Nigerians are now at home \u00a0with the superlative \u00a0performance of Rivers State Governor, Nyesom Ezenwo Wike in terms of infrastructural \u00a0development, \u00a0security \u00a0and human capital \u00a0development. \u00a0As a result, \u00a0several \u00a0associations are now hosting their National and International \u00a0Events in Rivers State. \u00a0One of such groups is the Nigerian Guild of Editors. \u00a0The Leadership of the Guild met with \u00a0the \u00a0governor \u00a0for a pre-national conference \u00a0breakfast meeting.\u00a0<\/span><\/div>\n

Let me thank the Nigerian Guild of Editors for bringing \u00a0their Annual General Conference to Rivers State. \u00a0One important benefit of this conference \u00a0is that it will let the public \u00a0know \u00a0that Port Harcourt is safe , Rivers State is safe. \u00a0To let you \u00a0know \u00a0that several \u00a0international and national conferences \u00a0have taken place \u00a0here in the last one month. \u00a0In the course of the last one month, we have \u00a0had the AMAA here, we have also had the Magistrates Association of Nigeria National Conference. \u00a0We will be hosting \u00a0the Annual \u00a0Conference \u00a0of the Nigerian Bar Association , the Federal High Court Judges Legal Year, the Conference \u00a0of Chartered Arbitrators and the PDP National Convention. \u00a0That shows that all the rumours \u00a0you may be hearing \u00a0are not true. Apart from \u00a0that, these national conferences \u00a0will boost our economy. \u00a0We have \u00a0several \u00a0hotel \u00a0bookings, \u00a0local transport and feeding as well as other benefits \u00a0that will accrue to residents of the state. The state government \u00a0will also make revenue in terms of taxation.\u00a0<\/span><\/div>\n

When they say we have three arms of government, \u00a0I don’t agree. I believe \u00a0the the Media is the fourth arm of \u00a0government. \u00a0Why do I say so. Everybody \u00a0depends \u00a0on \u00a0the \u00a0information \u00a0from the \u00a0media. Information is key. Information \u00a0is \u00a0the raw material \u00a0for decision \u00a0making . It is \u00a0important that you \u00a0always publish information \u00a0that will \u00a0promote \u00a0democracy. Part of \u00a0the \u00a0reason the coup failed in Turkey was because \u00a0of \u00a0the \u00a0publicity \u00a0from the \u00a0media.\u00a0<\/span><\/div>\n

The media \u00a0should \u00a0help this country \u00a0to let the world know what Nigeria \u00a0is facing.\u00a0<\/span><\/div>\n

For me as a governor, \u00a0this is an opportunity and not a right. When you have this privilege, \u00a0you use it for the benefit of the people. \u00a0We know what we passed through \u00a0to get to this point.\u00a0<\/span><\/div>\n

My struggles as a governor. ..<\/span><\/strong><\/div>\n

Nobody \u00a0has had the type of legal tussle \u00a0we have \u00a0had. Mine started before my inauguration. \u00a0Of course, attempts were made to make sure that I was not inaugurated. \u00a0To tell you \u00a0how bad it was, I was not allowed \u00a0to \u00a0use the police \u00a0ceremonial vehicle for my inauguration. \u00a0We had to borrow \u00a0from Ondo State. We thank God \u00a0that has passed but I have to give you \u00a0the background.\u00a0<\/span><\/div>\n
<\/div>\n
Thereafter, the legal \u00a0tussle \u00a0continued \u00a0until \u00a0January 27, 2016 when we were free to move forward. \u00a0If you \u00a0compare from June, \u00a0May 29 was on Friday \u00a0and work started on Monday. From that time to January \u00a027, 2016, it was one problem or the other. From the Tribunal \u00a0to the Court of Appeal to the Supreme Court . \u00a0When you have such problems, you hardly \u00a0can be focused. \u00a0But I thank \u00a0God \u00a0that we were focused and we did not \u00a0allow that to distract us.\u00a0<\/span><\/div>\n

