In Monday\u2019s opening ceremony of the caucus meeting of the All Progressives
\nCongress (APC), broadcast live from the party\u2019s national secretariat,
\nAbuja, President Muhammadu Buhari reacted fully to the Independent
\nNational Electoral Commission\u2019s (INEC) postponement of the presidential
\nand national assembly election, 48 hours earlier.<\/p>\n

The convergence of top-echelon APC members provided a very good
\nopportunity for Mr. President to ventilate his disappointment and anger at
\nwhat he read as incompetent management of the critical electoral process
\nby the Commission.\u00a0It was clear that Buhari spoke to the issue of
\npostponement from his heart.<\/p>\n

Dropping his prepared speech, he spoke ex-tempore, after the national
\nchairman, Comrade Adams Oshiomhole, had rambunctiously taken the electoral
\nbody and the opposition Peoples Democratic Party (PDP) to the cleaners.
\nAs chairman of the ruling party and a critical stakeholder in the
\nelection, Oshiomhole, in his trademark, compelling oratory identified and
\ndealt with the issues.<\/p>\n

Oshiomhole took on the INEC whom he accused of colluding with the PDP to
\nabort the February 16 presidential and national assembly election. That
\nwas not all. He accused the electoral body of plotting to manipulate the
\ngeneral election against the APC.<\/p>\n

For, instance, he claimed the Commission gave prior notice of the
\npostponement of the February 16 election to the PDP. These were all grave
\nallegations.\u00a0 Nobody should fault Oshiomhole for leveling these serious
\nallegations, especially if there is no specific evidence to conclusively
\ncounter them.<\/p>\n

I have read the quick riposte by the Speaker of the House of
\nRepresentatives, Yakubu Dogara, wherein he said: \u201cThis is a very
\nsurprising statement considering the fact that the Federal Government
\ncontrols every institution and agency involved in the electoral process,
\nincluding the CBN, Nigerian Air Force, and Aviation authorities, among
\nothers.\u201d<\/p>\n

Dogara had continued: \u201cWe are also very familiar with the pressure brought
\non INEC by top government officials and APC leaders to go ahead with the
\nelections despite not being adequately prepared\u2026. We are also aware the
\nAPC wanted the INEC chairman to conduct elections in some States and
\npostpone in other States so as to have staggered elections.\u00a0 It should
\nalso be noted that the areas that would have been affected by inadequate
\ndelivery of materials were PDP strongholds.\u201d<\/p>\n

These accusations and counter accusations are the stuff that political
\nconfrontations are made of. Oshiomhole was right to throw his devastating
\npunches at the PDP while Dogara was in apple-pie order to deliver his
\ncounter punches at the APC. The development has tweaked and livened up the
\npolitical terrain.<\/p>\n

In fact, it appears that 2015 events are repeating themselves.\u00a0 Then the
\nruling PDP was accusing the opposition APC of collaborating with the INEC
\nand enjoying the electoral body\u2019s sympathy. The Jonathan administration
\nwas even pressured to remove the then INEC Chairman, Professor Attahiru
\nJega, just as Buhari had been called upon to sack Professor Mahmoud
\nYakubu.<\/p>\n

Clearly, many Nigerians have not forgotten the shameful protest by Elder
\nGodsday Orubebe (then a cabinet minister) at the collation centre,
\naccusing Jega of bias for APC\u2019s candidate (Buhari). It does appear all
\nthose scenarios are being re-enacted. How so similar! How so real! The
\neventual bigger picture could just end up being a classic replay of the
\n2015 electoral saga, from the way things are panning out.<\/p>\n

With the goodwill the APC enjoyed then as an underdog or whipping boy in
\n2015, the goodwill the PDP, as opposition or underdog, appears to be
\nenjoying, Oshiomhole was right to take on the INEC and the PDP in the
\nmanner he did, sparing no jabs. But to those who are not politically
\ndiscerning or versed in the dynamics of electoral contests, Oshiomhole
\nwas, perhaps, only crying wolf where none existed.<\/p>\n

