The Senate on Wednesday<\/span><\/span> rejected a Bill seeking statutory grant and
\nrecognition of Lagos State for its `strategic socio-economic
\nsignificance.\u2019<\/p>\n

The bill, sponsored by Sen. Oluremi Tinubu (Lagos Central), was rejected
\nby most of the lawmakers who argued that it contradicted certain
\nconstitutional provisions.<\/p>\n

Tinubu had urged her colleagues to support the bill for Lagos to be
\ngranted one per cent of revenue from the Federation Account as statutory
\ngrant.<\/p>\n

\ncentre of Nigeria. Today, Lagos serves as the commercial capital of
\nNigeria.
\n\u201cThe strategic importance of Lagos State is inherent in several sectors of
\nthe economy.\u2019\u2019<\/p>\n

She said statistics indicated that six out of 10 international passengers
\narrived in Lagos while eight out of 10 departed from Lagos.<\/p>\n

\u201cLagos is home to the major ports that served Nigeria. It accounts for
\nover 90 per cent of all maritime exports.<\/p>\n

\u201cThe state delivers much of the funds and charges that go into the coffers
\nof the Federal Government. It is incontrovertible that Lagos state
\ngenerates much of Nigeria\u2019s income outside its oil sector.<\/p>\n

\u201cAccording to FIRS report in 2008, 86.2 per cent company income taxes were
\ncollected in Lagos, including 56.7 per cent value added tax.<\/p>\n

\u201cAs a city which caters for the welfare of residents and visitors, Lagos
\nis placed under a huge strain that affects its infrastructure and has
\nwelfare implications for residents and transient citizens of other states
\nin Nigeria.<\/p>\n

\u201cThis grant will be utilised in meeting the public infrastructural need of
\nLagos state, including rail infrastructure to decongest the roads\u2019\u2019, she
\nadded<\/p>\n

In the same vein, Sen. Solomon Adeola (APC-Lagos West), drew the attention
\nof his colleagues to the cosmopolitan nature of Lagos.<\/p>\n

He said if the grant was approved, it would not only benefit the state but
\nthe entire nation.<\/p>\n

Sen. Fatima Rasaki, wife of former Lagos administrator representing PDP
\nEkiti Central, said the bill was overdue adding that the state deserved
\nthe grant as a former capital city.<\/p>\n

However, many senators voted against the bill, arguing that one state
\ncould not be `so favoured\u2019 over other states.<\/p>\n

Sen. James Manager said that although he was in support of the bill, it
\nwould not be possible to pass it as it contravened certain sections of the
\nconstitution.<\/p>\n

The argument in support took a complete turn when the Majority Whip, Sen.
\nOlusola Adeyeye spoke on the bill.<\/p>\n

Adeyeye said Lagos State deserved 13 per cent like states in the Niger Delta.<\/p>\n

He countered Sen. Philip Aduda\u2019s plea that the Federal Capital Territory
\nbe considered also for a similar grant.<\/p>\n

He further stated that the FCT had enjoyed so much attention from the
\nfederal government, describing the territory as a \u201crotten pampered child.\u201d<\/p>\n

His comment irked many senators and generated mild commotion in the
\nchamber until he retracted the comment with the intervention of Deputy
\nPresident of the Senate, Ike Ekweremadu who presided.<\/p>\n

When the question was put, many senators in voice vote, voted against the
\nbill.<\/p>\n

In a related dev elopement, the Senate passed for second reading a Bill
\nseeking to protect Nigerians from lynching or extrajudicial killings.<\/p>\n

The billed is titled: \u201cA Bill for an Act for the Prohibition of and
\nProtection of Persons from Lynching, Mob Action and Extrajudicial
\nExecution and other Related Offences, 2016.<\/p>\n

The bill, sponsored by Sen. Dino Melaye, received the nod of the Senate
\nand was referred to the Committee on Judiciary, Human Rights and Legal