Initial Challenges resolved. ..<\/span><\/div>\n

When we came on board, \u00a0we inherited four \u00a0months salary \u00a0arrears and six months \u00a0pension \u00a0arrears. \u00a0We give God the glory that we have \u00a0been able to pay \u00a0all. The then Sharks of Port Harcourt, Dolphin and Rivers Angels were owed for eight months. We were able to clear that. And we said , with the economy, \u00a0it would \u00a0be \u00a0difficult \u00a0for \u00a0us to maintain \u00a0three \u00a0clubs. For Sharks and Dolphin , we had to merge them to form Rivers United. The club \u00a0is doing well \u00a0and it is contesting \u00a0for the league.\u00a0<\/span><\/div>\n

On foreign scholarships. ..<\/span><\/strong><\/div>\n

Some people \u00a0may say that there are children who are on oversees scholarships whom they claim the state has abandoned. \u00a0That is not true. We must tell ourselves \u00a0the simple \u00a0truth. Yes before, the state under the previous administration \u00a0was getting \u00a0N20billion, \u00a0but now we get N3billion to N4billion \u00a0monthly. You have to prioritize and tell the people \u00a0the reality . I am not against \u00a0giving out scholarships when you have the resources. At the time we came, the state was owing \u00a0about N4billion on these foreign scholarships. \u00a0If you \u00a0pay the N4billion debt, \u00a0that is not the end. You have to pay for those at different \u00a0levels \u00a0of \u00a0study. Scholarship is good to encourage \u00a0our people. \u00a0But there are certain \u00a0courses you don’t send people abroad to study because our universities \u00a0offer \u00a0such programmes. \u00a0Why would I send students \u00a0abroad \u00a0to study English Language, Social Studies or Political Science? \u00a0But we are ready to offer scholarships to students \u00a0to study peculiar \u00a0courses in medicine and engineering.<\/span><\/div>\n

We said look, it is not possible \u00a0for the state as it is now to fund scholarships in courses that are offered here in Nigeria. We agreed to pay off for those writing \u00a0their final \u00a0year \u00a0examinations \u00a0which amounted to N1.8 billion. Those of them studying English, Political Science \u00a0and \u00a0Accountancy, \u00a0we said that we will still give you scholarships, \u00a0but it will be in Nigerian universities. \u00a0We expect them to return \u00a0to \u00a0take this offer. To say that they would \u00a0remain \u00a0on the state’s account is not possible. \u00a0Some of them, their parents are rich and they are not from poor background. \u00a0Yes, there are few from poor background. \u00a0Some scholarships are for children \u00a0who are not from Rivers State. \u00a0In some instances, \u00a0they were political \u00a0scholarships. \u00a0As it is today, we don’t have the funds to continue \u00a0with such scholarships.\u00a0<\/span><\/div>\n

Infrastructural development. ..<\/span><\/strong><\/div>\n

We decided \u00a0to \u00a0commence \u00a0our infrastructural \u00a0development \u00a0from the State Capital because \u00a0that is where the first time visitor lands. When you get a bad impression about the state capital, this impression is likely \u00a0to \u00a0force you out of the state. If you see bad roads in the state capital, \u00a0you are likely to have negative \u00a0impression of the state. We took \u00a0a decision \u00a0to fix the roads and other infrastructural needs \u00a0of \u00a0Port Harcourt City. They were really bad at the time we assumed office. We also resolved to use reputable \u00a0construction \u00a0companies \u00a0to carry out \u00a0the works. We engaged Julius Berger, \u00a0CCECC, \u00a0CGC, Setraco. In fact, the whole of the city has been handled by Julius Berger and CCECC. That is why \u00a0you see quality \u00a0roads with no potholes in the state capital. You can see within the Government House, Julius Berger is restoring the old Brick House, the former \u00a0administrative \u00a0office of the state. They are also building \u00a0a chapel \u00a0of \u00a0worship.\u00a0<\/span><\/div>\n