I do not think Oshiomhole was playing to the gallery or putting up an act
\nto veil APC and the Presidency\u2019s actual feelings or positions.\u00a0 I think
\nOshiomhole was serious about his claims. And, I think he was right to have
\nverbalized them the way he did. This is a power game where winners take no
\nprisoners. If I had doubted the sincerity of Oshiomhole\u2019s histrionics,
\nevery modicum of doubts dissipated immediately Buhari began to ventilate
\nhis anger.<\/p>\n

It was clear Buhari was going to be frank and obtrusive when he chose to
\nspeak ex-tempore.\u00a0 He had effectively adopted and deployed the speech of
\nOshiomhole as an anchor to further harangue the opposition parties and
\nthose who had perfected plots to perpetrate electoral malpractices during
\nthe rescheduled series of election.<\/p>\n

Apparently unconvinced by the reasons offered by INEC in postponing the
\nFebruary 16 election a few hours to the commencement of the exercise, the
\npresident who noted that all funds required by the commission were made
\navailable, assured that the development, which led to the poll
\npostponement would be investigated at the end of the election.<\/p>\n

While I don\u2019t see anything wrong in that or in the declaration by the
\npresident that he was disappointed at the seeming incompetence of the
\nelectoral body, as it was within his constitutional powers to cause
\ninvestigation of INEC\u2019s perceived failure and within his rights to comment
\non how he feels about the let-down by government agencies to deliver on
\ntheir mandates, there were areas of the president\u2019s speech which I
\nconsider extreme and tendentious.<\/p>\n

The declaration to expressly direct the nation\u2019s security agencies to be
\nruthless against ballot box snatchers or the threat to influential
\npolitical leaders who attempt to lead their supporters to snatch ballot
\nboxes during the election that they should be ready to do that at the
\nexpense of their life is, to me, a resort to jungle justice. That part of
\nthe speech and other similar aspects that tended to reinforce the theme of
\njungle justice was not presidential or statesmanlike.<\/p>\n

I say no to Mr. President on that outlandish declaration.\u00a0 I can
\nunderstand his pains and frustrations at electoral manipulations.\u00a0 I
\nremember the fate that he suffered on that score in the 2003, 2007 and
\n2011 presidential elections until 2015 when he won, defeating an incumbent
\nto clinch the presidential prize. I remember the statement credited to him
\nahead of the 2015 election to the effect that the dog and the baboon would
\nbe soaked in their blood if what happened (rigging) in the 2011
\npresidential election was allowed to repeat itself in 2015.<\/p>\n

I know the celebrated statement was a product of frustration with a
\ncompromised system that could not deliver justice.\u00a0 And, having had the
\nopportunity to be president, I had expected Mr. President to encourage a
\nprocess that would have culminated in a reform of our nation\u2019s electoral
\nsystem in all its ramifications.\u00a0 For instance, the Electoral Act
\nAmendment Bill, making the use of card readers mandatory should have been
\nsigned into an Act.<\/p>\n

In any case, the INEC must be commended for administratively making it
\nobligatory for only holders of recognizable permanent voter cards to vote
\non Election Day. It is part of effort to bolster the integrity of the
\nprocess. This will make it easy for winners and losers of the series of
\nelection to accept the outcomes.<\/p>\n

This is the ultimate, reasonable expectation from the electoral process.
\nAny mischief that circumvents this reasonable expectation should be cured
\nthrough the laid-down procedures circumscribed by extant laws.\u00a0 Nobody is
\npermissible or justifiable to issue illegal order that ballot snatchers
\nshould be shot on sight. Mr. President lost me on that score.<\/p>\n

There are laws to take care of electoral malpractice, especially
\nSectionn129(4) of the Constitution which prescribes a two-year
\nimprisonment for offenders. What the president should have done or said
\nwas to declare that he would deploy the power of his office to ensure that
\nperpetrators of electoral malpractices are expeditiously prosecuted and
\nsanctioned. Anything short of this is a retreat to Hobessian state of
\nnature and a resort to unconscionable and desperate illegality, as Mr.
\nPresident had indicated in his speech at the APC caucus meeting. I hope he
\nwill not keep fidelity with his avowed intention or directive.<\/p>\n
