Newly appointed Special Adviser on Niger Delta\/Presidential Amnesty
\nProgram, Prof. Charles Quaker Dokuboh has allegedly awarded a fraudulent
\nN778million contract to aides of Kingsley Kuku, the former Amnesty boss
\nunder President Goodluck, who is currently on the run, a petition before
\nthe Presidency seen by Pointblanknews.com has alleged.<\/p>\n

This is even as Prof. Dokuboh, according to the petition, was caught on
\ntape offering a $100,000.00 bribe to an official of the Economic and
\nFinancial Crimes Commission, EFCC, who is investigating Gen. Paul Boroh,
\nthe recently sacked Amnesty boss.<\/p>\n

Doubara William Oweifa, from Bayelsa State, whose petition has already
\nbeen received by the Presidency, also accused Prof. Dokuboh of awarding
\ncontracts worth billions and made payments to agents of the Peoples
\nDemocratic Party, PDP, to sabotage and mobilize against the Government of
\nPresident Buhari and the All Progressive Congress, APC.<\/p>\n

An Urgent Call to have Prof. Charles Quaker Dokubo, Coordinator of the
\nNiger Delta Presidential Amnesty Programme (PAP) Step-Aside for an
\nInvestigative Inquiry to Commence into his Treasonous Activities Against
\nthe Government of President Muhammadu Buhari, and the Unrivaled Fraud and
\nCorruption Being Perpetrated in the Niger Delta Presidential Amnesty
\nProgramme (PAP).<\/p>\n

As concerned citizens and youths from the Niger Delta region of Nigeria,
\nwe begin by acknowledging the manifestly evident work that has been done
\nby your administration in ensuring that corruption in Nigeria is
\neradicated in its entirety.<\/p>\n

It is imperative to note that Prof. Charles Quaker Dokubo, Coordinator of
\nthe Niger Delta Presidential Amnesty Programme (PAP) was appointed in
\nMarch 2018 to pilot the affairs of the Presidential Amnesty Programme
\n(PAP) under the Leadership of President Muhammadu Buhari GCFR, the
\nPresident of the Federal Republic of Nigeria.<\/p>\n

Prof. Charles Quaker Dokubo was recommended by the National Security
\nAdviser Maj. Gen. Mohammed Babagana Monguno (rtd.) to become the PAP
\nCoordinator without proper vetting. Since his appointment, Prof. Dokubo
\nhas been secretly sabotaging and mobilizing against the government of
\nPresident Muhammadu Buhari, using operatives of the Peoples Democratic
\nParty (PDP) which is explained below.<\/p>\n

Prof. Dokubo was implicated in a bribery scandal with the former Amnesty
\nBoss, Gen. Paul Tarela Boroh (rtd.). A signed report, written by Gen.
\nBoroh\u2019s Lawyer which is presently in the custody of the Economic and
\nFinancial Crimes Commission (EFCC), implicated both Prof. Dokubo and Gen.
\nBoroh (rtd.) as working together to sabotage the on-going investigations
\ninto the former Amnesty Boss, Gen. Boroh (rtd.) alleged fraudulent
\nactivities while in office.<\/p>\n

Prof. Dokubo pledged his support for Gen. Boroh (rtd.) and allegedly
\noffered to bribe a Highly Distinguished EFCC Official with the sum of
\n$100,000.00 USD. Their act of trying to bribe the Highly Distinguished
\nEFCC Official was caught on Tape Recording. However, to their biggest
\nsurprise, the EFCC Official turned down their bribery request and
\nre-arrested Gen. Boroh (rtd.) and his Lawyer. Prof. Dokubo was invited for
\nquestioning where he also provided a written statement.<\/p>\n

Prof. Charles Quaker Dokubo has been empowering and approving contracts
\nworth Hundreds of Millions of Naira to individuals that provided
\nmisleading information that the former Amnesty Boss Gen. Boroh (rtd.) was
\ngiving Billions of Naira meant for the Amnesty Programme, and for the
\nempowerment of the Niger Delta youths to the National Security Adviser
\nMaj. Gen. Mohammed Babagana Monguno (rtd.), and other Senior Officials in
\nPresident Buhari\u2019s government, including the Vice President, Prof. Yemi
\nOsinbajo\u2019s Aides, and the Director General of the State Security Service,
\nMr. Lawal Musa Daura, EFCC Officials, and ICPC Officials.<\/p>\n