I had a policy that even though we did not start some of \u00a0the \u00a0roads, when we feel that they are relevant we will complete them. Why do you abandon relevant \u00a0projects \u00a0where public \u00a0funds have been \u00a0committed. When we took that decision, \u00a0some criticised us, saying \u00a0start your own. The problem \u00a0we have in this country \u00a0is leaders insisting \u00a0on starting \u00a0their own projects. All projects that had bearing with the needs of the people \u00a0have been \u00a0completed. \u00a0That is why \u00a0today, you will \u00a0hardly \u00a0find abandoned projects in the state. Look at the law faculty at the Rivers State University of Science and Technology. \u00a0Since Okilo , \u00a0nobody \u00a0wanted to complete \u00a0it. But we have completed \u00a0it and it is the best in the country, with electronic \u00a0and traditional \u00a0libraries and other state-of-the-art facilities. See our roads. \u00a0The whole of Diobu , \u00a0the whole of Borikiri have had their roads reconstructed. If you are a Port Harcourt person, \u00a0you will \u00a0appreciate \u00a0the massive \u00a0development \u00a0that is taking place. For the past ten years, we have \u00a0never had Street lights. We made it a policy to fix Street lights on all the major streets in Port Harcourt. \u00a0Since you are in town, take off time in the night and drive through Ikwerre road, Aba road and other major streets to appreciate the transformation \u00a0taking place. This \u00a0has also enhanced security.\u00a0<\/span><\/div>\n

As regards to security, I have always maintained \u00a0that nobody \u00a0should politicise security. \u00a0Because when you begin to politicize \u00a0security, the society will be in trouble. \u00a0I think I am the only state governor \u00a0who has had more than four Commissioners of Police since I became governor. \u00a0Each time, they change \u00a0a Commissioner \u00a0of Police when an election is approaching. \u00a0When the election is over , \u00a0they bring another one. That is how they change the Director \u00a0of \u00a0the \u00a0DSS. This is not helping \u00a0anyone. When a Commissioner \u00a0of Police \u00a0is settling down to plan with \u00a0the \u00a0state government \u00a0on how to improve \u00a0security, \u00a0they transfer \u00a0him, bring another person \u00a0and the process starts all over. I ask myself what is the benefit of these frequent changes. There are people \u00a0who \u00a0believe \u00a0that \u00a0there should be crisis in this state. Who will it benefit if there is crisis? \u00a0When we had cases of kidnappings, instead of others to sit down with the state to resolve \u00a0the challenge, \u00a0they started making unreasonable \u00a0remarks. So I ran to God to pray. God now helped and the problem has been \u00a0transferred to \u00a0other states. \u00a0Now, we have \u00a0kidnapping \u00a0everywhere \u00a0in Nigeria. \u00a0In some \u00a0states, \u00a0they kidnap diplomats and traditional rulers .Kidnapping \u00a0is almost \u00a0gone here. It is \u00a0not \u00a0by my power , it is by God’s grace. When they said they will declare State of \u00a0Emergency here, \u00a0I said God save me and He saved me by pushing insecurity \u00a0to other states. Kidnapping \u00a0is \u00a0now a national \u00a0crime.<\/span><\/div>\n

This is the only state that you have not seen oil pipeline \u00a0vandalism. I believe \u00a0in the unity of this country. I believe \u00a0that if the economy \u00a0collapses, the state will \u00a0collapse. We are doing everything \u00a0to make \u00a0sure we don’t have that kind of crisis here. \u00a0What the Federal Government \u00a0should \u00a0do is to give us support to consolidate our security \u00a0measures.\u00a0<\/span><\/div>\n

