The National chairman of the Reformed All Progressives Congress<\/div>\n
(R-APC),Alhaji Buba Galadima, has written to the Independent National<\/div>\n
Electoral Commission (INEC), seeking to sack the Adams Oshiomole-led<\/div>\n
National executive committee of the All Progressives Congress (APC).<\/div>\n

Galadima, in a letter to INEC date July 4,\u00a0 2018,Mr. Galadima told the<\/div>\n
electoral body that congresses before the National Convention of the party<\/div>\n
were marred with serious irregularities and manipulations.<\/div>\n

REQUEST TO INVALIDATE THE PURPORTED ELECTION OF NATIONAL OFFICERS OF THE<\/div>\n
ALL PROGRESSIVES CONGRESS (APC) AND NOT TO RECOGNISE THEM.<\/div>\n
I write as a foundation member of the All Progressives Congress (APC), a<\/div>\n
member of its Board of Trustees, National Caucus and an automatic delegate<\/div>\n
at its National Convention, to bring to your notice that on 23rd June,<\/div>\n
2018, the All Progressive Congress (APC) purportedly held a very flawed<\/div>\n
and undemocratic Convention for the purpose of electing its National<\/div>\n
Officers following the disputed Congresses held in various Wards (May 2,<\/div>\n
2018), Local Governments (May 5, 2018), State Congress (May 8, 2018).<\/div>\n
<\/div>\n
2. These Congresses leading up to the National Convention of the party<\/div>\n
were marred with serious irregularities and manipulations to the extent<\/div>\n
that in at least 22 States, parallel Congresses were held and different<\/div>\n
set of delegates and officers emerged. Some of the States includes: Abia,<\/div>\n
Adamawa, Bauchi, Benue, Cross-River, Delta, Enugu, Imo, Jigawa, Kaduna,<\/div>\n
Kano, Katsina, Kebbi, Kogi, Kwara, Lagos, Niger, Ondo, Oyo, Rivers, Sokoto<\/div>\n
and Zamfara.<\/div>\n
You should please access the Report of your offices in these States for<\/div>\n
confirmation.<\/div>\n
3. In particular the \u201celection\u201d of the following officers of the party was<\/div>\n
in direct contravention of Article 20(1) of the APC Constitution, which<\/div>\n
says:<\/div>\n
\u201cUnless otherwise provided for: All party posts prescribed or implied by<\/div>\n
this Constitution shall be filled by democratically conducted elections at<\/div>\n
the respective National Convention or Congress subject, where possible, to<\/div>\n
consensus, Provided that where a Candidate has emerged by consensus for an<\/div>\n
elective position, a vote of \u201cYes\u201d or \u201cNo\u201d by ballot or voice shall be<\/div>\n
called, to ensure that it was not an imposition which could breed<\/div>\n
discontent and crisis\u201d.<\/div>\n
4. The officers affected include:<\/div>\n
1. National Chairman \u2013 Comrade Adams Oshiomhole.<\/div>\n
2. National Welfare Secretary \u2013 Alhaji Ibrahim Masari.<\/div>\n
3. National Financial Secretary \u2013 Alhaji Tunde Bello.<\/div>\n
4. National Physically Challenged \u2013 by Misbahu L. Didi.<\/div>\n
5. Zonal Secretary North-Central \u2013 Dr. Zakari Muhammed.<\/div>\n
6. Zonal Organising Secretary North-Central \u2013 Ibrahim M. Abdul.<\/div>\n
7. Zonal Women Leader North-Central \u2013 Hajia Hassana Abdullahi.<\/div>\n
8. Ex-Officio North-Central \u2013 Nelson Abba.<\/div>\n
9. Zonal Secretary North-East \u2013 Abubakar Sadiq Ajia<\/div>\n
10. Ex-Officio North-East \u2013 Mallam Isah Azare.<\/div>\n
11. Zonal Secretary North-West \u2013 Tukur A. Gusau.<\/div>\n
12. Zonal Organizing Secretary North-West \u2013 Abdulmunab Muhammad.<\/div>\n
13. Ex-Officio, North-West \u2013 Nasiru Haladu Danu.<\/div>\n
14. Zonal Woman Leader South-South \u2013 Mrs. Rachael Akpabio.<\/div>\n

