A Civil Society Organization (CSO) in Osun State under the auspices of
\nCivil Societies Coalition for the Emancipation of Osun State (CSCEOS)
\nhas dragged the younger brother to the former Interim National
\nChairman of All Progressives Congress (APC), Chief Bisi Akande, Mr.
\nOyeniyi Akande who is currently the Part-time Chairman of the
\nGoverning Council\u00a0 of\u00a0 Osun State College of Education ,Ila-Orangun
\nsince 2013\u00a0 and\u00a0 other nine(9) members of the top management\u00a0 of the
\nCollege over illegal diversion of the approved N300million College
\nfunds for\u00a0 one projects or the other in the College Community.<\/p>\n
It was learnt that the members of the top management of the College
\nthat were named in the corrupt allegation included the College former
\nActing Provost, Dr. Basiru Gbadamosi, the Registrar and Secretary to
\nthe Governing Council, Mr. Aderinola\u00a0 Adeoti, former College Bursar,
\nnow Bursar College of Education, Ilesa, Mr. Akin Latilo, and Mr. David
\nOlayinka Olojede, a member of the Governing Council.
\nOthers involved in the alleged scam and diversion of Project funds
\nwere; Mr. Oyegbade Reuben Abayo, Mr. Amobi Yinusa Akinlola, Mr. Ayoola
\nPeter Olajiola, Mr. Moses Oyewole Otitoola, and Mr. Kujeunbola
\nOluwafemi.<\/p>\n
This was contained in a Petition Letter dated Monday 21st of March,
\n2016 with the titled \u201cRequest for investigation and prosecution of Mr.
\nOyeniyi Akande, the Part-Time Chairman, Governing Council, Osun State
\nCollege of Education(OSSCE), Ila-Orangun, Osun state and nine (9)
\nothers for the offence of fraudulent conversion and diversion of
\nN.3billion public funds approved for the Tetfund project i.e. the
\nconstruction of Amphil-theatre and other sundry projects for the
\ngrowth and development of the college community since 2014. Why Civil
\nSocieties Coalition for the Emancipation of Osun State (CSCEOS) is
\ndemanding for investigation, arrest and possible prosecution of the
\nculprits\u201d, which was signed by the CSCEOS\u2019 Chairman, Comrade Adeniyi,
\nAlimi Sulaiman and the copy was made available to newsmen on Tuesday,
\ncalled for the thorough and credible investigation of the allegation
\nby the anti-graft body without minding whose ox was gored.<\/p>\n
The Petition Letter which was received by the Abuja National Head
\noffice of the anti-graft Commission(EFCC) on Tuesday 22nd of March,
\n2016 and also forwarded to the Visitor of the College and Osun State
\ngovernor, Mr. Rauf Adesoji Aregbesola, Speaker, Osun State House of
\nAssembly, Mr. Najeem Salaam, Federal Minister of Education, Alhaji
\nAdamu Adamu, Osun State Director, State Security Service (SSS) ,past
\nleaders in Osun State including Governor, Deputy-Governors, Secretary
\nto the State Government(SSG) and Head of Service(HoS) and the College
\nProvost, among others, for their notification and necessary action.<\/p>\n
Comrade Sulaiman maintained that the massive corruption according to
\nthe available verified documents showed that the scam spread to fees
\nfor Certificates collection, College Transport account and College
\nHistory among others, alleging\u00a0 that the authority of the College had
\npurportedly spent closed to three hundred million naira (N300m) on the
\naforementioned projects since 2014 and the projects did not see the
\nlight of the day till this present moment, while\u00a0 all the funds
\nreleased for the Projects have been diverted by Akande and his crime
\n\u2013in- aides, requesting that the anti-graft Commission should probe all
\nthe Banks\u2019 Account used to siphon the College funds in question by the
\naforementioned people.<\/p>\n
The group alleged that sum of One hundred and seven Million naira
\n(N107m) out of One hundred and twenty-five million (N125m) were
\nreleased by the Federal Government through Tetfund as a Special
\nIntervention fund to the College for building of a Lecture Theatre
\n(Amphittheatre) which remained unaccounted for as the foundation of
\nthe project has not been completed after two (2) years the project was
\nawarded to the Contractor, Digitpro Engineering Technology Limited,
\nIbadan, adding that in January 2015, the sum of Five million One
\nhundred and Thirty six Thousand, seven hundred and sixteen naira,
\nThirty Kobo were released to the contractor-Digitpro Engineering
\nTechnology Limited, Ibadan as part of fund approved for the
\nconstruction of Amphitheatre<\/p>\n
According to the Petition Letter: \u201cTo our dismay, at the one meeting
\nof the College Governing Council where the failed Tetfund Amphitheatre
\nLecture contract was extensively discussed, the Council noted that
\nthough the sum of One Hundred and Seven Million naira (N107m) had been
\nreleased to the contractor-Digitpro Engineering Technology Limited,
\nIbadan, the evaluators which the Governing Council brought from the
\nOsun State Ministry of Works and Transport, Abeere, Osogbo valued the
\nwork done at the site of the project at Thirteen Million naira (N13m).