These individuals are Mr. Henry Ugbolue (+2348077775055), Mr. Remmy John
\n(+2349085554444), and Mr. Lawrence Pepple (+2347031399992). They are the
\nsources that provided multiple information that was used by Amnesty
\nstudents in the United States to protest to President Donald Trump and
\nU.S. Authorities in front of the White House on Nov. 4th 2017, accusing
\nthe National Security Adviser Maj. Gen. Mohammed Babagana Monguno (rtd.),
\nGen. Boroh (rtd.), and Senior Officials in President Buhari\u2019s government,
\nincluding the Vice President, Prof. Yemi Osinbajo\u2019s Aides, and the
\nDirector General of the State Security Service, Mr. Lawal Musa Daura, EFCC
\nOfficials, and ICPC Officials of corruption which brought international
\ndisrepute to President Muhammadu Buhari GCFR, and the Federal Republic of
\nNigeria.<\/p>\n

Mr. Henry Ugbolue, Mr. Remmy John, and Mr. Lawrence Pepple are all from
\nthe previous administration, and they have pending criminal cases against
\nthem with the Economic and Financial Crimes Commission (EFCC) due to their
\nalleged fraudulent practices as senior management officials at the Amnesty
\noffice. These 3 individuals held senior management positions under the
\nformer Amnesty Boss Hon. Kingsley Kuku. However, these same individuals
\nare the persons presently dictating the affairs of the Presidential
\nAmnesty Programme (PAP) to Prof. Charles Quaker Dokubo because, they have
\nsuccessfully taught Prof. Dokubo on how to steal and hide funds from the
\nAmnesty coffers without being caught. However, in order to cover his
\nschemes, Prof. Dokubo only recently registered in his Ward as an All
\nProgressive Congress (APC) member to deceive the Presidency into believing
\nthat he is working for the interest of President Muhammadu Buhari GCFR.<\/p>\n

We understand that these individuals will deny the allegations therefore
\nto prove the authenticity of this information, we have Hundreds of phone
\nrecords, WhatsApp call logs, and documents that were received from these
\nindividuals which can be provided to the National Security Adviser Maj.
\nGen. Mohammed B. Monguno (rtd.) and the Director General of the State
\nSecurity Service Mr. Lawal M. Daura, for their prosecution on charges
\nbordering on issues of National Security within Nigeria.<\/p>\n

THEIR MODE OF OPERATIONS:
\nThese 3 individuals frequently communicate with Prof. Charles Quaker
\nDokubo via WhatsApp only, and they are mobile, using different Hotel Rooms
\nwithin Abuja and Lagos to hold unofficial meetings. They have no specific
\noffice location.<\/p>\n

Ms. Hilda Dokubo was brought into their circle but due to the media storm
\nand criticisms her presence created, Prof. Dokubo and these individuals
\nagreed that Mr. Henry Ugbolue use his Media Connections to make
\npublications to deceive the NSA Gen. Monguno (rtd.) and the Presidency
\nthat Ms. Hilda Dokubo is not working with Prof. Dokubo. Below is part of
\nthe publication:<\/p>\n

\n2018. \u201c I have deemed it extremely important to clarify that since I
\nassumed office as the Coordinator of the Presidential Amnesty Programme, I
\nhave not hired any person. In particular, I have not hired Hilda Dokubo in
\nany capacity at the Amnesty Office and I don\u2019t intend doing so. It is also
\nnot true that she is my relative. We are not even from the same Local
\nGovernment Area.\u201d<\/p>\n

These individuals are piloting the affairs of the Amnesty office for their
\npersonal interests from behind the scenes. Prof. Dokubo violated Bureau of
\nPublic Procurement (BPP) Rules by approving the contract for the
\nConsultancy to Double Helix Nigeria Limited located at No. 4 Olu Agabi
\nClose, Life-Camp, Abuja, FCT. for the payment of PAP Consultants salaries
\nwithout following due process.<\/p>\n

Double Helix Nigeria Limited was brought by Mr. Remmy John and it is a
\nfront for Mr. Henry Ugbolue, Mr. Remmy John, and Mr. Lawrence Pepple whom
\nall have pending criminal cases against them with the Economic and
\nFinancial Crimes Commission (EFCC).<\/p>\n

These 3 individuals do not want their names on any bank account that is
\nreceiving deposits directly from the Amnesty office, therefore they agreed
\nwith Prof. Dokubo for each of these 3 individuals to nominate their
\nTrusted Personal Aide to sign on their behalf to open the Double Helix
\nNigeria Limited UBA account. Their Aides withdraws the funds and gives
\nthem cash. Below is an example of a few of their bank debit details:<\/p>\n

Upon proper and thorough interrogation and investigations, their Aides
\nwhose names and photographs appear in the UBA bank account opening
\ndocuments will confess to their schemes.<\/p>\n

These individuals are operatives of the Peoples Democratic Party (PDP) and
\nthey all held senior management positions in the previous administration
\nat the Amnesty office. In-fact Mr. Henry Ugbolue has a running Media
\ncontract with the PDP Governor Okowa of Delta state.<\/p>\n

Mr. Henry Ugbolue was awarded another contract by Prof. Dokubo using
\nanother company name called \u201cTelecom\u201d as the Media Consultant to the PAP
\nMedia unit through which all PAP Media Unit consultants are being paid.<\/p>\n

