Shema &#8211; Witness"},"content":{"rendered":"<div dir=\"ltr\">A witness and former Auditor-General of Katsina state, Alhaji Ibrahim Dabo<\/div>\n<div dir=\"ltr\">Bindawa, has told Justice Maikata ibrahim Bako of the state high court<\/div>\n<div dir=\"ltr\">that he did not see the appropriation laws of the state between 2012 to<\/div>\n<div dir=\"ltr\">2014 before his committee came up with a report indicting former governor<\/div>\n<div dir=\"ltr\">of the state, Ibrahim Shehu Shema of financial impropriety.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">The state government had set up a committee to investigate the finances of<\/div>\n<div dir=\"ltr\">the state under former Governor Shema.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">The committee was expected to investigate loss of government funds and<\/div>\n<div dir=\"ltr\">property.<\/div>\n<div dir=\"ltr\">\u200e<\/div>\n<div dir=\"ltr\">According to Bindawa, who printed posters to contest the 2015 governorship<\/div>\n<div dir=\"ltr\">election against Governor Aminu Bello Masari but later stepped down from<\/div>\n<div dir=\"ltr\">contesting the election in his evidence before the court said he was aware<\/div>\n<div dir=\"ltr\">that the State House of Assembly is saddled with the responsibilities of<\/div>\n<div dir=\"ltr\">making financial appropriation laws<\/div>\n<div dir=\"ltr\">for the state but have not seen the laws between 2012 to 2014.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Apart from the report of the committee that was brought to the court,\u200e<\/div>\n<div dir=\"ltr\">none of the primary evidence was shown to the court to substantiate the<\/div>\n<div dir=\"ltr\">allegation of the witness.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">While under cross-examination, he said apart from allowances that were<\/div>\n<div dir=\"ltr\">paid to them, no other member of the committee got money for the work they<\/div>\n<div dir=\"ltr\">did for the state in serving on that committee.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">But when asked by the team of lawyers of Dr. Shema, led by Chief Joseph<\/div>\n<div dir=\"ltr\">Daudu, SAN, that some of the members who served on the committee have been<\/div>\n<div dir=\"ltr\">rewarded with political appointments by the governor, he said he was not<\/div>\n<div dir=\"ltr\">aware.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">When asked, if he knew that Maigari Salihu\u200e and Farouk Lawan Jobe, who<\/div>\n<div dir=\"ltr\">served as members the committee are now, Chairman, Local Government<\/div>\n<div dir=\"ltr\">Services of Katsina State and Special Adviser to the governor of he state<\/div>\n<div dir=\"ltr\">respectively, the witness claimed ignorance of the development.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Bindawa\u200e, who said he personally investigated the finances of the state<\/div>\n<div dir=\"ltr\">said some vouchers were with the Economic and Financial Crimes Commission,<\/div>\n<div dir=\"ltr\">EFCC, but did not bother to request for the documents from he commission<\/div>\n<div dir=\"ltr\">before coming up with its report.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">He admitted that the documents with the EFCC was vital to the work but did<\/div>\n<div dir=\"ltr\">not write them to request for it.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">&#8220;I said that some vouchers are with the the EFCC. The Director of Finance<\/div>\n<div dir=\"ltr\">in the ministry of Local Government and Chieftaincy Affairs did not give<\/div>\n<div dir=\"ltr\">us the details of<\/div>\n<div dir=\"ltr\">the vouchers.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">&#8220;\u200eThe vouchers with the EFCC are very important to our work.
