The United States has accused the Muhammadu Buhari led government of of<\/div>\n
Nigeria of human rights abuses and violation of rule of law, noting<\/div>\n
specifically that there was no record that the Nigerian or military<\/div>\n
authorities had demanded accountability from the soldiers implicated in<\/div>\n
the December 2015 clash between the Army and members of the Islamic<\/div>\n
Movement in Nigeria led by Ibrahim El-Zakzaky.<\/div>\n
<\/div>\n
The US stated this in the International Religious Freedom Report for 2017<\/div>\n
released by the Department of State\u2019s Bureau of Democracy, Human Rights<\/div>\n
and Labour.<\/div>\n
<\/div>\n
The report also noted that the Nigerian government continued to hold<\/div>\n
El-Zakzaky and restrict the free movement and association of his<\/div>\n
followers.<\/div>\n
It read, \u201cHuman rights groups continued to report the Federal Government<\/div>\n
often failed to prevent, quell, or respond to violence affecting religious<\/div>\n
groups, particularly in the North Eastern and central regions of the<\/div>\n
country.<\/div>\n
<\/div>\n
\u201cIn November, Kano State police fired tear gas and bullets, killing three<\/div>\n
members of the Islamic Movement in Nigeria during its annual Ashura<\/div>\n
procession.<\/div>\n
<\/div>\n
In another part of the report, it states:<\/div>\n
<\/div>\n
\u201cDuring 2016, the Nigerian government at the federal and state levels<\/div>\n
continued to repress the IMN. The confrontation started in December 2015<\/div>\n
in Zaria, Kaduna State, when the Nigerian Army killed 347 IMN members,<\/div>\n
arrested almost 200 others, including IMN leader Sheikh Ibrahim Zakzaky,<\/div>\n
and destroyed the IMN\u2019s spiritual headquarters after the group blocked the<\/div>\n
procession of the Nigerian Army\u2019s chief of staff. Since this incident, the<\/div>\n
Nigerian government has detained Zakzaky without charge. A federal court<\/div>\n
ruled on December 2, 2016, that Zakzaky should be released within 45<\/div>\n
days.\u201d<\/div>\n
<\/div>\n
The US also raised concerns that soldiers implicated in the December 2015<\/div>\n
clash between the army and IMN members had not been brought to book.<\/div>\n
<\/div>\n
\u201cThere were no reports of accountability for soldiers implicated in the<\/div>\n
December 2015 clash between the army and IMN members that, according to a<\/div>\n
Kaduna State Government report and reports from non-government observers,<\/div>\n
left at least 348 IMN members and one soldier dead, with IMN members<\/div>\n
buried in a mass grave.\u201d<\/div>\n
<\/div>\n
It, however, alleged that dozens of IMN members were still being held<\/div>\n
since December 2015, charged with the death of the soldier.<\/div>\n
<\/div>\n
It recalled that in August, the then Acting President Yemi Osinbajo<\/div>\n
announced the creation of a Presidential Investigative Panel that was<\/div>\n
committed to transparently and credibly investigating human rights abuses<\/div>\n
committed by the military.<\/div>\n
<\/div>\n
It said the IMN, however, publicly stated that it would boycott the panel<\/div>\n
because it doubted its sincerity.<\/div>\n
<\/div>\n
External human rights observers, it noted, also expressed concern over the<\/div>\n
lack of transparency and rigour of the panel.<\/div>\n
<\/div>\n
The report noted that the Nigerian government had yet to obey court orders<\/div>\n
on the detained El-Zakzaky and his wife.<\/div>\n
<\/div>\n
\u201cThe government stated publicly that Sheikh El-Zakzaky, leader of the IMN<\/div>\n
and a prominent Shia cleric, would remain in what it said was \u2018protective<\/div>\n
custody\u2019 pending the appeal of the December 2016 decision of the Federal<\/div>\n
High Court in Abuja that the government must release him.<\/div>\n
<\/div>\n
\u201cAt year\u2019s end, El-Zakzaky remained in prison.<\/div>\n
<\/div>\n
\u201cThe court also ruled that the government must provide him with a house<\/div>\n
and pay him and his wife restitution of N25m ($69,600) by January 15; at<\/div>\n
year\u2019s end, the court\u2019s order had yet to be followed,\u201d it said.<\/div>\n
<\/div>\n
The report also indicated that terrorist organisation, Boko Haram, and its<\/div>\n
splinter organisation, the Islamic State-West Africa, continued \u201ccarrying<\/div>\n
out numerous attacks, committing mass killings, and targeting civilians.\u201d<\/div>\n
<\/div>\n
It quoted Nigeria Watch as estimating that activities by Boko Haram and<\/div>\n
ISIS-WA resulted in the deaths of 1,794 persons in 2017, including members<\/div>\n
of the two groups.<\/div>\n
<\/div>\n
The Nigerian Government is yet to react to the report at the time of<\/div>\n