These 3 individuals front numerous companies for Prof. Dokubo which the
\nAmnesty Boss urgently approves the contracts because, his share of funds
\nis already included in the contracts. For a N91 million contract like the
\nexample below, these individuals and Prof. Dokubo will collect between N11
\nmillion to N15 million depending on the individual and their relationship.<\/p>\n

Prof. Dokubo has approved many of these contracts running into Billions
\nand Billions of Naira and the funds are being used to mobilize the
\nopposition against President Muhammadu Buhari\u2019s re-election bid.
\nInvestigators needs to follow the Money, they need to know the reasons why
\nProf. Dokubo is approving Billions of Naira in contracts and payments to
\nthe companies that these individuals fronts, and not the speeches Prof.
\nDokubo is giving to the Media praising President Buhari, those speeches
\nare white-wash meant as a cover-up.<\/p>\n

The companies listed below belongs to these individuals Personal Aides
\n(Mr. Ufuoma Akpiroroh and Mr. Harry Marshall Jr.). They are fronts for
\nProf. Charles Quaker Dokubo and Mr. Larry Pepple who was a senior Amnesty
\nofficial in the previous administration under Hon. Kingsley Kuku, and he
\nwas arrested and currently have pending criminal cases of fraud with the
\nEconomic and Financial Crimes Commission (EFCC).<\/p>\n

A total of N778, 000,000.00 (N778 Million) has already been paid by Prof.
\nDokubo to these individuals within two (2) weeks of issuing their award
\nletters out of the total contract sum of about N1,166,000,000.00 (N1.166
\nBillion). However, no job, training, or empowerment has been done by these
\ncompanies across the Niger Delta region.<\/p>\n

1. IB and M integrated services Ltd. Received three (3) contracts of over
\nN97 Million each totaling over N291 Million and 100% payment has been paid
\nby Prof. Dokubo.
\n2. PDF International Concepts Ltd. Received two (2) contracts of over N98
\nMillion and over N97 Million totaling over N195 Million and 75% payment
\nhas been paid by Prof. Dokubo.
\n3. Peacefos Product Ltd. Received two (2) contracts of over N97 Million
\nand over N98 Million totaling over N195 Million and 75% payment has been
\npaid by Prof. Dokubo.
\n4. I and I Multi Dynamic Services Ltd. Received three (3) contracts of
\nover N97 Million each totaling over N291 Million and 100% payment has been
\npaid by Prof. Dokubo.
\nAnother contractor below has 5 batches of contracts at N91,759,500.00
\neach. Other contractors which are their fronts have more contracts.<\/p>\n

Corruption at the Amnesty office under Prof. Charles Quaker Dokubo is
\nunrivaled, even worse than under Gen. Boroh (rtd.). Prof. Dokubo is
\nworking with Gen. Boroh against the Government of President Muhammadu
\nBuhari GCFR.<\/p>\n

Prof. Dokubo allegedly told Mr. Henry Ugbolue, Mr. Remmy John, and Mr.
\nLawrence Pepple that the NSA Gen. Monguno had confidentially asked him to
\nresign. Based on that information, they are urgently planning to hold a
\nNiger Delta Ethnic Nationalities Summit where he will publicly praise
\nPresident Buhari to spite the NSA, Gen. Monguno in order for him to become
\nmore powerful, whereby the NSA cannot ask him to resign anymore.<\/p>\n

Prof. Dokubo has employed his kinsman Mr. Peter Jack whom he made Head of
\nData Unit to allocate parts of the thousands of Ghost Names receiving
\nN65,000.00 monthly for himself which translates to Hundreds of Millions of
\nNaira Monthly. Mr. Peter Jack was the former National Information
\nTechnology Development Agency (NITDA) Director General, Mr. Peter Jack was
\nsuspended and eventually fired by the Minister of Communications, Mr.
\nAdebayo Shittu, on alleged \u201cmisconduct\u201d.<\/p>\n

The Daily Trust reports that the audit committee set up by Shittu to
\ninvestigate the NITDA DG, wrote in a report that the NITDA boss \u201cgave
\napproval for the disbursement of N630 million\u00a0within two months<\/span><\/span>\u00a0without
\ndue process under questionable and suspicious circumstances.\u201d The
\ncommittee also stated in the report that the embattled former director
\ngeneral was found wanting as regards to handling the \u201cfinances and
\nprocurement processes of the agency, including irregularities in staff
\nrecruitment.\u201d<\/p>\n

