Gentlemen of the Press, \u2028<\/span><\/p>\n

Today marks the 17th anniversary of our great party, the Peoples <\/span>
\nDemocratic Party (PDP) and we want to, through you, address our dear
\nnation on this auspicious milestone in the history of our nation.<\/span><\/p>\n

The PDP, as a party wishes to express profound appreciation to the <\/span>
\nNigerian people for their support and the opportunity to lead the
\ncountry for 16 years, during which we recorded unprecedented
\nachievements despite the daunting challenges we collectively faced as a <\/span>
\nnation.<\/p>\n

As you may be aware, this great party was founded on August 31, 1998 <\/span>
\nfollowing the vision of pragmatic men and women of the highest integrity
\nand outstanding ability and knowledge, who set aside the mundane demands <\/span>
\nof their varying ethnic, cultural and religious backgrounds in the
\nnational interest.<\/p>\n

We recall with pride that the founding fathers of the PDP are heroes who
\nrose to the challenge, stood up for million of other citizens,
\nconfronted the military and restored genuine democracy, national unity <\/span>
\nand stability, entrenched the rule of law and enlarged the political
\nspace we all enjoy today.<\/p>\n

Over the years, the PDP has shown strength as the only Nigerian
\npolitical party that is completely owned and controlled by the Nigerian
\npeople; with structures in all the nooks and crannies of the country;
\nand where no individual or group of individuals can claim ownership or
\nallowed to appropriate the interest of the generality of the members.<\/p>\n

This unique national outlook clearly informs PDP\u2019s irrevocable stance on
\npolitics of national integration which ensured that no group or section
\nin the polity is excluded from power, public office and spread of
\ndevelopment projects, in line with the federal character principle of
\nour great country.<\/p>\n

The PDP stands tall in history as the first political party in Nigeria
\nto nurture and sustain democratic system of government and a stable
\npolity uninterrupted for 16 years. This did not come by accident, but
\nthrough meticulous application, by successive PDP administrations, of
\npolicies as enshrined in the party\u2019s ideology and manifesto, which
\nwithin the ambit of the laws, achieved and sustained success in all
\nsectors of the polity and economy.<\/p>\n

When the PDP took office in 1999, it quickly formed government and
\ncalmly, but vigorously applied itself to service, initiating reforms,
\nand facing the challenges inherited from past military regimes, without
\nresorting to blames, blackmail and propaganda.<\/p>\n

At the time PDP came to power, Nigeria\u2019s image internationally was in a
\ndeplorable state, with very poor human rights records. The onus of
\nrestoring it from its pariah status then rested squarely on the PDP-led
\ngovernment, which it successfully executed, returning the nation to its
\npride of place in the comity of nations.<\/p>\n

The PDP-led government under former President Olusegun Obasanjo went
\nfurther to work assiduously to settle foreign debts accumulated by
\nprevious administrations and extricated the nation\u2019s economy from
\nburdens of the London and Paris Clubs debt overhang.<\/p>\n

Furthermore, in line with the determination to establish a moral and
\nethical society guided by such core values as honesty, integrity and
\njustice, as contained in its manifesto, the PDP administration set up
\nthe Budget Monitoring and Price Intelligence Unit, otherwise known as
\nDue Process Unit, which ensured transparency in government procurements
\nand spending.<\/p>\n

The PDP government, in the same vein, immediately established the two
\nmajor anti-corruption agencies, the Economic and Financial Crimes
\nCommission (EFCC) and the Independent Corrupt Practices and Other
\nRelated Offences Commission (ICPC), with strict establishing and
\noperation laws to ensure effectiveness and immunity from executive
\ninterferences. Down the years, SERVICOM desks were opened in ministries
\nand agencies to further ensure ethical standards in government
\nbusinesses.<\/p>\n

As a result of this deliberate policies, human right and business
\nfriendly environment were created and it saw to the massive return of
\nNigerians in the Diaspora and the influx of direct foreign investments
\ninto the country.<\/p>\n

Also, in keeping with the vision of our founding fathers to build a
\nqualitative democratic society, successive PDP administrations for 16
\nyears nurtured and sustained national unity and cohesion through strict
\napplication of the principles of federal character and social justice,
\nfor equitable distribution of wealth and opportunities.<\/p>\n

We initiated series of amendments to the constitution to make it more
\nresponsive to the wishes and aspirations of the people; reformed the
\nelectoral system to allow for greater political participation, granted
\noperational independence to INEC, enacted the Freedom of Information
\nlaw, while upholding the sanctity of the rule of law in all sectors of
\nthe polity.<\/p>\n

To reposition the economy for greater productivity, successive PDP
\nadministrations applied an economic policy, which enhanced a dynamic
\neconomy, in which market forces are combined with the forces of
\npartnership, solidarity and cooperation to boost private sector
\nparticipation and emergence of an empowered middle class system in the
\ncountry.<\/p>\n

\u201cAs you are aware, the hallmark of the PDP administration was anchored
\non the policy of transfer of wealth from the public sector to
\nhardworking and enterprising Nigerians. This resulted in the rapid
\nexpansion of the nation\u2019s economic frontiers with an unprecedented
\ngrowth in small and medium scale enterprises, which helped in providing
\nemployment for millions of our citizens across the country.<\/p>\n

