Gov Ayade\u2019s signature
\nprojects to re-inventing Cross River<\/p>\n

Since\u00a0Cross-River lost 76 oil wells to her neighboring Akwa Ibom state, her economic condition
\nhas remained in near parlous state. The Civil Servants had suffered more over
\nthis predicament, as their little emoluments became the only lubricant for the
\nmarket driven economy of the 40-year-old state.<\/p>\n

This\u00a0loss of oil wells coupled with the dwindling federal allocation can only be
\nimagined, as both the government and people have lost all hopes, relying on divine
\nmercies to redeem the image of the impoverishing economy.<\/p>\n

Even\u00a0with the burden of taxation, not much could be assembled to glitter the hope of
\na once-vibrant economy. Interestingly, the people persevered and made untold
\nsacrifices for their beloved motherland, as they do not have another state but
\nCross Rivers.<\/p>\n

The\u00a0emergence of Professor Ben Ayade as the fourth Executive Governor did not only
\ncome with a quota of hope but also with lots of inspiration. The passionate
\nenvironmental scientist in the wake of his campaign, publicized practical and
\nadorable ideas for the development of the local economy. His ideas were at home
\nwith Cross Riverians and tenable to even the mitigated minds. The people believed
\nin him.<\/p>\n

Ayade\u00a0had prepared the minds of the people not to depend any more on federal
\nallocation only, for survival as a government and as a people. Rather than
\nblowing the popular whistles of inherited debts like his counterparts in other
\nstates of the federation, the Governor has chose to blow the trumpet of a
\nwell-endowed Cross Rivers state; full of potentials and capable of taking the
\nstate and the nation to a greater height.<\/p>\n

Giving\u00a0insight on his new task, during his inaugural speech, Professor Ayade said; \u201cI
\nam fully aware of the weight of this challenge and fully resolved that by the
\nGrace of Almighty God, we shall build on the great tradition of excellence left
\nby my brother and my leader, His Excellency, Senator Liyel Imoke, these past
\neight years. Fellow Cross Riverians, I am a proud inheritor of an outstanding
\nlegacy, which has firmly placed our beloved state on the global map of
\npurposeful leadership; and for this, I am eternally grateful.\u201d<\/p>\n

\u201cFellow\u00a0Cross Riverians, we have come to that bend in the river where we must all rise
\nto our full height to envision and carve out a better future for ourselves and
\nposterity. True, it seems such a daunting task with the falling oil prices and
\ndwindling revenues, further compounded by the general atmosphere of despondency
\nacross the country, with our backs against the wall, we must dig deeper into
\nthe wells of our creativity and hew out a new pathway to greatness.\u201d<\/p>\n

Taking\u00a0the words of the African sage, Nelson Mandela with him, that \u201cit always seems
\nimpossible until it is done,\u201d the governor reinvigorated that drive to hit the
\nground running so as to succeed.<\/p>\n

\u201cAs\u00a0we climb this imposing mountain of hope, we shall widen our scope, broaden the
\nhorizon and sharpen our instincts for fresh and big ideas that will galvanize
\nthis great state to achieve its full potential and usher in a prosperous Cross
\nRiver, where our people will live in peace and harmony with one another and
\nwith nature.\u201d He added.<\/p>\n

True\u00a0to his talk, Professor Ayade has speedily embarked on an enterprise with the
\nprivate sector. The private sector is encouraged to raise 500 million Euros for
\nCalabar Deep Sea Port project.<\/p>\n

The\u00a0Broad Spectrum Industrial Services is the consortium working with the
\nadministration towards realizing this project and has become the perfect sign
\nof many good things to come. For Simon Eyo, a Calabar resident, \u2018it is not too
\nearly for a man who knows his onions to embark on a project like the Calabar
\nDeep Sea Project, knowing how innovative and transformational it will be for
\nour economy especially in the face of Nigeria trying to look away from oil.\u2019<\/p>\n

For\u00a0the governor, this is the source for his passion. \u201cOur seaport had been dormant
\nbecause it has no evacuation corridor to permit the passage of mother vessels. Consequently,
\nthese mother vessels often berth in Lome while flat vessels are used to convey
\nthe shipments in bits to Calabar.\u201d<\/p>\n

\u201cChad\u00a0and Niger Republic are land-locked so, they rely on Lagos seaport. If Calabar
\nseaport becomes functional, it will serve as the second largest distribution
\noutlet to our neighbouring land-locked countries with the expected
\ndistributional consequences. The sea-port is to generate N30 billion every
\nmonth.\u201d<\/p>\n

The\u00a0Broad Spectrum will also include in their tray of projects; the construction of
\na dual carriage super highway, a modular refinery, cement factory,etc. as part
\nof their economic blueprint for the Ayade years in Cross River State. Now the
\nball is rolling.<\/p>\n

The\u00a0Managing Director and Chief Executive Officer (CEO) of the consortium, Mr.
\nMichael Havre have said that the figure (500 million Euros) neither represents
\na loan nor a grant but purely that of project financing as the projects would
\nbe executed on Public Private Partnership (PPP) arrangement which only requires
\n25 percent bank guarantee from the state government. For a passionate Ayade, Bank
\nGuarantee cannot hold down a monumental project as this, as a leading Nigerian
\nbank has already agreed to look into the possibility of issuing the guarantee
\non behalf of the state.<\/p>\n

Havre\u00a0disclosed that he is in touch with one of the banks that have agreed to issue a
\nguarantee on behalf of the State government.<\/p>\n

He\u00a0made it clear to the government and the people that the involvement of the
\nstate is going to be very minimal as it is purely a PPP driven. \u201cI don\u2019t need
\nyour money, what I just need you to do is get to your bank and give us a bank
\nguarantee and we are good to go and that is why we are here. We are here to
\nwork with you to bring progress to Cross River,\u201d said the Broad Spectrum
\nboss.<\/p>\n

While\u00a0Ayade is bent on making the state a new economic hub, there are indications
\nthat Hydro Power projects to generate 90 Megawatts of Electricity are already
\non the drawing board following his new deal with some Chinese experts. The
\nGovernor plans to generate 30mw from Kwa Falls, 30 mw from Agbokim while the
\ncanalization and Channelization from either Ikom, Calabar and Itigidi Rivers
\nwill generate 30mw, bringing the total output to 90mw.<\/p>\n

From
\nhis words of wisdom; \u201cwe are happy because we understand the power generation
\nmechanics and how it works. A lot of states that invested in gas turbines today
\nhave their hands burnt because it is always very difficult to sustain the
\nturbines. The huge gas supply per day at high running cost makes turbines more
\nexpensive to operate.\u201d<\/p>\n

\u201cSo\u00a0if we go hydro, the water is free. It is obvious that we are taking the right
\npath and we are lucky to have this (Chinese) team which is tested and proven
\nwith long history of successes as experts in the field,\u201d he assured.<\/p>\n

Apparently\u00a0wary of the numerous abandoned projects in many parts of the country, Governor
\nAyade is not one who has not learnt from history. \u201cAs a people and a state who
\nunderstands the difficulty of gas powered turbines, we as a state decided to
\ndevelop a culture that will insist on hydropower.\u201d<\/p>\n
