Obaze<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Nigeria&#8217;s democracy has advanced another year. Yet three years into<\/div>\n<div dir=\"ltr\">President Muhammadu Buhari&#8217;s presidency, telling\u00a0 him and his team how<\/div>\n<div dir=\"ltr\">well or badly the administration has faired, remains a hot-button issue.<\/div>\n<div dir=\"ltr\">The opposition dwells on it.\u00a0 Nigerians regardless of social strata,<\/div>\n<div dir=\"ltr\">consider it topical at the coffee table or buka joint.\u00a0 The polls try to<\/div>\n<div dir=\"ltr\">stay neutral and reflective of the national consensus.\u00a0 Still as members<\/div>\n<div dir=\"ltr\">of the ruling party and Buhari aficionados underline the accomplishments,<\/div>\n<div dir=\"ltr\">they also upbraid anyone who says otherwise.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">On the cusp of a general election year, what is required is unvarnished<\/div>\n<div dir=\"ltr\">assessments. Nigeria needs someone or persons who can tell the president<\/div>\n<div dir=\"ltr\">the truth, but not in President Obasanjo&#8217;s\u00a0 self-serving ways.\u00a0 Indeed,<\/div>\n<div dir=\"ltr\">PMB needs to know the state of play, as he seeks reelection, if indeed he<\/div>\n<div dir=\"ltr\">wants to correct past mistakes and move the nation forward.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">To mark the president&#8217;s third anniversary in office, a public opinion poll<\/div>\n<div dir=\"ltr\">conducted by NOIPolls in partnerships with Gallup (USA), evaluated ten<\/div>\n<div dir=\"ltr\">critical governance and sectoral issues, and produced a cumulative result.<\/div>\n<div dir=\"ltr\">The president did not reach the fifty percentile mark in any specific<\/div>\n<div dir=\"ltr\">category.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">The president&#8217;s highest score was 43% on security and his lowest 12% on<\/div>\n<div dir=\"ltr\">poverty alleviation.\u00a0 His other performance indicators ranged from 32% for<\/div>\n<div dir=\"ltr\">corruption; 34% for agriculture; 25% for healthcare; 21% for<\/div>\n<div dir=\"ltr\">infrastructure; 24% education; 16% for economy; and\u00a0 15% for job creation.<\/div>\n<div dir=\"ltr\">Overall, the cumulative average is\u00a0 not-too-heartwarming.\u00a0 Bluntly, it<\/div>\n<div dir=\"ltr\">was non-stellar. For street voices in Nigeria there&#8217;s nothing to<\/div>\n<div dir=\"ltr\">celebrate. Then again, we must also consider that subjective core areas<\/div>\n<div dir=\"ltr\">like national cohesion, peace and stability, patriotism, dividends of<\/div>\n<div dir=\"ltr\">democracy and trust were not even ranked.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Looking forward, shall we tell the president he has not done so well<\/div>\n<div dir=\"ltr\">without encountering a hard push back?\u00a0 Who will tell the president that<\/div>\n<div dir=\"ltr\">our democracy, having arrived at the beyond nascent point, is experiencing<\/div>\n<div dir=\"ltr\">de-consolidation.\u00a0 In my recently published book, Prime Witness &#8211; Change<\/div>\n<div dir=\"ltr\">and Policy Challenges in Buhari&#8217;s Nigeria, policy performances relating to<\/div>\n<div dir=\"ltr\">these ten categories, amongst others, were similarly evaluated, albeit,<\/div>\n<div dir=\"ltr\">within the president&#8217;s first two years in office.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">As I noted at a recent book presentation, my book, like every opinion<\/div>\n<div dir=\"ltr\">poll, and constructive assessment seeks to &#8220;analyze evolving policies from<\/div>\n<div dir=\"ltr\">the very onset of the Buhari administration; focusing on lessons learned,<\/div>\n<div dir=\"ltr\">missed opportunities and choices before Nigeria.&#8221;\u00a0 Undertaking such<\/div>\n<div dir=\"ltr\">assessment, more so, where it is non-partisan remains a national<\/div>\n<div dir=\"ltr\">imperative. Yet any foray into that realm is not for the faint-hearted.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">On the balance, one must acknowledge on its face value, Minister Lai<\/div>\n<div dir=\"ltr\">Mohammed&#8217;s contention that &#8220;President Buhari&#8217;s administration had achieved<\/div>\n<div dir=\"ltr\">a lot in the delivery of dividends of democracy and campaign promises<\/div>\n<div dir=\"ltr\">despite the challenges it encountered in the last three years.\u00a0 We are<\/div>\n<div dir=\"ltr\">putting our nation on the path of sustainable growth an development,<\/div>\n<div dir=\"ltr\">diversifying our economy like never before, tackling corruption at its<\/div>\n<div dir=\"ltr\">very core and devising creative measures to secure life and property.&#8221;\u00a0 A<\/div>\n<div dir=\"ltr\">cogent assessment; but one with equally cogent flip-side.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">As I observed recently, Nigeria&#8217;s democracy is foundering on the issue of<\/div>\n<div dir=\"ltr\">restructuring. The contending point; were Nigeria to be doing so well, the<\/div>\n<div dir=\"ltr\">clamor and clangor for transformation and restructuring would be at a<\/div>\n<div dir=\"ltr\">lower din and decibel.\u00a0 If our national debate and assessment of<\/div>\n<div dir=\"ltr\">government is dichotomous, reasons for such disposition abound.