{"id":59989,"date":"2017-10-24T15:01:33","date_gmt":"2017-10-24T14:01:33","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=59989"},"modified":"2017-10-24T15:01:33","modified_gmt":"2017-10-24T14:01:33","slug":"southern-governors-demand-true-federalism-devolution-power-insist-one-nigeria","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/exclusive\/southern-governors-demand-true-federalism-devolution-power-insist-one-nigeria\/","title":{"rendered":"Southern Governors Demand True Federalism, Devolution of Power, Insist On One Nigeria"},"content":{"rendered":"<p>Rising from a three-hour meeting held in Lagos\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_974195549\"><span class=\"aQJ\">Monday<\/span><\/span>, the governors of<br \/>\nthe 17 states of Southern Nigeria have asked the federal government to<br \/>\ndevolve powers to the states.<\/p>\n<p>The governors also reiterated their commitment to a united, indivisible<br \/>\nNigeria.<\/p>\n<p>In a joint communique read by the host governor, Akinwunmi Ambode of Lagos<br \/>\nState, the governors said that they also remained committed to a true<br \/>\nfederalism.<\/p>\n<p>The communiqu\u00e9, however, did not state what they meant by true federalism.<br \/>\nThe governors said they would like to see an effective linkage of<br \/>\ninfrastructure in the Southern part of the country and pledged to work<br \/>\ntogether for the development of the states in the Southern part of the<br \/>\ncountry.<\/p>\n<p>Whilst the Northern Governors\u2019 Forum has held regular meetings, the<br \/>\nSouthern governors are just waking from their slumber, making Monday\u2019s the<br \/>\nsecond meeting by the Southern Governors\u2019 Forum\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_974195551\"><span class=\"aQJ\">in 12 years<\/span><\/span>.<\/p>\n<p>The first summit of the Southern governors took place in 2001 and the last<br \/>\nprior to\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_974195552\"><span class=\"aQJ\">Monday\u2019s<\/span><\/span>, was in 2005.<\/p>\n<p>At\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_974195553\"><span class=\"aQJ\">Monday\u2019s<\/span><\/span>\u00a0summit, which was attended by the governors or their<br \/>\nrepresentatives, except for Imo State Governor Rochas Okorocha who did not<br \/>\nattend or send a representative, the governors appointed Ambode as<br \/>\nchairman of the forum and Governors Dave Umahi of Ebonyi and Seriake<br \/>\nDickson of Bayelsa as co-chairmen.<\/p>\n<p>Some of the governors who attended the summit included the governors of<br \/>\nthe six South-western states: Ambode; Ekiti State Governor, Mr. Ayo<br \/>\nFayose; Ogun State Governor, Senator Ibikunle Amosun; Ondo State Governor,<br \/>\nMr. Rotimi Akeredolu; Osun State Governor, Mr. Rauf Aregbesola; and Oyo<br \/>\nState Governor, Senator Abiola Ajimobi.<\/p>\n<p>Also present were the governors of Rivers State, Nyesom Wike; Edo State,<br \/>\nMr. Godwin Obaseki; Abia State, Okezie Ikpeazu; Enugu State, Ifeanyi<br \/>\nUgwuanyi; Akwa Ibom State, Emmanuel Udom; and Ebonyi State, David Umahi.<br \/>\nThe geputy governors of Anambra, Dr. Nkem Okeke and Cross River State,<br \/>\nProf. Ivara Esu, were also present.<\/p>\n<p>The governors also agreed to collaborate in the growth of their respective<br \/>\neconomies while emphasising the need to develop strategic infrastructure<br \/>\nprojects within the states in the South-east, South-south and South-west.<\/p>\n<p>The communiqu\u00e9 read in part: \u201cThe Southern Governors\u2019 Forum at its meeting<br \/>\nin Ikeja restated their commitment to a united, indivisible Nigeria. The<br \/>\nsummit also reiterated its position on true federalism and devolution of<br \/>\npowers.<\/p>\n<p>\u201cIt restated its commitment to collaborate with one another for the growth<br \/>\nand development of their economies. The summit restated commitment to<br \/>\nsecurity of lives and properties of the citizens<\/p>\n<p>\u201cThe summit also emphasised the need for effective linkage of good<br \/>\ninfrastructure within the sphere of Southern Nigeria. The summit<br \/>\nunanimously appointed Governor Ambode as chairman and Governors Dickson<br \/>\nand Umahi as co-chairmen.\u201d<\/p>\n<p>The forum scheduled to hold its next meeting to take place in Port<br \/>\nHarcourt, Rivers State.<\/p>\n<p>Before the meeting, Ambode had said in his address that was still a lot to<br \/>\nbe done in terms of the current structure of the country.<\/p>\n<p>\u201cThere is certainly a lot to be done about true federalism, an issue that<br \/>\nrequires urgent, meticulous and proactive attention from the forum.