{"id":60828,"date":"2018-01-29T16:55:53","date_gmt":"2018-01-29T15:55:53","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=60828"},"modified":"2018-01-29T16:55:53","modified_gmt":"2018-01-29T15:55:53","slug":"between-jegas-killer-herdsman-and-leadership-deficit","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/articles-opinions\/between-jegas-killer-herdsman-and-leadership-deficit\/","title":{"rendered":"Between Jega\u2019s \u2018Killer Herdsman\u2019 And Leadership Deficit"},"content":{"rendered":"<div dir=\"ltr\">By Musa Simon Reef<\/div>\n<div dir=\"ltr\">One of Nigeria\u2019s cerebral columnists, Malam Mahmud Jega, has not only paid<\/div>\n<div dir=\"ltr\">his dues, but commands remarkable readership across the country, especially<\/div>\n<div dir=\"ltr\">in the North where his analytical prowess has become almost an awesome<\/div>\n<div dir=\"ltr\">machine of intellectual coercion. To most of his readers, including yours<\/div>\n<div dir=\"ltr\">sincerely, when Jega writes, there is little to add or subtract. His<\/div>\n<div dir=\"ltr\">writings are always backed with facts and his sense of history is simply<\/div>\n<div dir=\"ltr\">amazing. To me, he is one of the very few writers that can be trusted with<\/div>\n<div dir=\"ltr\">the pen.<\/div>\n<div dir=\"ltr\">I have known Jega through his writings many years before I met him. Jega\u2019s<\/div>\n<div dir=\"ltr\">sense of humility is renowned, just as his observance of ethics of the<\/div>\n<div dir=\"ltr\">journalism profession is unquestionable. Perhaps, that explains why I<\/div>\n<div dir=\"ltr\">remain a regular reader of his column. However, for some auspicious<\/div>\n<div dir=\"ltr\">reasons, I missed out on his January 15, 2018 column published in Daily<\/div>\n<div dir=\"ltr\">Trust, titled, \u2018This Thing Called \u2018Killer Herdsman.\u2019<\/div>\n<div dir=\"ltr\">After reading a rejoinder to his article by Barrister Ballason Gloria<\/div>\n<div dir=\"ltr\">Mabeiam, another columnist with Blueprint Newspaper, I was persuaded to<\/div>\n<div dir=\"ltr\">read Jega\u2019s entire piece. After going through the article, I was worried<\/div>\n<div dir=\"ltr\">that the columnist\u2019s piece was bereft of his insignia: thoroughness and<\/div>\n<div dir=\"ltr\">absence of a roadmap on the way forward.<\/div>\n<div dir=\"ltr\">The greatest problem facing us as a nation today is not Boko Haram, which<\/div>\n<div dir=\"ltr\">the Buhari-led government claimed it has technically defeated, but<\/div>\n<div dir=\"ltr\">herdsmen\u2019s attacks that have cast gloom on the nation\u2019s life. In most parts<\/div>\n<div dir=\"ltr\">of the North-central geo-political zone, including Southern Kaduna and some<\/div>\n<div dir=\"ltr\">states in the North-east where these herdsmen have left hair-rising spectre<\/div>\n<div dir=\"ltr\">of killings, bloodshed, tension and suppressed anxieties have become the<\/div>\n<div dir=\"ltr\">order of the day.<\/div>\n<div dir=\"ltr\">Jega\u2019s write-up is laced with historical dialectics of once upon a time<\/div>\n<div dir=\"ltr\">peaceful herdsmen metamorphosing into present day \u2018killers.\u2019 However, the<\/div>\n<div dir=\"ltr\">article is disturbingly mute on how we can clear away the current<\/div>\n<div dir=\"ltr\">frightening clouds of present uncertainties hovering over our nation\u2019s<\/div>\n<div dir=\"ltr\">skies brought by these attacks.