exchange for more than 100 schoolgirls kidnapped from a secondary school
\nin Dapchi, Yobe State in February, the 22nd report of the Analytical
\nSupport and Sanctions Monitoring Team of the United Nations\u2019 Security
\nCouncil has revealed.<\/p>\n

Boko Haram abducted 110 Dapchi girls on February 18, 2018, but 104 were
\nreleased on March 21, five having died in captivity, and one, Leah
\nSharibu, remaining in captivity for clinging on to her Christian faith.<\/p>\n

There were multiple reports at the time that the freedom of the girls was
\nsecured with cash and the release of Boko Haram commanders.<\/p>\n

However, Lai Mohammed, Minister of Information and Culture, denied,
\nclaiming the girls were released following \u201cback-channel\u201d negotiations
\nbrokered with the help of some \u201cfriends of the country\u201d.<\/p>\n

He maintained that no ransom was paid for their release, and also denied
\nthat any Boko Haram prisoner was swapped as part of the negotiations.<\/p>\n

\u201cIt is not true that we paid ransom for the release of the Dapchi girls,
\nneither was there a prisoner swap to secure their release,\u201d Mohammed had
\nsaid. \u201cWhat happened was that the abduction itself was a breach of the
\nceasefire talks between the insurgents and the government, hence it became
\na moral burden on the abductors. Any report that we paid ransom or engaged
\nin prisoner swap is false.\u201d<\/p>\n

But the UN Security Council report presented before the council on July
\n23, now available online, revealed that a ransom was indeed paid.<\/p>\n

\u201cThe predominance in the region of the cash economy, without controls, is
\nconducive to terrorist groups funded by extortion, charitable donations,
\nsmuggling, remittances, and kidnapping,\u201d read a part of the report
\nexplaining the stranglehold of Boko Haram and the Islamic State West
\nAfrica Province (SWAP).<\/p>\n

\u201cIn Nigeria, 111 schoolgirls from the town of Dapchi were kidnapped on 18
\nFebruary 2018 and released by ISWAP on 21 March 2018 in exchange for a
\nlarge ransom payment.\u201d<\/p>\n

The Dapchi case was not the first time the government would deny paying
\ninsurgents ransom.<\/p>\n

After the release, in 2017, of 82 of the close to 300 girls kidnapped by
\nBoko Haram in 2014, a source familiar with the deal had told the BBC: \u201cIt
\nshould have happened sooner, but the president was hesitating about
\nfreeing the five \u2014 and especially about the money.<\/p>\n

\u201cPersuading him was \u2018very, very difficult\u2019. It was the most difficult part
\nof the whole negotiation. He didn\u2019t want to pay any money.

\n\u201cThe ransom was two million euros. Boko Haram asked for euros. They chose
\nthe suspects and they gave us the list of girls who would be freed.\u201d<\/p>\n