<\/p>\n<p>\u201cNo less disturbing is the failure to undertake the periodic review of the<br \/>\nrevenue allocation formula as provided for by the 1999 Constitution to<br \/>\nreflect evolving realities.<\/p>\n<p>\u201cThis is another critical matter that ought to engage this forum in order<br \/>\nto enhance the viability of the state and local governments as well as<br \/>\ntheir capacity to fulfill their developmental roles in the polity,\u201d the<br \/>\nLagos governor had said.<\/p>\n<p>He lamented that states \u201care being disparaged for always carrying begging<br \/>\nbowls to Abuja in the quest for handouts from the federal government\u201d.<\/p>\n<p>\u201cThis is a function of our present National Constitution that burdens the<br \/>\nfederal government with activities and responsibilities that rightly fall<br \/>\nwithin the province of the states,\u201d he added.<\/p>\n<p>Ambode noted that the productivity and revenue-generating capacities of<br \/>\nmost of the states were being stifled, effectively turning them into no<br \/>\nbetter than street beggar states incapable of even meeting the routine<br \/>\nobligations of paying workers\u2019 salaries and pensions without federal<br \/>\nsupport.<\/p>\n<p>Citing the example of Lagos State in the struggle for true federalism,<br \/>\nAmbode explained that the state had fought and won several legal battles<br \/>\nsince 1999, which he said had systematically strengthened her autonomy and<br \/>\nenhanced her fiscal viability.<\/p>\n<p>Over the years, he said, the state \u201chas won legal control over the<br \/>\nmanagement of its environment, control of urban and physical planning,<br \/>\nregulation of overhead masts, registration and regulation of hotels and<br \/>\nrestaurants, and control of her inland waterways\u201d.<\/p>\n<p>He said the victory did not belong to Lagos alone, but to all other states<br \/>\nin the federation and which they must explore significantly.<\/p>\n<p>\u201cI believe if Lagos has been able to achieve so much fighting<br \/>\nsingle-handedly, the forum can accomplish much more by thinking, planning,<br \/>\nstrategising and acting together,\u201d he said.<\/p>\n<p>He added that the constitution amendment was coming at a most appropriate<br \/>\ntime, stating: \u201cAs you are aware, the Senate and House of Representatives<br \/>\nare currently harmonising their differences on the proposed amendments of<br \/>\nthe 1999 Constitution before they are transmitted to the state House of<br \/>\nAssemblies for approval.<\/p>\n<p>\u201cIt is important for this forum to comprehensively look at the proposed<br \/>\namendments with a view to working with our respective House of Assemblies<br \/>\nto ensure a coordinated response on our part that will strengthen the<br \/>\npractice of democracy, federalism, constitutionalism and the rule of law.\u201d<\/p>\n<p>Giving insight into the genesis of the summit, Ambode said one of his<br \/>\npredecessors, Senator Bola Ahmed Tinubu, in 2001 had started it, pointing<br \/>\nout that the forum held nine meetings within a period of four years with<br \/>\nenviable achievements.<\/p>\n<p>He listed some of the achievements of the forum before its last meeting in<br \/>\nLagos on February 25, 2005, stating that the forum became a significant<br \/>\nvoice on matters of critical importance both to the South and to Nigeria<br \/>\nas a whole.<\/p>\n<p>He noted that the first achievement of the forum was its collective<br \/>\nadvocacy for the special allocation to oil producing states from the<br \/>\nFederation Account, which according to him, resulted in the current<br \/>\nderivation formula of 13 per cent accruing to the oil producing states.<\/p>\n<p>Ambode also explained strategic contribution that the forum amade to the<br \/>\ncountry\u2019s governance structure, noting that the forum strengthened the<br \/>\ncountry\u2019s practice of true federalism, which he said was evident in a<br \/>\njudgment the Supreme Court delivered in 2002.<\/p>\n<p>He said the Supreme Court had declared illegal and unconstitutional the<br \/>\npractice of deducting monies from the Federation Account as a first line<br \/>\ncharge for the funding the oil Joint Venture Contracts, Nigerian National<br \/>\nPetroleum Corporation (NNPC) priority projects, servicing of the federal<br \/>\ngovernment\u2019s external debts, the judiciary and Federal Capital Territory,<br \/>\namong other federal obligations.<\/p>\n<p>In the same case, Ambode noted that the Supreme Court had also abolished<br \/>\nthe special funds created by the federal government to enable it draw<br \/>\nfunds from the Federation Account to pay for matters that fell within its<br \/>\nexclusive