There are states that traditionally belong to a political party. \u00a0Even in the United States , you have states that are for Democrats and those that are for Republicans. \u00a0You also have swing states. In Nigeria, \u00a0there are states that are traditional to some political \u00a0parties. \u00a0Rivers State \u00a0is \u00a0one of such states. It belongs \u00a0to \u00a0the \u00a0PDP. \u00a0When you use force to attempt to collect it, you cause crisis. People \u00a0will resist. \u00a0When you want to steal the mandate \u00a0of the people, \u00a0it is more heinous \u00a0than other crimes. Stealing the mandate of \u00a0the \u00a0people is a serious crime and it is worse than armed robbery. The difference \u00a0is that while the ordinary \u00a0armed robber uses arms to steal money, this political \u00a0armed robbers use arms to steal votes. When you are armed to snatch ballot boxes, is it not armed robbery? It is even worse . If you \u00a0have in mind to commit election \u00a0robbery, \u00a0the people \u00a0will resist it.<\/span><\/div>\n

That was what happened \u00a0during \u00a0the \u00a0March 19 rerun elections. They came to rig us, so that they will have the number \u00a0in the Assembly \u00a0to impeach me. You know they cancelled over 90percent of the Assembly seats and everything \u00a0for the National Assembly. \u00a0So they came to rig the elections. \u00a0I told them to have a rethink \u00a0because \u00a0it would not be easy \u00a0to do that in Rivers State. \u00a0<\/span><\/div>\n

Unnecessary deployment of armed forces for the rerun elections. ..<\/span><\/strong><\/div>\n

I have never seen the kind of security I saw during the March \u00a0rerun elections . \u00a0Even if Obama \u00a0comes, there would not be that kind of security. \u00a0I thought \u00a0even \u00a0the President \u00a0has never \u00a0had that kind of security. \u00a0It was unbelievable. \u00a0I make a state broadcast as an incumbent \u00a0state governor, \u00a0some other person \u00a0would go and make a broadcast. \u00a0The Federal Government behaved as if nothing \u00a0was happening. \u00a0I knew it would \u00a0be difficult because \u00a0when you \u00a0push a people to the wall, they react. We resisted them. The same people who said there was no election, \u00a0are now the persons at the Tribunal \u00a0saying \u00a0that they won. When they claimed \u00a0there was no elections, \u00a0now they are saying they should \u00a0declare them winners. I have never seen such a thing in my \u00a0life. People came out in Press Conferences \u00a0that there were no elections, but today they are saying they won.\u00a0<\/span><\/div>\n

Rivers State is peaceful. ..<\/span><\/strong><\/div>\n

They say Rivers State is not \u00a0peaceful \u00a0and I say that Rivers State is very peaceful. \u00a0Since there were no elections, \u00a0have you \u00a0been \u00a0hearing \u00a0of killings? \u00a0That tells you \u00a0that the reports of insecurity were only sponsored \u00a0for political \u00a0gains. When they come now \u00a0to say we should make peace, I agreed because \u00a0I am a peace maker. Even though \u00a0it was a set up because \u00a0nobody \u00a0told me \u00a0that \u00a0I \u00a0was invited \u00a0for a peaceful meeting. \u00a0I was invited to go and see the DG of the DSS without \u00a0knowing \u00a0that something was going on. \u00a0If you look at the pictures, \u00a0I was alone. I didn’t go with anybody thinking that I was going to see the DG. Reaching there I saw the other people. \u00a0I am not against \u00a0peace, but what I am discovering \u00a0now, \u00a0calls for vigilance. \u00a0Nigeria \u00a0is to big for you to think that you will plan and nobody \u00a0will know. Nobody \u00a0will take me by surprise. \u00a0You told me to make peace and I \u00a0am making peace. But what I am seeing now shows that there is a game going on. As I speak \u00a0to you, \u00a0they have transferred \u00a0all key senior policemen and they are bringing \u00a0people they think \u00a0will do their bid. The one that is shocking is the police officer who caused serious \u00a0crisis during the March 19 rerun elections. He was queried and transferred out of Rivers State, \u00a0now they have brought him back. The same security \u00a0people \u00a0who said we should make peace are doing a different thing. Tomorrow, \u00a0you will \u00a0say there is no peace in Rivers State. \u00a0Do we need to deceive ourselves? \u00a0Rivers State is a critical state as far as Nigeria \u00a0is concerned. You can’t take our mandate by force. As I speak \u00a0with you, there is nothing I can’t \u00a0do for Rivers State. I can lay down my life for the state. If you \u00a0like , bring American marines, \u00a0the worst that will happen \u00a0is that they will kill all of us. If that is the sacrifice, so be it. I don’t when we agree on something, \u00a0you start doing a different \u00a0thing, \u00a0it is not \u00a0the best.\u00a0<\/span><\/div>\n

