Barrack Obama, the 44th President of the United States and the first African American to hold the top American job, delivered his farewell address to Americans yesterday (January 10) from his adopted home state of Chicago. Speaking in front of a\u00a0crowd of thousands in a speech \u00a0he entitled: \u2018It Has Been the Honour of My Life to Serve\u00a0You\u2019, <\/strong>many in the crowd were said to have got emotional, including Obama himself who reportedly had to reach for his handkerchief a number of times. Obama is expected to hand over to Donald Trump on Friday, January 20.<\/p>\n

\u00a0Obama\u2019s farewell speech appeared to have been treated as a non-event by the media in Africa, including the social media. This is in contrast to 2008 when his campaign for the US presidency and eventual triumph in the contest generated unbelievable sense of euphoria across the continent. So what really has happened?<\/p>\n

It was obvious that there was no way Obama could have met the sky-high expectations of people in the continent. In a continent where politics is largely patronage-driven, many who saw Obama as \u2018American African\u2019 because his father was Kenyan (rather than as an \u2018African American\u2019) \u00a0often complain loudly that Obama\u2019s presidency did not bring any tangible benefits to the continent compared to what the continent got from his predecessors. Some of his admirers however blame Obama\u2019s relative \u2018non-performance\u2019 to the constraints posed by the nature of American society: an American President is primarily elected to look after the interests of the country and foreign policies pursued by the President must feed into that primary objective. Obama\u2019s admirers will also argue that he was equally encumbered by the \u2018Birther conspiracy theory\u2019, which continued to hold that he was born in Africa (and thus not even qualified to be American President). Obama\u2019s supporters say that the \u2018birther movement\u2019 will use any tinge of favouritism to Africa to justify its theory. It is thought that suspicions about Obama\u2019s \u2018hidden agenda\u2019 by the \u2018Birther movement\u2019 contributed to his delaying his visit to Kenya, his father\u2019s country, until 2015 \u2013 some seven years after he became President of the United States.<\/p>\n

Apart from discussions on whether Africans specifically benefitted from Obama\u2019s presidency or not, some Africans have other grounds for feeling alienated from his government \u2013 or at least feeling nonchalant about it:<\/p>\n

During his visit to Accra in 2009, some Africans felt slighted that while he appeared to be sucking up to the Arab World and others, he appeared more interested in talking down or lecturing African leaders. For instance during the Accra visit \u00a0he was quoted as saying:<\/p>\n

\u201cNow, it\u2019s easy to point fingers and to pin the blame of these problems on others. Yes, a colonial map that made little sense helped to breed conflict. The West has often approached Africa as a patron or a source of resources, rather than a partner. But the West is not responsible for\u00a0the destruction of the Zimbabwean economy\u00a0over the last decade, or wars in which children are enlisted as combatants.<\/p>\n

\u201cIn my father\u2019s life, it was partly tribalism and patronage and nepotism in an independent Kenya that for a long stretch derailed his career, and we know that this kind of corruption is still a daily fact of life for far too many.\u201d<\/p>\n

While some claimed that such statements were \u2018tough love\u2019 from Obama, there is no doubt that this rubbed many Africans on the wrong side. Additionally some citizens of the countries that were skipped during Obama\u2019s Africa visits, especially Nigerians, (we do not miss any opportunity to tell the world that we are the \u201cgiants of Africa\u201d, and that one in every five Black people in the world is a Nigerian), did not feel amused and began to delink from him. This was not helped by the administration\u2019s refusal to sell weapons to the country to fight Boko Haram. Additionally, Obama\u2019s legalization of gay marriage in the USA and threats to cut off aids to African countries that did not follow suit was seen by many Africans as not only a disrespect of their religious sensibility but also a pursuit of aggressive cultural imperialism. Some Africans equally blame the Obama administration\u2019s decision\u00a0to intervene in Libya in early 2011\u00a0for creating the vacuum which opened a space for\u00a0the fundamentalist group, the so-called Islamic State.<\/p>\n

Despite the above, how did the Obama administration try to engage the continent? Does the Obama administration have any signature imitative on Africa comparable to the enactment of the African Growth and Opportunity Act (AGOA) under President Bill Clinton, the creation of the United States Africa Command (AFRICOM) -the U.S. military headquarters for\u00a0the continent – by President George W. Bush and also the latter\u2019s President\u2019s Emergency Plan for AIDS Relief (PEPFAR)?\u00a0 PEPFAR is generally credited with\u00a0saving millions of lives\u00a0on the continent. Remarkably Obama actually cut funding for PEPFAR- which led to critics accusing him of undermining the progress made against HIV\/AIDS in the continent.<\/p>\n

Obama made four Africa visits spanning seven countries \u2013 probably the most by any sitting American President. Though he was accused of talking down or lecturing African leaders during his first Africa visit in 2009, subsequently he used every opportunity to indicate that he wanted to retool the relationship between Africa and America such that it would be based on mutual benefits. Africa, in popular Western imagination is often associated with a \u2018begging bowl syndrome\u2019 or seen as a \u201cscar on the conscience of the world\u201d – as Tony Blair put it when he was British Prime Minister.<\/p>\n

Obama actually have a few initiatives for Africa. These included the Power Africa initiative, which was meant to light up the continent with more than 30,000 megawatts of power. It only managed to generate a little over 4,000 megawatts since it started in 2013. There was also YALI- Young African Leadership Initiative (YALI), a small and often overlooked programme that started in 2013 and which sought to engage with the continent\u2019s youth. Perhaps Obama\u2019s most ambitious Africa initiative was the US-Africa summit, which lasted from August 4 (Obama\u2019s birthday) through August 6, 2014. The summit was promoted as the largest event any US President ever held with African heads of state and government.<\/p>\n

All African heads of state or government in good standing with the United States were invited. Prominent business people and the Chairperson of the African Union also received invitations. Leaders of five African countries \u2013 Central African Republic, Eritrea, Sudan and Zimbabwe were, however, not invited. The presidents of Liberia and Sierra Leone excused themselves to deal with the outbreak of Ebola virus epidemic in their countries.
\nDuring the three-day Africa Summit US Commerce Secretary Penny Pritzker promised that about $900m (\u00a3535m) in business deals would be sealed during the event.<\/p>\n

The jury is still out on what the US-Africa summit actually delivered to the continent. Suffice it to add that critics believe that the summit was driven less by any altruism for Africa and more by \u2018China envy\u2019. For instance, China has emerged as Africa\u2019s biggest trading partner, with a trading volume worth some $200bn compared to USA\u2019s $85bn, according to United States Census Bureau figures. Despite being the world\u2019s largest economy, the US is still only Africa\u2019s third largest trade partner \u2013 behind the European Union. Critics also argue that Obama merely wanted to use the summit to embellish his standing with Africans aware that many Africans felt disappointed with his presidency. \u00a0The argument is that by getting some 35 African heads of state and governments\u00a0 to come to Washington DC in 2014 – \u00a0with all the media hype and hoopla – \u00a0Obama might be hoping to make up for whatever disappointment some Africans might have about his administration.<\/p>\n

An intangible, and perhaps most powerful benefit to Africans from the Obama presidency however is the idea of \u201cYes, we can\u201d. \u00a0Obama symbolizes the fact that we all can, in a free society, overcome the challenges imposed by the accidents of our birth, to reach our God-ordained heights. This simultaneously calls on individuals to, on the one hand dream big dreams and work hard and on the other hand fight for a just society. It could be argued that these two conditions, worked together with fate, to create Obama as a political expression.<\/p>\n
