{"id":62458,"date":"2018-06-01T18:09:47","date_gmt":"2018-06-01T17:09:47","guid":{"rendered":"http:\/\/pointblanknews.com\/pbn\/?p=62458"},"modified":"2018-06-01T18:09:47","modified_gmt":"2018-06-01T17:09:47","slug":"buhari-releases-41-page-list-of-achievements-in-three-years","status":"publish","type":"post","link":"https:\/\/pointblanknews.com\/pbn\/exclusive\/buhari-releases-41-page-list-of-achievements-in-three-years\/","title":{"rendered":"Buhari Releases 41-Page List of Achievements\u00a0In Three Years"},"content":{"rendered":"<div class=\"h7  \" tabindex=\"-1\" role=\"listitem\">\n<div class=\"Bk\">\n<div class=\"G3 G2\">\n<div>\n<div id=\":58\">\n<div class=\"adn ads\" data-message-id=\"163bc37d9f795b0e\" data-legacy-message-id=\"163bc37d9f795b0e\">\n<div class=\"gs\">\n<div class=\"\">\n<div id=\":nb\" class=\"ii gt\">\n<div id=\":n8\" class=\"a3s aXjCH m163bc37d9f795b0e\">The Presidency has released a fact sheet outlining the policy and<br \/>\nprogramme achievements of the President Muhammadu Buhari\u2019s administration<br \/>\nsince it assumed office three years ago.<\/p>\n<p>Senior Special Assistant to the President on Media and Publicity, Mr Garba<br \/>\nShehu, revealed this in a statement\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_1139870144\"><span class=\"aQJ\">on Friday<\/span><\/span>.<\/p>\n<p>The 41-page document is being released three days after President Buhari<br \/>\naddressed the nation on the Democracy Day.<\/p>\n<p>Concerned about the security situation in the country, he promised<br \/>\nNigerians that his administration would not rest until the perpetrators of<br \/>\nthe repeated killings are brought to justice.<\/p>\n<p>The fact sheet, on its part, highlights the successes recorded so far in<br \/>\nthe three priorities of the President\u2019s \u2018change agenda\u2019 \u2013 security,<br \/>\nanti-corruption war, and economy \u2013 among others.<\/p>\n<p>The present government has been criticised by many, including the major<br \/>\nopposition Peoples Democratic Party (PDP) in its three priority areas.<\/p>\n<p>But the Presidency has insisted at least one million persons displaced by<br \/>\nthe Boko Haram insurgency have returned to their homes and communities<br \/>\nacross the North-East since 2015.<\/p>\n<p>It added that no fewer than 16,000 Boko Haram hostages have been freed<br \/>\nfrom the terrorists\u2019 captivity, including 106 of the Chibok girls abducted<br \/>\nin 2014 and 105 of the Dapchi schoolgirls abducted in February.<\/p>\n<p>The document also showcased the improving economic indices, rising<br \/>\ninvestment in agriculture and infrastructure, and ongoing efforts to<br \/>\nimprove security in the north-central region of the country.<\/p>\n<p>Others are the several measures taken to promote transparency and<br \/>\naccountability in government finances, as well as the growth being<br \/>\nexperienced in Nigeria\u2019s economy.<\/p>\n<p>The details of the fact sheet released by the Presidency are highlighted<br \/>\nbelow;<\/p>\n<p>BUHARI ADMINISTRATION 3RD\u00a0 YEAR REPORT\/FACTSHEET (MAY 2018)<\/p>\n<p>ECONOMY<\/p>\n<p>Economic growth is back, and consolidating:<\/p>\n<p>The Economy is back on the path of growth, after the recession of 2016-17<br \/>\n(1.95 percent growth in Q1 2018)<br \/>\nThe Buhari Administration\u2019s priority Sectors of Agriculture and Solid<br \/>\nMinerals maintained consistent growth throughout the recession.<br \/>\nInflation has fallen for the fifteenth (15th) consecutive month, from 18.7<br \/>\npercent in January 2017 to 12.5 percent as of April 2018.<br \/>\nExternal Reserves of US$47.5 billion are the highest\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_1139870145\"><span class=\"aQJ\">in 5 years<\/span><\/span>, and<br \/>\ndouble the size as of October 2016.<br \/>\nTotal exports in 2017 were 59.47% higher than for 2016<br \/>\nIn 2017, agriculture exports grew 180.7% above the value in 2016<br \/>\nIn 2017, raw material exports grew 154.2% above the value in 2016<br \/>\nIn 2017, solid minerals exports grew 565% above the value in 2016<br \/>\nIn 2017, exports of manufactured goods grew 26.8% above the value in 2016<br \/>\nThe first quarter of 2018 saw the fourth consecutive quarterly increase in<br \/>\ncapital importation since Q2 2017. The total value of capital imported in<br \/>\nthe quarter stood at US$6.3 billion, which is a year-on-year increase of<br \/>\n594.03%, and a 17.11% growth over the figure reported in the previous<br \/>\nquarter.<br \/>\nThe new FX Window introduced by the CBN in April 2017 now sees an average<br \/>\nof US$1 billion in weekly turnover, and has attracted about US$25 billion<br \/>\nin inflows in its first year (and a total turnover of $47.14 billion) \u2013<br \/>\nsignaling rising investor confidence in Nigeria.<br \/>\nNigeria\u2019s Stock Market ended 2017 as one of the best- performing in the<br \/>\nworld, with returns in excess of 40 percent.<br \/>\nFive (5) million new taxpayers added to the Tax Base since 2016, as part<br \/>\nof efforts to diversify Government revenues.<br \/>\nTax Revenue increased to N1.17 Trillion in Q1 2018, a 51% increase on the<br \/>\nQ1 2017 figure.<br \/>\nN2.7 Trillion spent on Infrastructure in 2016 and 2017 fiscal years, an<br \/>\nunprecedented allocation in Nigeria\u2019s recent history.<br \/>\nFourteen (14) moribund Blending Plants revitalized so far under the<br \/>\nPresidential Fertilizer Initiative (PFI); with a total capacity of 2.3<br \/>\nmillion MT of NPK fertilizer<br \/>\nThe contribution of Solid Minerals\u2019 to the Federation Account rose<br \/>\nfive-fold from N700 million in 2015 to N3.5 billion in 2017.<\/p>\n<p>RESETTING THE ECONOMY, RESTORING GROWTH<\/p>\n<p>The Economic Recovery and Growth Plan (ERGP), the Federal Government\u2019s<br \/>\nmedium-term Economic Plan, was launched by President Buhari in April 2017.<br \/>\nIt charts a course for the Nigerian economy over the next four years<br \/>\n(2017\u20132020). The Vision of the ERGP is to restore economic growth, invest<br \/>\nin Nigerians, and to build a globally competitive economy, and the Plan<br \/>\naims to achieve these by focusing on five execution priorities:<\/p>\n<p>Stabilizing the macroeconomic environment;<br \/>\nAchieving Agriculture and Food Security;<br \/>\nEnsuring energy efficiency (especially in power and petroleum products);<br \/>\nImproving transportation infrastructure; and<br \/>\nDriving industrialization, primarily through SMEs.<br \/>\nTo fast-track the implementation of the ERGP, the Federal Government<br \/>\nlaunched the ERGP Focus Labs, as a targeted 6- week intervention (March to<br \/>\nApril 2018) bringing together all stakeholders to identify bureaucratic<br \/>\nbottlenecks impacting medium-scale and large-scale investment projects in<br \/>\nNigeria, and then generate ideas and resources to resolve them.<\/p>\n<p>The just-concluded Phase 1 of the ERGP Focus Labs identified<br \/>\nprivate-sector projects worth about US$22.5 billion \u2013 and with a potential<br \/>\nfor 500,000 jobs (in Agriculture, Transportation, Manufacturing and<br \/>\nProcessing, Power and Gas) \u2013 for unlocking by 2020.