Short of constitutional amendment, the Federal Government and State<\/div>\n

Governors have resolved to explore how the operations of the Nigeria
\nPolice can be decentralised in order to improve the level of policing and
\nsecurity in the country.<\/p>\n

This is one of the highlights\u00a0 of the National Economic Council (NEC)
\nmeeting today where a Committee of state governors and the
\nInspector-General of Police has been set up to ensure the
\ndecentralisation.
\nMembers of the Committee include the Governors of Zamfara, Ondo, Plateau,
\nEbonyi, Katsina, Edo and Borno states, who will work with the IGP, Ibrahim
\nIdris.<\/p>\n

At the NEC meeting, the National Security Adviser, Maj. Gen. Babagana
\nMonguno (retd.), assured that the Intelligence Community and Security
\nAgencies will continue to sustain current efforts to mitigate the security
\nchallenges across the country.<\/p>\n

Monguno had earlier briefed the Council on security matters.<\/p>\n

Briefing State House correspondents, the Deputy Governor of Benue state,
\nMr. Benson Abounu, commended the efforts of the security agencies at
\nmitigating the spate of insecurity in the state.<\/p>\n

He especially thanked the security agencies for the thoroughness of
\nOperation Whirl-Stroke, mounted by the Nigerian Army, in Benue State for
\ntheir decisive operation which, according to him, has brought relative
\npeace to the state.<\/p>\n

Abounu, who spoke to reporters, said, \u201cThe security situation in Benue
\nState has improved significantly. Now many Internally Displaced Persons
\nhave returned home, the State is relatively calm\u201d.<\/p>\n

At the NEC meeting also, presentations were made on Value Added Tax (VAT)
\nand Withholding Tax by States and MDAs by the Executive Chairman, Federal
\nInland Revenue Service (FIRS), Dr. Babatunde Fowler.<\/p>\n

Dr. Fowler informed Council that the audit of the States MDAs has
\ncommenced with respective Governors and Finance Commissioners duly
\nnotified, adding that the total outstanding VAT and Withholding debt of
\nStates\u2019 MDAs stand at N41,047,661,213.66 for the period 2008 to 2016.<\/p>\n

A.
\nSECURITY BRIEFING BY THE NATIONAL SECURITY ADVISER (NSA)<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The National Security Adviser (NSA), on behalf of the Security
\nChiefs in the country, briefed Council on the current security challenges
\nacross the country, particularly in the North West, North East, Middle
\nBelt, South East and South-South.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 He informed Council on efforts being made by the Federal
\nGovernment and urged the State Governments to support Federal Government\u2019s
\nefforts in dealing with the challenges in their respective States,
\nparticularly those with local perspectives.<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The NSA assured that the Intelligence Community and Security
\nAgencies will continue to sustain current efforts to mitigate the security
\nchallenges across the country.<\/p>\n

Council Decision
\nCases of bandits should be prosecuted and adequately publicised
\nby the States and Attorney-General encouraged to personally lead
\nthe prosecution.
\nCouncil recommended that a Committee of NEC\u00a0 with representatives
\nfrom the geopolitical zones, including Zamfara, Ondo, Plateau,
\nEbonyi, Katsina, Edo and Borno States be set up to meet with the
\nIG of Police, to determined how to ensure the decentralization of
\nthe police operations as quickly as possible.
\nCouncil also thanked the NSA and the Service Chiefs for their efforts<\/p>\n

B.
\nPRESENTATION ON STRATEGIES FOR OPTIMISING THE CONTRIBUTION OF MSMES TO THE
\nCOUNTRY\u2019S TAX REVENUE PROFILE BY THE EXECUTIVE CHAIRMAN OF THE FEDERAL
\nINLAND REVENUE SERVICE (FIRS)<\/p>\n