The committee also said it \u201cobserved that several approvals for payment
\ntotalling N301.6 million were made through the agency\u2019s staff private
\naccounts under the guise of cash advance disbursements,\u201d according to a
\nreport by Nigeria Communications-Week. N1.1 million to N49.7 million, were
\ndisbursed to 18 members of staff between November 12 and December 31,
\n2015. Mr. Jack also allegedly disbursed N153 million to 26 staff of the
\nagency \u201cas claims for embarking on official trips without evidence of
\nembarking on the journey\u201d within the same period. The former NITDA DG
\nallegedly paid himself over N52 million as well for official trips to
\nIndia, United States, Portugal and Canada\u00a0within two months<\/span><\/span>.<\/p>\n

The level of corruption in the Amnesty office under Prof. Dokubo is
\nunrivaled. The Legal unit now requires that contractors pay N1.5 million
\nbefore their legal contract documents can be signed.<\/p>\n

The Accounts, and Procurement Units all demand for upfront payment or
\ncontractors must issue a post-dated cheque prior to documents being
\nprocessed and payments made. The upfront payments or post-dated cheques
\nfor the Accounts unit and Procurement Unit is being collected by Mr.
\nFrancis Afisco Okringbo, a relative of the Former Amnesty Boss, Gen. Boroh
\n(rtd.).<\/p>\n

For example, an Amnesty contractor\u2019s company called \u201cMagfield\u201d that banks
\nwith Access Bank wrote a Post-Dated cheque for N3 Million which was cashed
\nafter the Accounts unit and Procurement Unit processed their documents and
\npaid 15% of their contract award sum to Access Bank. The names on the
\nCheques are left open for their neutral associate to fill in their names.<\/p>\n

The same scenario happened to another contractor\u2019s company called
\n\u201cTen-Seven.\u201d A Post-Dated cheque for N3 Million was cashed after the
\nAccounts unit and Procurement Unit processed their documents and paid 15%
\nof their contract award into their bank account.<\/p>\n

The level of corruption is so bad that the Head of Re-integration Chief
\nBrown a kinsman of Prof. Dokubo blackmailed the Director of the Legal Unit
\nMrs. Patricia. Chief Brown confronted Mrs. Patricia that he is aware of
\nthe Millions of Naira that the former Amnesty Boss, Gen. Boroh (rtd.) paid
\ninto her account which she claimed to have used for Legal trips abroad.
\nChief Brown successfully blackmailed Mrs. Patricia into giving him N2
\nmillion from the proceeds because she became scared that her cover story
\nhas been blown.<\/p>\n

The tales and accounts of fraud and corruption under Prof. Charles Quaker
\nDokubo is too numerous to mention, including his partnership with the
\nformer Amnesty Boss, Gen. Boroh (rtd.). Prof. Dokubo is sabotaging the
\ngovernment of President Muhammadu Buhari.<\/p>\n

Our Demands:
\n1.\u00a0 \u00a0 \u00a0 We humbly ask President Muhammadu Buhari GCFR, to have Prof. Charles
\nQuaker Dokubo Step-Aside for an Investigative Inquiry to Commence into his
\nTreasonous Activities Against the Government of President Muhammadu
\nBuhari, and the Unrivaled Fraud and Corruption Being Perpetrated in the
\nNiger Delta Presidential Amnesty Programme (PAP) in the interest of Niger
\nDeltans, the ruling party, and President Buhari\u2019s re-election bid, given
\nthis critical election period.<\/p>\n

2.\u00a0 \u00a0 \u00a0 That Mr. Henry Ugbolue (+2348077775055), Mr. Remmy John
\n(+2349085554444), and Mr. Lawrence Pepple (+2347031399992) be thoroughly
\ninvestigated and prosecuted on charges bordering on issues of National
\nSecurity within Nigeria because these are the individuals that provided
\nfalse information that was used by Amnesty students in the United States
\nto protest to President Donald Trump and U.S. Authorities in front of the
\nWhite House on Nov. 4th 2017, accusing the National Security Adviser Maj.
\nGen. Mohammed Babagana Monguno (rtd.), Gen. Boroh (rtd.), and Senior
\nOfficials in President Buhari\u2019s government, including the Vice President,

3.\u00a0 \u00a0 \u00a0 Individuals and the listed Companies above that are fronting for Prof.
\nDokubo should be urgently investigated. A total of N778, 000,000.00 (N778
\nMillion) has already been paid by Prof. Dokubo to some of these
\nindividuals companies within two (2) weeks of issuing their award letters
\nout of the total contract sum of about N1,166,000,000.00 (N1.166 Billion).
\nHowever, no job, training, or empowerment has been done by these companies
\nacross the Niger Delta region.<\/p>\n

4.\u00a0 \u00a0 \u00a0 Heads of Departments in PAP (Legal, Reintegration, Procurement and
\nAccounts departments), including individuals and companies mentioned in
\nthis petition should be investigated immediately.<\/p>\n

We are determined in our resolve to eschew all forms of corruption present
\nin the Presidential Amnesty Programme in the interest of peace and
\nstability in the Niger-Delta region.<\/p>\n