<\/div>\n<div dir=\"ltr\">From the writer\u2019s column of January 15, there was the obvious attempt to<\/div>\n<div dir=\"ltr\">justify the narrative that the continued murderous attacks on Southern<\/div>\n<div dir=\"ltr\">Kaduna as reprisals for the post-2011 violence. His reference to migratory<\/div>\n<div dir=\"ltr\">traits of herdsmen and their ignorance to conventions are non-debatable,<\/div>\n<div dir=\"ltr\">just as the writer paints the picture of the \u2018killer herdsman\u2019 as someone<\/div>\n<div dir=\"ltr\">who neither forgives nor forgets any offence unleashed on him by any<\/div>\n<div dir=\"ltr\">community.<\/div>\n<div dir=\"ltr\">Not a few believe that many issues abound that clearly portray herdsmen as<\/div>\n<div dir=\"ltr\">the most favoured group by the Federal Government. Many Nigerians are<\/div>\n<div dir=\"ltr\">asking why billions of Naira are appropriated in national budgets for the<\/div>\n<div dir=\"ltr\">development of grazing reserves. Why is the government so committed to<\/div>\n<div dir=\"ltr\">ensuring the welfare of the pastoralists when they are also exempted from<\/div>\n<div dir=\"ltr\">taxes? Some are wondering why government is not concerned with providing<\/div>\n<div dir=\"ltr\">lands for spare parts dealers and poultry farmers. It is obvious that the<\/div>\n<div dir=\"ltr\">seeming privileges for herders did not start with Buhari. Former President<\/div>\n<div dir=\"ltr\">Goodluck Jonathan was said to have budgeted N100 billion for grazing<\/div>\n<div dir=\"ltr\">reserves, but the Buhari-led administration is yet to discover how the fund<\/div>\n<div dir=\"ltr\">developed wings.<\/div>\n<div dir=\"ltr\">And because herders have been seen as most favoured, it is normal for some<\/div>\n<div dir=\"ltr\">groups to be envious of them. Instead of being taxed by government, they<\/div>\n<div dir=\"ltr\">walk freely and sometimes engaged in destroying farmlands. They seem to be<\/div>\n<div dir=\"ltr\">above the law as they walk and graze their cows oblivious of traditional<\/div>\n<div dir=\"ltr\">and state authorities. How can government re-enforce the peaceful mien of<\/div>\n<div dir=\"ltr\">the Fulani? Jega was completely silent on what government should do to the<\/div>\n<div dir=\"ltr\">\u2018killer herdsman\u2019 in order to recreate the peace and respect for<\/div>\n<div dir=\"ltr\">traditional authorities that were once his hallmark. Why must herdsmen be<\/div>\n<div dir=\"ltr\">allowed to continue their migratory trait in a modern world devoid of any<\/div>\n<div dir=\"ltr\">form of respect for farmers\u2019 right to their source livelihood?<\/div>\n<div dir=\"ltr\">Let\u2019s agree that the post-2011 post election violence started from the<\/div>\n<div dir=\"ltr\">northern and spread to the southern part of Kaduna state. Over six years<\/div>\n<div dir=\"ltr\">after, why continuing these attacks against the southern part that has lost<\/div>\n<div dir=\"ltr\">nearly, if not over, 1,000 people and still counting? Has the \u2018killer<\/div>\n<div dir=\"ltr\">herdsman\u2019 not attacked enough to revenge for his losses?<\/div>\n<div dir=\"ltr\">Nearly three years since President Muhammadu Buhari assumed reins of power;<\/div>\n<div dir=\"ltr\">it is obvious the herdsmen have become more vicious in their blood thirsty<\/div>\n<div dir=\"ltr\">mission. Despite the loss of lives in various parts of the country, the<\/div>\n<div dir=\"ltr\">Federal Government is yet to send a strong signal of its commitment to deal<\/div>\n<div dir=\"ltr\">with anyone involved in taking the lives of Nigerians in the name of<\/div>\n<div dir=\"ltr\">herders\/farmers\u2019 clashes. Murder of anyone by anyone is criminal act, and<\/div>\n<div dir=\"ltr\">government must rise up to its constitutional responsibility of punishing<\/div>\n<div dir=\"ltr\">criminals involved in murdering Nigerians. The long arm of the law has been<\/div>\n<div dir=\"ltr\">shortened in bringing to books people involved in herders\/farmers\u2019 clashes.