<\/p>\n<p>Aligning of Monetary, Fiscal and Trade Policies:<\/p>\n<p>Landmark initiatives here include:<\/p>\n<p>The creation in April 2017 of a New FX Window for Investors and Exporters<br \/>\nhas helped stabilize the market. The new Window has attracted inflows of<br \/>\nmore than US$45 billion in its first year of operation.<br \/>\nThe Buhari Administration has implemented a new Debt Management Strategy<br \/>\nwhich targets a ratio of 60% to 40% between Domestic and External Debt.<br \/>\nThe other objectives of the strategy are to moderate growth in Debt<br \/>\nService Costs, free up space in the domestic market so that the private<br \/>\nsector can have increased access to loans, and, to shore up External<br \/>\nReserves.<br \/>\nThe strategy has been implemented through increased external capital<br \/>\nraising to part finance the deficits in the 2017 and 2018 Budgets and the<br \/>\nrefinancing of short term high cost Nigerian Treasury Bills (interest rate<br \/>\nof 16-18%) with lower cost External Debt (of 6.5% to 7.875%.)<br \/>\nThrough the implementation of the strategy the Domestic to External Debt<br \/>\nRatio which stood at 84% to 16% as at June 30, 2015 improved to 73% to 27%<br \/>\nas at December 31, 2017. Also, interest rates on FGN Bonds and NTBs have<br \/>\ndropped from their previous levels of 16-18% to 13-14% per annum.<br \/>\nEstablishment of the Nigerian Office for Trade Negotiations by the<br \/>\nEconomic Management Team (EMT). The NOTN has produced Nigeria\u2019s first<br \/>\nAnnual National Trade Report, and is now compiling, for the first time in<br \/>\nNigeria\u2019s history, a comprehensive database of Nigerian Trade Deals and<br \/>\nAgreements.<br \/>\nThe Renminbi-Naira Swap Agreement between the Peoples Bank of China and<br \/>\nthe Central Bank of Nigeria.<\/p>\n<p>Bond Issuance in the International Capital Market<\/p>\n<p>In 2017, the Federal Government successfully issued US$4.5 billion<br \/>\nEurobonds in the International Capital Market (ICM), US$4 billion was for<br \/>\nthe part financing of the deficits in the 2017 Budget (US$1.5 billion) and<br \/>\n2018 (US$2.5 billion).<br \/>\nThe Eurobonds\u00a0 were\u00a0 not\u00a0 only\u00a0 highly\u00a0 oversubscribed,\u00a0 but Nigeria was<br \/>\nable, for the first time to issue a tenor of 30 years. The significance of<br \/>\nthe US$1.5 billion Eurobond issued in November 2017 for 30 years is that<br \/>\nNigeria became the second country in Africa (after South Africa) to issue<br \/>\na tenor that long. In addition, the 30-year tenor was also ideal for<br \/>\nfinancing capital projects which are long-term in nature.<br \/>\nThe balance of US$500 million was used to redeem NTBs which matured in<br \/>\nDecember 2017.<br \/>\nAlso for the first time, Nigeria issued a Diaspora Bond in the ICM. The<br \/>\nDiaspora Bond was US$300 million with a tenor of 5-years. The proceeds<br \/>\nwere used to part\u2013finance the 2017 Budget.<\/p>\n<p>New Securities issued in the Domestic Market<\/p>\n<p>Under President Buhari\u2019s administration, the Federal Government introduced<br \/>\n3\u00a0 new products in the domestic market to promote financial inclusion,<br \/>\nfinance specific capital projects and offer local investors more products<br \/>\nto enable them diversify their investment portfolio.<br \/>\nThese were N100 billion Sukuk to finance 25 Road Projects across the<br \/>\ncountry, N10.69 billion debut Green Bond to fund infrastructure projects<br \/>\nthat tackle climate change and the FGN Savings Bond.<br \/>\nA total of N8.126 billion from 11,366 retail investors has been raised<br \/>\nthrough the Savings Bond since it was launched in March 2017.<\/p>\n<p>Awards from External Institutions<\/p>\n<p>The Government of Nigeria received multiple awards from reputable<br \/>\ninternational bodies from its capital raising activities. Nigeria won<br \/>\nthree awards from EMEA Finance and one award from Global Capital.<br \/>\nThese are: Best Sovereign Bond in Africa (Nigeria\u2019s US$3 billion<br \/>\nDual-Tranche 10 and 30 year Eurobonds issued in November 2017); Most<br \/>\nInnovative Bond (Nigeria\u2019s US$300 million Diaspora Bond issued in June<br \/>\n2017); Best Naira Bond (Nigeria\u2019s N100 billion 7-year Inaugural Sukuk<br \/>\nissued in September 2017); and Global Capital Award (Best African<br \/>\nBorrower).<\/p>\n<p>Payment of Outstanding Pension Arrears &amp; Claims<\/p>\n<p>The Buhari Administration has released the sum of N54 billion to settle<br \/>\noutstanding pension arrears from 2014, 2015 and 2016, as well as clear<br \/>\npensions claims up to March 2017.<\/p>\n<p>Support to State Governments:<\/p>\n<p>The Buhari Administration has extended more than N1.9 Trillion to State<br \/>\nGovernments, to enable them meet their salary and pension obligations,<br \/>\nespecially in the face of dwindling oil revenues over the last two years.<br \/>\nThe support has come in the form of the following:<br \/>\no Budget Support Facility (Total of N606.55 billion extended to the States<br \/>\nas of May 2018; in exchange for reforms in budgeting, IGR, debt<br \/>\nmanagement, overheads, etc.<\/p>\n<p>o Paris Club Refunds<\/p>\n<p>o Infrastructure Loans<\/p>\n<p>o Loan Restructuring for Facilities with Commercial Banks: In 2015, the<br \/>\nDMO restructured Commercial Bank loans with a total value of N575.516<br \/>\nbillion for 23 States to reduce the debt service burden on the states. In<br \/>\nexchange for their loans to\u00a0 State\u00a0 Governments,\u00a0 the banks were issued<br \/>\n20-year\u00a0 FGN Bonds at a yield of 14.83% per annum. The Restructuring<br \/>\nExercise benefited the States through:<\/p>\n<p>Reduction in the monthly\u00a0 debt service burden of States\u00a0 from\u00a0 between<br \/>\n55%\u00a0 to\u00a0 97%\u00a0 for\u00a0 various States;<br \/>\nInterest rate savings for the States ranging from 3% to 9% per annum;<br \/>\nLonger\u00a0 repayment\u00a0 \u00a0period\u00a0 \u00a0for\u00a0 \u00a0the\u00a0 \u00a0loans\u00a0 \u00a0now converted into Bonds;<br \/>\nand,<br \/>\nFreeing up of needed cash to run the machinery of Government.<\/p>\n<p>GROWING WHAT WE EAT<\/p>\n<p>The Anchor Borrowers Programme (ABP) of the Central Bank of Nigeria<br \/>\n(details below) has made available N82 billion in funding to 350,000<br \/>\nfarmers of Rice, Wheat, Maize, Cotton, Cassava, Poultry, Soy Beans and<br \/>\nGroundnut; who have cultivated about 400,000 hectares of land.<br \/>\nThe ABP has substantially raised local production of rice; yields have<br \/>\ndoubled from 2-3 tonnes per hectare in areas; Nigeria\u2019s paddy production<br \/>\nhas doubled compared to 2014 levels.<br \/>\nBetween 2016 and 2018, eight new rice mills have come on- stream in Nigeria.<br \/>\nMore than a billion dollars of private sector investments in the<br \/>\nproduction of Rice, Wheat, Sugar, Poultry, Animal Feed, Fertilizers, etc,<br \/>\nsince 2015.<br \/>\nNigeria\u2019s milled rice production has increased by about 60 percent, from<br \/>\n2.5 million MT in 2015, to 4 million MT in 2017.<br \/>\nThe Presidential Fertilizer Initiative (which involves a partnership with<br \/>\nthe Government of Morocco, for the supply of phosphate), has resulted in<br \/>\nthe revitalization of 14 blending plants across the country, with a total<br \/>\ninstalled capacity in excess of 2 million MT. The benefits include annual<br \/>\nsavings of US$200 million in foreign exchange, and<br \/>\n\u20a660 billion annually in budgetary provisions for Fertilizer subsidies. The<br \/>\nScheme has also made it possible for Farmers to purchase Fertilizer at<br \/>\nprices up to 30 percent cheaper than previously available.