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Nigerians have become escapists in confronting critical national issues<\/div>\n<div dir=\"ltr\">collectively. Now, expediency and convenience\u00a0 decree compartmentalization<\/div>\n<div dir=\"ltr\">and sectionalism. Consequently, critical issues, &#8220;national questions, the<\/div>\n<div dir=\"ltr\">quest for parity in resources, and attachment to identity&#8221; suddenly and<\/div>\n<div dir=\"ltr\">conveniently become divisive, creating unwarranted dichotomy. Nonetheless,<\/div>\n<div dir=\"ltr\">the assessment of any leadership, more so in a democracy cannot be<\/div>\n<div dir=\"ltr\">avoided.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">The observations and conclusions in my book are broad and the concluding<\/div>\n<div dir=\"ltr\">assessment pointed. Some who have read the book have chided my seeming<\/div>\n<div dir=\"ltr\">empathy towards President Buhari. One in particular, a revered &#8220;Silk&#8221;<\/div>\n<div dir=\"ltr\">hitherto a hard core Buhari\u00a0 supporter wrote,\u00a0 &#8220;It appears to me that the<\/div>\n<div dir=\"ltr\">marks&#8230;ought to be less charitable and patronizing than you awarded.&#8221;\u00a0 My<\/div>\n<div dir=\"ltr\">response is that my evaluation was of policies not personalities, even as<\/div>\n<div dir=\"ltr\">both often intertwine and are fungible.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Borrowing paragraph from my book might address and clarify the interface.<\/div>\n<div dir=\"ltr\">&#8220;Effective political leadership is generally perceived as one that<\/div>\n<div dir=\"ltr\">delivers on it&#8217;s promises. Statesmanship, on the other hand, entails<\/div>\n<div dir=\"ltr\">employing great tact in steering the affair of state and in better<\/div>\n<div dir=\"ltr\">management of unanticipated crisis that other leaders would have in<\/div>\n<div dir=\"ltr\">similar circumstances.&#8221; It&#8217;s pertinent to recall that even President<\/div>\n<div dir=\"ltr\">Buhari&#8217;s biographer, when confronted with a heady question on Buhari&#8217;s<\/div>\n<div dir=\"ltr\">presidency and leadership prospects, responded thus:\u00a0 &#8220;Whether he can<\/div>\n<div dir=\"ltr\">achieve further political change in Nigeria is hard to predict.&#8221;<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">So as we look back to President Buhari&#8217;s three years in office and look to<\/div>\n<div dir=\"ltr\">his next year or next five years,\u00a0 we must assess the state of play<\/div>\n<div dir=\"ltr\">forthrightly, and with hope. Yakubu Mohammed hit the bullseye with this<\/div>\n<div dir=\"ltr\">summation,\u00a0 &#8220;government usually gives hope that tomorrow would be better.&#8221;<\/div>\n<div dir=\"ltr\">His views dovetail well into my closing summation in Prime Witness:<\/div>\n<div dir=\"ltr\">&#8220;Buhari has the remaining part of his tenure to remediate\u00a0 his governance<\/div>\n<div dir=\"ltr\">style and redeem his already damaged leadership image. He can do so by<\/div>\n<div dir=\"ltr\">drastically altering his leadership style and running a much more<\/div>\n<div dir=\"ltr\">inclusive government, where a crop of bipartisan skilled personalities can<\/div>\n<div dir=\"ltr\">help him deliver his change agenda for Nigeria.&#8221;<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Advisers around the president must accept that outside counsel or<\/div>\n<div dir=\"ltr\">criticism have their salient value and merit.\u00a0 They must also recognize<\/div>\n<div dir=\"ltr\">their unique role. They need to accept the ultimate public service dictum,<\/div>\n<div dir=\"ltr\">paraphrased thus;\u00a0 &#8220;I have one master, Mr. President. I have one mistress,<\/div>\n<div dir=\"ltr\">the Federal Republic of Nigeria.&#8221;\u00a0 They must serve both pari passu. That<\/div>\n<div dir=\"ltr\">considered, shall we all resolve to tell the president the truth. Things<\/div>\n<div dir=\"ltr\">ain&#8217;t as rosy as those in officialdom paint it.\u00a0 Nigeria and Nigerians can<\/div>\n<div dir=\"ltr\">do better. And Nigerians remain hopeful.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Here is the upshot of our present circumstances.\u00a0 As president, the buck<\/div>\n<div dir=\"ltr\">stops at President Buhari&#8217;s desk. He is the one Nigerians elected to lead<\/div>\n<div dir=\"ltr\">them. Not everyone who evaluates Buhari&#8217;s presidency constructively, or<\/div>\n<div dir=\"ltr\">even trenchantly is a traducer, detractor or opposition.\u00a0 Most speak truth<\/div>\n<div dir=\"ltr\">to power in order to better and save Nigeria.\u00a0 Many still believe in the<\/div>\n<div dir=\"ltr\">president as a change agent.\u00a0 Yet the realization persist that for<\/div>\n<div dir=\"ltr\">Nigeria, it is not yet eureka.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">&#8212;&#8212;&#8211;<\/div>\n<div dir=\"ltr\">Obaze is the author of a public policy book, Prime Witness- Change and<\/div>\n<div dir=\"ltr\">Policy Challenges in Buhari&#8217;s Nigeria, published recently by Safari Book<\/div>\n<div dir=\"ltr\">Ltd.<\/div>\n<div dir=\"ltr\"><\/div>\n<!-- AddThis Advanced Settings generic via filter on the_content --><!-- AddThis Share Buttons generic via filter on the_content --><!-- AddThis Related Posts generic via filter on the_content -->","protected":false},"excerpt":{"rendered":"<p>By Oseloka H.