<\/div>\n<div dir=\"ltr\">When cattle rustlers threatened Zamfara and some parts of Katsina and Kano<\/div>\n<div dir=\"ltr\">States, among others, President Muhammadu Buhari, dressed in full war<\/div>\n<div dir=\"ltr\">attire, deployed a military formation to end the ugly episode. However,<\/div>\n<div dir=\"ltr\">when attacks by suspected herders continued in Southern Kaduna,<\/div>\n<div dir=\"ltr\">presidential spokesman Femi Adesina was quick to say that military<\/div>\n<div dir=\"ltr\">deployment was unnecessary as Governor Nasir Ahmad el-Rufai was on top of<\/div>\n<div dir=\"ltr\">the situation.<\/div>\n<div dir=\"ltr\">When the gruesome killings in Agatu, Benue State, attracted national and<\/div>\n<div dir=\"ltr\">international outrage, they were not enough to inspire the federal<\/div>\n<div dir=\"ltr\">authorities to deploy the military to bring the killers to book. Then,<\/div>\n<div dir=\"ltr\">Taraba almost went up in flames over the anti-grazing law, and was soon<\/div>\n<div dir=\"ltr\">followed by killings of herdsmen in Mambilla. A Federal Government\u2019s<\/div>\n<div dir=\"ltr\">delegation, led by Minister of Internal Affairs, General Abdulrahman<\/div>\n<div dir=\"ltr\">Dambazau (retd), flew into Jalingo and quickly visited venue of the<\/div>\n<div dir=\"ltr\">bloodbath, and thereafter returned to Abuja, after issuing empty threats to<\/div>\n<div dir=\"ltr\">deal with the killers.<\/div>\n<div dir=\"ltr\">Considering the seeming levity government has displayed in dealing with<\/div>\n<div dir=\"ltr\">these killings, it gave vent to potential killers to embrace the culture of<\/div>\n<div dir=\"ltr\">violence. If the Buhari-led Government had re-enacted the serious posture<\/div>\n<div dir=\"ltr\">it adopted in Zamfara on the issue of cattle rustling, the killings in<\/div>\n<div dir=\"ltr\">Southern Kaduna, Benue, Taraba and Adamawa would not have been. Many<\/div>\n<div dir=\"ltr\">believe that Buhari\u2019s handling of \u2018killer herdsman\u2019 has not been strong<\/div>\n<div dir=\"ltr\">enough to end bloodshed.<\/div>\n<div dir=\"ltr\">What the Buhari-led government needs to do now is to punish those denying<\/div>\n<div dir=\"ltr\">Nigerians the right to live as enshrined in the country\u2019s constitution. The<\/div>\n<div dir=\"ltr\">allegation that those killing Nigerians are foreigners should be thoroughly<\/div>\n<div dir=\"ltr\">probed in order to unearth the identity of these killers. As long as we<\/div>\n<div dir=\"ltr\">show differences in opinions and reactions to these mindless killings, so<\/div>\n<div dir=\"ltr\">long will the problem remain with us. There is also the need for government<\/div>\n<div dir=\"ltr\">to tackle all forms of criminalities being perpetuated in the name<\/div>\n<div dir=\"ltr\">herders\/farmers\u2019 clashes. Government must renounce its seeming lethargy and<\/div>\n<div dir=\"ltr\">rise to the task of tackling these killings by herdsmen.<\/div>\n<div dir=\"ltr\">The problems that confront us as Nigerians are not beyond us to resolve.<\/div>\n<div dir=\"ltr\">What we all need from our leaders is sincerity of purpose and the political<\/div>\n<div dir=\"ltr\">will devoid of political sentiments.