\nSurprisingly at the said meeting, Mr. Akande promised to handle the
\nissue with \u201cmaturity\u201d. His position to \u201cmaturity\u201d rather than sanction
\nand possible arrest is at variance with Mr. Akande\u2019s make-belief
\nanti-corruption posture. This position of Mr. Akande further confirmed
\nour believe that Akande\u2019s hand has been soiled with the project funds.<\/p>\n
\u201cMeanwhile, one of the members of the Governing Council, Mr. Yinka
\nOlojede had earlier confessed that they shared the funds meant for the
\nproject in question (Amphitheatre) with maturity as being directed by
\nMr. Akande and Mr. Niyi Akande as well connive with one of his cronies
\nwho floated a Consultancy firm named JAC DIRAN LIMITED, through which
\nhe fraudulently collected about Twelve million Naira (N12m) from the
\namphitheatre project apart from N107million earlier approved to the
\nContractor which One Hundred and Two million (N102m) released to the
\ncontractor.<\/p>\n
\u201cFurthermore, Mr. Oyeniyi Akande engages at will various Consultants,
\nwho are mostly his associates and cronies, to handle and or oversee
\nthe College\u2019s projects and activities, even, where there were staffs
\nof the college so designated to do the job. He unilaterally decides
\nwhooping amounts of funds to be paid these Consultants and many of
\nthem do not deliver the contracts to the specification. One of such
\nwas the College\u2019s website (Internet facility) and several millions of
\nnaira was committed to the project and the Consultant\/Contractor
\nfailed to deliver the job since three (3) years ago. Akande\u2019s numerous
\nconsultants are the drain-pipes through which the College\u2019s Internally
\nGenerated Revenues (IGRs) are being siphoned\u201d.<\/p>\n
The Petition further stated that, \u201cunder the chairmanship of Mr.
\nOyeniyi Akande, the Governing council threw decorum into wind by
\nincreasing the stipulate fees for collection of Certificates by the
\nStudents from five thousand naira (N5, 000) to twelve thousand naira
\n(N12, 000) and Ten Thousand naira (N10, 000) to Twenty-two thousand
\nnaira (N22, 000) for NCE and Degree graduates respectively. And,
\nsubstantial part of the proceeds realized was siphoned by the Council
\nChairman.<\/p>\n
\u201cAlso, the College engages in commercial transportation for
\nconvenience of the Staff and Students where two Coaster buses were
\nprocured for daily shuttle and hire and as at today, over Ten million
\nnaira (N10m) have been realized and squandered by the Governing
\nCouncil Chairman, Mr. Oyeniyi Akande. It will interest you to hear
\nthat Mr. Oyeniyi Akande as Chairman of the Governing Council of the
\nCollege, hides under the guise of being the younger brother to the
\nformer Interim National Chairman of the ruling All Progressives
\nCongress (APC), Chief Bisi Akande, to use the hard- earned funds of
\nthe institution to run his Private owned Ila Technical College which
\nhad just only fourteen students for the Period of two session\u201d.<\/p>\n
It added that, \u201cIt is also on record that Mr. Oyeniyi Akande
\nunilaterally increased his own monthly allowances from One Hundred and
\nTen Thousand naira (N110,000) to one Hundred and Fifty naira(N150,000)
\nand those of other members of the Governing Council from sixty eight
\nThousand\u00a0 seven Hundred and fifty naira(N68,750) to One Hundred
\nThousand Naira (N100,000) since 2014 which contrary to the Osun State
\nGovernment Circular\u00a0 with Ref No: S\/PRI\/23\/187 (composition of Boards
\nand the Remuneration of Members), due Process and College Edict.<\/p>\n
The group therefore urged at the anti-graft Commission to request for
\nall the flight tickets of all the travel allowances from Abuja to
\nIla-Orangun,Osun State, being claimed by the Part-Time Chairman of
\nOsun State College of Education, Ila-Orangun, Governing Council, Mr.
