Sales of oil at a high price had<br \/>\nmade Nigeria the biggest economy in Africa.<\/p>\n<p>But when the price of crude crashed from more than $100 a barrel in June<br \/>\n2014 to below $50 today, Nigeria&#8217;s fortunes followed.<\/p>\n<p>Reacting to the dramatic decline in state revenue, Nigerian President<br \/>\nMuhammadu Buhari ended costly fuel subsidies and finally devalued the<br \/>\nnaira in June after upholding a controversial currency peg for months.<\/p>\n<p>But Buhari&#8217;s policies have yet to inspire any real confidence at a time<br \/>\nwhen inflation is hovering around 16.5 percent and getting dollars is<br \/>\nstill a throbbing headache.<\/p>\n<p>One dollar is now worth over 400 naira on the parallel market, up from 340<br \/>\nin January. &#8220;We can&#8217;t get dollars,&#8221; one black market seller complained,<br \/>\n&#8220;we&#8217;re even accepting bills from 2003&#8221;.<\/p>\n<p>The shortage keeps investors away and makes life tough for local businesses.<\/p>\n<p>&#8220;You don&#8217;t have to be an economist to know that any system that allows you<br \/>\nto sit in your garden, and with a telephone call make one billion naira<br \/>\nwithout investing a kobo, that system is wrong,&#8221; said Emir of Kano<br \/>\nMuhammadu Sanusi, who served as Nigeria&#8217;s central bank governor under the<br \/>\nprevious administration.<\/p>\n<p>Buhari&#8217;s refusal to devalue the naira for months kept &#8220;foreign investors<br \/>\nwaiting on the sidelines&#8221;, Daniel Richards, West Africa analyst for BMI<br \/>\nResearch, told AFP.<\/p>\n<p>&#8220;The uncertainty that has surrounded monetary policy in Nigeria over the<br \/>\npast 18 months has been the biggest constraint on growth after lower oil<br \/>\nprices.&#8221;<\/p>\n<p>Nigeria&#8217;s economy will likely show a decline of 1.6 percent in the three<br \/>\nmonths through June, estimated Bloomberg News, following a 0.4 percent<br \/>\nyear-on-year contraction in the first quarter.<\/p>\n<p>This year gross domestic product could contract by 1.8 per cent, according<br \/>\nto the International Monetary Fund.<\/p>\n<p>&#8211; &#8216;Execution risk&#8217; &#8211;<\/p>\n<p>Buhari has been frank in his assessment of the beleaguered Nigerian economy.<\/p>\n<p>In his May speech commemorating his one-year anniversary in office, the<br \/>\npresident said he inherited &#8220;decrepit&#8221; infrastructure and the oil<br \/>\nrefineries in a &#8220;state of disrepair&#8221;.<\/p>\n<p>His plan to kickstart the economy has two priorities: one is to tackle<br \/>\nendemic corruption, the other is to diversify the economy.<\/p>\n<p>Buhari&#8217;s anti-corruption drive has been largely met with applause. The<br \/>\nEconomic and Financial Crimes Commission is doggedly persuing top<br \/>\npoliticians who allegedly looted millions from state coffers.<br \/>\nYet the response to his expansionary budget designed to wean Nigeria off<br \/>\noil has been tepid.<\/p>\n<p>&#8220;It projects a very large increase in non-oil revenue of 70 per cent&#8221;,<br \/>\nsaid Moody&#8217;s Investors Service in April, adding that &#8220;the government&#8217;s<br \/>\nobjectives are extremely ambitious.&#8221;<\/p>\n<p>In reality, said Moody&#8217;s, &#8220;since 2012, non-oil tax revenue has gradually<br \/>\ngrown but at a much lower pace.&#8221;<\/p>\n<p>Razia Khan, Africa economist at Standard Chartered Bank, has similar<br \/>\nconcerns.<\/p>\n<p>&#8220;A very ambitious budget was outlined, but we know from the past that<br \/>\nNigeria doesn&#8217;t have a good record in delivering on time,&#8221; Khan said.<\/p>\n<p>&#8220;In the longer term the execution risk is all about revenue mobilisation.<br \/>\nIs Nigeria going to be able to sustain this spending without amassing<br \/>\ngreat debt?&#8221;<\/p>\n<p>&#8211; Power barrier &#8211;<\/p>\n<p>The sluggish growth could go on for &#8220;another two years&#8221;, said Dawn Dimowo,<br \/>\nan analyst at consultancy firm Africa Practice.<\/p>\n<p>Even if the oil price rebounds and rebels stop sabotaging oil production,<br \/>\nNigeria has to address its decrepit infrastructure and revamp its<br \/>\nrefineries.<\/p>\n<p>&#8220;There is a critical need for massive investments in infrastructure and<br \/>\nimport replacement, which will take years to come through,&#8221; Dimowo said.<\/p>\n<p>&#8220;Power is a major barrier, that sector needs to be a priority&#8221;, she said.<\/p>\n<p>Electricity production, which already was faltering before the crisis,<br \/>\nbarely reached 2500 megawatts for its 170 million inhabitants.<\/p>\n<p>By contrast, South Africa &#8212; with a population less than a third of<br \/>\nNigeria&#8217;s &#8212; has a power capacity of 40,000 megawatts.<\/p>\n<p>Without power, growth may improve but diversifying the economy will be<br \/>\nnear impossible, explained Richards.<\/p>\n<p>&#8220;If import substitution is to be realised and the manufacturing sector<br \/>\nbolstered, then more headway must be made in improving power supply.&#8221;<\/p>\n<!-- AddThis Advanced Settings generic via filter on the_content --><!-- AddThis Share Buttons generic via filter on the_content --><!-- AddThis Related Posts generic via filter on the_content -->","protected":false},"excerpt":{"rendered":"<p>After two bruising quarters marked by attacks on oil pipelines in the Niger delta and ballooning inflation, Nigeria is expected on Wednesday to announce it is officially in recession.
