\nIn tandem with what is perceived to be President Mohammadu Buhari’s
\nchronic cronyism, the President has secretly ordered a recall of a large
\nchunk of retired permanent secretaries and directors in the federal civil
\nservice from the core north and promoted those who failed the civil
\nservice exams, Pointblanknews.com has learnt.<\/p>\n

Buhari had made no pretense concerning the section he favored for key,
\njuicy appointments. Aside from the ministerial appointments which spread
\nis guaranteed by the constitution, Buhari has told all who cared, he is
\ncomfortable with those from his section of the country<\/p>\n

All his key staff at the Villa, SGF, Defence chiefs, are al from the
\nnorth. And recently no fewer than 20 very senior police officers had to be
\nretired to give way for the Police boss.<\/p>\n

Presently, the Buhari led federal government has embarked on a secret,
\nmassive recruitment of candidates from the North who have diploma
\ncertificates (ND) and National Certificate of Education (NCE) to occupy
\nthe position of degree holders in ministries and parastatals leaving out
\nthousands of most qualified candidates from other parts of the country.<\/p>\n

President Buhari penultimate week suspended the eight-year tenure for top
\ncivil servants in the public service paving the way for a mass return of
\nretired northern civil servants.<\/p>\n

But his decision drew the ire of the organized labour who said that the
\nabolition of the tenure of office for civil servants would destroy the
\ncherished norm in the public service if not checked.<\/p>\n

One of the most astonishing cases is that of Mrs. Nana Sokwa from Bauchi
\nState, who served the mandatory 35 years in the civil service of the
\nFederal Capital Territory Administration (FCTA) and retired two years ago.
\nPointblanknews.com gathered that she has been recalled, and has resumed as
\nan assistant director in the Office of the Head of the Civil Service of
\nthe Federation (OHCSF).<\/p>\n

Most of those being recruited are from the North-west and North-east
\ngeopolitical zones.<\/p>\n

Pointblanknews.com investigations also reveal that two permanent
\nsecretaries who were known to have repeatedly failed promotion exams as
\ndirectors were appointed permanent secretaries and assigned to ministries.<\/p>\n

The Permanent Secretary, Ministry of Petroleum, Hajia Binta Bello and the
\nPermanent Secretary Ministry of Finance, Alhaji Mamoud Isah Duste both
\nfailed several promotion exams but were made Permanent Secretaries on the
\ndirectives of President Buhari, sources told Pointblanknews.com<\/p>\n

A source who spoke to pointblanknews.com about Mrs. Sokwa said “She
\nclaimed that she was in the first place seconded to FCTA from the OHCSF.
\nBut she served her tenure under the eight-year tenure for top civil
\nservants (Permanent secretaries and directors) and served mandatory 35
\nyears. The ridiculous thing is that she has gone back to office of the
\nHead of Service to resume as assistant director. Isn’t that by all
\nstandards a criminal offence?<\/p>\n

“The implication is that she has gone back there to sit on some people\u2019s
\nprogression in the service. She is now expected to serve another 12 years
\nto get to the position of director again and probably become perm sec and
\nserve like eight years that will come to like 20 years. So automatically,
\nshe is starting all over again and would have spent 55 years in service
\nusurping other people’s positions.” said our source<\/p>\n

The source added “This practice is not new. Some civil servants from the
\ncore north have worked in the civil service by hook or crook until they
\nare almost 80 years, the reason the eight-year tenure was introduced by
\nthe late President Yar’\u00c1dua administration. There are thousands of cases
\nof people who are recruited as level 8 officers, they may not even have
\ndegrees, from say Bauchi and promoted to level 12 and sent to Abuja”<\/p>\n

“While this is going on, his colleagues from the South are still on level
\n8. Before you know it they are close to directors and this is why all the
\nministries, parastatals, sports associations and virtually anything called
\nfederal government owned federal establishment is headed by Hausa\/Fulani
\npeople.
\n“There are cases of people who got to the position of permanent
\nsecretaries and retired with NCE certificate which in most cases were
\nforged.
\n“The bad news is that a list of senior civil servants from the south are
\nbeing compiled with a view to sending them packing from the service\u201d, the
\nsource told Pointblanknews.com
\nNational President of the Association of Senior Civil Servants of Nigeria
\n(ASCSN), Bob\u00acboi Bala Kaigama and the Secretary-General, Alade Bashir
\nLawal, had alerted the public that the persistent policy somer\u00acsaults by
\nthe present government if not put in check would destroy the age long
\ncivil service.<\/p>\n

The union recalled that few months ago, the Federal Government for
\ninex-plicable reasons, elected to recruit non-serving officers as
\nPermanent Secretar-ies some of whom were above 60 years of age in flagrant
\nviolation of the Public Service Rules (PSR).<\/p>\n

\u201cThis is in a situation where there are highly skilled, educated, and
\nknowledge-able civil servants who should have been elevated to these
\nexalted positions.<\/p>\n

\u201cAll appeals by this Union to the gov\u00acernment to reverse the appointments
\nand promote senior civil servants who have served the nation meritoriously
\nfor decades to the posts of Permanent Sec\u00acretaries were treated with
\ncontempt,\u201d Kaigama said.<\/p>\n

He said the Union wondered if by this abolition of tenure, all Permanent
\nSecre-taries and Directors who were supposed to retire now have had their
\ntenure ex-tended.<\/p>\n

Kaigama noted that in February this year, a Permanent Secretary in the
\nFed\u00aceral Ministry of Petroleum Resource, who retired same month, had her
\nservice extended to February 2017 while other Permanent Secretaries
\nexited.<\/p>\n

\u201cWhat all this boils down to is the continuation of the culture of
\nimpunity that characterized the last Federal Ad\u00acministration. For how can
\nyou run a sys\u00actem where rules are breached without qualms,\u201d he queried.<\/p>\n

\u201cWhat is more worrisome about all this is the perception that government
\ncan do anything it likes without consult\u00acing the stakeholders. This is
\nwrong in a democracy where all views and per\u00acspectives on major Government
\npolicies should be subjected to vigorous intellec\u00actual discussion before
\npronouncement and implementation.<\/p>\n

\u201cThis is why the government should start now to engage workers
\nrepresenta-tives and other stakeholders in various sectors of the economy
\nbefore imple-menting any policy that affects the Nige\u00acrian people. After
\nall, we are supposed to be running a democracy where construc\u00active
\ndialogue is central to policy formula\u00action and implementation,\u201d Kaigama
\nsaid.<\/p>\n

He, therefore, urged the government to put the implementation of the
\ntenure abolition system on hold and summon a meeting of strategic
\nstakeholders to re\u00acview the policy.<\/p>\n

He said the consistent policy somersaults had continued to generate
\nintense restiveness among public servants and that the situation should
