\u2026Reps: its character defamation and attempt to ridicule the National Assembly<\/em><\/strong><\/p>\n

The United States Envoy to Nigeria, James Entwistle, has petitioned the
\nSpeaker of the Nigeria House of Representatives, Yakubu Dogara, accusing
\nmembers of the Lower House, who were on a recent trip to United States of
\nattempted rape, improper conduct and solicitation for prostitutes.<\/p>\n

But the the accused reps have protested, demanding footage of the
\nallegation as a proof and threatened to sue US government for “character
\ndefamation and a calculated attempt to ridicule the National Assembly”.<\/p>\n

In a letter dated June 9, 2016, the envoy accused three members of the
\nHouse namely Hon. Mohammed Garba Gololo (APC, Bauchi), Hon. Samuel Ikon
\n(PDP, Akwa Ibom) and Hon. Mark Gbillah (APC, Benue) who were on a recent
\nvisit to the United States for the International Visitor Leadership
\nProgram, of bringing disrepute to the parliament by soliciting for sex
\nfrom prostitutes and grabbing a hotel housekeeper in a bid to rape.<\/p>\n

Ten lawmakers were invited by the US government for the International
\nVisitor Leadership Program held between April 7 and 13, 2016 in Cleveland,
\nOhio. The lawmakers are: Gaza Jonathan Gbefwi (PDP Nasarawa State),
\nDanburam Abubakar Nuhu (APC-Kano State), Nkole Uko Ndukwe (PDP-Abia
\nState), Rita Orji (PDP Lagos State), Ayo Huliyat Omidiran (APC-Osun).<\/p>\n

The ambassador’s letter reads: \u201cIt is with regret that I must bring to
\nyour attention the following situation. Ten members of the Nigerian
\nNational Assembly recently travelled to Cleveland, Ohio as participants in
\nthe International Visitor Leadership Programme on good governance. We
\nreceived troubling allegations regarding the behaviour of three members of
\nthe delegation to the U.S. Government\u2019s flagship professional exchange
\nprogramme.<\/p>\n

\u201cThe U.S. Department of State and the Cleveland Council on World Affairs
\nreceived reports from employees of the Cleveland hotel where the
\nrepresentatives stayed, alleging the representatives engaged in the
\nfollowing behaviour: \u201cMohammed Garba Gololo allegedly grabbed a
\nhousekeeper in his hotel room and solicited her for sex.<\/p>\n

While the housekeeper reported this to her management, this incident could
\nhave involved local law enforcement and resulted in legal consequences for
\nRepresentative Gololo.<\/p>\n

\u201cMark Terseer Gbillah and Samuel Ikon allegedly requested hotel parking
\nattendants assist them to solicit prostitutes.\u201d<\/p>\n

He said the US government made efforts to authenticate the allegations.<\/p>\n

\u201cThe U.S. Mission took pains to confirm these allegations and the
\nidentities of the individuals with the employees of the hotel in
\nCleveland. The conduct described above left a very negative impression of
\nNigeria, casting a shadow on Nigeria\u2019s National Assembly, the
\nInternational Visitor Leadership Program, and to the American hosts\u2019
\nimpression of Nigeria as a whole.<\/p>\n

\u201cSuch conduct could affect some participants\u2019 ability to travel to the
\nUnited States in the future.\u201d<\/p>\n

Enwistle acknowledged that \u201cwhile the majority of Nigerian visitors to the
\nUnited States do behave appropriately, even a few Nigerians demonstrating
\npoor judgement leads to a poor impression of the Nigerian people
\ngenerally, though it is far from accurate.<\/p>\n

Such incidents jeopardise the ability of future programming and make host
\ninstitutions and organisations less likely to welcome similar visits in
\nthe future.\u201d<\/p>\n

He said the affected lawmakers did not show remorse when confronted.<\/p>\n

\u201cIn addition, most of the members of this group reacted very negatively to
\nmy deputy when she brought this matter to their attention, further calling
\ninto question their judgement and commitment to the goals of the
\nInternational Visitor Leadership Programme.<\/p>\n

This leads us to question whether to include National Assembly members for
\nother similar programmes in the future. I request, in the strongest
\npossible terms, you share this message with members of the National
\nAssembly so they understand the seriousness of these issues, and the
\npotential consequences of their actions, not only for themselves as
\nindividuals, but also for the future of such programmes designed to
\nbenefit Nigeria,\u201d the envoy said.<\/p>\n