<\/p>\n<p>MAKING BUSINESS WORK<\/p>\n<p>Support for Micro, Small and Medium Enterprises: The Administration has<br \/>\nlaunched a series of funding and capacity development initiatives designed<br \/>\nto support MSMEs:<\/p>\n<p>The new Development Bank of Nigeria (DBN) has finally taken off, with<br \/>\ninitial funding of US$1.3 billion (N396.5 billion); to provide medium and<br \/>\nlong-term loans to MSMEs.<br \/>\nMinister of Finance Kemi Adeosun led the Nigerian delegation that<br \/>\nnegotiated with the World Bank Group (WBG), African Development Bank (ADB)<br \/>\nand European Investment Bank (EIB), at the 2016 Annual Meetings of the<br \/>\nWorld Bank Group and IMF, for the US$1.3 billion take-off loan.<br \/>\nThe CBN approved the operating license of the Bank in March 2017, subject<br \/>\nto the provision of a minimum capital requirement of N100 billion and<br \/>\nother conditions, which have since been satisfied.<br \/>\nAs a wholesale bank, the DBN lends wholesale to microfinance banks, which<br \/>\nin turn on-lend medium to long- term loans to MSMEs. Already, the DBN has<br \/>\na N5 billion line of credit available to be accessed by MSMEs through its<br \/>\npartner institutions.<br \/>\nBank of Industry has disbursed more than N160 billion in loans since 2016.<br \/>\nIt has also established a N5 Billion Fund for Artisanal Miners, as part of<br \/>\nthe Federal Ministry of Mines and Solid Minerals Development\u2019s Programme<br \/>\nto boost Mining activities in Nigeria.<br \/>\nThe MSME Clinics, which bring relevant Government Agencies together with<br \/>\nsmall businesses operating in various cities across the country, to enable<br \/>\nthe Agencies provide direct support to these businesses. The interactions<br \/>\nallow the Agencies better understand the issues facing small businesses,<br \/>\nand provide a platform for speedy resolution. Fifteen (15) editions of the<br \/>\nMSME Clinic have been held nationwide since it was launched in 2017.<br \/>\nThe Ease of Doing Business Reform Programme (see below)<br \/>\nThe Government Enterprise and Empowerment component (GEEP) of the Social<br \/>\nIntervention Programme (SIP)<\/p>\n<p>Ease of Doing Business Reform Successes:<\/p>\n<p>The work of the Presidential Enabling Business Environment Council<br \/>\n(inaugurated by President Buhari in August 2016) and the Enabling Business<br \/>\nEnvironment Secretariat (EBES) resulted in Nigeria moving up 24 places on<br \/>\nthe World Bank\u2019s Ease of Doing Business rankings in 2017, and earning a<br \/>\nplace on the List of 10 Most Improved Economies.<br \/>\nThe Nigerian Investment Promotion Council (NIPC) has compiled a<br \/>\ncomprehensive listing of all investment incentives in Nigeria, making it<br \/>\neasier for existing and potential investors to have equal access to the<br \/>\ninformation.<br \/>\nNIPC has also launched an online, multilingual, investors guide with the<br \/>\nkind of basic information about starting a business, labour laws, taxes,<br \/>\nland, etc that investors need to better understand Nigeria.<br \/>\nThe Buhari Administration has, since 2017, issued three Executive Orders<br \/>\nthat positively impact Nigeria\u2019s small business environment, as follows:<br \/>\no Executive Order on Improving Efficiency in the Business Environment<\/p>\n<p>o Executive Order on Promoting Local Procurement by Government Agencies<\/p>\n<p>o Executive Order on planning and execution of projects, promotion of<br \/>\nNigerian content in contracts and science, engineering and technology<\/p>\n<p>Some of the specific Ease of Doing Business Reform achievements are as<br \/>\nfollows:<br \/>\no Passage, by the Senate, of the Companies and Allied Matters (Repeal &amp;<br \/>\nRe-enactment) Bill 2018 in May 2018, giving legal backing to some of the<br \/>\nreforms already launched and being implemented by PEBEC\/EBES.<\/p>\n<p>o The new Bill permits the use of electronic signatures for company<br \/>\nregistration documents; provides for the submission of applications for<br \/>\nreservation of names through electronic means; allows for a new form of<br \/>\nlegal entity known as Limited Liability Partnerships (LLPs), and makes it<br \/>\npossible for a single person to form a private company in Nigeria; among<br \/>\nother reforms.<\/p>\n<p>o Creation of a National Collateral Registry (NCR). A NCR or Movable<br \/>\nAssets Registry was established by the Central Bank of Nigeria, in May<br \/>\n2016. In May 2017, the Senate passed a Bill to give the NCR legal backing.<\/p>\n<p>o A Palletization Policy issued by the Federal Ministry of Finance, which<br \/>\nensures that goods entering into Nigeria are properly stacked according to<br \/>\nglobal best practices for efficient inspection and to discourage the usual<br \/>\nrent seeking that comes with an outdated standard of 100% physical<br \/>\ninspection of goods.<\/p>\n<p>o Automation of business name reservation, submission of registration<br \/>\ndocuments, payment of registration fees, generation of Tax Identification<br \/>\nNumbers (TIN), and filing of federal Taxes.<\/p>\n<p>o Implementation of functioning Visa-on-Arrival system for Business Visitors<\/p>\n<p>DOING MORE WITH LESS<\/p>\n<p>N1.219 Trillion was released for capital expenditure in the<\/p>\n<p>2016 budget, and N1.476 trillion so far in the 2017 budget, making a total<br \/>\nof N2.7 Trillion (about US$9 billion)\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_1139870146\"><span class=\"aQJ\">in two years<\/span><\/span>. This investment has<br \/>\nenabled the resumption of work on several stalled projects \u2014 road, rail<br \/>\nand power projects \u2014 across the country.<\/p>\n<p>Savings:<\/p>\n<p>Even at a time of low oil prices (and by implication low government<br \/>\nrevenues):<\/p>\n<p>Nigeria\u2019s External Reserves have doubled since October 2016, from US$24<br \/>\nbillion to US$48 billion.<br \/>\nThe Nigerian Sovereign Investment Authority (NSIA) has seen inflows of<br \/>\nUS$1.15 billion under the Buhari Administration (the first government<br \/>\ninflows since the original US$1 billion which the Fund kicked off within<br \/>\n2012).<\/p>\n<p>Infrastructure:<\/p>\n<p>The Buhari Administration has demonstrated a single- minded commitment to<br \/>\nupgrading and developing Nigeria\u2019s Transport, Power and Health<br \/>\nInfrastructure.<br \/>\nIn May 2018, the Federal Government launched the Presidential<br \/>\nInfrastructure Development Fund (PIDF), under the management of the<br \/>\nNigerian Sovereign Investment Authority. The PIDF is kicking off with seed<br \/>\nfunding of US$1.3 billion.<br \/>\nNigeria Sovereign Investment Authority (NSIA) in March 2018 invested<br \/>\nUS$10m to establish a world-class Cancer Treatment Center at the Lagos<br \/>\nUniversity Teaching Hospital (LUTH), and US$5m each in the Aminu Kano<br \/>\nUniversity Teaching Hospital and the Federal Medical Centre, Umuahia, to<br \/>\nestablish modern Diagnostic Centres. These Centers should be completed<br \/>\nbefore the end of 2018.