For a state governor ever vociferous and self-assured \u2013 sometimes
\nthoughtlessly so \u2013 in the murky terrain of Nigerian politics, Henry Seriake
\nDickson of Bayelsa State could not have had anything short of the awesome
\nhigh-tech capabilities described in a detailed 9 June, 2016 report by<\/div>\n

\nTimes*. Entitled \u201cHow Governors Dickson, Okowa Spend Billions on High-Tech
\nSpying of Opponents, Others,\u201d the report shows a Bayelsa State chief
\nexecutive, obsessive about intelligence on political opponents, expending
\nbillions of naira to acquire the latest equipment for surveillance and
\ncommunication interception.<\/p>\n

With the tracking and decrypting technology afforded him by Circles 3 G of
\nBulgaria, Governor Dickson and his strategists have at fingertip the
\nsecrets and plans of his political opponents and key functionaries of
\nsecurity agencies and institutions like the Independent National Electoral
\nCommission (INEC). Routine decryption of text messages and phone calls
\nfurnish him with facts about the inclinations and vulnerability of
\nopponents and targeted individuals, including his own political appointees,
\nso he could act pre-emptively to safeguard his narrow political interests.<\/p>\n

In the said Premium Times report, instances of particular individuals
\ntracked within Nigeria and abroad were given. Let it be known that the
\noften frowsty relationship between the governor and his erstwhile political
\ngodfather, ex-President Goodluck Jonathan, and wife, Patience, had to do
\nwith unrelenting espionage directed at the First Family and the fact that
\nthe governor knew enough to be wary of them. That Jonathan has chosen to
\nlive outside the country is not just out of fear for the Economic and
\nFinancial Crimes Commission (EFCC) but a feeling of insecurity and of being
\nunwanted even at his hometown, Otuoke, in the domain of Seriake Dickson,
\nwho is unpredictable.<\/p>\n

At the level of law enforcement and national security, it is most
\ndisappointing that the governor could unlawfully acquire and operate
\ninternational defence tools for mass surveillance without appropriate legal
\naction and\/ or sanctions from the authorities. If the immediate past
\nNational Security Adviser, Col. Sambo Dasuki (retd), was too far gone in
\ndisorientation, mindlessly squandering Defence\/anti-terrorism funds, what
\nhas stopped his successor, General Mohammed Monguno (retd), from taking
\nnecessary action to dismantle the criminal infrastructure and, possibly,
\nprosecute its operators who definitely are not covered by the immunity
\ntheir demented employer enjoys?<\/p>\n

That Governor Dickson first engaged Italy\u2019s Hacking Team to which he had
\npaid hundreds of millions of naira in 2012 and then switched to Bulgaria\u2019s
\nCircles 3 G, paying a fresh N1.7 billion and \u201can extra annual maintenance
\nfee of N39.9 million,\u201d shows the inane priorities and preoccupations of
\nthis office-holder \u2013 how disconnected\u00a0 he is from the people he was elected
\nin 2012 to serve.<\/p>\n

Today in oil-rich Bayelsa State, in the fifth year of the ultra-corrupt and
\ndirectionless administration of Governor Dickson, the machinery of
\ngovernment has virtually ground to a halt as famished civil servants and
\nteachers in primary, secondary and tertiary institutions, unpaid for five
\nmonths, have abandoned their workplaces. Local government employees, too,
\nare being owed for upwards of 12 months and the governor has refused to pay
\nto them the N1.28 billion Central Bank bailout released to the state
\ngovernment since last February. The case of retirees is as bad, having been
\nwithout their monthly pensions for nine consecutive months, just as
\ngratuities from 2009 to date remain unpaid.<\/p>\n

In his characteristic gaucherie, he recently directed the state
\nAccountant-General to pay 50 per cent of salaries and then caused it to be
\nannounced that salaries for May, 2016 have been paid, promising to pay the
\nbacklog whenever the state\u2019s finances improve. Workers are not fooled and
\npublic schools remain open without teachers, same as most ministries,
\ndepartments and agencies, where civil servants sign attendance registers in
\nthe morning and disappear.<\/p>\n

The state of affairs is alarming because this is a small state that often
\nreceives a lion\u2019s share of the 13 per cent Derivation Fund in addition to
\nmonthly statutory allocations from the Federation Account. Its internally
\ngenerated revenue (IGR), as high as N1.38 billion in April, 2013; N1.74
\nbillion in August, 2014, and N1.1 billion in May, 2015, averaged N780
\nmillion per month between January, 2013 and January, 2016.<\/p>\n

Withholding the N1.28 billion bailout for local council workers is only one
\nof several acts of perfidy by Governor Dickson. Back in 2012, he withheld
\nthe over N5 billion Flood Relief Fund for victims of the flood disaster of
\nSeptember-November, when thousands of distressed citizens took refuge in
\nschool premises and received nothing beyond food rations, satchet water and
\nmattresses which were generously donated by corporate organizations,
\ncharities and public-spirited individuals. He has not released that Fund
\nnor account for it to date.<\/p>\n

Bayelsa State indigenes sent with fanfare in 2013 to Songhai Farms, Benin
\nRepublic, by the state government for training in modern agricultural
\ntechniques, found themselves stranded in that country as their fees and
\nallowances were never remitted for an entire year. Expelled by the
\nInstitute, their parents\/relatives in Bayelsa\u00a0 State had to send money for
\ntheir transport back home. That was also the experience of Bayelsa students
\nwho travelled to the United States, United Kingdom, and elsewhere in Europe
\nin 2012\/2013 on state government scholarship. For most, no fees was
\nremitted. And, presently, his own political appointees disengaged
\nunceremoniously last February after laboring for his re-election, are in
\nanguish as Governor Dickson has refused to pay their salaries for January
\nand February.<\/p>\n

That is the profile of Governor Dickson: a man for whom public service
\nmeans self-service. His preoccupation is with self-preservation as
\nevidenced by his private mass surveillance scheme, and his widely condemned
\nimposition of candidates for the State House of Assembly elections in 2015.
\nThat was at enormous financial cost to the public treasury as many
\ncandidates had to step down after succumbing to inducement. By the time he
\nbegan his own re-election bid in the third quarter of 2015 and followed
\nthrough the processes to the December 5 election, characterised by massive
\nvoter inducement, Bayelsa State became literally insolvent. Sadly, the
\nstate has become a reference point for political brigandage, given the
\ntrack record of its governors, from Chief Diepreye Alamieyeseigha to date.<\/p>\n