In his reaction, one the accused members, Mark Gbillah said that there was
\nno truth in the ambassador’s allegations as it was designed to cause
\ndisaffection between them and their wives, families and constituents
\nnoting that they were not given fair hearing.<\/p>\n

He said he was on the trip with his wife and baby and could not, in any
\nway, solicit for sex from a prostitute.<\/p>\n

\u201cThis is an affront on the National Assembly and Nigeria, it appears they
\nhave ulterior motives. We are not going to take this lightly; we will take
\nlegal actions against the US government. It is a dent on our image.\u201d<\/p>\n

He told his own version of the story \u201cI went on the trip with my wife and
\nbaby and insisted that she stayed with me, but they told me the
\naccommodation was meant for only participants. So, at Cleveland
\nRenaissance where we were, opposite the Quicken Loan Arena, the Cleveland
\nCavalier Basketball team played a match and many people came to lodge at
\nthe same hotel, and they claimed that we spoke with car park attendants.<\/p>\n

We didn\u2019t go with cars, so how could we have spoken with attendants?\u201d He
\nexplained that the first time he heard about the allegations was a month
\nafter they returned from the US and went to represent the speaker at the
\nfarewell dinner for the Chinese ambassador. \u201c\u2026<\/p>\n

I saw the ambassador (Entwistle) and went to greet him and he told me how
\na few of us tarnished the image of the House. I advised him to make it
\nformal so that we can know who was involved and what actually happened.<\/p>\n

\u201cIt was after this encounter that they called us to their premises and
\nsaid they were identified by their accusers in a group picture. This is
\ncurious. No video footage. They didn\u2019t accost us while we were in US. We
\nsuspect this is a calculated attempt to rubbish the National Assembly.<\/p>\n

\u201cIs this how they would have investigated their congressmen? Do they know
\nthat there were other black people who came to watch the match? How could
\nthey have identified us in a picture without our knowledge?<\/p>\n

\u201cWe, the concerned members, have written to the speaker indicating the
\nfacts and demanding footage of our stay in the hotel. We also want them to
\nprovide access to our accusers to identify us. But most importantly, we
\nwould be demanding compensation from the US government for defamation of
\ncharacter.\u201d<\/p>\n

In his own reaction, Hon Kolo said:<\/p>\n

\u201cLet me, from the outset, express my shock and dismay at the contents of
\nthe letter generally and particularly affects me.<\/p>\n

\u201cThese are totally false, unfounded and baseless allegations against me. I
\ncategorically deny any such incident happened, I never grabbed any
\nhousekeeper nor did I solicit for sex. I also take this issue very
\nseriously not only because I am a honourable member representing a
\nhallowed institution, but because of my integrity as a husband and father.<\/p>\n

How would my family and in-laws react to these wild and grave allegations?<\/p>\n

\u201cI demand an apology and retraction of these allegations or I shall not
\nhesitate to engage the services of lawyers and not only to clear my name,
\nbut to seek redress for the damages done to my reputation. I insist that
\nevidence of the allegations against me be produced\u2026.<\/p>\n

\u201cIt is, therefore, in the interest of both countries to investigate this
\nmatter thoroughly to get to the root of it and I am ready to go back to
\nCleveland at my expense to establish my innocence without prejudice to my
\nrights, press charges against libellous allegations\u201d.<\/p>\n

Spokesman of the House spokesman, Abdulrazaq Namdas, confirmed the receipt
\nof the letter by the speaker.<\/p>\n

\u201cI cannot believe this. Something must be wrong somewhere. We were all in
\nthe same hotel and this same man (Gololo) was there as well. He has all
\nthe capacity to get a woman in the city if he wanted to, but he is
\nsomebody we all know loves his wife and family so much.<\/p>\n

The lady did not even mention names, we learnt she only pointed at the man
\nin the group photograph we took during the programme.<\/p>\n

\u201cAgain, this issue was reported two weeks after we left the hotel. Why
\nwas this not done while we were there?<\/p>\n

The lady in question did not shout immediately and one wonders if truly
\nthere was such thing. \u201cWe did not know anything until the letter written
\nto the Speaker went round all of us who were in Cleveland for the meeting.
