President Muhammadu Buhari has ordered the investigation of Azubuike
\nIhejirika, former chief of army staff, and Kenneth Minimah, his successor.<\/p>\n
But curiously, the president left out General Abdulrahman Dambazzau,
\ncurrent Minister for Internal Aafairs who was linked to the military
\ncontract during his reign as Chief of Army Staff and General Tukur Burutai
\nwho was in charge of procurement and current chief of Army Staff.<\/p>\n
A statement signed by John Ode, head of the committee, said Buhari gave
\nthe directive after receiving the report of the third interim report of
\nthe presidential committee on the audit of defence equipment.<\/p>\n
The audit covered procurement of arms from 2007 to 2015, and 18 serving
\nand retired military personnel, 12 serving and retired public officials
\nand 24 chief executive officers of companies, were recommended for
\ninvestigation.<\/p>\n
Most of the contracts awarded were said to have lacked due process.<\/p>\n
Nurudeen Mohammed, former minister of state for foreign affairs; Bukar
\nGoni Aji, Haruna Sanusi and E.O. Oyemomi, all former permanent
\nsecretaries, are to be investigated.<\/p>\n
Also, the CEOs to be investigated include Olu Bamgbose of Bamverde Ltd;
\nAmity Sade of Doiyatec Comms Ltd and DYI Global Services and Edward
\nChurchill of Westgate Global Trust Ltd.<\/p>\n
According to the committee, the total amount spent for procurement and
\noperations within the period were N185,843,052,564.30 and $685,349,692.49.<\/p>\n
It found that the army contracts awarded by the ministry of defence for
\nthe period under review were often awarded without \u201dsignificant input from
\nend-user (Nigerian Army) and to vendors who lacked the necessary technical
\ncompetence\u201d.<\/p>\n
The committee said it also found out that the \u201ctwo companies collected
\nN5,103,500,000.00, representing 86% of the total value of the 3 contracts
\nworth N5,940,000,000.00, but only performed to the tune of
\nN2,992,183,705.31.<\/p>\n
\u201cWith respect to contracts awarded directly by the Nigerian Army, the
\nCommittee found that many of the contracts were characterized by \u2018lack of
\ndue process, in breach of extant procurement regulations and tainted by
