The Muhammadu Buhari administration will begin collecting social media<\/span>
\ninformation, profiles and\u00a0 postings of notable Nigerians.<\/p>\n

President Muhamamdu Buhari on Thursday met behind closed doors with the
\nnation\u2019s security chiefs as part of efforts aimed at end the spate of
\ninsecurity across the country.<\/p>\n

The administration gave marching orders to the relevant security agencies
\nto as a matter of urgency tackle the propagation of hate speeches
\nespecially through the social media particularly by some high profile
\nNigerians.<\/p>\n

Top on the agenda were the stringent conditions imposed by the United
\nStates government for the sale of 12 Super Tucano A29 planes and other
\nweapons worth $495 million.<\/p>\n

It warned that the Armed forces is currently synergising with other
\nsecurity agencies through intelligence sharing and joint operations to
\naddress the various security challenges in Nigeria.<\/p>\n

The meeting which last led three hours was held inside the President\u2019s
\noffice at the Presidential Villa, Abuja.<\/p>\n

The Minister of Defence, Mansur Dan-Ali; and the National Security
\nAdviser, Babagana Monguno, led the security chiefs to the meeting.<\/p>\n

The new Director-General of the National Intelligence Agency, Ahmed
\nAbubakar, attended the security meeting for the first time since his
\nrecent appointment.<\/p>\n

In attendance were the Chief of Defence Staff (CDS), General Gabriel
\nOlonisakin, Chief of Army Staff, Lt. Gen. Tukur Buratai, Chief of Air
\nStaff, Air Marshall Sadique Abubakar, and Chief of Naval Staff Vice
\nAdmiral Ibok-Ete Ekwe Ibas, and the Inspector-General of Police, Ibrahim
\nIdris.<\/p>\n

Dan Ali, who briefed State House corespondents after the meeting, said
\nwhile the US government insists that the payment must be made by February
\n20, 2018, it also maintained that the aircrafts can only be available in
\n2020.<\/p>\n

Apart from that, the US government has also forbidden Nigerian personnel
\nfrom being sent to understudy the production process of the aircrafts as
\nNigeria had done in the case of other countries.<\/p>\n

The minister said the council has approved that the Ministry of Defence
\nmeets with the US Ambassador to Nigeria, Stuart Symington, to iron out out
\nthe contending issues.<\/p>\n

The Donald Trump administration last December, agreed to proceed with the
\nsale of the aircrafts to Nigeria after the Obama administration had
\ndelayed it following bombing of a refugee camp in January last year by the
\nNigerian Air Force.<\/p>\n

He said, \u201cThe contract include cost which is $494 million to acquire the
\nSuper Tucano A29 plans as well as training, where the facilities will be
\naccommodated and continuous servicing among others.<\/p>\n

\u201cSome of the stringent measures include that we will start having them
\nfrom 2020, which is two years from now. They are also thinking of not
\nallowing our technicians to be part of the production inspection. But this
\nis what we normally do in all the defence contracts, we send our personnel
\nto go and understudy especially when it comes to specialized aircrafts
\nlike in Russia, our personnel are permanently based in where the
\nproduction is being done for this MI35 helicopters.\u201d<\/p>\n

On the curtailment of the proliferation of light arms, DAN-Ali said the
\ncouncil has set up committee to work out modalities to transform the
\nPresidential Committee on Small Arms and Light Weapons (PRESCOM) to a
\nNational Commission.<\/p>\n

He said the members of the National Commission are drawn from all security
\nservices with the Office of the National Security Adviser, Ministry of
\nDefense as well as Ministry of Interior and will be headed by a retired
\nGeneral.<\/p>\n

According to him, \u201csimilar accommodations were built by Defence
\nHeadquarters and commissioned by the HMOD in Abuja last month. This has
\ngone a long way to solving accommodation problem and boosting the morale
\nof personnel serving in Abuja.\u201d<\/p>\n

The minister revealed that the council also discussed the remote and
\nimmediate causes of the frequent farmers\/herdsmen deadly clashes in the
\ncountry, which he blamed on the blockage of cattle routes and the
\nestablishment of anti-grazing laws by some states and the existence of
\nlocal militias.<\/p>\n

\u201cLook at this issue (killings in Benue and Taraba), what is the remote
\ncauses of this farmers crisis. Since the nation\u2019s Independence, we know
\nthere use to be a route whereby the cattle rearers take because they are
\nall over the nation. You go to Bayelsa, Ogun, you will see them. If those
\nroutes are blocked what do you expect will happen?<\/p>\n

\u201cThese people are Nigerians. Is just like one going to block shoreline,
\ndoes that make sense to you? These are the remote causes of the crisis.
\nBut the immediate cause is the grazing law. These people are Nigerians and
\nwe must learn to live together with each other. Communities and other
\npeople must learn how to accept foreigners within their enclave. Finish!\u201d<\/p>\n

Asked if he was justifying the killings because of the blocking or the
\nroutes, the minister said, \u201cyou are going away from what I came here to
\ndo. However, this is internal security, I can provide some answers. I have
\ntold you that the remote cause is part of the grazing law. Since
\nindependence there are clear routes where these people pass.<\/p>\n