<br \/>\nIn 2014, the Federal Government spent these sums on the following sectors:<br \/>\nTransport (N14 billion), Agriculture &amp; Water (N34 billion), Power, Works &amp;<br \/>\nHousing (N106 billion). In 2017 those figures jumped to: Transport (N127<br \/>\nbillion), Agriculture &amp; Water (N130 billion), Power, Works &amp; Housing (N325<br \/>\nbillion).<br \/>\nRoad Projects are ongoing across every State of the country; many of these<br \/>\nprojects had been abandoned in recent years because of mounting debts owed<br \/>\nby the Federal Government to contractors.<br \/>\nThe Buhari Administration issued a N100 billion Sukuk Bond in 2017,<br \/>\nNigeria\u2019s first sovereign Sukuk Bond. Proceeds<br \/>\nfrom that Bond are funding 25 major road projects across the six<br \/>\ngeopolitical zones of Nigeria.<\/p>\n<p>Upgrade of Nigeria\u2019s 3,500km network narrow-gauge railway network has<br \/>\ncommenced, with the signing, in April 2018, of the interim phase of a<br \/>\nconcession agreement between the Government of Nigeria and an<br \/>\nInternational Consortium led by General Electric (GE). The target of this<br \/>\nInterim Phase is that within the next 12 months, passengers will<br \/>\nexperience reduced travel time by rail between Lagos to Kano, and, for the<br \/>\nfirst time in over a decade, contracted and scheduled freight rail<br \/>\nservices will be available.<br \/>\nAbuja\u2019s Light Rail system has been completed and will go into operation in<br \/>\n2018. Pilot<br \/>\nprojects currently being implemented in Aba (Ariaria Market), Lagos<br \/>\n(Shomolu Printing Community, (Sura Shopping Complex), Kano (Sabon Gari<br \/>\nMarket) and Akure (Isinkan Market).<br \/>\nLaunch of the N701 billion Payment Assurance Programme designed to resolve<br \/>\nthe liquidity challenges in the Power Sector by guaranteeing payments to<br \/>\nGenerating Companies and Gas Suppliers<br \/>\nTransmission Expansion and Rehabilitation Programme has resulted in a 50<br \/>\npercent expansion in Grid Capacity since 2015, from 5,000MW to 7,125MW as<br \/>\nat December 2017.<br \/>\nDistribution Expansion Programme (DEP) was approved by the Federal<br \/>\nExecutive Council in February 2018 to increase distribution capacity in<br \/>\ncollaboration with the DisCos. Implementation of the DEP has commenced,<br \/>\nwith the issuance, in May 2018, of a call for tenders for the procurement<br \/>\nof distribution substations and electrical equipment.<br \/>\n\u2018Beyond the Grid\u2019 Programme, a Public-Private Partnership scheme<br \/>\nchampioned by the Presidency and the Niger Delta Power Holding Company<br \/>\n(NDPHC), successfully deployed 20,000 units of \u2018solar home systems\u2019 to<br \/>\npower rural households across 12 States, between July 2017 and April 2018.<\/p>\n<p>INVESTING IN PEOPLE<\/p>\n<p>The Federal Government has disbursed N42.2 billion in UBE Matching Grants<br \/>\nto 26 States and the FCT, N851.5 million Special Education Grant to 23<br \/>\nStates and private providers of Special Education, and N2.2 billion<br \/>\nTeachers Professional Development Fund to 33 States and the FCT.<\/p>\n<p>All 4 components of the Social Investment Programme (SIP) have now taken off.<\/p>\n<p>The SIP is the largest and most ambitious social safety net programme in<br \/>\nthe history of Nigeria, with 140 billion released and more than 9 million<br \/>\ndirect beneficiaries so far \u2014<br \/>\n200,000 N-Power beneficiaries currently participating and receiving<br \/>\nN30,000 in monthly stipends (another 300,000 new enrolments being<br \/>\nprocessed, to take the number to 500,000 this year)<\/p>\n<p>Government Enterprise and Empowerment Programme (GEEP): N15.183 billion in<br \/>\ninterest-free loans ranging from N50,000 to N350,000 disbursed to more<br \/>\nthan 300,000 market women, traders, artisans, farmers across all 36<br \/>\nStates of the country and the FCT, under GEEP. (56 percent of the loans<br \/>\nhave gone to women).<\/p>\n<p>In terms of advancing the financial inclusion goals of the Buhari<br \/>\nAdministration, GEEP has led to the opening of 349,000 new bank<br \/>\naccounts\/wallets for beneficiaries and intending beneficiaries.<br \/>\nIn November 2017, GEEP was chosen as the pilot programme for the Bill &amp;<br \/>\nMelinda Gates Foundation Policy Innovation Unit in Nigeria.<\/p>\n<p>Home Grown School Feeding Programme (HGSFP):<br \/>\nCurrently a total of 8.2 million pupils in 45,394 public primary schools<br \/>\nacross 24 states: Abia, Anambra, Enugu, Ebonyi and Imo (South East); Akwa<br \/>\nIbom, Cross River and Delta (South South); Osun, Oyo, Ondo and Ogun (South<br \/>\nWest); Benue, Niger and Plateau (North Central); Kaduna, Katsina, Kano,<br \/>\nand Zamfara (North West); Bauchi, Taraba, Borno, Gombe and Jigawa (North<br \/>\nEast).<\/p>\n<p>Over 80,000 direct jobs have since been created from the School Feeding<br \/>\nProgramme; with 87,261 cooks currently engaged in the 24 participating<br \/>\nstates. All 36 states of the Federation and the FCT will eventually<br \/>\nbenefit from the Programme.<br \/>\nThe Health aspect of the programme has seen over 3 million pupils dewormed<br \/>\nin 6 states, the deworming programme is a bi-annual programme aimed at<br \/>\neradicating and reducing the burden of worms.<br \/>\nConditional Cash Transfer (CCT): 297,973 families benefiting from the CCT<br \/>\nScheme, which pays N5,000 monthly to the poorest and most vulnerable<br \/>\nhouseholds in the country.<\/p>\n<p>NEW VISION FOR THE NIGER DELTA<\/p>\n<p>The Buhari administration\u2019s \u2018New Vision for the Niger Delta\u2019 brings<br \/>\ntogether a robust set of promises, solutions, targets and initiatives<br \/>\naimed at ensuring that the people of the Niger Delta benefit maximally<br \/>\nfrom the region\u2019s oil wealth.<\/p>\n<p>The New Vision offers a detailed response to the 16-point Demand Agenda<br \/>\nsubmitted to President Buhari by the Pan Niger Delta Forum (PANDEF) in<br \/>\nNovember 2016.<\/p>\n<p>Tangible results of the New Vision so far include:<\/p>\n<p>Take-off of the Nigerian Maritime University in Okerenkoko, Delta State.<br \/>\nThe University was granted approval in January 2018 by the National<br \/>\nUniversities Commission (NUC) to commence undergraduate degree programmes<br \/>\neffective 2017\/18 session, and commenced academic activities on April 12,<br \/>\n2018.<br \/>\nPresident Buhari had last year approved an increase in the take-off grant<br \/>\nallocated to the Maritime University from the N2 billion earlier<br \/>\nannounced, to N5 billion. Similarly, in November 2017, an additional N1<br \/>\nbillion was approved by the President to support essential infrastructure<br \/>\nworks and staff recruitment in the University.<br \/>\nSetting aside of US$170m seed funding for the Ogoni Clean Up, in an Escrow<br \/>\nAccount established for that purpose. The Escrow Agreement Signing<br \/>\nCeremony took place in April 2018.<br \/>\nApproval by President Buhari of an additional N35 billion for the 2016<br \/>\nbudget of the Presidential Amnesty Programme<br \/>\nApproval for the establishment of Modular Refineries across the nine<br \/>\nStates of the Niger Delta \u2013 the first two Refineries are already under<br \/>\nconstruction, and will be completed by the end of 2018.