mansur Jarkasa, Mrs. Omotayo Brimmo, Enoch Jarumi, Mrs. Cordelia
\nAkunwafor, Professor J. O. Amupitan SAN, and Oscar Okoro.<\/p>\n
