{"id":59771,"date":"2017-10-03T16:59:16","date_gmt":"2017-10-03T15:59:16","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=59771"},"modified":"2017-10-03T19:02:33","modified_gmt":"2017-10-03T18:02:33","slug":"oil-money-war-kachikwu-accuses-nnpc-gmd-awarding-26billion-contracts-without-due-process","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/exclusive\/oil-money-war-kachikwu-accuses-nnpc-gmd-awarding-26billion-contracts-without-due-process\/","title":{"rendered":"OIL MONEY WAR: Kachikwu Accuses NNPC GMD of Awarding $26billion Contracts Without Due Process"},"content":{"rendered":"<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3811\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3811\" dir=\"ltr\">Minister of State, petroleum Resources, Dr. Ibe Kachikwu has accused the Group Managing Director, GMD, Nigeria National Petroleum Corporation, NNPC, Dr. Maikanti Baru of running a one-man show and awarding contracts valued at over $26billion without due processes.<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3811\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3478\" class=\"m_-1574030473237427829signature\">\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3530\">\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3738\" dir=\"ltr\">In a letter dated August 30th, 2017, HMS\/MPR\/001\/VOL.1\/100, the minister also accused the GMD of insubordination, saying his actions are not only disrespectful to his office but also humiliating<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3740\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3742\" dir=\"ltr\">\u201d Mr President in over one year of Dr baru\u2019s tenure, no contract has been run through the NNPC board, Kachikwu alleged in copies of the letter cited by Per Second News.<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3744\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3746\" dir=\"ltr\">\u201d The legal and procedural requirement is that all contracts above $20m would need to be reviewed and approved by the board of NNPC.\u201d<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3748\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3750\" dir=\"ltr\">\u201cThis is despite my diplomatic encouragement to Dr Baru to do so to avoid wrongfully painting you as a President who does not allow due process to thrive in NNPC.\u201d \u201cGiven the history of malpractices and the public perception of NNPC as having a history of non-transparency, the NNPC tenders board, NTB, cannot be the final clearance authority for contracts it enters into.\u201d<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3752\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3754\" dir=\"ltr\">\u201d The following major contracts were never reviewed by or discussed with me or the NNPC board.\u201d<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3756\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3758\" dir=\"ltr\">1, The Crude Term Contracts valued at over $10billion, 2,The DSDP Contracts with over $5billion, 3,The Akk Pipeline Contract valued at $3billion, 4,various financing allocation funding contracts with the NOCs valued at $3billion and 5,various other NPDS production service contracts valued at between $3-4billion.<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3760\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3762\" dir=\"ltr\">Kachikwu, alleged that the GMD has ran the corporation like a one man show. \u201d I learn of transactions only through publications in the media.\u201d<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3764\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3766\" dir=\"ltr\">\u201d There are many more your excellency. In most of these activities the explanation of the GMD is that you are the minister of Petroleum and your approvals were obtained.\u201d<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3768\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3770\" dir=\"ltr\">\u201d When I call for meetings, the GMD Baru chooses which meetings he wishes to attend and those he chooses to send subordinates, he sends those subordinates without courtesy of a call to explain his absence.\u201d<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3772\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3774\" dir=\"ltr\">\u201cAt inception I instituted a monthly Parastals review meeting with Head of Agencies and another with the oil senior management in all parastatals, the GMD objected to his senior staff coming to the joint senior management meetings.\u201d<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3776\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3778\" dir=\"ltr\">\u2018 He argued that this was overreaching his territory, I have tried to manage the bad perception created by GMD\u2019s blatant insubordination and disrespectful attitude, I have worked hard to avoid being seen as petty and meddlesome.<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3780\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3782\" dir=\"ltr\">\u201cIn order to convince your excellency to sideline me, I am sure I have been labelled as being, anti-north, corrupt and in collusion with militants.\u201d<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3784\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3786\" dir=\"ltr\">RECENT APPOINTMENTS<\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3788\" dir=\"ltr\"><\/div>\n<div id=\"m_-1574030473237427829yui_3_16_0_ym19_1_1507044898042_3790\" dir=\"ltr\">\u201d I resumed work confronted by many publications of massive changes within the NNPC.