<br \/>\nResumption of construction work on abandoned projects across the Niger<br \/>\nDelta, including the all-important East-West Road.<\/p>\n<p>ANTI-CORRUPTION &amp; TRANSPARENCY<\/p>\n<p>FISCAL REFORMS; PLUGGING LEAKAGES<\/p>\n<p>New Whistleblowing Policy:<\/p>\n<p>The new Whistleblowing Policy introduced by the Federal Ministry of<br \/>\nFinance in December 2016 has since then yielded the following in<br \/>\nrecoveries (arising directly from whistleblower tips):<br \/>\no N13.8 billion from tax evaders (In May 2018, the Government paid N439.2<br \/>\nmillion to about 14 whistleblowers who gave specific tips on tax evasion).<\/p>\n<p>o N7.8 billion, US$378million, \u00a327,800 in recoveries from public officials<br \/>\ntargeted by whistleblowers.<\/p>\n<p>The Ministry of Finance has received a total of 8,373 communications on<br \/>\ncontract inflation, ghost workers, illegal recruitment and<br \/>\nmisappropriation of funds, as a result of the Whistleblower Policy.<br \/>\nOf this number of communications, 1,231 are specifically whistleblowing tips.<br \/>\nThe Ministry has undertaken 791 investigations and completed 534 of those<br \/>\ninvestigations. Ten are presently under prosecution and four convictions<br \/>\nhave been secured.<\/p>\n<p>Increased Oversight of MDAs<\/p>\n<p>The National Economic Council (NEC), under the Chairmanship of Vice<br \/>\nPresident Yemi Osinbajo, approved the audit of key federal revenue<br \/>\ngenerating agencies, with revealing results: a total sum of N526 billion<br \/>\nand US$21 billion was underpaid to the Federation Account between 2010 and<br \/>\n2015. NEC has now approved the extension of that audit to cover the period<br \/>\nuntil June 2017.<\/p>\n<p>Also, the Buhari Administration is addressing the issue of poor levels of<br \/>\nremittance of operating surpluses by MDAs. From remitting only N51 million<br \/>\nbetween 2010 and 2016, JAMB went on to remit N7.8 billion in 2017, and is<br \/>\non course to remit a similar amount in 2018.<\/p>\n<p>The Presidential Initiative on Continuous Audit (PICA):<\/p>\n<p>PICA was set up by President Muhammadu Buhari to strengthen controls over<br \/>\nGovernment finances through a continuous internal audit process across all<br \/>\nMinistries, Departments and Agencies (MDAs), particularly in respect of<br \/>\npayroll. Through the activities of PICA, 54,000 fraudulent payroll entries<br \/>\nhave been identified, with payroll savings of N200 billion.<\/p>\n<p>Expansion of TSA Coverage:<\/p>\n<p>On August 7, 2015, President Buhari issued a directive to all Ministries,<br \/>\nDepartments and Agencies (MDAs) to close their accounts with Deposit Money<br \/>\nBanks (DMBs) and transfer their balances to the Central Bank of Nigeria on<br \/>\nor before 15th September 2015.<br \/>\nThe TSA system was launched in 2012, but failed to gain traction until<br \/>\nPresident Buhari\u2019s executive order in August 2015. As of May 2018, the TSA<br \/>\nsystem has been implemented in 92 percent of all MDAs.<br \/>\nThe TSA allows the managers of the Government\u2019s finances, including but<br \/>\nnot limited to the Ministry of Finance and the Office of the<br \/>\nAccountant-General of the Federation, to have, at any point in time, a<br \/>\ncomprehensive overview of cash flows across the entire Government.<br \/>\nThis decision to fully operationalize the Treasury Single Account (TSA)<br \/>\nsystem\u2014a public accounting system that enables the Government to manage<br \/>\nits finances (revenues and payments) using a single\/unified account, or<br \/>\nseries of linked accounts domiciled at the Central Bank of Nigeria \u2014 has<br \/>\nresulted in the consolidation of more than 17,000 bank accounts previously<br \/>\nspread across DMBs in the country, and in savings of an average of N4<br \/>\nbillion monthly in banking charges.<br \/>\nThe TSA has brought the following benefits:<br \/>\no Improves transparency and accountability in the management of all FGN<br \/>\nreceipts by providing a consolidated view of Government\u2019s cash flow.<\/p>\n<p>o Blocks the leakages and abuses which hitherto characterized Public<br \/>\nFinance Management in Nigeria.<\/p>\n<p>o Ensures availability of funds for the execution of government policies,<br \/>\nprogrammes and projects<\/p>\n<p>o Controls aggregate cash flows within fiscal and monetary limits<\/p>\n<p>o Improves management of domestic borrowing programme<\/p>\n<p>o Enables investments of idle funds<\/p>\n<p>The Ministry of Finance continues to fine-tune the system to improve its<br \/>\nefficiency, and has also commenced an audit to ensure that all funds due<br \/>\nto the TSA are remitted into it.<\/p>\n<p>Deployment of BVN for Payroll and Social Investment<\/p>\n<p>Programmes:<\/p>\n<p>Considering that personnel costs are the Federal Government\u2019s largest<br \/>\nexpenditure line, the Federal Government has given priority to the<br \/>\ndeployment of the BVN for payroll and pension audits. The use of BVN to<br \/>\nverify payroll entries on the Integrated Personnel Payroll Information<br \/>\nSystem (IPPIS) platform has so far led to the detection of 54,000<br \/>\nfraudulent payroll entries.<br \/>\nThe Federal Government has also ensured the deployment of BVN system to<br \/>\nserve as the verification basis for payments to beneficiaries and vendors<br \/>\nin the Anchor Borrowers Programme (ABP), the N-Power Scheme and the<br \/>\nHomegrown School Feeding Programme (HGSFP)<\/p>\n<p>Creation of Asset Tracking and Management Project<\/p>\n<p>The Federal Ministry of Finance launched the Asset Tracking and Management<br \/>\nProject (ATM Project) in 2016. By the ATM Project, the Federal Government<br \/>\nis, for the first time, able to locate, identify, assess and evaluate all<br \/>\nits moveable and immoveable assets on a real-time basis.<br \/>\nAlso, a Central Asset Register was created and domiciled in the Ministry<br \/>\nfor recording the actual quantity, value, condition and location of all<br \/>\nthe capital assets belonging to the Federal Government. These initiatives<br \/>\nare in line with the requirements of the International Public-Sector<br \/>\nReporting Standard (IPSAS), which has been implemented by the Ministry of<br \/>\nFinance.<\/p>\n<p>Replacement of old Cash-Based Accounting System with an<\/p>\n<p>Accruals\u2013Based System:<\/p>\n<p>Cash accounting makes no reference to the liabilities that the Federal<br \/>\nGovernment may be required to meet in the future nor does it recognise the<br \/>\nbenefits that will be obtained from assets purchased over a period of<br \/>\ntime.<br \/>\nThe cash accounting system fails to capture information on public sector<br \/>\nassets and liabilities which may present the illusion of positive<br \/>\nfinancial results in the short term, at the expense of longer-term fiscal<br \/>\nstability and sustainability.<br \/>\nAccruals-based accounting, on the other hand, presents the true financial<br \/>\nposition of the Federal Governments assets and liabilities, which would<br \/>\nhelp the Government plan future funding requirements for asset maintenance<br \/>\nand replacement, and the repayment of existing and contingent liabilities<br \/>\nand, thus, better manage their cash position and financing requirements.