But my heart turned to jelly as I read the breakdown of the<\/div>\n<div dir=\"ltr\">budget.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">I became fearful, not only because of the fiscal deficit of<\/div>\n<div dir=\"ltr\">N1,954,464,993,775 and a deficit to GDP of -1.73 per cent, and the feeble<\/div>\n<div dir=\"ltr\">plan for revenue generation, but because of Nigeria\u2019s usual way of<\/div>\n<div dir=\"ltr\">\u2018shifting the deckchairs on the Titanic\u2019. It is becoming increasingly<\/div>\n<div dir=\"ltr\">disgusting how the leadership of the country pays less attention to core<\/div>\n<div dir=\"ltr\">indices of national development such as education, health, human<\/div>\n<div dir=\"ltr\">empowerment, security, but keeps the tabs on those areas that do not<\/div>\n<div dir=\"ltr\">directly impact the lot of the citizens.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Of the total amount passed by the Senate &#8211; N9,120,334,988,225, N2.873<\/div>\n<div dir=\"ltr\">trillion was budgeted for capital expenditure. The Federal ministry of<\/div>\n<div dir=\"ltr\">power, works and housing got the highest allocation of N682.309 billion,<\/div>\n<div dir=\"ltr\">followed by transportation which received N251.420 billion; N157.715<\/div>\n<div dir=\"ltr\">billion for defence; N149.198 billion for agriculture and rural<\/div>\n<div dir=\"ltr\">development; N147.200 billion for water resources and N102.907 billion for<\/div>\n<div dir=\"ltr\">education while N150 billion was allotted to capital special intervention<\/div>\n<div dir=\"ltr\">programme. The breakdown also showed that the National Assembly got N139.5<\/div>\n<div dir=\"ltr\">billion and the National Judicial Council got N110 billion.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">While we thank the senate for increasing the budgetary allocation for<\/div>\n<div dir=\"ltr\">education from the N61.73 billion proposed by the executive to N102.907,<\/div>\n<div dir=\"ltr\">the amount is without doubt meagre considering the crucial role of<\/div>\n<div dir=\"ltr\">education in the development of any people and country. Till date, no<\/div>\n<div dir=\"ltr\">government in Nigeria has ever raised the allocation for education to 20%<\/div>\n<div dir=\"ltr\">as recommended by the United Nations Educational, Scientific and Cultural<\/div>\n<div dir=\"ltr\">Organization (UNESCO). Sadly, there has been a consistent decline in the<\/div>\n<div dir=\"ltr\">value the government has placed on education since the beginning of<\/div>\n<div dir=\"ltr\">democratic rule.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Although the Second National Development Plan (1970\u201374) raised the<\/div>\n<div dir=\"ltr\">allocation to 13.5%, it fell to 7.5% in the Third National Development<\/div>\n<div dir=\"ltr\">Plan (1975\u20131980). Again, it jumped to 17.3% in the Fourth National<\/div>\n<div dir=\"ltr\">Development Plan (1981\u201385). However, it has not gone higher than 13.5%<\/div>\n<div dir=\"ltr\">since 1990 except in 1997 when education was given 17.5%.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Speaking at the Abubakar Tafawa Balewa Stadium, Bauchi, President<\/div>\n<div dir=\"ltr\">Muhammadu Buhari said, \u201cNow, look at the farmers\/herdsmen\u2019s clashes in the<\/div>\n<div dir=\"ltr\">northern part of this country. I have been telling people that if I had<\/div>\n<div dir=\"ltr\">not gone to school, I would not have gone into the military and where I<\/div>\n<div dir=\"ltr\">come from since my cows are finished; maybe, I would have been involved in<\/div>\n<div dir=\"ltr\">this fight.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">\u201cYou should strive hard and be educated, get the education that will<\/div>\n<div dir=\"ltr\">benefit you and the society, it is not compulsory that government will<\/div>\n<div dir=\"ltr\">give you what to do.\u201d<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">In other words, Buhari himself acknowledged the role of education in the<\/div>\n<div dir=\"ltr\">transformation of the mind, patriotism and national peace. Yet, he<\/div>\n<div dir=\"ltr\">allocated just a meagre 7% of the total proposed budget for the sector.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Meanwhile, highlighting the poor state of education in most commonwealth<\/div>\n<div dir=\"ltr\">countries in an op-ed, Jakaya Kikwete and Ngozi Okonjo-Iweala, a former<\/div>\n<div dir=\"ltr\">Minister of Finance in the country, write, \u201cThe situation is particularly<\/div>\n<div dir=\"ltr\">worrisome in Nigeria, where nearly nine million primary-school-age<\/div>\n<div dir=\"ltr\">children are not enrolled, and millions more \u2013 especially girls \u2013 are<\/div>\n<div dir=\"ltr\">denied access to secondary education. Educational opportunities are also<\/div>\n<div dir=\"ltr\">highly unevenly distributed between the richest and poorest Commonwealth<\/div>\n<div dir=\"ltr\">countries, while gender discrimination plagues many states.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">\u201cIf current trends continue, by the year 2030 \u2013 the deadline for meeting<\/div>\n<div dir=\"ltr\">the 17 United Nations Sustainable Development Goals \u2013 more than 70% of<\/div>\n<div dir=\"ltr\">children in Commonwealth countries will be failing reading and math. This<\/div>\n<div dir=\"ltr\">would represent more than half of the total number of young people<\/div>\n<div dir=\"ltr\">expected to lack the skills needed to succeed in the twenty-first-century<\/div>\n<div dir=\"ltr\">job market.\u201d<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Understanding the elevated position of education in attaining national<\/div>\n<div dir=\"ltr\">peace and development, Okonjo-Iweala as Finance Minister in 2015 allotted<\/div>\n<div dir=\"ltr\">the lion\u2019s share to education. Of the total N4.493 trillion approved<\/div>\n<div dir=\"ltr\">fiscal expenditure in 2015, education received the highest sum of<\/div>\n<div dir=\"ltr\">N392,363,784,654.
