The United States Department of State is worried about Nigeria\u2019s inability
\nto effectively secure and hold onto territories recaptured from Boko Haram
\nterrorists despite the successes recorded by the Multi-National joint task
\nforce.<\/p>\n
This assertion is contained in the United States country report on
\nterrorism for the year 2016 submitted to the US Congress in compliance
\nwith the title 22 of the US Code.<\/p>\n
The report, published on July 19, highlights the successes and failings of
\nthe Nigerian Army in the fight against Boko Haram terrorists.
\nIt indicates that the Federal government\u2019s progress report on the fight
\nagainst terror is merely a duplication of failed efforts carried over from
\nthe end of last year\u2019s fighting season.<\/p>\n
It says the Nigerian government has not been able to rebuild civilian
\nstructures and institutions in areas captured. Just as it has not been
\nable to rescue the remaining Chibok school girls abducted in 2014.<\/p>\n
\u201cDespite gains made by the MNJTF, much of its reported progress was merely
\nduplication of failed efforts carried over from the end of the last
\ndry\/fighting season. The Nigerian military was unable to hold and rebuild
\ncivilian structures and institutions in those areas it had cleared,\u201d the
\nreport reads in part.<\/p>\n
\u201cMost of the remaining students abducted by BH in Chibok remained in
\ncaptivity, although one girl was found in Borno, and the Government of
\nNigeria successfully negotiated the release of 21 of the kidnapping
\nvictims.\u201d<\/p>\n
According to the report, terrorist activity accounted for the displacement
\nof nearly two million persons in Adamawa, Bauchi, Borno, Gombe, Taraba,
\nand Yobes.<\/p>\n
Although it notes that the Nigerian government continued to facilitate the
\nreturn of internally displaced persons to their home communities, it said
\nthis was sometimes done without first putting \u201cappropriate conditions in
\nplace for safe, informed, and voluntary returns\u201d.<\/p>\n
It adds, \u201cThere was no evidence in 2016 of the implementation of a
\ncoordinated plan to restore civilian security in recaptured
\nterritories.\u201dIn partnership with international donors, the Nigerian
\ngovernment set up several institutions to coordinate the reconstruction of
\nareas destroyed by the conflict in the northeast.\u201d<\/p>\n
The report also accuses the Nigerian government of failing to get help
\nfrom regional organisations.<\/p>\n
It says, \u201cThe Nigerian government has not invested significant resources
\nor time enlisting regional organisations, such as the Economic
\nOrganisation of West African States and Economic Community of Central
\nAfrican States, to assist with the BH problem.<\/p>\n
\u201cInstead, the Government of Nigeria preferred to engage BH militants in
\ndirect, unilateral military action and through the MNJTF, which is headed
\nby a Nigerian military officer.\u201d<\/p>\n
\u2022 On January 28, six male and female suicide bombers detonated explosives
\nin Chibok, killing 16 people. While other attacks this year may have
\nresulted in greater casualties, the number of bombers made this attack
\nsignificant.
\n\u2022 On January 30, BH attacked Dalori with three female suicide bombers and
\ndozens of conventional attackers. At least 85 people were killed.
\n\u2022 On February 9, two female suicide bombers detonated explosives at the
\nDikwa camp. At least 58 people were killed and 78 people were injured.
\n\u2022 On September 20, a military convoy was attacked in the town of Malam
\nFatori, Borno State, killing 40 people and injuring dozens.
\n\u2022 On October 16, a Nigerian Army battalion located in Gashagar Village,
\nnorthern Borno, was attacked by BH members who overran the army position.
\nAt least 24 soldiers were reported as missing in action and have not been
\nreported as found. Several of the army\u2019s vehicles were reportedly
\ndestroyed or recovered by BH.
\n\u2022 On December 9, two female suicide bombers detonated themselves in a
\nmarket in Madagali Village, Adamawa State. Nigerian military officials
\nreported 30 people dead and 68 people wounded. Open source news reported