<br \/>\nIt provides comprehensive information on Government\u2019s current and<br \/>\nprojected cash flows, leading to better cash management. For example, the<br \/>\nconversion from cash accounting to accrual accounting led to the discovery<br \/>\nof unrecorded debts owed contractors, oil marketers, exporters,<br \/>\nelectricity distribution companies and others.<\/p>\n<p>Enlistment into Open Government Partnership (OGP):<\/p>\n<p>In May 2016, President Buhari attended and participated in the<br \/>\nInternational Anti-Corruption Summit organised by the UK Government. At<br \/>\nthat Summit he pledged that Nigeria would join the OGP, an international<br \/>\ntransparency, accountability and citizen engagement initiative.<br \/>\nIn July 2016, Nigeria became the 70th country to join the OGP. Following<br \/>\nthis, Nigeria constituted an OGP National Steering Committee (NSC), which<br \/>\nwent on to develop a National Action Plan (2017\u20132019) that aims to deepen<br \/>\nand mainstream transparency mechanisms and citizens\u2019 engagement in the<br \/>\nmanagement of public resources across all sectors.<br \/>\nIn 2018, Nigeria was elected to lead the OGP, alongside Argentina, France,<br \/>\nand Romania. All four new members of the OGP Steering Committee will serve<br \/>\nfor three years starting on\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_1139870147\"><span class=\"aQJ\">October 1, 2018<\/span><\/span>.<\/p>\n<p>Creation of Efficiency Unit (EU) to spearhead the efficient use of<br \/>\ngovernment resources, and ensure reduction in Recurrent Expenditure:<\/p>\n<p>The Efficiency Unit was set up in November 2015, to reduce wastages,<br \/>\npromote efficiency, ensure prudence and add value for money in all<br \/>\ngovernment expenditures.<br \/>\nThe Unit monitors Ministries, Departments and Agencies (MDAs) of<br \/>\ngovernment, identifying and eliminating wasteful spending, duplication and<br \/>\nother inefficiencies, and identifying best practices in procurement and<br \/>\nfinancial management<br \/>\nThe Efficiency Unit\u2019s efforts have resulted in the following<br \/>\no The Federal Government has saved N34 billion on Travel &amp; Transport for<br \/>\n2016 compared to 2015 figures, and a further N57 billion also on Travel &amp;<br \/>\nTransport in 2017 compared to 2016.<\/p>\n<p>o On Office Stationeries &amp; Computer Consumables, the Government saved N24<br \/>\nbillion in 2016 as against the previous year, and a further N10 billion in<br \/>\n2017 compared to the 2016 Expenditure on the same Line Item.<\/p>\n<p>o The Efficiency Unit has recommended to the Accountant General of the<br \/>\nFederation the use of Debit Cards by government officials for payments<br \/>\ninstead of cash, to plug loopholes and improve accountability in public<br \/>\nspending.<\/p>\n<p>Oil and Gas Reforms:<\/p>\n<p>Since August 2015, NNPC began publishing its performance monthly (NNPC<br \/>\nMonthly Oil &amp; Gas Report) in newspapers and various new media platforms<br \/>\nand most importantly on the NNPC website to improve transparency and<br \/>\nprobity.<br \/>\nThe controversial Offshore Processing Arrangement (OPA) has been cancelled<br \/>\nand replaced with a \u2018Direct Sales and Direct Purchase (DSDP)\u2019 scheme with<br \/>\nreputable offshore refineries.<br \/>\nUS$6.8 billion accumulated in Cash Call arrears (as of December 2015) by<br \/>\nthe Nigerian National Petroleum Corporation (NNPC) in its Joint Ventures<br \/>\n(JVs) with International Oil Companies (IOCs) has been negotiated down to<br \/>\nUS$5.1 billion, translating into immediate savings of US$1.7 billion. A<br \/>\nlong-term repayment plan has been drawn up for the balance of US$5.1<br \/>\nbillion.<\/p>\n<p>JUSTICE REFORMS<\/p>\n<p>Establishment of Presidential Advisory Committee Against<\/p>\n<p>Corruption (PACAC)<\/p>\n<p>PACAC was established by President Buhari in August 2015 to, among other<br \/>\nthings; promote the reform agenda of the government on the anti-corruption<br \/>\neffort, and advise the present administration in the prosecution of the<br \/>\nwar against corruption and the implementation of required reforms in<br \/>\nNigeria\u2019s criminal justice system. It was the very first committee the<br \/>\nPresident set up after he was sworn into office.<br \/>\nPACAC has empowered Judges and Prosecutors to operate effectively in<br \/>\ncarrying out their responsibilities through Workshops on the new<br \/>\nAdministration of Criminal Justice Act, 2015.<\/p>\n<p>PACAC has:<br \/>\no Trained both Federal and States Prosecutors on proper drafting of charges.<\/p>\n<p>o Helped anti-corruption agencies devise clearer strategies for obtaining<br \/>\nforfeiture of assets suspected to have been acquired fraudulently, mainly<br \/>\nfrom State Coffers, before prosecuting suspected culprits. Part of this<br \/>\nwork has involved painstakingly reviewing existing Laws (like the Money<br \/>\nLaundering Act, 2004, the EFCC Act, 2004 and the ICPC Act, 2000), to<br \/>\nidentify and highlight sections directly conferring powers of forfeiture<br \/>\non Nigeria\u2019s anticorruption agencies. This advocacy has led to a<br \/>\nsignificant increase in the use of Non-Conviction Based Asset Forfeiture<br \/>\nMechanisms by anti-corruption agencies;<\/p>\n<p>o Organized workshops for the Management and Protection of Assets, and<br \/>\nrecommended the establishment of a Central Asset Management Committee \u2013<br \/>\nthe Presidential Committee on Asset Recovery (PCAR), headed by Vice<br \/>\nPresident Yemi Osinbajo, which superintends a dedicated Central Bank<br \/>\nAccount that receives all recovered funds, for coordination and<br \/>\ntransparency of management and oversight.<\/p>\n<p>o Produced manuals, protocols and Standard Operating Procedures to assist<br \/>\nACAs in their work. These include the Corruption Case Management Manual;<br \/>\nthe Plea Bargaining Manual; Sentencing Guidelines in High Profile Cases;<br \/>\nthe Framework for the Management of Recovered Stolen Assets, Asset<br \/>\nRecovery Strategy Document, Corruption Case Management Manual; Framework<br \/>\nfor the Management of Recovered Stolen Assets; etc.<\/p>\n<p>o Drafted a Bill for the establishment of Special Crimes Court<\/p>\n<p>o Initiated the whistle-blower policy of the Federal Government (see<br \/>\nWhistleblower Policy for details)<\/p>\n<p>Domestic Legislation &amp; International Agreements<\/p>\n<p>The Buhari Government submitted an Executive Bill for the Mutual Legal<br \/>\nAssistance in Criminal Matters between Nigeria and other foreign<br \/>\ncountries, to facilitate the identification, tracing, freezing,<br \/>\nrestraining, recovery, forfeiture and confiscation of proceeds, property<br \/>\nand other instrumentalities of crime, in February 2016. In May 2017 the<br \/>\nSenate passed the Bill into Law.<br \/>\nNigeria has signed Agreements and MOUs with various countries to boost<br \/>\ninternational cooperation for the investigation, tracking, freezing and<br \/>\nreturn of stolen assets.