The ongoing battle between Hon Abdulmumin Jibrin and Yakubu Dogara took a
\nnew twist today as the former accused the Dogara and three other principal
\nofficers of the House of an attempt to blackmail and harass him with a
\nview to obstruct justice.<\/p>\n
In a statement released by his lawyers, Jibrin accused the Speaker of
\nplans to use some elements within the police to monitor, harass,
\nintimidate and hound him over the recent revelations regarding the 2016
\nbudget padding fiasco.<\/p>\n
It would be recalled that Jibrin who stepped down as Chairman of the House
\nCommittee on Appropriations on Thursday accused the Speaker of the House,
\nYakubu Dogara, his Deputy, Yusuf Lasun, and two others of conniving to
\ndistribute to themselves 40 Billion Naira out of the 100 Billion Naira
\nallocated to the entire National Assembly in the 2016 budget.<\/p>\n
According to Jibrin, his refusal to the sum of about 30 Billion Naira at
\nthe behest of these quartet set him on a war path with Dogara which
\nculminated in his decision to step down as Appropriations Committee
\nChairman. In the statement released this evening, Jibrin advised Dogara to
\nset up a special investigation into the allegations levied against him and
\nthe three others.<\/p>\n

PRESS RELEASE<\/p>\n
Gentlemen of the Press,<\/p>\n
We, (The Law Offices Of Messrs HAMMART & CO, LAW BOND SOLICITORS and DOKA
\nCHAMBERS) are Counsel to Honourable Abdulmumin Jibrin PhD, MBA, member of
\nthe House of Representatives representing Kiru\/Bebeji Federal Constituency
\nof Kano State and until his resignation on the 21st of July 2016, the
\nChairman of the House Committee on Appropriation.<\/p>\n
Our attention has been drawn to the subterranean and clandestine efforts
\nof the following:<\/p>\n
1. Speaker Yakubu Dogara,<\/p>\n
2. Deputy Speaker Yusuf Lasun,<\/p>\n
3. House Whip Hon. Alhassan Ado Doguwa, and<\/p>\n
4. House Minority Leader, Hon. Leo Ogor.<\/p>\n
The above quartet have resorted to blackmail our Client into silence and
\nto further harass his person and family using the instrument of the
\nobstructive coercion and perversion of due process by deploying, albeit
\nillegally some elements of the Nigeria Police.<\/p>\n
You will recall that our Client is in dispute with the said quartet over
\nhis refusal and inability to admit into the National Budget of 2016, the
\nsum of about 30 Billion Naira at the behest of these quartet and also his
\nrefusal to cover up the decision of Speaker Dogara and others\u2019 unilateral
\ndecision to distribute to themselves 40 Billion Naira out of the 100
\nBillion Naira allocated to the entire National Assembly in addition to
\nwhat our Client considers as wasteful projects of over 20 Billion Naira to
\ntheir (quartet) various constituencies.<\/p>\n
WE WANT TO STATE UNEQUIVOCALLLY THAT OUR CLIENT STANDS BY THE ABOVE
\nASSERTION AND WILL AT THE APPROPRIATE TIME PROVE SAME.<\/p>\n
We now have it on good authority that these quartet acting in concert are
\nat the moment using some elements within the police to monitor, harass,
\nintimidate and hound our client into an unwarranted detention with the
\npurpose of inhibiting his right to move freely and to express himself as
\ncontained in Chapter 4 of the 1999 Constitution of the Federal Republic of
\nNigeria (as amended); the purpose of their antics is to upturn the
\nnarrative and paint our client as the black sheep in the flock, and
\ncleverly presenting themselves as transparent angels.<\/p>\n
Accordingly, we have made appropriate representations to the Inspector
\nGeneral of Police and other relevant security agencies in the Country
\ndrawing their attention to this unwarranted and ill-intentioned steps
\ntaken by these quartet and not to allow themselves (security agencies) to
\nbe used to execute the personal objectives of these quartet; more so
\nappropriate legal action has been taken by our client, as a law abiding
\ncitizen, to protect his fundamental rights as guaranteed by our laws.<\/p>\n
Finally, we hasten to advise Speaker Dogara and the 3 other principal
\nofficers mentioned here not to descend to the narrow aim of dragging the
\ninstitution of the House of Representatives into their personal fight and
\nto note that by virtue of\u00a0 the institution he leads and as a lawyer, he
\nshould act within the confines of the Rule of Law and allow the House of
\nRepresentatives to institute a special investigation into this matter
\nwhere our Client will have the opportunity earlier denied him by the
\nquartet to testify and provide evidence against them BECAUSE he who comes
\nto equity must come with clean hands.<\/p>\n