Highlights of the presentation, among others, are:<\/p>\n

\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The presentation centred on the contribution of MSMEs to GDP,
\nNational Export and to Tax collection for 2015 \u2013 2018.
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 It also highlighted the challenges impeding the optimization of
\nMSMEs contribution to Tax Revenue.
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 MSMEs are classified into: Micro Enterprises, Small Enterprises
\nand Medium Enterprises.
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 National Bureau of Statistics, in partnership with the MSMEs,
\ngave the number of MSMEs in Nigeria as 37,067,419.
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 When adequately harnessed, MSMEs can have much impact on the
\nprofile tax revenue for the country \u2013 especially considering their direct
\ncorrelation with personal Income Tax, VAT and Withholding Taxes.<\/p>\n

Challenges Impeding Optimization of MSMEs Contribution to Tax Revenue:

\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Poor record-keeping and information management.
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Inability to distinguish personal capital from business money.
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Low awareness of Nigerian Tax Laws.
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Little or no business research leading to close of business.<\/p>\n

FIRS Strategies and Rates \u2013 among others<\/p>\n

Actions
\nAdequate man-power has been deployed to promptly attend to all tax
\nrelated challenges by MSMEs.
\nRespective organs of Government saddled with disbursement and
\nutilization of tax revenue should endeavour to be transparent and
\naccountability in order to motivate Voluntary Tax Compliance by
\nthe MSMEs.
\nGovernment at all levels should endeavour to provide
\ninfrastructural facilities and enabling business environment to
\nallow MSMEs Business to thrive.<\/p>\n

C.
\nREPORT ON VALUE ADDED TAX (VAT) AND WITHHOLDING TAX (WHT) BY STATES OF THE
\nFEDERATION, MDAS OF GOVERNMENT BY THE CHAIRMAN, FIRS<\/p>\n

Highlights of the report among others are;
\nIt is a report to Council on critical issues on the Value Added
\nTax (VAT) and Withholding Tax (WHT), status report on States Tax
\nAudit exercise, total remittances by the States\u2019 MDAs and
\ncontribution to non-import VAT.
\nCouncil is informed that the total outstanding debt of States\u2019
\nMDAs stands at N41,047,661,213.66 for the period 2008 to 2016.
\nProcess of bringing up-to-date status of VAT and WHT remittances
\nby all States and MDAs by the FIRS is on.
\nFor ease of VAT\/WHT collection and automatic remittances of
\ndeductions to TSA, FIRS has deployed a Software Payment Platform
\n(SPP) to facilitate States, MDAs computerisation and remittances.
\nThe report informed Council that remittances from States (January
\nto July 2018) stands at N40,299,839,092.79.
\nFIRS has duly notified the Governors and Finance Commissioners of
\nthe ongoing audit exercise and requests the cooperation and
\ncollaboration of the States for the success and timely conduct and
\ncompletion of the exercise.
\nThe report noted that the Honourable Minister of Finance has
\ndirected the Federal MDAs and States to verify the authenticity of
\nTax Clearance Certificates (TCC) online as presented by
\ncontractors before awarding contracts.
\nFederal and States MDAs are enjoined to send copies of Manual TCCs
\nissues before August 22, 207 to FIRS for verification before
\nawarding and making payments.
\nAction Points
\nAll States MDAs are encouraged to adopt the use of the Payment
\nplatform or a comparative alternative \u2013 Governors to ensure
\ncompliance.

REPORT ON EXCESS CRUDE ACCOUNT (ECA)<\/p>\n

Honourable Minister of Finance also reported to the Council that the
\nbalance in the Excess Crude Account (ECA) as at August 14, 2018 stands at
\n$2,250,434,918.00.<\/p>\n

UPDATE ON STABILIZATION FUND ACCOUNT:<\/p>\n

Honourable Minister of Finance reported to the Council that the current
\nbalance in the Stabilization Account as at August 14, 2018 stands at
\nN21,591,091,564.37.<\/p>\n

UPDATE ON NATURAL RESOURCES DEVELOPMENT FUND<\/p>\n

Honourable Minister of Finance equally reported to the Council that the
\ncurrent balance in the Natural Resources Development Fund as at August 14,