<\/p>\n<p>New Prison Data Management System:<\/p>\n<p>Pilot Project completed at Kuje Prison, and launched in July 2017 with the<br \/>\ninstallation of a new data management system (the first<\/p>\n<p>of its kind in any prison in Nigeria), as well as Hardware equipment<br \/>\n(computers, server, LAN connectivity, webcams, etc). Among<br \/>\nthe arrested were those responsible for coordinating and executing suicide<br \/>\nattacks in Potiskum, Kano, Zaria and Jos: Usman Shuaibu (aka Money), Ahmed<br \/>\nMohammed, Adamu Abdullahi (aka Babpa), Ibrahim Isa, and Muttaqa Yusuf (aka<br \/>\nMohammed Sani).<br \/>\nArrest in April 2016 of Usman Mohammed, aka Khalid Al- Barnawi, leader of<br \/>\nthe Ansaru terrorist group and one of the most wanted terrorists in the<br \/>\nworld, with a US$6m United States bounty on his head. He\u2019s currently being<br \/>\nprosecuted alongside his accomplices.<br \/>\nArrest in March 2017 of Amodu Omale Salifu, leader of an ISIS affiliate<br \/>\ngroup active in North Central Nigeria, plotting to bomb foreign embassies.<br \/>\nArrest of two suspected Ansaru leaders, Ahmed Momoh and Al-amin Mohammed<br \/>\nJamin, in April 2017 at Igarra in Edo State. The two were confirmed<br \/>\nassociates of Abu Uwais, a prominent Ansaru kingpin terrorising residents<br \/>\nin Kogi and Edo states.<br \/>\nIn December 2017, the following notorious kidnappers were killed in Kogi<br \/>\nState: Ahmadu Sulaiman (aka Oga), Shumo Haruna (aka Halilu Aliyu) and<br \/>\nAbdullahi Abdulkadir aka Maijaki. They were responsible for high-profile<br \/>\nkillings and kidnappings in\/around Ajaokuta.<br \/>\nMilitant, Don Waney, responsible for several murders in Rivers State,<br \/>\nkilled by the military in January 2018<br \/>\nBadoo ritualists\u2019 gang, dismantled in Lagos State. Kingpin and herbalist,<br \/>\nFatai Adebayo, was arrested by the Police in January 2018.<br \/>\nIn January 2018, four suspects notorious for robbing and\/or kidnapping<br \/>\ncommuters in Kogi State and its environs, were arrested by the DSS in<br \/>\nOtokiti, Adavi LGA of Kogi State: Mohammed Kabir (aka Master and Nicko),<br \/>\nMuhammed Musa (aka World Best), Audu Emmanuel (aka Sneider) and Jallo<br \/>\nYunusa.<br \/>\nOn 17th February, 2018, at Irrua, Edo State, DSS operatives arrested a<br \/>\ngang of high profile kidnappers who dominated<br \/>\nthe Kogi and Edo corridors: Umar Abubakar (aka Small), Abubakar Ahmadu<br \/>\n(aka Sarkin Yaki), Aliyu Abubakar (aka Koroko), Aliyu Mohammed (aka Chogo)<br \/>\nand Abubakar Umaru (aka Bokolori).<\/p>\n<p>Cattle Rustling kingpin, Tsoho Buhari, aka Buharin Daji, killed in Zamfara<br \/>\nState in March 2018. Several members of his gang have also been killed or<br \/>\narrested by security forces. (On 14th December, 2017, Umar Abubakar (aka<br \/>\nYellow),<br \/>\none of his top associates, was shot and killed by DSS in a gun battle in<br \/>\nAdavi LGA, Kogi State.<\/p>\n<p>Arrest in May 2018 of 56 suspected criminals \/ kidnappers<br \/>\n\/ gunrunners in and around Birnin-Gwari, Kaduna State, by the Nigeria<br \/>\nPolice Force<\/p>\n<p>Major masterminds of the Offa Robbery, in Kwara State, arrested by the<br \/>\nNigeria Police Force in May 2018.<\/p>\n<p>DIPLOMACY AND INTERNATIONAL RELATIONS<\/p>\n<p>Re-establishment of Nigeria\u2019s position and influence in the regional and<br \/>\nglobal arena. Fragile\/broken relations with the United States, United<br \/>\nKingdom, South Africa, and with neighbouring countries (Chad, Niger,<br \/>\nCameroon) have been revived and strengthened since June 2015. The Meeting<br \/>\nof the was the first since 2009.<\/p>\n<p>Nigeria\u2019s prominent participation in the London Anti-Corruption Summit and<br \/>\nthe Commonwealth Conference on Tackling Corruption, in May, 2016 in<br \/>\nLondon. Major outcomes of these events include:<\/p>\n<p>The signing, in August 2016, of an MoU with the UK Government on<br \/>\nmodalities for the return of Nigeria\u2019s stolen assets in the UK.<br \/>\nThe establishment of a Global Forum for Asset Recovery (GFAR), hosted by<br \/>\nthe governments of the US and UK in December 2017, and focusing on<br \/>\nassisting Nigeria and three other countries to reclaim their stolen<br \/>\nassets.<br \/>\nNigeria joined the Open Government Partnership (OGP) in<br \/>\n2016 and developed a National Action Plan, which is already being<br \/>\nimplemented.<\/p>\n<p>In 2016 Nigeria signed an Agreement on the identification and repatriation<br \/>\nof Illicit Funds with the United Arab Emirates during President Buhari\u2019s<br \/>\nVisit to that country.<br \/>\nThe Federal Government under President Buhari has engaged the governments<br \/>\nof Switzerland, Jersey Island, United States, United Arab Emirates, and<br \/>\nLiechtenstein among others, in an effort to ensure the repatriation of<br \/>\nNigeria\u2019s stolen assets.<br \/>\nSo far, the Swiss government has repatriated US$322 million in Abacha<br \/>\nLoot. The money is currently warehoused in a Special Account in the CBN,<br \/>\nand will be deployed towards the Federal Government\u2019s Social Investment<br \/>\nProgramme.<br \/>\nThe Buhari Administration has mobilized International Support for the War<br \/>\nagainst Boko Haram, forging strong partnerships with key countries,<br \/>\nincluding the United States, the United Kingdom, France and Germany,<br \/>\nECOWAS, the AU, the UN, and others. After years of stalemate, the United<br \/>\nStates has finally agreed to sell weapons to Nigeria, and the sale of 12<br \/>\nSuper Tucano Aircraft by the US Government to Nigeria has just been<br \/>\nfinalized.<br \/>\nRevamp of the Multinational Joint Task Force (MNJTF) comprising troops<br \/>\nfrom Nigeria and Chad, Niger, Cameroon and Benin.<br \/>\nSuccessful evacuation and repatriation of more than 10,000 Nigerian<br \/>\nmigrants from Libya, with the support and partnership of the International<br \/>\nOrganization for Migration (IOM).<br \/>\nFollowing Nigeria\u2019s successful rallying of OPEC and Non- OPEC members to<br \/>\ndiscuss stabilisation of the global oil market in Doha and in Algiers, and<br \/>\nthe successful negotiation of an exemption from the OPEC production freeze<br \/>\nagreed at the 171st OPEC Ministerial conference in Vienna in November<br \/>\n2016; oil prices rose to US$55\/bbl for the first time\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_1139870148\"><span class=\"aQJ\">in 16 months<\/span><\/span>.<br \/>\nNigeria has since then continued to engage fruitfully with OPEC.<\/p>\n<p>Bilateral Relations:<\/p>\n<p>CHINA:<\/p>\n<p>Billions of dollars in concessional infrastructure funding for critical<br \/>\nroad and rail projects. President Buhari\u2019s April 2016 official visit to<br \/>\nChina has unlocked billions of dollars in infrastructure funding,<br \/>\nprimarily for road and rail projects;<\/p>\n<p>It also yielded a Currency Swap Agreement between the Peoples Bank of<br \/>\nChina and the Central Bank of Nigeria.<\/p>\n<p>UNITED STATES (USA)<\/p>\n<p>Renewed cooperation in Security and Anti-Corruption. The US Government is<br \/>\nsupplying 12 Super Tucano Aircraft to Nigeria, as well as repatriating<br \/>\nrecovered looted monies and assets stashed in the US.<\/p>\n<p>Nigerian and U.S. militaries collaborated to host, April 2018 in Abuja,<br \/>\nthe 2018 African Land Forces Summit, the largest gathering of African Army<br \/>\nchiefs, to discuss cooperation aimed at improving security on the<br \/>\ncontinent.