18. Ex-Officio South-West \u2013 Omoloye O. Akintola.<\/div>\n
5. Furthermore, in the course of the Convention proceedings, many other<\/div>\n
persons purportedly withdrew from the contest for the various offices, and<\/div>\n
the Convention Chairman announced them as unopposed and \u201celected\u201d without<\/div>\n
following any form of due process. This affected the position of the<\/div>\n
National Secretary and others.<\/div>\n
6. What transpired was that the Chairman of the Convention, His<\/div>\n
Excellency, Alhaji Mohammed Badaru Abubakar flagrantly usurped the powers<\/div>\n
of the delegates and declared 18 officers elected without following the<\/div>\n
laid down criteria.<\/div>\n
7. I have attached the video recording of the relevant aspects of the<\/div>\n
proceedings of the convention for your perusal.<\/div>\n
8. Furthermore, a transcript of the proceedings concerning the 18 officers<\/div>\n
are also attached for your records. See Annexure 1.<\/div>\n
9. The Constitution of the Federal Republic of Nigeria 1999 provides in<\/div>\n
S.223 (1) and (2) that \u201c(1) The constitution and rules of a political<\/div>\n
party shall-<\/div>\n
(a) provide for the periodical election on a democratic basis of the<\/div>\n
principal officers and members of the executive committee or other<\/div>\n
governing body of the political party; and<\/div>\n
(2) For the purposes of this section \u2013<\/div>\n
(a) the election of the officers or members of the executive committee of<\/div>\n
a political party shall be deemed to be periodical only if it is made at<\/div>\n
regular intervals not exceeding four years;\u201d.<\/div>\n
10. Furthermore, the Electoral Act, 2010 as amended gives INEC enormous<\/div>\n
powers to monitor political parties. Specifically, S.85(1), 85(2) and<\/div>\n
85(3) provide:<\/div>\n
85. (1) A registered political party shall give the Commission at least 21<\/div>\n
days notice of any convention, congress, conference or meeting convened<\/div>\n
for the purpose of electing members of its executive committees, other<\/div>\n
governing bodies or nominating candidates for any of the elective offices<\/div>\n
specified under this Act.<\/div>\n
85 (2) The Commission may, with or without prior notice to the political<\/div>\n
party monitor and attend any convention, congress, conference or meeting<\/div>\n
which is convened by a political party for the purpose of \u2013 (a) electing<\/div>\n
members of its executive committees or other governing bodies; (b)<\/div>\n
nominating candidates for an election at any level; and (c) approving a<\/div>\n
merger with any other registered political party.<\/div>\n
85(3) The election of members of the executive committee or other<\/div>\n
governing body of a political party, including the election to fill a<\/div>\n
vacant position in any of these bodies, shall be conducted in a democratic<\/div>\n
manner and allowing for all members of the party or duly elected delegates<\/div>\n
to vote in support of a candidate of their choice.<\/div>\n
11. The Convention held on 23rd June, 2018 which purportedly produced the<\/div>\n
National Officers of the APC was not conducted in a democratic manner as<\/div>\n
required by Article 20(1) of the APC Constitution, the 1999 Constitution<\/div>\n
of the Federal Republic of Nigeria and the Electoral Act.<\/div>\n
12. All attempts to activate the appeal processes and internal mechanisms<\/div>\n
of seeking redress as a senior member of the APC was frustrated by the<\/div>\n
party.<\/div>\n
13. Our prayers:<\/div>\n
We respectfully, therefore, request INEC to intervene, following<\/div>\n
precedents established over the years, to declare invalid and unlawful and<\/div>\n
not to accord any form of recognition to officers purportedly elected at<\/div>\n
the APC Convention of June 23, 2018. The officers include the aforesaid 18<\/div>\n
officers and indeed all those who purportedly withdrew during the<\/div>\n
Convention as they were just declared elected by the Chairman of the<\/div>\n
Convention Committee without a \u201cYes\u201d or \u201cNo\u201d vote and indeed without any<\/div>\n
form of democratic foundation. It also includes the remaining officers as<\/div>\n
the Delegates election that produced them wase seriously flawed and not in<\/div>\n
compliance with relevant rules. Their emergence is a breach of the 1999<\/div>\n
Constitution, the Electoral Act and the Constitution of the APC (Article<\/div>\n
20(1)).<\/div>\n
