\nBuhari\u2019s asset declaration fraud is more damning than Onnoghen’s, yet it
\nis Onnoghen who has been illegally \u201csuspended\u201d and pilloried in the media.
\nIn this piece I\u2019ll show you why Buhari is a double-dyed scammer who should
\nbe in jail.<\/p>\n

First, it was Buhari who voluntarily said he would publicly declare his
\nassets. The Punch of February 20, 2015 reported him to have said: \u201cI
\npledge to PUBLICLY declare my assets and liabilities, encourage all my
\nappointees to publicity declare their assets and liabilities as a
\npre-condition for appointment.\u201d However, several months after getting into
\npower, he refused to declare his assets publicly.<\/p>\n

In the early days of the regime, I frantically reached out to many people
\nin the president\u2019s inner circle with whom I have a personal relationship
\nand begged them to prevail upon the president to make good his campaign
\npromise. When they weren\u2019t forthcoming, I wrote a column on June 13, 2015
\ntitled \u201cMishandling of Asset Declaration May Doom Buhari\u2019s Presidency.\u201d\u00a0 I
\nrepublished it weeks later.<\/p>\n

The very first paragraph of the column, which seems pretty prescient in
\nretrospect, read:\u00a0 \u201cAlthough many of us still nourish the hope that
\nPresident Buhari\u2019s administration will represent a substantive departure
\nfrom the blight of the past, Buhari has so far done little to inspire
\nconfidence that he will live up to the hopes we have invested in him.
\nPerhaps the biggest germinal error he has made, which might haunt his
\nadministration, is his seeming reluctance to publicly declare his assets,
\ncontrary to the promise he made during his campaigns.\u201d<\/p>\n

After the column was published a second time, one close aide of the
\npresident told me in confidence that Buhari would NEVER publicly declare
\nhis assets because it would demystify him. I asked why and he said it’s
\nbecause the man is very wealthy and that his base in the North and his
\nsupporters down South would feel betrayed if they knew how much he\u2019s
\nactually worth. He said Buhari declared close to a billion naira in his
\nasset declaration form and has choice property all over the country worth
\nbillions of naira. What was worse, he said, Buhari didn\u2019t even officially
\ndeclare everything. That was when it dawned on me that Buhari was a
\ndeodorized and carefully packaged scammer.<\/p>\n

For instance, Buhari routinely received generous donations from foreign
\ngovernments during previous runs for present. The Saudi Arabian government
\nhas given him the equivalent of up to two billion naira in two election
\ncycles, and he always instructed his personal aide to deposit the money
\ninto his personal bank account. The late Muammar Gaddafi also once gave
\nhim at least $3 million and he deposited it into his personal bank
\naccount. He was also the sole signatory to the donations that everyday
\nNigerians made to his campaign through scratch cards between 2014 and
\n2015. The money was never used for the presidential campaign, and it has
\nnot been accounted for up to now. (An old woman in Kebbi State donated her
\nentire life saving of N1 million that she got from selling kosai (bean
\ncake) and died in penury a year later. Buhari didn\u2019t even acknowledge her
\ndeath!). Buhari did not declare all these monies in his asset declaration
\nform, yet he had close to a billion naira in cash in his declaration form
\nthat he is hiding from the world.<\/p>\n

Now, here is where the fraud starts. In December 2014, Buhari had said, \u201cI
\nhave at least one million naira in my bank, having paid N5.5 million to
\npick my form from my party APC. I have around 150 cattle because I am
\nnever comfortable without cows. I have a house each in Kaduna, Kano, and
\nDaura which I borrowed money to build. I never had a foreign account since
\nI finished my courses in the USA, India and the UK. I never owned any
\nproperty outside Nigeria. Never.\u201d<\/p>\n

They say a liar must have a good memory. But Buhari is a bad liar. After
\nso much pressure from many of us, Buhari\u2019s strategists came up with a plan
\nto deceive Nigerians and deflect attention from Buhari\u2019s asset declaration
\nfraud. His spokesman was told to issue an intentionally vague and
\nincomplete \u201cpublic asset declaration\u201d that would leave room for plausible
\ndeniability in case he is caught.<\/p>\n

That was why there were no specifics other than unhelpfully broad claims
\nthat the president had a house in Abuja (which he earlier said he didn’t
\nhave during the campaigns), Kano, Kaduna, Daura and Port Harcourt; some
\ncattle and livestock; \u201cnot less than 30 million naira\u201d (how more
\ndeceptively vague can you get than that? Recall that a few months earlier
\nhe said he had only one million naira left in his account!); \u201ca number of
\ncars\u201d (we weren\u2019t told how many); and so on. Compare Buhari\u2019s “public
\nasset declaration” with the late President Umaru Musa Yar’adua’s more
\ntransparent, public declaration and the face of Buhari\u2019s fraud will become
\neven more nakedly apparent.<\/p>\n

Many Nigerians weren\u2019t deceived by the fraud. They asked that he make
\npublic a copy of his declaration like Yar\u2019adua (who didn\u2019t even campaign
\nto publicly declare his assets) did. In response, the president\u2019s
\nspokesperson said, \u201cAs soon as the CCB is through with the process, the
\ndocuments will be released to the Nigerian public and people can see for
\nthemselves.\u201d It\u2019s been more than two years, and the declaration hasn\u2019t
\nbeen released to the public.<\/p>\n

What is worse, I have confirmed from friends at the Code of Conduct Bureau
\nthat the presidency took away Buhari\u2019s asset declaration form from the
\nplace. So, get this: Buhari is the ONLY public officer whose asset
\ndeclaration does not exist at the Code of Conduct of Bureau. Of course,
\nit\u2019s because he wants to hide his fraud from scrutiny.<\/p>\n

This double-dyed fraud becomes even more annoying when you remember what
\nBuhari says when he is asked to publicly show his asset declaration form
\nas he promised he would. During the one and only media chat he did as
\npresident, he challenged journalists to use their skills in \u201cinvestigative
\njournalism\u201d to find the form. What sort of dumb logic is that? On your
\nown, you promised to publicize your asset declaration form. Then you took
\nit away from the only place it\u2019s legally supposed to be, and you now
\nchallenge journalists to use their investigative skill to find it. You
\nwant them to invade your home, hold you at gunpoint, and force you to
\nproduce it?<\/p>\n

Well, journalists have used the best resources they have to find the form.
\nThey invoked the Freedom of Information Act and requested the CCB to
\nrelease Buhari\u2019s asset declaration form. On September 21, 2016, Code of
\nConduct Bureau Chairman Sam Saba said the Bureau couldn\u2019t release Buhari\u2019s
\nasset declaration form because the law that set up the bureau forbids him
\nfrom making the forms public without Buhari\u2019s consent.<\/p>\n

That\u2019s why the Bureau also declined requests to release the asset
\ndeclaration forms of other higher-ups in the Buhari regime. Now, how did
\nDennis Aghanya, Buhari\u2019s former media aide and current SA on justice, get
\naccess to CJN Onnoghen\u2019s asset declaration form when the law forbids the
\npublic disclosure of public officials\u2019 asset declaration forms without
\ntheir consent? Why isolate someone for punishment for an offense that
\neveryone, including the people meting out the punishment, is guilty of?<\/p>\n<\/div>\n<\/div>\n