<\/p>\n<p>UNITED KINGDOM (UK)<\/p>\n<p>Nigeria in 2018 commenced the implementation of Automatic Exchange of Tax<br \/>\nInformation (AETI) protocol with the United Kingdom. This Protocol will<br \/>\nprovide the Nigerian Government with data on bank accounts, property and<br \/>\ntrusts held in the UK by Nigerian nationals, and will support the<br \/>\nVoluntary Assets and Income Declaration Scheme (VAIDS) by allowing<br \/>\nNigerian tax authorities to check the accuracy of declarations received<br \/>\nregarding overseas assets and income.<\/p>\n<p>MOROCCO:<\/p>\n<p>The Presidential Fertilizer Initiative (which involves a partnership with<br \/>\nthe Government of Morocco, for the supply of phosphate, as well as<br \/>\ntechnical assistance), has resulted in the revitalization of 14 blending<br \/>\nplants across Nigeria.<\/p>\n<p>SWITZERLAND:<\/p>\n<p>US$322 million in looted Abacha funds repatriated to Nigeria in December<br \/>\n2017. Chris Smith (R-NJ), Chair of the House Subcommittee on Global Human<br \/>\nRights and a senior member of the House Foreign Affairs Committee, who<br \/>\nspoke during the week while welcoming the release of the State<br \/>\nDepartment\u2019s annual International Religious Freedom Report, applauded<br \/>\nSecretary Pompeo\u2019s announcement of a Ministerial Committee to Advance<br \/>\nReligious Freedom scheduled for\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_1139870149\"><span class=\"aQJ\">July 25-26, 2018<\/span><\/span>.<\/p>\n<p>Smith said the federal government under Buhari was indifferent to attacks<br \/>\nby Fulani herdsmen on predominantly Christian farmers.<\/p>\n<p>He, therefore, stated that except Buhari spoke out against the killings,<br \/>\nthe situation would likely worsen in the lead-up to the 2019 general<br \/>\nelection.<\/p>\n<p>He said: \u201cCongress is watching the situation in Nigeria with growing<br \/>\nconcern, as the Nigerian government there appears too often to be<br \/>\nindifferent to attacks by Fulani herdsmen on predominantly Christian<br \/>\nfarmers.<\/p>\n<p>\u201cThe confluence of religious, ethnic, economic and political tensions is<br \/>\nonly likely to be exacerbated in the lead-up to elections next year unless<br \/>\nPresident Muhammadu Buhari speaks out with a clear voice condemning the<br \/>\nherdsmen attacks.<\/p>\n<p>\u201cWe grieve with the families of those killed, including those of two<br \/>\npriests and 17 worshippers who were buried just last week following an<br \/>\nattack by herdsmen in Benue state in April.<\/p>\n<p>\u201cGetting the facts right on the global state of religious freedom is<br \/>\nessential for the shaping of U.S. policy and priorities, and that is why<br \/>\nthe State Department\u2019s annual report is so important.<\/p>\n<p>\u201cI welcome the report\u2019s release and urge concerted action to protect this<br \/>\nfundamental freedom.<\/p>\n<p>\u201cReligious freedom is under siege globally, challenging U.S. interests. It<br \/>\nis no coincidence that the worst violators of religious freedom globally<br \/>\nare also the biggest threats to our nation\u2014those who wish to do Americans<br \/>\nthe most harm, and those who most want to tear down the pillars of<br \/>\ndemocratic societies.\u201d<\/p>\n<p>According to him, a robust religious freedom diplomacy not only reflects<br \/>\nAmerican values but advances U.S. national security interests.<\/p>\n<p>Congressman Smith noted the need to take more direct action in certain<br \/>\ncountries including Nigeria.<\/p>\n<p>While briefing journalists on the report last Tuesday, the US Department<br \/>\nof State\u2019s Ambassador-at-large for International Religious Freedom Samuel<br \/>\nBrownback said he would travel to Nigeria this month (June) to talk with<br \/>\nleaders, government leaders, religious leaders, Christian and Muslim, to<br \/>\ntalk about what we can do to move forward, to reduce the level of<br \/>\nviolence, to open the way for religious freedom.<\/p>\n<p>He said: \u201cI have been meeting with a number of different Nigerian leaders,<br \/>\nand it\u2019s been a very difficult- I met with three leaders, last week. And<br \/>\nthey said to me \u2013\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_1139870150\"><span class=\"aQJ\">Sunday<\/span><\/span>\u00a0used to be the day they hated to see coming the<br \/>\nmost because that is when most of the attacks would take place.\u201d<\/p>\n<p>He said that the Nigerian government had the responsibility to protect the<br \/>\nright to freedom of religion, adding that the US would continue to push<br \/>\nNigeria to do that.<\/p>\n<p>\u201cOur effort is for religious freedom for everybody, regardless of faith,<br \/>\nor even if you\u2019re a person without faith, but that you are free to do with<br \/>\nyour own conscience whatever you choose and that no government has the<br \/>\nright to interfere with that,\u201d he added.<\/p>\n<p>The report noted that there were incidents of killings and other forms of<br \/>\nviolence between members of different religious groups in Nigeria in 2017.<\/p>\n<p>The report read: \u201cMany killings occurred between farmers and herders in<br \/>\nthe central Middle Belt region, where farmers are predominantly Christians<br \/>\nand from various ethnic groups, and herders are predominantly Fulani<br \/>\nMuslims.<\/p>\n<p>\u201cThis violence included religious differences as a factor, according to<br \/>\nscholars and other experts, but also involved ethnicity, politics, and<br \/>\nincreasing competition over dwindling land resources as a result of<br \/>\npopulation growth, soil degradation, and internal displacement from other<br \/>\nforms of violence and criminality occurring in the north.\u201d<\/p>\n<p>The report chronicled many of the killings and clashes which had a<br \/>\nreligious undertone that took place in Nigeria in the year under review.<\/p>\n<p>It stated: \u201cThe government continued to detain the leader of the Islamic<br \/>\nMovement in Nigeria (IMN), the country\u2019s largest Shia group, and restrict<br \/>\nthe activities, free movement, and free association of its members.<\/p>\n<p>\u201cThere were no reports of accountability for soldiers implicated in the<br \/>\nDecember 2015 clash between the army and IMN members that, according to a<br \/>\nKaduna State government report and reports from non-government observers,<br \/>\nleft at least 348 IMN members and one soldier dead, with IMN members<br \/>\nburied in a mass graves.\u201d<\/p>\n<p>The report also stated that both Muslim and Christian groups said there<br \/>\nwas a lack of just handling of their mutual disputes and inadequate<br \/>\nprotection by federal, state, and local authorities, especially in central<br \/>\nregions, where there were longstanding, violent disputes between Hausa and<br \/>\nFulani Muslims and Christian ethnic groups.<\/p>\n<p>It said: \u201cIn disputes between primarily Christian farmers and Muslim<br \/>\nherders, herders stated they did not receive justice when their members<br \/>\nwere killed or their cattle were stolen by the farming community, which<br \/>\nthey said caused them to carry out retaliatory attacks.