I wrote to INEC use your \u00a0staff for the rerun \u00a0elections. \u00a0Leave these university \u00a0people. Why? You don’t know where their loyalty \u00a0will be. I schooled at the University of Port Harcourt, \u00a0 so I know all the \u00a0lecturers. I know who is a supporter of PDP and I know who is a supporter of APC. \u00a0Rivers \u00a0State \u00a0is \u00a0the only \u00a0state \u00a0holding \u00a0elections, \u00a0so go and \u00a0take all your staff , \u00a0bring them here, let them conduct free and fair \u00a0elections. \u00a0Because \u00a0they appointed \u00a0the Vice Chancellor of the university, they made him compile names of their loyalists as returning officers, \u00a0took same to INEC \u00a0and \u00a0INEC \u00a0approved. There was no problem. \u00a0But the problem \u00a0started when they saw the results \u00a0from the field. When they \u00a0noticed that the APC \u00a0was not winning, \u00a0they ran away. There was nobody \u00a0to collate the \u00a0results. Then the elections became \u00a0inconclusive. \u00a0I just can’t \u00a0understand. \u00a0Even if it is your father’s \u00a0younger brother, \u00a0bring him. Results will come from the field and he must collate the results. \u00a0When results come from the field, you won’t see the returning \u00a0officer, he has \u00a0taken off and they say it is inconclusive. And they \u00a0 reschedule. \u00a0<\/span><\/div>\n

Failing Propaganda. ..<\/span><\/strong><\/div>\n

They intensified \u00a0propaganda that once you \u00a0land in Rivers State, kidnappers will abduct you at the airport. \u00a0But you have \u00a0been here for days and you have experienced \u00a0the security. \u00a0Lies are easy to sell, \u00a0but they don’t last. They have a terminal \u00a0period. When the terminal \u00a0period comes the truth takes over. \u00a0This Port Harcourt you have come will expose you to the truth. I will \u00a0give \u00a0INEC \u00a0all the \u00a0support \u00a0to conduct \u00a0free and fair elections. \u00a0This is only one state. What happens \u00a0in 2019 when they conduct \u00a0elections \u00a0for the whole country. I have told my people \u00a0to be prepared. \u00a0If you \u00a0are sleeping, \u00a0don’t sleep again. This peace we are making, \u00a0I suspect \u00a0they want to come without us knowing. \u00a0Let’s be prepared. \u00a0I don’t trust these people. \u00a0INEC can announce \u00a0election \u00a0any day. \u00a0They did it in Abuja. \u00a0When they fixed elections \u00a0on a working \u00a0day. Nobody is travelling.<\/span><\/div>\n

Do the elections \u00a0200 times, it will be the same results. They are only postponing \u00a0the day of reckoning. They are trying \u00a0to \u00a0cover the political \u00a0inadequacies \u00a0of one man. They say they don’t want him to be embarrassed. \u00a0But there is no embarrassment. It is the voice of the people that matter. Elections \u00a0are the prerogative \u00a0of the people. \u00a0It has nothing \u00a0to \u00a0do \u00a0with \u00a0the \u00a0political \u00a0image \u00a0of \u00a0anyone.<\/span><\/div>\n
