Inspector-general of police, Ibrahim Idris, has ordered immediate
\npsychological evaluation on all operatives of the special anti-robbery
\nsquad (SARS).<\/p>\n

Idris has also announced new measures aimed at overhauling the police outfit.<\/p>\n

Part of the measures include the constitution of a team that would review
\nSARS operations and as well as the appointment of a new commissioner of
\npolice to head the squad.<\/p>\n

This comes hours after Acting President Yemi Osinbajo ordered the police
\nIG to overhaul the anti-robbery squad with immediate effect.<\/p>\n

In a statement\u00a0on Tuesday<\/span><\/span>, Jimoh Moshood, police spokesman, said the
\ncommittee consisting of police personnel and human rights actors is to pay
\nunannounced visits to SARS formations across the country.<\/p>\n

In the new arrangement also, the police unit will now be addressed as
\nfederal SARS (FSARS) and \u201cwill be intelligence driven and restricted to
\nthe prevention and detection of armed robbery, kidnapping and the
\napprehension of offenders linked to the stated offences only.\u201d<\/p>\n

In December last year, the IGP ordered the reorganisation of the police
\nunit but the complaints against the squad persisted, nonetheless.<\/p>\n

Below is the full statement from Moshood:<\/p>\n

The Inspector General of Police in compliance with the Presidential
\ndirectives has ordered the immediate overhauling of the Special
\nAnti-Robbery Squad (SARS) to address complaints and allegations on human
\nrights violations against some of the personnel of Special Anti-Robbery
\nSquad (SARS) from members of the public in some parts of the Country.<\/p>\n

2. In the new arrangement, a new Commissioner of Police has been appointed
\nas the overall head of the Federal Special Anti-Robbery Squad nationwide.<\/p>\n

3. The Federal Special Anti-Robbery Squad previously under the Force
\nCriminal Intelligence and Investigations Department (FCIID) is henceforth
\nto operate under the Department of Operations, Force Headquarters Abuja.
\nThe Commissioner of Police (FSARS) is answerable to the Inspector General
\nof Police through the Deputy Inspector General of Police, Department of
\nOperations.<\/p>\n

4. In observance of full compliance with the Presidential directives, the
\nFederal Anti-Robbery Squad will be intelligence driven and will be
\nrestricted to the prevention and detection of Armed Robbery, kidnapping
\nand the apprehension of offenders linked to the stated offences only.<\/p>\n

5. New FSARS Commanders are being appointed for the Federal Anti-Robbery
\nSquad (FSARS) across the country that will now exist and operate in the
\nState and Zonal Commands under the Commissioner of Police (F-SARS) at the
\nForce Headquarters, Abuja. A Federal SARS Commander of a Rank of Chief
\nSuperintendent of Police (CSP) but not below Superintendent of Police (SP)
\nwill be in charge of FSARS in State and Zonal Commands across the Country.<\/p>\n

6. All Commissioners of Police have been directed by the Inspector General
\nof Police to comply with this directive with immediate effect and warn
\ntheir personnel not to pose as SARS operatives. The IGP X-Squad and
\nMonitoring Unit have been mandated to go round the Commands and Police
\nFormations nationwide to ensure strict compliance with the Presidential
\ndirectives and apprehend any erring police officer.<\/p>\n

7. A new Standard Operational Guidelines and Procedures, and code of
\nconduct for all FSARS personnel to ensure that the operations of the
\nFederal Special Anti-Robbery Squad is in strict adherence to the rule of
\nlaw and with due regards to international human rights law and
\nconstitutionally guaranteed rights of suspects will be enforced in
\ntotality by the Commissioner of Police, FSARS. Other measures to be
\nimplemented by the Force in observance of full compliance with the
\npresidential directives are as follows:<\/p>\n

i. Human Rights Desk Officers for FSARS in every State to take complaints
\nfrom the public and forward same to Force Headquarters, the officer will
\nbe answerable to the Commissioner of Police, FSARS at the Force
\nHeadquarters and not Commander FSARS in the States.<\/p>\n

ii. Medical\/Psychological evaluation of all FSARS personnel will be
\ncarried out immediately.<\/p>\n

iii. Redesigning of new uniform with identity name tag for all FSARS
\npersonnel throughout the Country will be done immediately.<\/p>\n

iv. Henceforth, FSARS personnel will not perform Stop and Search duties
\nexcept on distress call to respond to armed robbery and kidnapping
\noffences only.<\/p>\n

8. The Force will be transparent, cooperate, and work cordially with the
\nNational Human Right Commission on the special panel that will conduct an
\ninvestigation of the alleged unlawful activities of FSARS to address
\ngrievances from the public against the personnel of FSARS in compliance
\nwith the presidential directives.<\/p>\n

9. Furthermore, a new training program to be organized by the Force in
\ncollaboration with some Civil Society Organizations (CSOs), Local and
\nInternational NGOs, and other Human Rights Organizations on core Police
\nDuties, Observant of Human Rights and Handling, Care and Custody of
\nSuspects have been directed by the Inspector General of Police for all
\nFederal SARS personnel nationwide with immediate effect.<\/p>\n

10. A committee of Senior Police officers, Technical Consultants, Human
\nRights\/Civil Society organizations (CSOs) has been setup to review the
\nactivities of FSARS under the new arrangement. They are to pay unscheduled
\nvisits to FSARS formations across the country with particular attention to
\nStates with high complaints index, to assess facilities and situations in
\nthese States and submit report to the Inspector General of Police on
\nregular basis.<\/p>\n

11. However, aggrieved members of the public who have any complaint in the
\npast or present of violation of their rights by any Special Anti-Robbery
\nSquad (SARS) personnel anywhere in the country are to report through any