It is incontrovertible that within the 16 years of successive PDP
\nadministrations, more businesses opened in the country in all sectors of
\nthe economy; in telecommunication (with one the world fastest GSM and
\ninternet penetrations), transport, aviation, hospitality, education,
\nagriculture, the media, automobile, real estate, oil and gas, food
\nprocessing, among others, than in any other period in the nation\u2019s
\nhistory.<\/p>\n

\u201cIn the same vein, hitherto weak banking sector was repositioned and
\nstrengthened, thereby providing support for businesses and restoring
\ninvestors\u2019 confidence in our system. By 2015, the PDP has grown our
\nnation\u2019s economy to the largest in Africa and one of the fastest growing
\nin the world.<\/p>\n

Under the PDP administration of Dr. Goodluck Jonathan, our nation
\nwitnessed the successful unbundling of the power sector with massive
\ninvestments, resulting in the construction and rehabilitation of various
\npower projects. This is in addition to investments in oil and gas sector
\nincluding the Turn Around Maintenance (TAM) of our oil refineries, which
\ndividends, the nation is now enjoying.<\/p>\n

In the works, transport and aviation sectors, yearly investments by PDP
\nadministrations resulted in the revitalization of the railways, inland
\nwater ways, remodeling and reequipping of our aviation system to
\ninternational standard, rehabilitation and construction of thousands of
\nkilometers of roads and bridges across our country.<\/p>\n

Similar yearly investments by successive PDP administrations changed the
\nface of agriculture in our country from a development Programme to a
\nbusiness for national wealth creation, focusing on the private sector.
\nBy 2014 our national food production had expanded by an additional 21
\nmillion metric tons, a record, exceeding the national set target of 20
\nmillion metric tons for 2015.<\/p>\n

In education and health, meticulous execution of deliberate policies
\nresulted in significant achievements. While healthcare become more
\naffordable and accessible, series interventionist initiatives in life
\nthreatening diseases such as malaria, fibroid, HIV and AIDS, VVF,
\nHepatitis, Sickle Cell Anemia, cardiac related ailments, polio which was
\nsuccessfully eradicated in 2014, among others, culminating in an
\nunprecedented 50%\u2028\u2028drop in maternal mortality and increase in national
\nlife expectancy by 2015.<\/p>\n

In education, while all levels of learning received adequate attention,
\nthe National Open University of Nigeria was established to boost
\nopportunity for tertiary learning. By the end of first quarter of 2015,
\n14 new universities were established by the immediate past PDP
\nadministration to ensure that all states in the federation has a federal
\nuniversity, in addition to the establishment of the Almajiri system of
\neducation in the northern parts to ensure that no Nigerian child is
\ndenied access to education.<\/p>\n

As you are aware, one of the major challenges we faced was security.
\nDespite the daunting challenges, successive PDP administrations ensured
\na well-equipped military, police and para-military agencies to tackle
\nexternal and internal aggressions and ensure safety of lives and
\nproperty.<\/p>\n

The record ending of the Niger Delta militancy by the Late Umaru
\nYar\u2019Adua-led PDP administration, using the Amnesty Initiative, the
\ncontaining of kidnapping menace in the south east, the drastic reduction
\nin cases of highway criminality, using a combination of combat system
\nand regulations on electronic money transfer, and the vigourous
\nconfrontation of the fight against insurgency in the North east, all
\ngive credence to the efforts of the PDP.<\/p>\n

Also, the passing into law of \u201cThe Prevention of Terrorism Act 2011\u201d
\nwhich provides for prevention, prohibition and combating of acts of
\nterrorism, the reequipping of the armed forces with officers and men
\nundergoing retraining to enhance operations and professionalism; the
\nstreamlining of security agencies for better cohesion of their roles,
\nincluding improved intelligence gathering and sharing, which are now
\nbeing deployed in the services are all to the credit of the PDP.<\/p>\n

Gentlemen of the press, despite our temporary electoral setback in the
\nlast election, the PDP is a success story. Unarguably, the PDP is still
\nthe only pan-Nigeria party, wholly committed to the Nigerian project,
\naccommodating all national interest and whose only agenda remains the
\nunity, stability and prosperity of Nigeria and its people.<\/p>\n

While we restate our gratitude to the Nigerian electorate who stood by
\nus in our 16 years in government at the center, and who for obvious
\nreasons now have greater confidence in us than before, we deeply
\ncelebrate past and present leaders of our party, past and present
\nmembers of our National Executive Committee (NEC), past and present
\nelected government officials at the national and state levels, our
\ndevelopment partners and teeming members nationwide.<\/p>\n

As we play our new opposition role, the PDP as a highly responsible
\nparty, will continue to provide a firm but credible opposition,
\npresenting alternatives to the programmes and policies of the present
\ngovernment while firmly standing on the side of the citizens in opposing
\nacts and policies that are inimical to the health of the nation and the
\nhappiness of the people.<\/p>\n

We therefore call on all well-meaning Nigerians to continue to support
\nthe PDP as it relentlessly pursue and defend those values and tenets <\/span>
\nthat ensure our unity, stability and prosperity as one people under God.<\/span><\/p>\n
